2. NOTES TO THE MEDIA To facilitate a safe and smooth holding of the 2017 UCI Track Cycling World Championships presented by Tissot, accredited media are invited to pay attention to the following:

• A Media Centre (7 on the Floor Plan) located in the track centre infield will be equipped with working spaces, cabled internet and power points;

• Media representatives will have access to the team areas located in the track centre infield, and related interview, shooting and filming requests may be made directly to teams via their manager/PR officer and opportunities granted at their discretion;

• Media interviews with the top 3 riders can only be conducted after the medal award ceremonies once the Rights holder interviews are done at the dedicated interview positions (44 on the Floor Plan);

• Media representatives should display their accreditation badges and wear their media vests given by the Organiser/UCI on the top layer of clothing in a visible manner at any time;

• Media pass will be distributed at the Accreditation Centre, while media vest will be handled at the Media Centre. Please return the vests to the staff in charge;

• The Organiser/UCI reserve the right to cancel any media accreditation in case of violation of the above.

3. GETTING THERE Venue Location Hong Kong Velodrome 105-107 Po Hong Road, Tseung Kwan O, Hong Kong Getting there We strongly recommend travelling by public transport to Hong Kong Velodrome since there will be NO official parking reserved for any media vehicle over the period of the Championships. Please plan your journey ahead of your visit to check for any planned closures or engineering works.

4. ACCREDITATION When you arrive When you arrive at Hong Kong Velodrome for the first time, please go to the Accreditation Centre directly, which is located on the ground floor near the main entrance from Po Hong Road (refer to Appendix I) to pick up your media pass. After picking up your pass at Accreditation Centre, please exit the Centre and head to Media Centre entrance (follow route on Appendix I, 3 on the Floor Map). When you have finished working at the event, please return your media vest to the staff in charge. Accreditation Centre operating hours 11 April (Tuesday) - training day 09:30 – 13:00, 15:00 – 19:00 12 April (Wednesday) 12:00 – 20:00 13 April (Thursday) 14:00 – 17:00, 18:00 – 20:30 14 April (Friday) 12:45 – 16:00, 18:00 – 20:30 15 April (Saturday) 11:45 – 15:00, 18:00 – 20:30 16 April (Sunday) 09:30 – 15:00 Access All media accreditations grant access to media area:

• Media Centre at the infield from Media Centre entrance only;

• Medal award ceremony areas for photo-shooting, filming and interview with top-3 athletes;

• Team areas at the discretion of the teams.

Please do not stand in the spectator seating area. If you need assistance, please ask a member of the press team. Accreditations are provided with a lanyard and must be worn and visible whenever you are present in the venue. It is extremely important that your accreditation is displayed correctly and you adhere to its restrictions. Stewards and security personnel have been instructed to maintain access control as designated by the event management and we request that you adhere to their instructions at all times. Please allow extra time before you arrive at the venue for the first time to go through the accreditation procedures. Please bear in mind that you are personally responsible for the safe keeping of your

accreditation. If your pass is lost or stolen, please inform the media area staff immediately

and a re-issuing cost of HK$300/ €30 will be applied.

5. MEDIA CENTRE OPERATION

Media Centre operating times open on competition days from 2 hours before the first race of the day starts

11 April (Tuesday) - training day 09:30 12 April (Wednesday) 12:00 13 April (Thursday) 13:00 14 April (Friday) 11:30 15 April (Saturday) 10:30 16 April (Sunday) 08:00 On Monday 10 April, media who wishes to access the velodrome should contact the event organiser media team. Responsible persons: Anthea Look/Aiden Wong Photographers A photographers’ briefing will take place on Wednesday 12 at 13:00 at the Media Centre. The briefing is compulsory for all registered photographers planning to shoot the event. Photographers will be instructed by the UCI and race representatives in order to ensure security for riders, media and officials on the apron track. Bibs distribution will take place at the end of the briefing, and will be carried out throughout the event. Photographers’ bibs shall be delivered by a cash deposit of HK$500/ €50. Photographers allocated a red bib will have access to the track apron, track centre infield (including team areas), and the spectators’ concourse. They will have access to the Media Centre in the track centre which will be equipped with working spaces, cabled internet and power points. Shooting requests around team areas may be made directly to teams via their manager/PR officer and opportunities granted at their discretion.

Photographers allocated a yellow bib will have access to the track centre infield (including team areas) and the spectators’ concourse. They will have access to the Media Centre in the track centre which will be equipped with working spaces, cabled internet and power points. Yellow bib photographers do not have access to the apron track. Shooting requests around team areas may be made directly to teams via their manager/PR officer and

Broadcast media All access to the infield for broadcast media (TV and radio personnel) will be organised according to the different tiers detailed below. In order to provide the broadcast crews with the best service possible, bibs should be collected as soon as possible upon arrival.

