E. Legislative Issues Mr. Baker provided a brief update on Senator Grimsley on how she is working on drafting the legislation
the board requested. He stated that he anticipates Rep. Pigman will introduce similar legislation in the House.
II. ntervention Project for Nurses
Ms. Linda Smith provided a brief update on highlights from IPN’s reports. Ms. Smith also informed the
Board that IPN has been conducting meet and greets around the state in conjunction with board
meetings. IPN was asked to join the National Council of State Boards of Nursing Research Initiative for
impairment programs in which many states are currently working on the criteria for.
III. Board Reports
A. Board Chair Dr. Newman informed the Board that she addressed the LPN class at Lake Technical College on November 8th.
B. Board Members
Ms. Whitson informed the Board that she is currently working within her hospital to address new graduates with regards to licensing and what to look forward to. She is also participating in an outreach program that would visit local high schools.
Dr. Glymph informed the Board that he attended an event on November 10th to address human trafficking, specifically on bringing awareness to how big the issue is.
Ms. Desmond informed the Board that she attended the annual meeting for the Florida Organization of Nurse Executives last month where she became a member of the Government Relations Committee and was nominated for treasurer position within the Tampa Bay Organization of Nurse Executives.
Ms. Forst thanked the Board for allowing her and Ms. Johnson to attend the NCSBN Annual meeting and expressed interest in attending again in March of 2017. Ms. Forst informed the Board that she and Ms. Johnson wrote about the meeting in the October issue of the Florida Nursing Quarterly. Ms. Forst further informed the Board that she will continue working for the NCLEX and plans to attend that committee again in December.
Ms. Johnson informed the Board that she will also be attending the committee meeting in December that
Ms. Forst referred to and that she will be Chairing the meeting for the first time. Ms. Johnson also informed

the Board that she plans to be working in the Academia setting where she will be teaching Nursing students before the next Board meeting occurs.
C. Board Counsel
1. Rules Report
Ms. Guillemette provided an update on a couple of rules within the November Report. She went into further detail for Rule 64B9-3.002 stating that she is working with JAPC to resolve an issue before it is adopted. She further informed the Board that Rule 64B9-3.015 was adopted on November 22nd
and will become effective on December 12th and 64B9-8.006 and 64B9-15.005 are both in pre- adoption.
A motion was made by Newman to approve the new CNA training program application and the change to incorporate the new application in the rules. Motion passed unanimously. A motion was made by Newman to acknowledge that the proposed amendment would not have an adverse effect on small businesses or likely directly or indirectly increase regulatory costs to any entity including government in excess of $200,000 in the aggregate in Florida within one year after the implementation of the rule. Motion passed unanimously.
A discussion ensued regarding proposed changes to Rule 64B9-15.0095 between Ms. Gustafson and Ms. Guillemette. A motion was made by Newman to open Rule 64B9-15.0095 for development. Motion passed unanimously.
Ms. Gustafson informed the Board that something was mistakenly deleted in Rule 64B9-4.004. A motion was made by Newman to re-add the proposed language “Advanced Registered Nurse Practitioners licensed after July 1, 2006” back into the rule. Motion passed unanimously. A motion was made by Newman to acknowledge that the proposed amendment would not have an adverse effect on small businesses or likely directly or indirectly increase regulatory costs to any entity including government in excess of $200,000 in the aggregate in Florida within one year after the implementation of the rule. Ms. Guillemette requested that if the Board comes across any unnecessary rules, to inform counsel so it may be added to the February for discussion and possible removal.
2. Litigation Update
Ms. Guillemette informed the Board of Saber College’s current appeal in asking the DCA to
interpret the statute that they are entitled to an additional year of probation. Ms. Guillemette
reminded the board that school numbers will be out soon.
Ms. Gustafson informed the Board that she had a DOAH hearing that will be going away
because the Board approved that person yesterday.

5. Commitment to Ongoing Regulatory Excellence (CORE)
a. Licensure b. Discipline Mr. Baker informed the Board that the Education report as well as one other will be on the February agenda.
Mr. Baker informed the Board that Mr. William Spooner was reassigned to work as the Program Operations Administrator for the Board of Massage Therapy. Mr. Baker recognized that though the Board of Nursing will miss him a great deal, they are aware that his talents are needed in another profession. Mr. Baker then informed the Board that Melissa Greenfield will be returning to the Board of Nursing as the new Program Operations Administrator from the Agency of Health Care Administration and Kathy Herron will be promoted from a Regulatory Specialist II on the history team to the new CNA Supervisor/Consultant, completing the management team. Mr. Baker reminded the Board that the Florida Nursing Quarterly’s next issue will be coming out in January of 2017 and that Ms. Hollingsworth will be reaching out for articles from Dr. Newman and Ms. Forst. Mr. Baker informed the Board of his attendance to the Enhanced Nurse Licensure Compact meeting, in which ten states have now adopted the compact. Mr. Baker updated the Board on appointments and informed them that the Governor’s office is currently working on filling the Board’s vacant positions and handing re-appointments. Mr. Baker informed the Board that Ms. Sutton-Johnson attended her NCSBN committee meeting on marijuana and how Nursing will regulate the practice. Mr. Baker informed the Board of the Nursing staff retreat to the Capitol in Tallahassee, Florida. Mr. Baker informed the Board that the Employee Recognition Committee Awards Ceremony will be held next week and a lot of staff from the Board of Nursing have been nominated for awards. Mr. Baker thanked the Education Unit staff for pulling together and working hard while Ms. Sutton-Johnson was
unexpectedly out of the office. He also offered appreciation to Ms. Hollingsworth for assisting with

the additional workload created due to Mr. Spooner’s recent reassignment. Mr. Baker informed the Board that we will have a draft of the standards for protocols rule at the February meeting. Mr. Baker reminded the Board that the QUIN council meeting will be held right after the board meeting.
Ms. Sutton-Johnson discussed the revisions to the Health History matrix made by board staff
so that more applications may be approved at the board office instead of waiting to be
approved by the Board. A motion was made by Newman to approve the changes. Motion
passed unanimously.
E. Financial Report Ms. Forst provided an update to the Board on the financial report for Nursing.

A. Chair - A motion was made by Glymph to re-appoint Dr. Newman as Chair. Motion passed unanimously. B. Vice Chair - A motion was made by Forst to re-appoint Ms. Whitson as Vice-Chair. Motion passed unanimously.

A motion was made by Newman to approve the delegations to the Chair, board staff, and legal staff. Motion passed unanimously.
Mr. Baker informed the Board that the meeting planning team is still working on a location for April but the Board will be informed as soon as the decision is made.
