Update from the Perth Market Authority

By Stephen Ward, CEO

For more information, please contact the PMA on 9456 9200

It has been a good couple of months since our previous issue of Market City eNEWS. Since then, the markets have been bustling with activity, new people, changes and major improvements.

My focus since I have been here has been on reviewing processes, and striving for operational excellence.

Safety

One issue that I feel strongly about is safety and we continue to ensure that processes are in place and tenants are provided with adequate information to minimise safety risks. I encourage you all to be vigilant about safety issues and talk to the PMA staff if you see unsafe practices or risks that can be prevented. It is important to remember that we should be safe and feel safe at work and the PMA is committed to ensuring a safe work environment for all.

Master Plan and Site Works

I am pleased with the progress the PMA has made with the Market City Master Plan review which is now in its final stages. Whilst the review has progressed over the last eight months, the PMA has continued to advance several projects in parallel that will enhance the safety, capacity and the general amenity of the Market City site.

New Cool Chain Warehouse, ‘E7’

Hon Terry Redman MLA, Minister for Agriculture and Food, made the announcement on Friday 25 May that the Government is committed to investing $8 million to build a new cool chain warehouse. The 4000 square metre building will be located at the Baile Road entry, opposite the Loscam site and will provide wholesalers and independent retailers with the opportunity to expand their businesses. I am pleased at the response so far from tenants.

Fire Services Upgrade Project

This project was awarded to three separate contractors earlier this year to upgrade Market City’s current fire reticulation and suppression system. This project will see new sprinklers fitted to all major warehouses, although the implementation will not be a simple task. The project involves trenching of new hydraulic pipes around the entire site and the installation of fire suppression sprinklers throughout the warehouses.

It also includes the installation of two, 500,000 litre water tanks and a purpose built pump house to rapidly pump water to the source of a fire in the event in an incident. Works are expected to take the remainder of this year and some works will extend into 2013 with an expected budget of $10 million.

Civil Works Project

The PMA has bundled together a number of civil works projects and contracts have been awarded. These projects include a new car park on the corner of Ranford and Bannister Road to support the Retail and Business Services Centre, a series of minor road resurfacing and modification around the Eastern warehouses and between SE1 and SE2 to improve safety and new hardstand and parking areas on the current vacant land.

New Amenities Building

The PMA has awarded a contract for the construction of a new toilet block between the West Buyers bay and the Western warehouses. This toilet block will be open every day but will also cater for the large public attendance at the Market City Sunday Community Market. The new facility will also have shower facilities and a disabled toilet for use by tenants and site visitors.

Variable Outgoings

I note there has been concern about the substantial increase in Variable Outgoings (VO’s). The PMA is committed to ensuring the VO’s allocation processes are more efficient and transparent leading to a reduction of VO’s from previous years for the 2012-13 financial year budget.

To help with this process, a Tenant VO’s Consultative Advisory Committee has been formed and after significant consultation and thorough reviews, I am pleased to advise there will be a $529,000 reduction in the VO budget for 2012-13. This is a 16% cost saving for tenants on the 2011-12 VO’s budget.

Thank you to the Tenant VO Committee Members for your input on potential issues, cost sharing opportunities and service delivery expectations.

From the Chamberof Fruit & Vegetable Industries WA

By Martin Clark, CEO

Variable Outgoings VO’s The PMA has convened a committee to provide greater transparency into the variable outgoing expenses that have been rising dramatically over the past few years. The committee is an advisory group only and is made up of tenants from the various market sectors i.e. CTA, warehousing and retail sectors. PMA has committed to reduce VO’s and has finalised the budget for 2012-2013 showing a reduction over last years budgeted amount. The committee will meet four times per year. Pit Stop On Thursday 3 May, V8 Supercar drivers Craig Lowndes and Jamie Whincup visited the markets with one of their cars. Also on display were Richard Bloomfield’s SR8 Radical and Luch Monte’s Sprintcar. Their visit coincided with the running of the Royal Flying Doctor’s “Pit Stop” men’s health check. The morning was a great success with Craig and Jamie signing over 200 posters and over 125 people calling in for their free health check. Silent auction items donated by Team Vodafone raised over $3,200 for RFDS.

This year’s Market City Ball and Retailer of the Year Awards will be held on Friday 3 August 2012 in the Burswood Grand Ballroom. For entertainment we have engaged international performer Raymond Crowe who is best described as an “Unusualist”. Top local band “Felix” will also be performing. The night is shaping up to be one of the best so be sure to reserve your tickets when they go on sale.

Fruitwest 2012 presents us with both exciting possibilities and interesting

challenges and our relationships with our members and partners continue to be our focus.

• On 16th January 2012 the Fruit West Co-operative was formed, which many believe to be a start of a new era for commercial opportunities for the industry.

• New staff members, Stephanie Faggetter and Graham McAlpine, are now on board and addressing industry development and quality management roles at Fruit West. Their extensive industry knowledge and experience will be valuable.

• Paul Murphy (DAFWA) continues his work on Medfly and unmanaged orchards which are our most demanding issues with production in high pest pressure locations.

