Vendor Responsibilities

1. Vendors are responsible for conducting appropriate research regarding proper

winterization procedures.

2. All vendors should be knowledgeable of all aspects of a winterization and de-

winterization including, but not limited to local and regional standards, draining

methods, non-toxic antifreeze usage, and pressure testing for all system types.

3. Damages can occur quickly during freezing temperatures, so it is extremely important

to complete the winterization as a main priority.

4. All winterizations are to be completed in compliance with local ordinances.

5. Properties should be winterized only once. The property may be re-winterized only if

the initial winterization is deemed to be no longer effective. Please provide

reasoning and photos to support why the winterization is no longer effective or how it

has been compromised.

6. The winterization process is to include a thorough and complete draining of all

plumbing and heating systems unless otherwise directed by the City/State variation.

7. For properties that have propane or oil heating systems, provide a bid to deliver

propane or oil fuel to the heating system. Bid to use a local supplier in the jurisdiction

to complete any bid approvals for this service.

8. It is imperative that vendor’s read the instructions on each work order, as directives

can vary from client to client. If you have any questions, please contact MCS at 813-

387-1100.

Winterization Season

1. Follow all investor and local guidelines, along with client specifications. Be sure to

complete all winterizations within the work order timeframes in order to ensure the

property is protected from incurring any freeze damage. Refer to the Client

Guideline Tool for client specific winterization start and stop dates by state, as some

clients will begin winterization season early.

HUD Guidelines (2016-02)

i. Properties following HUD guidelines are to be winterized between:

1. If an FHA property is situated in an area where freezing

temperatures are forecasted prior to the start of the client’s

winterization season, vendors may winterize early. Provide

supporting documentation such as weekly or montly weather

reports demonstrating the unusally cold tempatures.

Winterizing Outside of Standard Seasons

1. HUD Guidelines

a. In the event that properties following HUD guidelines need to be winterized

outside of the winterization season because freezing temperatures are

forecasted in the region, vendors may automatically winterize and upload a

copy of the weather report from WWW.weather.com to document the

freezing temperature forecast.

i. Invoices will not be approved without weather documentation.

2. Client Specific Guidelines

a. Most clients request that vendors call from site for immediate approval. If

contact with a client team cannot be made, submit a bid to winterize. Enter

comments justifying why a winterization is needed.

Completion Timeframes

Please make sure to complete all winterizations within the work order timeframe to

protect the property from freeze damage.

MCS understands that winterization season can be increasingly demanding as work order

volumes increase in preparation of preventing freeze damage. In order to alleviate some

of the stress associated with elevated rush work order volumes, MCS has adjusted the

Ordering Procedures. Please review the guidelines below, which detail the ordering

process and completion timeframe expectations for winterization work orders.

The following information applies to winterization work orders and excludes other work

order types, including but not limited to, initial secures, evictions and final secures.

1. Ordering Protocol:

a. Non-FHA Winterization Season Start Dates

i. Non-FHA clients (i.e. Bank Owned, Fannie Mae, Freddie Mac, REO,

VA) will begin winterizing as early as September 1st.

b. FHA Winterization Season Start Dates

i. Clients following FHA specs will issue winterization work orders

early so that vendors can take preventative actions against freeze

damage only if climatic conditions exist and can be documented.

Winterizing Additional Systems

1. Always bid to winterize additional property systems to prevent freeze damage:

b. In-ground lawn sprinkler expectations

1. Bid to winterize in-ground lawn sprinkler systems as a separate line

item.

c. Fire sprinkler expectations

2. Bid to winterize fire sprinkler systems as a separate line item.

a. If shut off is not possible, please provide utility contact

and meter information to maintain heat.

Heating Systems General Overview

Vendors are responsible for conducting appropriate research regarding proper winterization

procedures.

The winterization process should include a thorough and complete draining of all

plumbing and heating systems unless otherwise directed by the City/ State

variation. Once all lines are drained perform a pressure test to confirm lines are

holding pressure at 35 psi.

Dry Heat Systems

Dry Heat: Forced hot air heat

What to look for: Furnace, vents/registers

Wet/Radiant Systems

Wet/Radiant Heat: Hot water running through the entire system.

What to look for: Hot water boiler, expansion tank, radiators or (copper)

tubing in floors, walls, and/or ceilings. This may also be referred to as

“hot water baseboard heat”.

