A MESSAGE FROM THE MAYOR OF MANLYThis latest, third edition of the popular Seniors Directory is greatly welcome. I am constantly delighted by the many appreciative comments from seniors, carers and service providers who benefit so much from this very useful, easy-to-read publication.

The Seniors Directory is an excellent tool for navigating our way through the fast changing aged care industry which is continually benefitting from innovations in a host of service areas. This makes it all the more important that older citizens are kept up-to-date and informed of the ever growing number of service choices open to them.

This latest edition of the Seniors Directory will enjoy wide distribution throughout the Manly area and beyond - and is available anywhere when downloaded from the internet through Council websites. The Seniors Directory also provides a useful supplement to the Federal Government’s My Aged Care Gateway website which has been designed to provide seniors with streamlined access the most useful services available to them.

With ever greater numbers of seniors getting ‘on-line’, I am sure electronic editions of the Seniors Directory will grow in popularity. Indeed, this latest edition of the Seniors Directory reflects the growing trend among older people for accessing the internet, with many entries directing readers to informative websites. All levels of government are keen to encourage greater independence and social connectedness among senior citizens, and the printed and online Seniors Directories play an important part in helping you achieve that goal.

Manly Meals on Wheels This Council operated service delivers nutritious, affordable meals to people living in the Manly area who are frail-aged, younger with a disability or their carers. Manly Club for SeniorsBased at the Manly Seniors Centre, the Club is an independent incorporated organisation run by its 300+ members. They coordinate a variety of activities, including bowls, dancing, singing, table tennis, bridge, scrabble, mah-jong, and a walking group.

Hop Skip & Jump Community BusThis free community bus services three routes which interchange at the Stockland Shopping Centre, Condamine Street, Balgowlah. Warringah Council continues to deliver successful programs for seniors, guided by the Living Well Warringah – Council’s Healthy Ageing Strategy. Services for SeniorsWarringah Aged Services provide information and referrals to older residents, their families and carers. Council also develops programs, events and forums with the aim of encouraging healthy ageing, informing seniors and connecting people with their community. An annual highlight is the month of activities commencing in Seniors Festival which provides opportunities for participants of all abilities and interests to ‘try something new’ and continue to be involved. Road Safety for SeniorsWarringah’s Road Safety Officer’s role is to assist in the education of senior drivers, cyclists and pedestrians by providing workshops and seminars on all aspects of road safety and local safety issues. Warringah Creative Space The Warringah Creative Space provides professional exhibition space for established and evolving artists and groups, as well as affordable studio space and Artists in Residence programs. It welcomes all community members to visit the Gallery to view paintings, sculpture and other creative works in a friendly local setting with no charge. The Aquatic Centre offers an Active Seniors Program (ASP) providing both land and water based exercises for older people. Classes are available at the WAC, in Forestville and Narraweena. Friends of the Bush Volunteer ProgramThe aim of the program is to improve wildlife habitat and encourage the return of healthy bush. This is achieved by the removal of weeds and the replanting of native species. Throughout the year Council supervises and supports volunteers working for a minimum of two hours per month, at 30 sites within Warringah.

Home Library Service Volunteers

Home Library Service volunteers deliver library items to frail aged or younger people with a disability who are unable to visit the library, offering a vital community link to reduce social isolation plus pass on information about Warringah Council services. Volunteers need to work reliably and independently; have a drivers licence and insured vehicle and a Police and Working with Children Check. Volunteers are given training to safely perform the required duties.

A MESSAGE FROM THE MAYOR OF PITTWATERIt is with great pleasure that I present you with the third edition of our popular directory for seniors. I continue to receive positive feedback from older people, carers and service providers who find this a very handy publication.

There are currently many changes occurring in the aged industry with new services emerging all the time. It is more essential than ever that older people are fully informed, aware of their choices and know their options. The Federal Government has recently rolled out the My Aged Care Gateway, which is an online tool that helps link seniors to the most appropriate service.

