Forward

Early in November 1961, a group of people dedicated to improving the standards of Western horseman ship held a meeting to form an association -- the main objective being:

1. To publish a standard set of rules.

2. To set up a point system whereby championships could be awarded at the close of each summer season.

The association was formed and is know as

These bylaws are current as of the date of publication. When referring to any by laws always make sure that you are referring tot he most recent one.

Competitors are to familiarize themselves with MGRA rules if they intend to compete in a MGRA sanctioned show and rule books are available to purchase from the president, or secretary treasure at reasonable cost.

MANITOBA GYMKHANA RODEO ASSOCIATION

BYLAWS

ARTICLE 1 - Title, Objectives

This Association shall be know as the Manitoba Gymkhana Rodeo Association and shall at all times be operated and conducted as a non-profit association. Its main purpose and function is to furnish genuine interest in light horses, good horsemanship and good sportsmanship.

To promote light horse and western horse activities in the Province of Manitoba. To promote good fellowship between riding clubs. To encourage and promote knowledge in the care, handling and enjoyment of horses and in the science of horsemanship. To standardize rules in accordance with all horse clubs operating the Province of Manitoba. To recognize judges and technical delegates and to promote the education of aspirant judges.

ARTICLE II - Section 1

Members of the association shall be admitted, retained, and expelled in accordance with such rules and regulations as the Board of Directors may from time to time adopt. In all matters governed by the vote of the members, each member in good standing shall be entitled to one vote.

Membership Fees:

One representative from each club or society is entitled to one vote.

It is recommended that each member has a current horse council memberships.

Memberships shall become due on January 1 of each year.

Senior members - 19 years and over.

Junior members - 18 years and under as of January 1 or the current year.

Pee Wee members - 12 years and under as of January 1 of the current year.

Junior and Pee Wee members must carry proof of age.

Memberships: Associate memberships and affiliate fees (riding clubs, exhibitions or agricultural societies) will be determined at the annual meeting each year and published in the MGRA’s newsletter.

Section 2

The regular annual meeting of the members shall be held within the calendar year, at such a time and place that has been chosen by the Board of Directors, for the purpose of electing new directors, and the transaction of other business as may be brought forward at the meeting. Notice of the annual meeting will be made in writing to the membership and all paid members are entitled to a vote on any motions brought forward. At this meeting liaisons will be chosen for sanctioning Ag Societies and Horse shows to help them run

their sanctioned show in a orderly and smooth fashion.

A notice stating the time and place of such a meeting to the last known address of each member in good standing, not less than 15 days prior to the date of such meeting.

Section 3

Special meetings of the members may be held as such time and place as may be designed in the notice, whenever called for by direction of the President or by majority of the Board of Directors. Notice of each special meeting indicating briefly the object or objects thereof shall be given in the same manner as provided with respect to notice of annual meeting.

Section 4

At any meeting held in accordance with the foregoing provisions as to notice, the members attending such a meeting shall constitute a quorum of the members, with the exception of the annual general meeting where there must be a minimum of 9 members to constitute a quorum.

Section 5

Any officer of the association may call the meeting of the members to order and may act as chairperson of such meetings, precedence being given as follows: President, Vice-President, Secretary, Treasurer. In the absence of the these four officers, members present may elect a chairperson. The Secretary of the Association shall act as secretary of all meetings of members, but in his or her absence the Directors may appoint any person to act as secretary of meeting.

Section 6

Whenever in these Bylaws the term member or members shall be used, unless otherwise specified, it shall mean a member or members having the right to vote.

ARTICLE III - Directors

Section 1

The business and property of the association shall be managed and controlled by a Board of Directors. Should a member of the elected Board of Directors miss three consecutive meetings without a reasonable excuse, he or she can be replaced by a majority vote of the remaining Board of Directors.

Section 2

The affairs of the corporation shall be managed by a Board of eight (8) directors elected a the annual meeting for a year term.

Section 3

That the Past President will be allowed voting privileges and be a Board member until such time as the presiding President vacates his or her office.

Section 4

The frequency of Board of Directors meetings shall be left to the discretion of the President.

Section 5

In the case of any vacancy in the elected Board by death,

resignation, disqualification, or other cause, the remaining Board by affirmative vote of a majority thereof may elect a successor.

Section 6

Special meetings of the Board of Directors shall be held whenever called by direction of the President, or by two-thirds of the Directors for the time being in office.

Section 7

The written contracts of the association shall be executed in behalf of the association by the President and attested by the Secretary.