Steam Heat Systems

Steam Heat: Steam running through the system.

What to look for: Steam boilers, radiators.

Well Pumps

If the water supply is a private well, turn off the Well at the breaker panel and tape off the

breaker, disconnect the water supply line between the

property and pressure tank, and install a hose bib on the

pressure tank side of the breaker. The hose bib shall be

tagged “For Water Testing". All pressure tanks shall be

drained. If pump is surface mounted, drain pump

housing. If submersible, then disconnect the check valve

and drain all pump, suction, and discharge pipes. All

fixtures shall be winterized.

Sump Pumps

1. If a property has a Sump Pump, the electricity is

to remain on to ensure that the sump pump

remains operational and the property is not

damaged by flooding. If the utilities are off, the

electricity is to be re-activated, regardless of the

state variations for utilities.

2. Check to make sure the Sump Pump is operating.

3. If the existing pump does not work, follow work order instructions for inoperable sump

pump.

4. If contact cannot be made with the client team while at the property, do not complete

work. Provide a bid to winterize and a bid to replace or repair the sump pump. When

bidding follow the HUD 2010-18 sump pump allowable.

Utilities

Utilities should be transferred and the heat set to 55 degrees for the following scenarios:

The property is a condo or attached dwelling and/or has a shared fire sprinkler system

Winterization cannot be performed due to shared/common water

Per State or local ordinance

Water service should remain on at condos and attached dwellings if the units are shared.

Electricity service should remain on if needed for a sump pump, to operate a heating unit, or if

approval is received to install a dehumidifier. Gas/Oil service should remain on if needed to

operate heating unit.

To be reported on the completion:

Utility type to be restored (electric, gas, water)

Breaker has been confirmed to be in the OFF position

Meter number

Utility company name, contact name and phone number

Brief description of all attempts to contact the utility provider and/or restore the utility

Utilities are to remain off unless they are:

Needed to operate a sump pump or dehumidifier

Mandated by local codes to protect the property

Provide a bid to transfer utilities only if requested on the work order.

Condos and attached dwellings in Planned Unit Developments (PUD’s), if the systems

are shared with other units.

Missing Plumbing – Partial Winterizations

If plumbing is missing, complete a partial winterization to your best ability.

1. If a partial winterization is performed, vendors should select “Partial” on the

Winterization Form in Vendor 360.

a. If pipes do not hold pressure it is considered a partial winterization.

2. Also provide the reason(s) for the partial.

a. Multiple reasons can be selected.

b. If the reason of “other” is selected, provide an explanation

3. Provide a bid to replace missing plumbing and also bid to re-winterize once

plumbing is repaired.

4. Bid to cap any visible/open lines

5. Provide a damage report for the missing plumbing and reason (vandalism, etc.),

that includes location, scope (dimensions and photos to support areas missing),

cause of damage.

6. Partial Winterization Partials are to be invoiced at 50% of what the maximum allowance is for a full winterization. Photos and comments need to clearly document why a full winterization could not be completed. Submit a bid to resolve issues compromising the winterization. Once approved to complete the repairs, Vendors will then invoice for the remaining 50% of the winterization max allowance.

Missing Plumbing for Fannie Mae (Client 144 and 148):

If the soiled toilet is not the only item compromising the winterization, and there are missing

piping as well, submit a bid for the entire winterization. In this instance the toilet cleaning

will need to be bid as a separate line item for the toilet cleaning allowable.

Winterizing Dirty Toilets

Cleaning a toilet is considered part of the winterization process and it is important for this step to

be included in the winterization service fee. Dirty/soiled toilets are to be cleaned prior to

winterizing a property. A bid is not to be submitted for this service.

If stains cannot be removed from toilet after cleaning, please add comments to the

completion advising MCS the stains are irremovable.

Toilet must be scrubbed of loose debris. ( Provide action photo)

Dirty/ discolored standing water in toilet must be flushed or removed.

excessively soiled toilets.

Compromised Winterization

Report if a property has indications that it was previously winterized but appears to have been

compromised.

1. Enter comments in the completion and bid line item stating that the previous

winterization was compromised.

2. Upload photos that demonstrate the winterization was compromised.

Reporting Freeze Damage

If a property has freeze damage:

1. Submit a damage report within 24 hours of visiting the property.

a. Enter completion comments indicating the source/cause of the damage.

b. Provide a bid to mitigate and repair freeze damage:

1. Bid to thaw out the property.

2. Bid to Winterize after thawing on the same work order

3. Include detailed bid comments to describe the actions that will be

taken to thaw the property (provide number of heaters, estimated

labor hours, etc.).