Copies of the directory will be distributed throughout the community, plus an electronic copy will be available to download from council’s websites. As more seniors become familiar with technology, I anticipate that the electronic copies will become even more popular. The directory reflects this trend with readers being directed to websites for more comprehensive information on a range of services, activities and housing.

Healthy ageing is very much on the agenda of all tiers of government, with an emphasis on encouraging independence and reducing the incidence of social isolation. This directory can be the first step towards you finding the services that best meets your needs, assists you to live an active, fulfilling life and connecting you with your community.

Warringah, Pittwater and Manly Councils are committed to providing information and programs for seniors and this directory is one way our councils can achieve that goal, while assisting older residents to live healthier more active lives.

How to access services

As you become older and your circumstances change you are likely to face decisions about your lifestyle. This may include decisions around the care that you might require to remain living independently in your own home.

Recent changes to the aged care system in Australia have seen the Federal Government introduce My Aged Care. The My Aged Care website and contact centre are the first point of contact for people looking to access services and support for themselves or a family member, friend or someone they care for.

This Consumer Education checklist and directory has been developed to support the individual, family member or carer in initiating contact with the service sector through My Aged Care, who will provide support to the older person or person with a disability to remain independent.

It is important to know that support at home can be arranged either through Commonwealth funded and fee subsidised programs or by non-funded privately owned care providers. Please note that this directory only provides details of services who are Commonwealth funded. Privately owned care provider details are listed on the My Aged Care website.

Commonwealth funded care is provided through the Home Care Packages Program (HCP) or the Commonwealth Home Support Program (CHSP).

When considering what kind of care arrangements may meet your needs, it is important that you ask the right questions so that you are able to make well informed decisions, for yourself, or the person that you care for. The following checklist has been developed to assist you in this initial process and outlines the steps that should be taken when starting this process.

Have you contacted My Aged Care (MAC)?

The My Aged Care website has been established by the Australian Government to help you navigate the aged care system. My Aged Care is part of the Australian Government’s changes to the aged care system designed to give people more choice, more control and easier access to a full range of aged care services.

My Aged Care consists of a website and a contact centre (details below). Together they can provide you with information on aged care for yourself, a family member, friend or someone you’re caring for.

The My Aged Care representative will support you through the screening and assessment process. It is important to discuss with them everything about your situation so that they can accurately identify what support services you may need.

Engaging with service providersContact the provider/providers recommended to you to find out more detailed information about: the care workers they employ, the training and quality control they incorporate into their organisation, and availability of the service you are seeking.

A provider’s website might help you get an idea of the types of services they offer and how they work with consumers. You can find out what services are available in your area on the myagedcare website - see www.myagedcare.gov.au

Ask family, friends and supporters whether they have heard of, or are using a particular provider.

People around you may be able to give you an independent view of the provider.

Ask family, friends and supporters for assistance to research information about potential providers.

Your family, friends and supporters may be able to help you to gather information.

What to do Why

Ask if the provider has their own home care workers or if they employ another agency to help you. If this is important to you talk more about this with them.

Some providers only hold the funds, and engage other agencies to assist you at home. If you want more control of your services, you may want to know how many agencies are involved in supporting you.

If they employ their own care staff, ask how often their workers are trained and how they assess workers’ skills on the job.

There are differences between providers and this may affect the quality of their service.

Ask if they can arrange for specialised support.

You may need specialist/tailored services such as having a person who speaks your language or specialised disability support.

Ask if they conduct regular Police checks on each care worker. (This needs to occur every three years).

It is important to ensure that the provider has completed adequate recruitment practices when employing their caregivers. You may also consider asking how many reference checks they conduct on care workers.

Ask the provider if they will ensure the same care workers will provide the service each time.

If the provider is able to guarantee that the same caregiver will provide the service each time, this can assist in ensuring continuity and sound understanding of your care requirements.

Ask the provider if they are able to provide back up or replacement care workers if required.

It is important to identify that the provider has the capacity to replace a worker as required to ensure that they can provide the service to you when scheduled.

