PLANNING & BUILDING STAFF

Planning Clerk, (full-time – 4 days a week)

Sandi Laudrum

Experience:• Sandi has been a Bowen resident since 1980 was married and raised her

son’s here;

• Sandi has worked first with the GVRD for Bowen in 1993 as the coordinator of

Services for the Cove Bay Water System and in 1997 was hired as the fulltime

assistant to the Building Inspector; and

• After incorporation, Sandi became and has continued to be the full-time Building and Planning Clerk.

Role: 1. Sandi works closely with both the

Building Inspector and Senior

Planner.

2. She oversees all Department

inquiries, and planning referrals to

other departments and agencies.

3. Overseeing all records management

and title searches for both Building and Planning.

Planning Clerk, (part-time – 1 day a week)

Tyler Ruggles

Experience:• Has lived on Bowen Island since 2003;

• From 2003 to 2011 Tyler has successfully run his own business, with a strong

background sales, administration and website design;

• In 2001 Tyler began working with the Municipality in Community Recreation as an

administrator .

• Tyler’s skills in administration, organization and web design, has been a welcome

addition to the Planning Dept.

Building Inspector (2 days/week)

Konrad Jaschke, Member of the Building Officials Association of BC

Experience• Konrad has worked with the Municipality since 2001;

• He has been part of the Building Officials Association of BC

since 1982, completed his level 3 Inspector in 1991 and is a

certified Technician with the ASTT;

• Konrad has recently completed his WETT (wood Energy

Technical Training) and his HVCI (Heating, Ventilation and

Colling Industry); and

• Konrad’s 17years experience as a building inspector for North

Vancouver has given him a wide and varied history or working

on a range of buildings spanning from single-family

developments to shopping malls and industrial marine terminals.

Role:1. Answers Building and Building

Code Inquires. (includes, new

housing plans, renovations, pools,

additions, secondary suites,

accessory buildings, foundations).

2. Oversees all building application

and permits.

3. Conducts building and site

inspections.

4. Conducts final building plan

approval.

Planning Technician, (one day a week)

Tess Taylor

Experience• Tess has been working full-time as the Municipal Bylaw officer; and

• Her depth of knowledge of Municipal bylaws coupled with her organizational

skills gained from years of managing crews of 24-70 people has made her a

valuable addition to Planning. Role: 1. Tess conducts initial reviews and

comments on all Building

Permits.

2. Initial reviews on Crown land and

Crown Moorage referrals.

3. She conduct initial research and

responses on select inquiries.

4. Conducts long-range planning

research with the guidance of the Senior Planner.

Senior Community Planner (5 days/week)

Cari St. Pierre M.A. Urban DesignMember of the CIP and PIBC

Experience• A planner for 10 years;

• A Senior Planner for 5 years;

• Project Manager of teams from 2 to 50 people for approximately

15 years;

• Through her Ph.D. studies in planning, Cari specialized in

sustainable community planning;

• Cari’s planning background spans from Municipal, to Regional,

Federal and First Nations planning;

• As a consultant for two different Sustainability firms in BC, Cari

worked in rural, remote and Island communities; and

• Her background includes facilitating, developing and

implementing: Sustainable Community Plans, Official

Community Plans, Comprehensive Community Plans, Land Use

Plans, Park and Recreation Strategic Plans as well as

Development Plans.

Role: 1. Manage the Planning and Building dept.

and budget.

2. Oversee and manage all development

application/permits.

3. Conduct policy research and

development .

4. Conduct Planning long-range initiatives

research, development and

implementation for the Municipality.

Planning Consultant (2 days/week)

Judy McLeod M.A. RPPMember of the CIP and PIBC

Experience• Judy has been contracted by the Municipality for her Senior Planning

expertise since 2012;

• Judy’s planning history and experience includes being the Director of

Corporation of Delta;

• Manager of Long Range for the City of Surrey; and

• As a private consultant Judy has worked with various Municipalities and institutions within the GVRD.

Role:1. Overseeing the previous

junior planner.

2. Overseeing and permitting

complex developments.

3. Policy development.

4. Deputy Subdivision

Approving Officer for Bowen.

NEW CHANGES IN THE DEPARTMENT

1. All inquiries are going through a central location, the Planning

Clerk.

2. Developed new ‘inquiry form’ for applicants, so inquiries

needing planner support, have all necessary information to respond.

3. Recoded the digital and hardcopy file system, to improve

future, tracking capability.

4. Clearly identified role, responsibilities and project division

between planning staff.

5. Created a detailed file master tracker that incorporates all

types of projects underway, including inquiries.

MOVING FORWARD ~ ON THE HORIZON

1. Beginning a planning asset management system, so staff can

better track assets gained through development or other means.

2. Preparing for the new Park Master Plan, by consolidating all

current park material, researching relative best practices examples and

working with the PGTAC towards a priority and gaps workshop.

3. Updating the Planning web page, so more accessible, informative

and transparent for the public.

4. Setting up a ‘meet-the-planner’ community interest-group

meetings, to hasten the new Senior Planners understanding of local

issues and concerns and better connect with local community groups

and sectors.