4. Bid to cap any visible/open lines

c. In addition, provide a bid to repair property damage.

Reporting Mold

It is important to note that reporting the ‘source’ of the mold is just as important as reporting the

damage the mold has caused. When bidding to repair/replace/remediate the damage caused by

the mold, it is important to provide the ‘source’ of the mold not only on the Damage report but

also in the comments section on the Bid. Documenting the source of mold on the Bid is a key

piece of information for those who are reviewing and approving the bids.

De-Winterizations

1. De-winterizations are ordered as needed

a. Per request only, do not complete without instruction.

2. When de-winterizing a property:

a. Removal and disposal of all winterization postings will be necessary.

b. Perform a pressure test to confirm lines are holding pressure at 35 psi

prior to turning system back on.

c. Vendors are responsible for conducting appropriate research

regarding proper de-winterization procedures.

d. Heat should be set to 55 degrees (when required by state or local

ordinance)

e. Check property after turning ON the water to ensure no leaks are

present

f. If leaks are present, turn OFF water and re-winterize system before

leaving to ensure no further breaks

g. Bid to repair damages

h. Provide clear photos supporting water is running through all water

fixtures

i. Post a de-winterization posting which shall include the date of the de-

winterization and acknowledge the system has been appropriately

pressure tested and found to have no leaks, including any other

instructions that may be necessary to restart the water service to the

Property.

Photo Requirements

The following photos are essential when documenting a winterization has been properly

completed.

1. Proof that water was shut off inside or at the curb

2. Before, During and After photos of antifreeze in sinks, toilets, traps and

dishwashers. (Important Reminder: Sinks, toilets, and traps need to be cleared

and FREE of debris prior to pouring in the propelyne glycol)

3. During photos also need to show action shots of work being completed.

4. During photos of hot water tank draining.

5. During photo of the blowing of the lines with air compressor connected.

6. After photo, once the lines are blown, of the gauge either holding or not holding

pressure.

7. Before/After photos of all capped water lines.

8. Photo showing water meter disconnected only.

9. Any visible freeze damage.

10. Photo of the Sump Pump if applicable.

11. Radiant winterization requires photo of boiler, RPZ valve, and expansion tank if

applicable.

12. Steam winterization requires photo of the boiler.

13. Photo showing all toilet lids taped shut.

14. All photos of items winterized must show MCS’ Winterization Posting in correct

places with the company name and completion date.

15. Photo of Winterization Posting in appropriate locations.

16. Photo of a de-winterization posting, when applicable.

Pressure Test photos

17. Air Compressor attached to the unit.

18. Pressure Gauge holding to a minimum of 35 psi.

Winterization Re-verification (Excluding 106, 472, 685, 708, 936)

MCS has issued Winterization Re-verification work order types on properties that we have

record of being previously winterized. The timeframes are strict for this work order type. They

can vary anywhere from 48 to 72 hours. ALL clients have the ability to issue this work order

type out if they see fit.

Failure to follow the instructions can result in non payment as some Clients will permit you to

complete a Winterization for the allowable and other Clients will request a bid. Work orders are

to be reviewed in detail in order to capture any and all expectations for our Clients.

Expected Delays

1. Expected Completion delays will only be granted if requested at least one day

before the due date.

2. Please be advised that all submitted Expected Completion Dates will be reviewed

by MCS for an approval or rejection.

a. Approved requests may be completed by the revised Expected Completion

Date

1. MCS may elect to revise the Expected Completion Date

b. Rejected requests are to be completed by the original listed due date

Entering Results in Vendor 360

Completions

a. By selecting a Completed date for the “Winterization” line item, the

Winterization Tab will be activated and is to be completed.

1. This applies to all Clients and Winterization work order types OR work

orders that contain a Winterization line item.

b. If “Yes” is chosen in response to “Is A Licensed Plumber Needed To Repair

The System?” a prompt will direct a User to provide a “Damage Report”.

c. Vendor's Comments (to MCS) will automatically populate based on

information selected for “System Type” and “Number of Units Winterized”.

d. The “Winterization” form can be modified by selecting the “Winterization”

button on the bottom of the Completion.

e. All completion results are to be uploaded to Vendor 360 within 24hours of the

completion date.