Ask the provider if there is a waiting list for the service and what they can do for you if you have to wait.

Depending on the amount of support you need, in some areas, the number of people seeking assistance exceeds the number of support services available. That means you may need to wait until a place is available for that service. If the provider is unable to provide the service at this time there may be another provider who is able to provide the service instead.

Ask the provider when you can contact them (i.e. are they available 24/7)

You may wish to be able to contact the provider outside of office hours. Contact times will vary from provider to provider.

What to do Why

Ask the provider if they conduct spot checks to make sure workers are working well.

You want to know how well the provider monitors the quality of support services.

If the provider uses agency staff to provide services ask how they ensure the quality of their work.

There are differences between providers and if they are engaging staff through a third party this may affect the quality of their service.

Ask how often the provider gets feedback from their clients and how this happens.

It is important that providers stay in touch with their clients’ needs as this will help them to provide the best service possible.

Ask the provider if they have an overall quality assurance program.

A formal quality assurance program will ensure that the provider has systems in place that supports best practice in their service provision.

Ask the provider what back up support they provide to care workers.

Often providers will have de-briefing sessions with care workers over the phone after they have provided the service. You may wish to know if there is any other process for supporting care workers.

Ask the provider if they or their care workers are able to support you in developing an emergency plan.

An emergency can happen at any time and it is important that your provider has a copy of your key contacts, health information and care required to support you in such an event.

As you become older and your circumstances change you are likely to face major decisions about your lifestyle and housing needs. Making a decision about your future can be challenging as you need to take into consideration a range of complex questions.

Firstly, it is recommended that you reflect on your health, social and financial needs in order to plan where and how you wish to live.

This directory attempts to identify all the available options plus provide contact points for information. Thorough research is key to making an informed decision. Read relevant websites, visit services and accommodation, question operators and residents and seek legal and financial advice prior to signing any type of contract.

RENTAL ACCOMMODATION IN RETIREMENT VILLAGESA small number of church or not-for- profit villages offer independent living units for rental to pensioners with little or no assets. The resident will be required to sign a residential tenancy agreement which is covered by the Residential Tenancies Act 2010.

It is also a common practice for retirement villages to offer units on a short term rental basis, provisionally, while the unit is on the market to be sold. Information in regard to this can only be found by contacting the village.

FOR THOSE CONSIDERING MOVING INTO A RETIREMENT VILLAGEThere are many reasons why people move into a retirement village, such as combining the benefits of being in a private and secure environment with a home that is easily maintained. Retirement villages can offer social activities, amenities and the freedom to choose the lifestyle that meets your need. The decision to move into a retirement village is a lifestyle choice. You are more likely to make the right choice if you are well informed and seek expert advice from the beginning.

What is a retirement village?A retirement village is a residential complex predominantly or exclusively occupied by residents who are aged over 55 years, or who have retired from full-time employment, where residents have entered into a contract with the operator of the village, either to occupy the premises and/or to receive services.

General Inquiry documentIf you or somebody acting on your behalf contacts a village about becoming a resident, the operator is required to give you a general inquiry document.

This document includes general information to help you search for the right village. It describes the type of village, the costs and the village facilities. You should get general inquiry documents from a number of villages in the area you are thinking of living in. This will help you compare the various arrangements on offer and to identify the most suitable and affordable village for your needs.

Disclosure statementYou can ask for a full disclosure statement for any unit you are interested in. Operators must give you a statement at least 14 days before signing a contract. This statement is more detailed than the general inquiry document. It includes the financial arrangements for the village and units plus the costs to enter, live in and leave the village. Carefully consider these costs as well as getting independent financial advice.

Visit the village, inspect the premises and talk to residents to find out about life in the village. You can ask to see sample contracts and any village rules or the strata by-laws in village strata schemes. Inspecting site plans and budgets may also be helpful.

Some villages have aged care services onsite, such as nursing homes or hostels. The eligibility to transfer into such facilities is based on an assessment under Commonwealth law. There is no automatic right to transfer simply because you are a resident of that village.