• Local apple promotion for the season has commenced with various events, in-store sampling and media releases planned. Working with the National Aussie Apples brand we hope to elevate our exposure using national TV sponsorships and advertising. Our challenge is to clearly identify WA fruit on the supermarket shelves, while capturing the benefits of the national programme.

• Citrus promotion plans are underway, with a bus-back advertisement featuring oranges and the buy local message.

As always our aim is to provide services that help our industry to remain competitive and sustainable and we look forward to the challenge.

vegetablesWAwww.vegetableswa.com.au The vegetablesWA “Fresh from WA Farms” campaign is

continuing in the Fresh lift-out of The West Australian. It aims to increase the value of vegetable sales by talking to consumers about the local origin of our produce, which we know people link to freshness and seasonality and value when deciding to buy produce.

As well as featuring a local grower each week, the advertisements feature taste and health messages and cooking tips. The campaign finishes at the end of June and will feature a variety of the major lines and their growers from around Western Australia. Advertising spots have also been purchased by Western Potatoes and Fruitwest as part of the campaign.

Separate to this campaign, vegetablesWA has begun better proving the nutritional value of vegetables for future campaigns.

vegetablesWA is also running “Good Practice Demonstration Sites” on grower properties across all the major growing areas of WA. These sites are helping growers adopt the latest R&D to improve their efficiency and quality. We also continue employing our Field Extension Officer to facilitate R&D extension.

Foodbank WAwww.foodbankwa.org.au February and March were the busiest months in Foodbank WA’s

history as more people turn to welfare agencies seeking relief from increasing cost of living pressure. More than 500,000 meals were distributed by Foodbank WA each month. Much of this volume was distributed to regional WA. Foodbank’s five regional branches now account for half of the total food supplied by the organisation to communities and people in need.

Foodbank WA helps children, families, migrant, seniors and the homeless. During times of crisis, Foodbank WA also supports victims of natural disasters. A recent Foodbank survey showed that families represented more than 38% of people seeking hunger relief from welfare agencies. School Breakfast Program volumes for first school term of the 2012 were 23,000 kilograms greater than the same period last year.

This year there is a renewed focus on providing more fresh produce and in particular a wider variety of fruit and vegetables. When asked what foods they would like more at Foodbank WA one third of agencies indicated fruit and vegetables. Meat is the most requested item and the organisation is also developing a project to ensure a consistent supply of meat is available each week.

Facilities and Projects Update

The FM team is process driven and relies very much on procedures and processes for breakdown maintenance, repairs and loss of services. Please report any issues you may have. For more information and to report any issues please contact: Raymond Victor, Facilities Manager on 9456 9229 or Alex Bell, Facilities Coordinator on 9456 9210

The PMA’s Facilities Management (FM) team focus for the remainder of the financial year is to ensure essential risk & compliance maintenance is carried out and completed with the aim to receive certification and compliance for relevant services. To date, all planned essential maintenance tasks are on track for completion.

Roller door/ roller shutter servicing - annual RCD testing - half yearly Fire system test – monthly Fall arrest inspection & certification – annual Emergency light & EXIT test – annual High voltage thermograph survey - annual

The FM team will continue to identify services requiring a preventive maintenance regime and with the aid of an asset management program, maintenance can be mapped and programmed effectively and efficiently. This will provide tenants with long term benefits and minimise reactive and breakdown repairs and subsequent costs. Sustainability initiatives are being investigated and explored to potentially reduce and minimise waste, energy and water consumption on the premises. Identification of improvements is a key factor in long term operational efficiency. Key improvements identified in the last three months were:

Replacement of faded transparent roof sheets in the CTA to allow more natural lighting to permeate, hence reducing energy expended on lighting.

Installation of vandal proof water taps. New dedicated waste area at the rear of the Wholesale/Retail building to establish

a centralised location for waste collection & disposal. Potential to install a plastic/cardboard compactor for efficient waste recycling.

Electricity is an integral component in ensuring market operations are not disrupted. To maintain an efficient operation and the safe electrical distribution network on the Market City site, the PMA is undertaking preventative maintenance on all electrical substations. The maintenance is only required once every four years and involves a power shutdown on every substation, transformer and high voltage equipment to facilitate the inspection, servicing and necessary maintenance. Communications will be released in advance to all tenants for early preparation. Minor Projects

New guardhouse at main entry from Bannister Road Painting of buyers bays Trial for new roller doors at the CTA New canopy entrance for Sunday Markets

Waste Transfer FacilityThe central Waste Transfer Facility has been successfullyoperating for over twelve months. With the five currentwaste streams, approximately 43% of waste through thefacility goes to landfill. The breakdown of the types of wastedisposed through the Waste Transfer Facility is illustratedin the chart below.

The PMA will continue to explore opportunities for improve-ment such as reducing waste disposal costs as well as a reduction of waste to landfill.

Please continue to seperate your waste into your design-ated bins. As a site, we can create a benchmark in waste management for the agri-food industry.