Section 8

The Board of Directors shall have the power and authority to make, amend, repeal, and enforce such rules and regulations, not contrary to those Bylaws as they may deem expedient concerning the conduct, management, and activities of the association, the admission, classification, qualifications, suspensions, and expulsion of members, removal of officers, the rules and regulations governing the procedure of such suspensions and expulsions and removal, the fixing and collecting of dues and fees, regulations regarding the expenditure of money, the auditing of books and records, the awarding of championships, the conducting of shows, contest, exhibitions, races and other details relating to the general purposes of the association. The Board of Directors from time to time, may create and empower other committees, general or special.

members for violating the rules at shows, or any other unsportsmanlike or intemperate behavior towards Show Officials.

ARTICLE IV

Section 1

OFFICERS - The officers of the association shall be the President, Secretary-Treasurer, Vice-President, all of whom shall be elected from members of the association by the members of the association at the annual meeting. The offices of the Secretary and Treasure may be held by the same person. The executive board of MGRA shall consist of Past-President, President, Vice-President, Secretary-Treasurer and Director-at-large. Executive shall have voting privileges at Director and Executive meetings.

Section 2

PRESIDENT - The President shall be the chief officer of the association and shall preside at all the meetings of the Board of Directors. He or she shall see that the Bylaws, rules and regulations of the association are enforced and shall perform all other duties that may be prescribed from time to time by the Board of Directors. The President shall be ex-official member of all committees.

Section 3

SECRETARY-TREASURER - The Secretary-Treasurer shall keep the minutes of all membership and Directors’ meetings. He/she shall be the custodian for the safekeeping

of all documents and records of the association and shall make a report of his/her office to the Board of Directors when demanded and to all annual membership meetings and shall perform such other duties as may be prescribed by the Board of Directors from time to time.

The Treasurer shall received all monies, disburse the same only itemize demands and upon order of the Board of Directors. He/she shall make a report of his/her office to the Board of Directors when demanded and to all annual membership meetings.

According to the bylaws of the constitution of the association an elected director’s term runs from August to August. Despite them being elected at the associations annual meeting which is usually held in the fall of the previous year.

POINT SYSTEM

Only the shows put on by clubs, exhibitions, or societies affiliated with MGRA can be recognized with points going to MGRA members.

We are asking all sanctioned shows to place all classes to 10th place, no more ribbons or prize money has to be given past 5th place, however classes must be placed to 10th place on judges cards, in all events. This means, for western pleasure, reining score cards are preferred, and times should be written in the appropriate column in the speed events, so the secretary can give the required points to the members.

This measure has been implemented due to the large number of competitors not paying a MGRA membership, and competing at MGRA sanctioned shows.

In order to be recognized MGRA show, a show put on by affiliated clubs of associations must include all classes - Senior, Junior, Pee Wee in their program. Affiliated clubs, exhibitions or societies are allowed to put on only one approved MGRA show per year. Clubs or societies who have not paid the sanctioning fee cannot advertise as holding a MGRA show.

MGRA sanctioned shows must run in the following order Western Pleasure, Reining, Pole & Barrels. The show must offer the 3 age categories that are recognized by the association. Pee Wee 12 & under as of January 1st of the current year, Junior 13 to 18 years as of January 1st of the current year, and Senior classes which is 19 & over.

MGRA classes must be all run on the same day, if your show is a two or three day show.

Other classes may be run such as 8 & under Barrels, but make

sure your show starts on time to warrant the addition of extra classes. So the show is completed before dark.

There will be awards presented at the annual banquet for high average and high point horse of each event. The average will be computed by adding up all points in each individual event and then dividing the total by the number of shows which the member was a competitor.

In addition there will be five placings per event, etc. In addition, awards will be awarded to the high point Senior, high point Junior, and high point Pee Wee of the year.

1. All competitors must register as Senior, Junior, Pee Wee with the Secretary of the MGRA, but a Junior must choose to register as a Senior before he/she reaches his/her 19th birthday to compete for points in the Senior events. Similarly a Pee Wee may register as a Junior.

2. Only contestants registered as Senior riders will receive points in Senior events; and Juniors registered as Juniors will receive points in Junior events; and Pee Wees will receive points in Pee Wee events.

3. Points will be awarded to the horse and rider combination only.

4. A horse may be ridden by a Pee Wee, Junior, and Senior in all events but not by different riders in the same age category. (eg. Jr. and Sr. may ride same horse in barrels, but 2 Jrs. may not ride the same horse in barrels)

In barrels a horse can only be ridden in two categories i.e. P.W., Jr., Sr.