Different types of contractsYou need to consider the type of village arrangement that suits you best. The most common type of retirement village contracts offered are:Leasehold arrangements – where the village operator owns the premises and you lease the unit from the operator. If you sign a long term lease, it is registered on the title deed.Loan and licence arrangements – where you pay an ingoing contribution up front in return for the right to occupy the premises.Strata or community title schemes - where you purchase the unit and become the owner and a member of the owner’s corporation.Rental arrangements (see above)

MAKING THE RIGHT CHOICE

Buying into a village is a major legal and financial commitment. You are more likely to make the right decision if you take time to carefully read all the information, think about your decision and seek expert advice from a solicitor with expertise in retirement village legislation before signing any contracts. There are several important things you need to consider:

Read the contract before you sign itAfter you have carefully considered the disclosure statement and made the decision to move into a retirement village, you will need to sign a contract with the village operator. You must be given at least 14 days to review the contract before signing. Make sure you fully understand all the terms and conditions and read the fine print before you sign. The retirement village laws specify a standard form of contract that operators can use. If you are unsure about the contents ask the village operator to explain it to you in detail and obtain independent advice from your solicitor and financial advisor.

Fees and chargesThere are a range of fees and charges that you may have to pay to enter, live and exit a village. The fees will be set out in your village contract. Some fees and charges you may have to pay include:• Waiting list fee• Holding deposit• Ingoing contribution/purchase price• Contract preparation fee (maximum $200)• Recurrent charges

Termination fees and charges, such as departure fees, a share of any capital gains and other charges when you leave the village in some circumstances, can mean you may get back less than what you originally paid to enter the village.

Recurrent chargesYou will have to pay regular recurrent charges to meet the expenses of operating the village. The amount varies from village to village. You will normally have to pay more in serviced premises than in self-contained premises where meals, cleaning and laundry are not provided.

At some villages you may pay higher recurrent charges if you are living with your spouse or living in larger premises. If you are in a strata or community scheme, you will also have to pay levies to the owner’s corporation or community association, in addition to recurrent charges.

Your contract may provide for recurrent charges to be increased each year based on a fixed formula. If not, the operator can seek to increase recurrent charges once a year by giving written notice of the amount. For increases above the CPI, operators must get the residents’ consent. You should read the contract carefully to make sure you understand how the charges may be increased and assess if you can afford to remain in the village should your circumstances change.

What if you change your mind? Cooling off periodIf you change your mind, you have a cooling off period of 7 business days after you enter into the contract. As long as you have not moved into the premises, you can rescind the contract during this period and receive a refund of any money you have already paid under the contract.

Settling-in periodThere is also a 90 day settling-in period that allows you to terminate your contract within the first 90 days of becoming entitled to occupy the premises. You are entitled to a refund of your ingoing contribution or proceeds from the sale of the premises plus any recurrent charges paid under the contract.

The timing for payment of your refund depends upon the type of village contract you signed. If you do not have a registered interest in the premises, for example if you occupied the premises under a loan or licence

arrangement, you will be entitled to a refund of your ingoing contribution within 14 days after terminating the village contract.

If you purchased a registered interest in the premises such as buying into a strata scheme or entering into a long-term registered lease, you are entitled to your refund once the unit is re-sold or re-occupied by another resident.

Departure fees are not payable. You only have to pay fair market rent for the time you were there and a reasonable administration fee, plus costs of any repairs if you damage the property beyond fair wear and tear.

PROSPECTIVE RESIDENT’S CHECKLIST A few questions to ask yourself:

• Have I fully discussed my decision to move with my family, friends and advisors?

• Have I thought about whether community living in a village is right for me?

• Have I looked at a sufficient number of villages to be able to compare the services, facilities and financial arrangements?

• Have I received a general inquiry document and disclosure statement?

• How much will it cost me to move and live in a retirement village?

• Can I afford to live there comfortably even when the recurrent charges rise?

• Is it more appropriate that I live in self-contained or serviced premises?

