Euromed GNSS programme:

• Goal: European GNSS (E-GNSS) introduction in Euromed region, EGNOS in view of

Galileo

• Infrastructure implementation for EGNOS service provision (SiS)

• Service introduction/exploitation and market preparation

2006 - 2009 → Euromed GNSS I/METIS

2012 - 2015 → Euromed GNSS II/MEDUSA

in parallel with the infrastructure implementation for EGNOS service extension to

cover the area

Euromed Partner countries:

Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia

(in Euromed GNSS I/METIS, Turkey was included and Libya excluded)

EGNOS introduction in Euromed region (2)

Expanding E-GNSS horizons in North Africa and in the Middle East:

• Targeting decision-makers and countries’ key stakeholders

• Capacity building

• Technological know-how transfer

Helping countries utilise E-GNSS services:

• Development of enablers

• Promoting the use/added value/benefits of EGNOS

• Bringing the countries in their path towards E-GNSS services optimal exploitation

and operational adoption

• Aiding the countries in preparing/setting up the basis for a feasibility

assessment/decision making process

MEDUSA - implementation

− Support and preparation for the optimal use and adoption of E-GNSS services

MEDUSA - technical assistance actions in aviation

• “Case study” of Tunisia/Monastir, EGNOS SoL service demonstration

• Design of GNSS approach procedures (including LPV) + guidelines on safety

requirements (Lebanon/Beirut)

• Training on designing RNP APCH instrument flight procedures down to LNAV, LP,

LNAV/VNAV and LPV minima - PANS OPS 8168 Advanced Class

• Analysis of GNSS data recording and monitoring

• Recommendations for EGNOS SoL coverage needs across the region for aviation

• Identification of to-dos for EGNOS based operations/publication of LPV procedures

• “Regulatory baseline” required for EGNOS based operations implementation in

aviation in the Euromed countries

Introduction of EGNOS based operations in aviation

“To-dos” to establish the appropriate framework among non-EU State (State, ANSP,

CAA), the system owner (EC) and the service provider (ESSP)

• A bilateral International/Institutional Agreement between EC and the non-EU

State. This Agreement is aimed at clarifying the overall framework/provisions for

the use of EGNOS SoL service in the non-EU country (such as the governance,

financial and liability terms), and defining the regulatory (mutual recognition)

aspects in the aviation domain. The establishment of the bilateral

International/Institutional Agreement is between EC/non-EU State level, following

an official request to EC by the non-EU State.

• A Working level Agreement (EGNOS Working Agreement for non-EU countries)

between ESSP and the non-EU country’s ANSP, establishing the required

coordination and working arrangements including also the delivery of additional

services (NOTAM proposals, Data recording, Collaborative Decision Making)

The bilateral International/Institutional Agreement needs to be finalized/subscribed

before the EWA is finalized/signed

Lessons learnt and outlook

• Strong interest from Euromed countries towards the operational introduction of

EGNOS based approaches

• MEDUSA’s experience and lessons learnt having potential also for other non-EU

countries/similar adjacent regional initiatives

• MEDUSA’s next steps:

− Aid to the countries for starting the discussion of the bilateral

International/Institutional Agreement with EC

− “Regulatory baseline” gap analysis and recommendations/mitigating measures for

the Working level Agreement (starting from Tunisia)