Market City’s Sunday Chef To provide consumers with firsthand knowledge on how to prepare,

cook and store fresh fruit and vegetables, the PMA has engaged a local Master Chef to entertain and educate consumers.

This initiative started in November 2011 with Chef Dale Sniffen and Chef Gabriel Zahra entertaining large crowds with their culinary skills.

Delicious fresh food is prepared from 9am to 1pm with free tastings every Sunday at the Canning Vale Sunday Community Market in the Fresh Ideas Centre.

For full recipes and photos, visit the Market City Facebook page.

Supporting the Community... Foodbank WA

As part of the PMA’s partnership with Foodbank WA, the PMA has provided Foodbank with a sponsorship to assist with fresh fruit and vegetables for the School Breakfast Program and the Food Sensations Program. The PMA’s sponsorship has provided fresh produce to 160 schools in these programs. By supporting Foodbank WA, the PMA and Foodbank WA are able to continue to increase the provision of fresh fruit and vegetables going to schools throughout our state.

City of Gosnells Bike Week

The City of Gosnells held a Bike Week Family Fun Ride on the 24th March to encourage health and well being in the community. Many families took part in various activities and gained confidence in health eating and exercise. As the family fun ride concluded, families enjoyed a fresh and healthy morning tea with fresh fruit sponsored by Market City.

Bentley Harmony Day

Market City sponsored the annual Bentley Harmony Day Celebration with the provision of fresh fruit on the 17th March 2012. This community event celebrates culture, diversity, health and well being in the Bentley community.

Representatives from the PMA travelled to Kununurra in March to meet with grower and regional stakeholders. The purpose of the visit was to provide growers with information on the operations of the market and new developments. It was also an opportunity for the PMA to gain a better understanding of regional issues, and horticultural opportunities in the Kimberly. Meetings were held with key growers that supply to the market, Department of Regional Development and Lands, Department of Agriculture and the Ord Cooperative.

The focus on land use in the Ord River Irrigation Area (ORIA) is currently sandalwood production, however there is still over $20 million worth of horticultural production which includes mangoes, melons, pumpkins and citrus. The State Government has invested significant funds in developing infrastructure for ORIA stage 2 (or expansion) and is currently in the process of accessing proposals and expressions of interest from private enterprise for development of the land for agricultural/forestry production. The Government is also assessing other areas in the region for horticulture production and researching crops for suitability.

Obstructing Fire & Emergency EquipmentThe PMA is committed to ensuring that adequate and appropriate emergency equipment is available and will continue to stress the importance of keeping access to the equipment clear at all times. Please be reminded not to place items, stock and wastes in front of fire equipment as it causes obstruction to emergency services in an event of a fire or emergency

Men’s Health check at Pit Stop Craig Lowndes and Jamie Whincup, two of Australia’s top V8 supercar

drivers came to Market City earlier this month to launch a ‘Pit Stop’ for men’s health inside the CTA.

Run by the Royal Flying Doctor Service (RFDS) and the Chamber of Fruit and Vegetable Industries WA, the Pit Stop highlights the importance of men staying healthy by making healthier lifestyle choices and keeping themselves in good working order.

The CTA transformed into a Pit Stop with the RFDS health team, conducting a range of free healthy lifestyle tests for men including chassis (waist measurement), oil pressure (blood pressure), exhaust (smoking and lungs), shock absorber (stress) and torsion (flexibility) checks.

With a super supercar display and a healthy breakfast available, Pit Stop targeted men in their every day work environment, Market City, highlighting the importance of regular health checks to ensure a healthy body.

The Market City community gathered in the Central Trading Area (CTA) as the Hon Terry Redman MLA, Minister for Agriculture and Food made the big $8 million announcement, “Development at Market City will soon be underway with a new multi-user cool chain warehouse”.

On Friday 25th May, Minister Redman was joined by Market City tenants, industry stakeholders and special guests including Dr Mike Nahan MLA, Member for Riverton, in the CTA to announce the new future development on the Market City site, a 4000 square metre cool chain warehouse known as E7. As the announcement was made, guests were able to see the plans and designs of the new $8 million building and have their questions answered by Minister Redman and the CEO of the Perth Market Authority (PMA), Stephen Ward.

The Market City Sunday Community Chef, Chef Dale, cooked and served a healthy breakfast for all. Once breakfast concluded, Minister Redman, accompanied by Dr Nahan and Mr Ward, went for a drive around the site to the Baile Road entry opposite the Loscam site to visit the location for the new building.

With the Market City site operating at 100 per cent occupancy for the past five years, the $8 million expansion not only provides the much needed additional capacity for tenants to store, buy and sell fresh produce but also supports Western Australia’s horticulture sector and provides opportunity for the State’s many small and independent businesses to expand.

The PMA has released an Expression of Interest (EOI) for all tenants to consider tenancy space within the new cool chain warehouse. We aim for construction of the building to commence this year and take an estimated two years to complete.

For more information or to submit an EOI in E7, please contact the Perth Market Authority on 9456 9200
