Manifesto in Action 2007-8

This last year has seenMediWales consolidate andexpand both its essentialmembership services, and itsstrategic role in representing ourmembers and strengthening ourcollaborative links.

The forum is now firmlyestablished as the networking andcommunications hub for the Welshlife sciences sector, responding to

a clear demand from ourmembers. With dedicated staffroles servicing member events,publications and liaison, we’vebeen able to communicate moreconsistently with an increasedmembership. Both our highlypopular core seminars – nowembedded as milestones in thesector calendar – and the newquarterly MediWales Reviewmagazine have producedenthusiastic feedback, while theinaugural MediWales InnovationAwards proved a notable success. In addition to being partner or

contributor to other events,MediWales has substantiallydeveloped its collaborativeactivities. In two initiatives ofparticular interest, we’re workingclosely with projects exploringcommercial/NHS/academiccollaboration. The European-funded Giebel Round in Wrexhamis modelled on a successfulGerman scheme where cliniciansand industrialists are brought

together in a close-knit group,meeting alternately in a clinical orindustrial environment. Meanwhilethe BioMed Centre in Bristol hasgenerated another active focus,involving Welsh SMEs workingtogether with a Welsh university.

Both these initiatives aregenerating a number of newcollaborative projects. This kind ofhands-on involvement hasinformed the strategic intelligenceavailable to us, which is central toour role as sector representative.

We’ve been able to build on thesestrengths to reach a wider andmore influential audience, raisingthe profile of Welsh medicaltechnology throughout the UK.

Welsh SMEs in the sector nowhave a voice that’s heard at policy-making level. As a member ofMedilink UK (which I chaired for sixmonths last year) MediWales hasliaised with trade organisationssuch as the ABHI and others torepresent sector SMEs UK-wide,feeding into a number ofgovernment initiatives. As amember of its Trade OrganisationGroup for the last two years, wehave also been closely involved inthe Health Industries Task Force(HITF), which this year beganpublishing a series of high-profilereports on policy issues in thesector.

Our active participation in theseprocesses has resulted in ourresponse being sought on suchmatters as the Cooksey reportlooking at R&D funding inhealthcare, and the national survey

of clinical trials. Both theseinitiatives were led by the ABHI andMediWales was able to contribute aWelsh perspective on some keyissues. The Cooksey Reportincluded a discussion on attitudesto innovation adoption in the NHS –a perennial concern for ourmembers; and the trials surveydata on medical devices helpedensure their importance wasrecognised in a context wherepharmaceuticals naturally tend todominate.

We’ve also taken a greater role insupporting the promotion ofWelsh medical technologyinternationally.

MediWales has assisted bothInternational Business Wales (IBW)and UK Trade & Investment todevelop their strategies for themedical technology sector. Wehave a continuing and veryproductive collaboration with IBWin which we’re increasingly reliedon for sector expertise. We’veprovided briefings for IBWemployees or consultants, writtenIBW articles for publications suchas Clinica, and have representedWales both at consulate eventsabroad and at IBW events such asthe ‘Insider’ magazine’s BusinessBreakfasts.

MediWales worked closely withIBW to promote the Medica 2006exhibition in Dusseldorf, for whichwe produced a ‘Medica Special’MediWales Review. Our presence

provided expertise at internationaltrade shows such as MedTrade inAtlanta and Arab Health in Dubai,as well as sourcing information forour members as to which tradeshows are appropriate for them.

It’s these successes that we’ll bebuilding on in the next year, whenour strategic role will beaugmented by two activities inparticular.

A major project for 2007 will betwo complementary surveys ofcompanies in the Welsh sector.Wales currently lacks substantialmetrics on such essentials asactivity, turnover, and employeenumbers for its medicaltechnology companies. Such datais becoming increasinglyimportant, not only for promotingWelsh medical technology in theUK and overseas, but in seekingassistance from the WelshAssembly Government. Our firstand quantitative survey will beworking to plot these metrics.