As dedicated production partner, the host broadcaster’s team will be allowed to access all areas in order to ensure a first-class television signal at European Broadcasting Union’s standard. The host broadcaster’s team are therefore, the only audiovisual media allowed to access the apron during the event.

Rights holders will have permanent access to their respective areas in the mixed zone (RH’s corridor/dedicated position) and the team areas in the infield. As an exception, please note that no interviews with the top three riders will be allowed in the team areas between the end of racing and the respective award ceremony. Therefore, the first interviews to be conducted with the top three riders will take place in the interview dedicated positions

(44 on Floor Plan), as riders are leaving the podium stage.

If your company has not cleared the media rights, please contact UCI TV Production and Broadcast Services, Tobias Friedrich. Non-rights holders have to follow the conditions defined in the signed waiver for this event.

General information Guidance for photographers Photographers must follow the instructions of race officials at all times. Race officials may remove photographers from the track apron at their discretion. Photographers shooting on the track apron must wear their red bib at all times. No media are allowed to shoot from the track apron without official permission. Photographers on the track apron are responsible for themselves and any consequences of their behaviour and must stay within 1.5 metre of the inner fence at all times. Photographers may not place any equipment including tripods, bags and clothing on the apron in case a rider needs to exit the track unexpectedly. Please be aware of what is happening on the track at all times and never turn your back on the cyclists who will always travel in an anti-clockwise direction on the track. Please also take care not to impede race officials in their management of the event.

Please do not step in front of the infield cameras as the event is being broadcast live on television. During the Keirin events, please be aware that the derny will exit the track in the back straight with two and a half laps to go. Filming The rights for continuous filming of the event are restricted to the authorized parties. Filming for broadcast (including online) may only take place by written permission of UCI. If your company has not cleared the media rights, please contact UCI TV Production and Broadcast Services, Tobias Friedrich. Internet access The Media Centre is equipped with free of charge wireless and wired internet connection. Refreshments Self-service tea/ coffee and snacks are available in the Media Centre throughout each session. During competition, a food and drink kiosk will also be available on the spectator concourse. Security and equipment We ask that you please keep your equipment in this area as tidy as possible so it does not cause obstruction or hazard to other people working in the Media Centre. Lockers will be available on a first-come first-served basis. All lockers must be emptied and checked at the end of each day, so no items must be left overnight. The use of lockers is free of charge with cash deposit of HK$200/ €20. No responsibility is taken by the organiser for any equipment or valuables belonging to media. If you have any concerns regarding security or safety, please refer them to a member of the press team who will contact someone accordingly. Interviews Please note that no interviews with the top three riders will be allowed in the team areas between the end of racing and the respective award ceremony. The period following podium presentations offer media the opportunity to interview riders. Any other interview requests taking place in the team areas may be made directly to teams via their manager/PR officer and interviews granted at their discretion.

Medal ceremonies will take place as per the schedule in the programme, although these timings are also subject to changes. Photographers may take photographs from the platform (16 on the Floor Plan) behind the roped off area in front of the podium. Please bear in mind that the area in front of the roped off area is reserved for the host broadcaster.

6. DISTRIBUTION OF INFORMATION

Schedule of events The schedule of events is available on the event website www.trackworldchamp.hk and copies will be available in the Media Centre. Please note that the schedule is subject to changes. Any changes made will be communicated through the Media Centre. Results & Start lists Start lists and results for each event will be made available in the Media Centre as soon as they are received from the race commissaries. They will also be available at www.tissottiming.com. Please note that in the case of events in which rounds are raced in quick succession, results and start lists may not be available prior to the next round commencing. This is particularly likely with the Keirin and Sprint events.

7. ELECTION OF UCI ATHLETES’ COMMISSION MEMBERS Elections for the two track representatives - one woman and one man - on the UCI Athletes' Commission will be held on Tuesday 11 April during the official training sessions. An appropriate area will be set up at the track centre access points. Any athlete participating in the World Championships is eligible to vote. The results will be communicated via www.uci.ch. The 16 representatives on the Commission shall be elected at each of their respective UCI World Championships for a term of four years, from the 2017 UCI Congress to the subsequent UCI Congress in 2021. A new voting system has been established in 2017 to increase the number of members on the UCI Athletes' Commission from 13 to 16. This change will ensure complete men/women parity - which had previously been reserved for the Olympic disciplines - across all eight disciplines of our sport (road, track, BMX, mountain biking, para-cycling, cyclo-cross, trials and indoor cycling).

8. ADDITIONAL VENUE INFORMATION Venue Evacuation In the event that an evacuation of the building is required, please follow the instructions of the security and stewarding personnel. Please exit the building calmly and quickly and gather at the nearest exit. It is very important you do not attempt to remove equipment during an evacuation as this could obstruct and reduce the free flow of people exiting the building. Lost Property Any lost property should be handed in to the nearest steward, media area staff member where they will keep a record of any property handed in. *Please note that certain information contained in this media guide could be subject to changes at short notice. Any significant changes will be notified by communication in the Media Centre.
