Hello MPPA Family! Hope you had a wonderful Purchasing Month. Now it’s time to share with your fellow MPPA members how your Office celebrated Purchasing Month. Send your pictures to [email protected] and they will be placed in the Fine Print, so everyone can see how you had fun while learning! Speaking of fun while learning…we had a great time planting the seeds of knowledge at the Free Procurement Training 2.0 on Thursday, April 28, 2016. The day was broken into a morning and afternoon session. In the morning we enjoyed learning the distinctions amongst state, local, and public school procurements, legislation, and indemnification. During the afternoon session we had a great time brainstorming while networking. In the near future, we will share all of the great ideas from the brainstorming sessions via an MPPA email blast. If you were not in attendance, you missed a great day! I would like to thank all of my Procurement Training 2.0 Presenters (Mary Jo, Childs, Esq., Gabriel Gnall, Esq., and Lucy L. Slaich, CPPO, CPM) facilitators (Kareen Davis, Percy Dangerfield, Gabe Gnall, Karen Luther, Suzette Moore, Janile Scott and Tony Reed) and Program Chair Grant. You guys totally “Rock”! I would like to send a huge thank you to Director Tina Wilson for all of her assistance before, during and after the Training. You are a Superstar! This day could not have happened without all of you. This month we will celebrate our Support Staff at the General Membership Meeting, on Thursday, May 12th, at Hellas Restaurant, 8498 Veterans Highway. Hope you can join us as we honor the ones that make our jobs easier. I know we tell our staff everyday how much we appreciate
them, but let’s show them by bringing them to the membership meeting and publicly thanking them for all of their efforts. Don’t forget we are collecting donations for Suited to Succeed at this meeting; please bring your donations.

The NIGP application deadline for Chapter awards is May 9th. We are an extraordinary Chapter doing extraordinary things! Therefore, we are submitting an application for the Excellence in Membership,

Recruitment, Retention and Engagement Award and an application for the Excellence in Education and Professional Development Award. This is a lot of work for all that are involved but well worth the effort. MPPA is determined to bring the gold home; so off and running we go…again! We will submit our application on May 6, 2016. Thank you a million times over to my committee members: Recognition Chair Marsha Turnipseed, Recruitment Chair Michelle Frierson, Strategic Planning Co-Chair Percy Dangerfield, Director Wilson, Director Jones, Director Naugle, and Director Reed for all of your hard work. I would like to give a huge “Thank You” to Immediate Past President Moore who spent her entire Saturday with me finalizing the Chapter submission. Without a team like you, none of this would be possible. I truly appreciate all of you. See you at the finish line!

Experience the Awesomeness!
That is the message NIGP has added to the 2016 NIGP Forum. The Forum is to be held August 21 to 24 at National Harbor, MD. You don’t want to miss this opportunity. I had the pleasure of reviewing over 40 scholarship applications from young Public Procurement Professionals. Most of the applications were Awesome. It made me proud to see how our chosen profession has matured. Almost all had at least bachelor degrees. Several were working on advanced degrees and several were already certified by the UPPCC. I encourage all of you to seek UPPCC certification and additional formal education. These credentials were encouraged a few years ago; they will be required in the near future. Public Procurement is an Awesome profession. The minimum credentials will continue to increase as it continues to mature. Do not allow yourself to become obsolete. Get involved in MPPA and let us know what you need to obtain and retain these credentials.

The next general membership meeting is scheduled for Thursday, May 12, 11:30 a.m., at Hellas Restaurant and Lounge, 8498 Veterans Highway in Millersville. We will be honoring our support staff for their hard work, so treat them to one of Hellas famous crab balls! Stanley D. Zemansky Educational Aid Program MPPA offers scholarships for courses and reimbursement for certification exams to help members meet their educational and professional goals. MPPA members can apply for available scholarship funds for classes by filling out and submitting an application. Information and the scholarship application are available on MPPA’s website: www.mppainc.org , The Stanley D. Zemansky Educational Aid Program. Reimbursement for Recertification of CPPO, or CPPB MPPA offers reimbursement for recertification for CPPO or CPPB. Reimbursement will be limited to candidates who pay for the recertification themselves with no financial support for the recertification fee from their employers. Candidates will be reimbursed for the recertification fee only. Upon successfully obtaining the recertification, candidates must submit the application for reimbursement to the Recognition Chairperson. Members should request reimbursement within eight (8) weeks of obtaining their recertification. Upon receipt and proof of recertification, the Recognition Chairperson shall request reimbursement to the member from the Treasurer.

