SOQ FORMAT
• All Addenda will be posted in the same place as the original solicitation (Ebuilder, City of
Charlotte, NCIPS)
• Questions must be addressed in written form to the following:

• Questions and Answers to be included in addenda for benefit of all proposers. Please submit all
questions asked in the pre-proposal meeting by 5:00 pm on Tuesday, October 12, 2020, for
questions to be addressed within the Second Addendum.
• Deadline for submitting written questions for each RFQ will be close of business (5:00 PM
EST) on Thursday, October 22, 2020
ADDENDA AND WRITTEN QUESTIONS
• Will contain either a DBE or MWSBE goal (depending on source of funding) on each
task of work assigned
• DBE/CBI combined Form 3- Must be submitted filled out and signed
• Form 3 should list a mix of MWSBE and DBE firms that you intend to utilize on your
contract
• New CBI Program changes require non-federal tasks to be evaluated for an
MBE and/or WBE goal first. If no firms are available then an SBE goal will be
set.

• In order to minimize potential conflicts of interest, the guidelines on the following slides have been developed.
• These guidelines will apply to this procurement as well as additional future designer, PM and CM/RPR procurements.
• CLT reserves the right to identify additional potential conflicts and preclude firms, as appropriate.