1. All Winterization denials are to be addressed within 24 hours of the

denial date.

f. Upload damage and violation reports within 24 hours of visiting property.

Bids

a. State the type of winterization that is being bid in the bid comments.

2. For updating existing bids, reference MCS Memo #1482: New Bidding

Process

b. State the number of units that are being bid.

c. Pricing ought to be in compliance with investor guidelines.

d. All bid results are to be uploaded to Vendor 360 within 24hours of the

completion date.

1. All bid denials are to be addressed within 24 hours of the denial date

Invoices

a. Vendor's Comments (to MCS) will automatically populate based on information

selected for “System Type” and “Number of Units Winterized”.

b. Pricing must be in compliance with investor guidelines.

c. All invoices must be submitted within 5 days of the completion date

1. All invoice denials are to be addressed and resubmitted within 24 hours

of the denial date

Common Winterization Errors to Avoid

The list below was created in order to identify frequent winterization errors, in an effort

to reduce mistakes made by vendors out in the field as well as in the office.

1. Incorrect/Toxic anti-freeze used

Providing a clear photo of the anti-freeze bottle to avoid denials

2. Not properly updating the Winterization tab on the Completion Screen

Fill out the form in its entirety prior to submission to avoid denials requesting

adjustments.

3. Winterization completed out of season

4. Missing, inadequate and/or incorrectly dated photos

5. Winterized dirty toilet or bidding for dirty toilet

Cleaning a toilet prior to winterizing is included in the allowable

6. Failing to report that utilities are off specifically in the instance when it is

necessary for utilities to remain on to keep sump pump operational

7. The system does not hold pressure but the winterization is reported as complete

If the system does not hold pressure the winterization being performed is

considered and should be invoiced as a partial winterization

9. Excessive bidding

MCS Winterization Postings & Checklist

The following pages consist of the MCS Winterization Posting templates. Affix a posting to all

items winterized including but not limited to sinks, toilets, traps, tubs, and water heaters.

This posting must also be affixed to the window closest to the front door of the property. The

requested information on this form must be completed in its entirety.

Winterization Checklist

It is highly recommended that a checklist is completed for each property winterized and

kept in the vendors records. This does not have to be uploaded into Vendor 360.

Shut off water at meter or main water “shutoff” valve inside home if outside cutoff not possible

Disconnect supply line at meter; do not remove the water meters.

Drain water heater and any well or holding tanks other than the heat system

Notify MCS of any existing plumbing damage and also note on this document

Shut off gas or electricity to water heater. Place sign on water heater stating:

“DO NOT TURN ON WITHOUT REFILLING”

Drain all internal and external water supply lines including any well, holding tanks, or underground

landscaping sprinkler systems and clear with positive air pressure

Leave all faucets and intermediate valves from the shutdown point open, including all sill cocks, then

close after complete

Drain all water closet tanks and add non toxic antifreeze to tanks (ensure the traps are blown out)

Put -40 degree antifreeze in the following:

Water closet bowl traps Laundry floor drain traps

Lavatory traps Basement floor drain traps

Kitchen sinks traps Bar sink trap

Bathtub traps Laundry tub traps

Shower traps Dishwasher traps

Sauna floor drain traps (if applicable)

Place special non-toxic antifreeze solution in dishwasher drain and cycle to assure solution entered

pump

Place sign on toilets stating “Toilet has been winterized – DO NOT USE” and tape toilet seat covers

closed

Place “WINTERIZED” sign on nearest window clearly visible to front door. Include the date, freeze

damage found (y/n), service performed, meter disconnected (y/n), lines blown (y/n), vendor #, work

order #.

Power to sump pumps must remain on to assure property will not be damaged by flooding

Close all fireplace dampers and fireplace vents

**All winterizations are to be completed in compliance with local ordinances**

Vendor Expectations:

Monitoring weather conditions to determine if freezing conditions are forecasted prior to October

1st is imperative. Prioritize properties that are at risk of freeze damage first, and winterize all

properties at risk within 72 hours from assignment date.

If you are unable to monitor the weather conditions, complete all assigned winterizations within

72 hours to avoid potential freeze damage.

If you are unable to complete a Winterization Work Order due to coverage and allocation

concerns, contact your Regional Vendor Manager immediately.