A second survey, undertaken inparallel, will be sourcingqualitative information on thesector. Here we’ll be looking atwhat our membership inparticular, and the sector ingeneral, want in terms of support.We’ll be codifying both the barriersthat companies encounter, and thesorts of activity that have proven tobe effective in promoting theirsuccess, and could act as practicalmodels.

The other essential new strategicgoal for MediWales will be to buildon our representative role byrouting a lot more informationback to the members, through aweb-based system of regularbriefing papers. We tend to be thecontact point for key informationsuch as HITF reports, sciencepolicy documents and internationalbusiness opportunities, as well asthe intelligence gathered throughconferences and governmentgroups. This material often resultsin lengthy reports, only parts ofwhich apply to our membership.Briefing papers would contain adigest of such information in asingle-page A4 format, providedthrough the website. It’s becomeclear that this kind of quickly-accessed key information would beextremely valuable to SMEs over arange of issues, and we’ll beseeking to do the most that we canwithin our resources.

By building these initiatives intoour strategic activities, we’ll beworking to make ourrepresentative role a thoroughlytwo-way process – and one thatwill then, in its turn, feed into theissues targeted through our eventsand aired in our magazine.

Raising Finance

Raising finance is always animportant topic and one thatwe try to cover at least everyother year. This will not be asignposting function but adiscussion about theopportunities/barriers relatedto raising finance in order toturn smaller companies intolarger companies. We’ll belooking at how that pictureshifts and changes, and how itspecifically affects medicaland bioscience companies.

Regulation

Regulation is a subject forwhich there’s always ademand, although thetreatment has to be quitegeneric because our memberswork with a great manyEuropean directives. We’ll belooking at issues relating tohow smaller companiesmanage their regulatorycompliance and processes: wemay for example pick aspecific topic issue - such aspost-market surveillance –where regardless of what sub-sector you’re in, you’re stillgoing to have the samechallenges.

Routes to Market

Routes to Market will look atthe realities of selling theproduct. There is thepossibility of collaborating withIBW on an event exploring theinternational market, lookingat the strategies needed forselling overseas that can bedeveloped across the board,whether you’re in medicaldevices, biotechnology orpharmaceuticals.

Research & Development willbe tackling a related issuefrom an SME perspective,possibly exploring the role ofmarketing information andmarket assessment intranslating research intocommercial products,processes and business start-up/spinout opportunities.

Research & Development

The flavour of our core seminars will be that of broad appeal. Manyorganisations successfully offer smaller or specialist activities, so ourfour MediWales events – outlined opposite – will be concentrating onthe bigger issues that affect the whole sector, with the involvement ofsenior and expert figures. In addition to these core seminars there’llbe collaborative events throughout the year.

The Wales Innovation Relay Centre (WIRC) works with Welsh companies, universities and research centres to facilitate technology transfer and to exploit new research and innovation.

It is part of the international Innovation Relay Centre network established by the European Union to support innovation and transnational technology transfer. This network currently spans 33 countries, including all EU member states as well as Bulgaria, Chile, Iceland, Israel, Norway, Romania, Switzerland and Turkey.

The WIRC helps companies to explore ways in which their products and processes can be improved by adopting new and emerging technologies. It alerts businesses to the latest technology developments from across Europe and can help them through the technology transfer process.

As part of the innovation relay network, the WIRC is ideally positioned to broker transnational deals and to help companies successfully apply for EU R&D funding. It can assist companies in Wales to commercialise and exploit their innovative technologies by helping them find suitable partners throughout Europe for further development, licensing agreements, joint ventures, manufacturing partnerships and other collaborative arrangements.

WIRC staff also help organise and participate in numerous international brokerage events and thematic groups which provide opportunities for Welsh businesses and research organisations to meet potential technology partners, licensees and suppliers.

The WIRC is funded by the Welsh Assembly Government and the European Union’s Innovation Programme, and its services are free and available throughout Wales. The centre is staffed by a team of case officers, who all have expertise in technology transfer and wide-ranging industrial and R&D experience. The team are adept at helping smaller companies that may lack the information, resources and specialised skills to fi nd suitable technology partners and negotiate technology transfer agreements.