Act)
Prohibiting a unit from requiring a prime contractor, and a prime contractor from requiring a subcontractor, to begin change order work under a contract until the procurement officer for the unit issues a specified written change order; providing that written acceptance letters for a State Highway Administration or Maryland Aviation Administration procurement contract for construction have the same force and effect as change orders until the specified units issue written change orders; etc. o HB 0420 / SB 0417 Individuals With Disabilities - Minimum Wage and Community Integration (Ken Ca-

credited with conceiving the original concept of Purchasing Month. The concept is well on its way to
being recognized nationally and is rapidly gaining acceptance at the international level.” Thank you, sir

Memorial Day Monday, May 30 Memorial day is a US holiday to honor and remember those who died while serving in the military. Memorial day was formerly known as Decoration Day. In 1971, Congress declared it a national holiday. It also marks the unofficial start to the summer season. Facts about Memorial Day
There have been over 2.7 million US military deaths since 1775.
The deadliest US War was the Civil War with about 600,000 US deaths.
It is customary to fly a US flag at half-staff till noon on Memorial Day.
Memorial Day Top Events and Things to Do
Attend a Memorial Day parade. One popular parade is the National Memorial Day Parade in Washing-ton DC.
Visit the grave of a fallen soldier.
Attend a Barbecue.
Have a Picnic or go boating.
Donate to a charity that serves veterans.
Armed Forces Day Saturday, May 21
Armed Forces Day is a day to recognize members of the Armed Forces that are currently serving. In 1947, the Armed Forces of the US were united under one department which was renamed the Department of Defense in 1949. President Harry S. Truman supported the creation of a day for the nation to unite in support and recognition or our military members and their families. On August 31, 1949, Secretary of Defense Louis Johnson announced that Armed Forces Day would take the place of other individual branch celebrations, and all branches of the military would be honored this single day. Armed Forces Day takes place on the third Saturday in May.
Facts about Armed Forces Day
The creation of Armed Forces Day was announced on August 31, 1949 by Secretary of Defense Louis Johnson. It was meant to replace separate Army, Navy, Marine Corps and Air Force Days.
According to the US Dept of Defense, as of 2013, there are 1,387,493 personnel serving in active duty in the United States; 1,259,000 are serving in the different reserve branches.
As of September 2011, there were just over 214,000 women serving in active duty. That is 14.6% of all active duty personnel.
Armed Forces Day Top Events and Things to Do.
Attend a parade or a military air show.
Send a care package to military personnel stationed overseas. Free flat-rate boxes are available at USPS. Use these to mail to military bases for a low cost.
Fly the American Flag.
Visit a local Veteran's Hospital or Nursing Home to show your gratitude.
Honor Military Working Dogs by donating to the ASPCA or other charitable organizations that protect and serve these heroic animals.

Creamy Grape Salad INGREDIENTS
4 cups each seedless green and red grapes, halved
2 cups fresh pineapple chunks
1/2 cup PLANTERS Slivered Almonds, toasted
4 oz. (1/2 of 8-oz. pkg.) PHILADELPHIA Cream Cheese
1/2 cup BREAKSTONE'S or KNUDSEN Sour Cream
1/4 cup packed brown sugar
HOW TO MAKE THIS RECIPE
*Combine fruit and nuts in large bowl.
*Microwave cream cheese in microwaveable bowl on HIGH 20 to 30 sec. or until softened; whisk until creamy. Add sour
cream and sugar; mix well.
*Add cream cheese mixture to fruit mixture; mix lightly.

Chile-Stuffed Cheeseburger
INGREDIENTS
4 chiles—2 Anaheims and 2 jalapeños Extra-virgin olive oil
1 large garlic clove, unpeeled 4 ounces shredded Monterey Jack cheese
Salt and freshly ground pepper 1 1/2 pounds ground beef
4 kaiser rolls, split Lettuce leaves, sliced onion and tomato, mayonnaise and ketchup, for serving
HOW TO MAKE THIS RECIPE
* Light a grill. Rub the chiles with olive oil. Thread the jalapeños and garlic onto a skewer and grill until charred all over.
Using tongs, repeat with the Anaheims. Peel the chiles and discard the stems and seeds. Peel the garlic. Chop the chiles
and garlic and transfer to a bowl. Fold in the cheese and season with salt and pepper.
* Cut eight 6-inch squares of wax paper; divide the beef among them. Pat each portion into a 5-inch round, a little thicker
in the center. Using a 1/4 cup measure, mound one-fourth of the cheese mixture in the centers of 4 patties. Top with the
remaining patties; press the edges to seal. Flatten the centers so that the burgers are even. Brush with oil and season with
salt and pepper. Brush the cut sides of the rolls with oil.
* Lightly oil the grate. Grill the burgers over a hot fire, turning once, about 7 minutes for medium to medium-rare meat.
Toast the kaiser rolls. Place the burgers on the rolls and top with lettuce leaves, onion and tomato. Serve with mayonnaise

Three very important holidays are quickly approaching, three holidays in which a Thank you could never be enough. Remember to honor and thank those who have made our lives what they are today. So “Thank You” to our entire armed forces: active, retired and those who gave their lives protecting ours. “Thank You” to all of the Mothers and Fathers…where would we be without them…where would we be without the knowledge that they have given us, the unconditional love they have showed us and for their never ending support…Thank You, Thank You, Thank You! The clock is ticking and the NIGP national forum is right around the corner. I hear that Maryland and all of its “Awesomeness” will be hosting once again! If you have not already done so REGISTER TODAY! Take advantage of the excellent educational opportunities, great speakers and AWESOME social events! And don’t get me started on the NETWORKING!!