• What type of arrangement does the village offer? Is it a loan/licence, leasehold, strata, rental or company title?

• Do I fully understand the contract and all the costs involved?

• What if I decide to leave the village? Will I be able to re-sell the unit? What are the termination fees and charges?

• How many vacant units are there in the village?

• What is the average time for the re-sale or re-letting of the type of unit I am interested in?

• Are the services and facilities at the village what I need? Will this still be the case as I get older or if I get sick?

• Is there adequate parking for visitors?

• Will I be eligible for rent assistance from the Commonwealth government?

• Are there local facilities such as doctors, shops, hospital, libraries, churches, clubs and public transport near the village?

• Are there village rules that may affect my lifestyle? Are pets allowed?

• Will I be able to make changes to the inside of the premises, or to have someone visit or live with me?

• Am I able to do my own gardening?

• Is the village well maintained?

• Is the village reasonably secure? Is there adequate external lighting?

• Is there an emergency call system and/or staff on call?

• Are the paths designed for easy access?

• Will my premises still be suitable if my needs and abilities change in the future? For example, are there any stairs I will need to manage?

• Have internal modifications related to frailty, such as bath rails, been made to the premises?

• Is there a residents committee to liaise between residents and the operator?

• Have I obtained adequate legal and financial advice?

RETIREMENT VILLAGES AND AGED CARE HOMESThis section lists retirement villages and aged care homes (nursing homes) in the Northern Beaches within the local government areas of Warringah, Manly and Pittwater. Retirement villages, serviced apartments and aged care homes can be operated by private or community organisations, by church or non-profit organisations, or can be ‘funded’ by the resident, i.e. resident funded. Church managed and non-profit retirement villages are operated mainly on either a rental or donation basis.

Resident funded retirement villages are for people who have assets and wish to fully fund their accommodation by the purchase of a title or contractual rights. Some retirement villages have aged care homes (hostels and nursing homes) on site, however these types of facilities can also be located and run completely separately to retirement villages. Aged care homes are listed separately to retirement villages within this guide. To access a place in an aged care home an ACAT assessment is required. This can be arranged by contacting My Aged Care on 1800 200 422.

This directory provides basic information about each of the villages and aged care homes to enable you to reflect on your particular needs before researching further. The facilities are listed by suburb. (Please note that contact details and other information may have changed since the printing of this publication).

Glossary of terms

Self-care villas or units are designed for residents who require little assistance with daily living activities. Generally, the villas or units are self-contained with their own laundry. Recently constructed villages have wheelchair access, with internal halls and doorways designed to accommodate residents using disability aids. People living in independent living units are able to access community services to provide support as required.

Serviced apartments are designed for residents who require assistance with their daily living activities. Depending on the needs of the individual, assistance can be provided in preparing meals, laundry and cleaning. Meals are served in a communal dining room, but some villages will provide meals to the resident’s apartment. Residents usually have access to personal and or nursing care, generally on a fee-for-service basis. Residents have the right to bring in outside services to assist with such care.

Aged care homes (previously known as hostels or nursing homes) provide care for people needing assistance with domestic tasks and/or personal care and nursing support. Some aged care homes may also provide additional types of care: Dementia Care, Palliative Care, and Respite Care.

Supported accommodation on a short stay basis is available in some aged care homes and serviced apartments and can be planned or organised if a crisis occurs. If emergency respite care is required phone the local Commonwealth Respite and Carelink Centre on 1800 052 222 during business hours or 1800 059 059 outside business hours.

A free assessment with a member of the local Aged Care Assessment Team (ACAT) will establish which type of care suits the person, and provides 63 days of residential respite for each person per financial year. An ACAT assessment is required to access care in an aged care home on either a permanent or respite basis.

Ageing in Place is a term used to describe a person living in the residence of their choice, for as long as they are able, as they age. This includes being able to have any services (or other support) they might need over time as their needs change. In a retirement living context, this allows residents to move from independent living to an aged care home and remain in the facility as their dependency increases, subject to an ACAT assessment.
