    Workforce Development Snippetsis an e-bulletin from the National Councilfor Voluntary Youth Services, bringing you brief snippets of news about

    policy, research, events, practice and resources. This e-bulletin will be of

    interest to workers responsible for upskilling staff & volunteers in the

    voluntary and community youth sector e.g. training and volunteer managers,

    safeguarding officers, infrastructure workers.

    Co-investment in workforce development

    The following research paper from Unionlearn focuses on co-investment in

    workforce development. The Governments policy is to shift more

    responsibility for funding learning and skills from the state to individuals and

    employers. The research paper details the study which took place that

    examined pilot schemes designed to stimulate co-investment in the personal

    development of workers. The schemes were found to have considerable

    Information campaign on changes to the student finance

    systemThe Government has launched a public information campaign, Make Your

    Future Happen, about changes to the student finance system in 2012.

    The new web site describes how the tuition loan system will operate, how

    to get a student loan, help with living costs and what support is available

    Adult and Community Learning FundOrganisations from across England can bid for their share of 2.25 million fund for new and

    imaginative adult and community learning opportunities that engage and motivate, in particular,

    disadvantaged adults. The maximum amount for any bid is 75,000 and the minimum is 10,000.

    Applications for grants must be submitted by noon on 10 June to NIACE who is administering this

    fund on behalf of the Skills Funding Agency.

    Do you facilitate or attend any formal or informal cross local authority area training

    partnerships/networks or are involved in the process of setting one up?

    NCVYS are in the process of mapping where they exist and details of emerging training partnerships to

    inform and support a new project funded by the Department for Education. The existing consortia

    should be ideally voluntary and community sector led, and be able to demonstrate:

    A track record of partnership working and achievements to dateAttendance by a wide range of partners that include those from the voluntary and communityyoung peoples sectorThe ability to work across a number of local authority areas and the potential to grow

    Some levels of quality assurance whether they be formal or informalA level of capacity to facilitate strategic bidding

    There will be an opportunity for a small number of these partnerships/networks to benefit directly fromthis project so please get in touch with Elena Carpenter (email: [email protected]) to express an

    Volunteering in culture and sportThe Department for Culture, Media and Sport has published Taking Part: The National Survey of

    Culture, Leisure and Sport 2010. The survey contributes to the evidence base across a wide range of

    topics including participation in culture and sport, satisfaction and enjoyment with culture and sport,

    Do you know anyone interested in training to become a community organiser?The Government has committed to training 5,000 independent community organisers. In a speech to

    unveil the Big Society plans in March 2010 David Cameron announced the creation of a:

    Neighbourhood army of 5,000 full-time, professional community organisers who will be trained with the

    skills they need to identify local community leaders, bring communities together, help people start their

    own neighbourhood groups, and give communities the help they need to take control and tackle their

    problems. The Prime Minister has indicated that money for training community organisers will be

    diverted from the FutureBuilders programme. However, community organisers will be expected to

    NCVYS members Catch 22 and v have been appointed as official partners in England to deliver a high

    quality programme of activities recognising, celebrating and inspiring positive social action amongst

    children and young people as part of the EYV2011. There are other partner organisations involvedcovering other age groups and topics such as the environment, culture and arts. NCVYS member

    Volunteering England has been invited by the Office for Civil Society to take a lead role in supporting

    Big Society AwardsThe deadline for the next round of nominations for the Big Society Awards is the 23 May. The BigSociety Awards were set up by the Prime Minister in November 2010. The aim is to acknowledge

    Review of Child Protection

    The Department for Education has published The Munro Review of Child Protection: Final

    Report - A Child-Centred System. The report says that 'bureaucratic' aspects have become too

    dominant in child protection work. It recommends that local areas should have more freedom to

    develop their own effective child protection services, rather than focusing on meeting central

    government targets. NCVYS will be writing a briefing on the paper.

    Voluntary and Community Sector Groups in the Spotlight: workforce development

    understanding, needs and support. Survey Findings and Recommendations

    In December 2010, Children England and NCVYS undertook a survey to gauge and furtherunderstand the workforce requirements of the following groups who work with children, youngpeople and families in the VCS across England: faith groups; small volunteer-led groups; thoseworking with disabled children and young people; and LGBT young people. The survey was fundedby CWDC and the findings include:

    The results positively demonstrate that VCS organisations who participated in the survey are

    actively involved in workforce development activities

    A large percentage of organisations surveyed are already accessing support via localinfrastructure organisations to help them develop their staff and volunteers and demonstrates

    the importance of these networks. Small VCS organisations will continue to require this

    support, particularly those with significant numbers of volunteers.