In poles a horse can only be ridden in two categories i.e. P.W., Jr., Sr.

5. At any approved MGRA show where Pee Wee, Junior and Senior classes are offered, all competitors must compete in one division only. (e.g. - no competitor may ride in both Junior and Senior barrel racing)

6. Any competitor is ONLY allowed to ride a maximum of 2 horses in an event.

7. Just a REMINDER that a lost hat in any event is a drop in placing, to that contestant. Judges are asked to enforce this rule with no exceptions.

RECOMMENDED SHOW PROCEDURE

The following procedures are recommended by the Manitoba Gymkhana Rodeo Association to try and standardize the execution of western horse shows.

SHOW ARENA

Whenever possible the arena should measure 150 by 250 in order to set up courses according to this handbook. However, if this is not possible then your barrels in the cloverleaf of barrel racing events should be spaced so that the horse covers the same distance as shown in the handbook. In other words if your arena is long and narrow, then the two side barrels will have to be brought closer together and in such instance your number 3 barrel would have to be placed farther away so that the total distance covered by the horse would be 165 yards.

If the show arena is smaller than the regulation size of 150’ by 250’, patterns must be adjusted so to ensure a 45 foot stopping distance in the speed event. NO EXCEPTIONS.

Ranking is required after every 5 runs, and the arena must be worked before the MGRA classes begin.

Safe footing should be top priority of the show committee. Hand ranking or quad raking is allowed.

The arena should be FREE of stones and “NOT” be so hard that is could cause lameness or stone bruises in horses.

OFFICIALS TO RUN A SHOW AND THEIR DUTIES

Judges are asked to familiarize themselves with MGRA rules and a current rule book will be forwarded to them. If they are on the association judges list. Judges must abide by MGRA rules.

Just a REMINDER that a lost hat in any event is a drop in placing, to the contestant. JUDGES are asked to enforce this rule in all classes to help the show run smoothly.

2. Steward or Ring Master - To advise show management of anything that is not in conformance with MGRA regulations and is responsible for ascertaining that all courses are in accordance with regulations.

3. Two Timers - Using stop watches, stand one behind the other at the starting/finishing line and time the horses on the nose. Give the average of the two times (use a calculator if you like and give time to hundredths) to the official. (Refer to page 34. Number 9 & 10 for more

information)

Ever sanctioned MGRA show must have 2 timers in speed events and it is recommended to have electric timers if possible.

4. Show Secretary - To record all times scored in timed events and to record winners. It is imperative to have the name of each horse and rider combination as points are collected on each horse. The show secretary should be in charge of entry fees and registration for events previous to starting of show. Forward complete list of events and placings, with a list of entrants to Secretary of MGRA within ten days of show.

We are asking all sanctioned shows to place all classes to 10th place, no more ribbons or prize money is needed. ONLY the top 5 placing need to be announced however, score cards must be placed to 10th place in all classes, we prefer if judges would use the reining score cards that are sent in the MGRA package, as well times must be recorded to 10th place in the speed events.

Make sure all competitors are familiar with MGRA rules and abide by them.

The directors of MGRA would like all MGRA sanctioned shows to start on time.

MGRA shows need to start early enough to be competed before dark the directors of MGRA may recommend a show start earlier than the sanctioning stated. To be completed by dark, especially at shows who have large numbers of entries.

MGRA has implemented a list of directors and members who

are willing to serve as a liaison to the show committee and help with the setting of patterns, answering questions and enforcing the rules of the association if the show committee needs some extra help.

Your assigned liaison will be included in your package when it is mailed.

GENERAL RULES

1. All contestants must abide by the rules and regulations. Infractions may be penalized by disqualification.

2. HORSES TO BE SHOWN UNDER CLEAN SERVICEABLE WESTERN TACK. Reruns will not be allowed in instances of equipment failure. When exhibitor equipment failure causes a delay or a run to be discontinued, the judge will disqualify the entry.

3. The judge will disqualify anyone who does not appear in clean western attire (western hat, western boots, western long-sleeved shirts with sleeves rolled down) no matter the temperature in the summer.

4a) In all events western hats are to be worn crossing the starting line, failure to do so will result in disqualification. Pee Wee competitors will be allowed to wear an approved equestrian helmet with harness done up. If a Junior or Senior competitor feels the need to wear a helmet it must be approved by the directors at any show.

b) In barrels and poles only, equestrian helmet, ASTM approved, with harness done up, may be worn in lieu of

western hats while in competition.

c) In all events a drop in placing may take place with the loss of a cowboy hat or approved helmet, it is up the judges discretion, if he wants to eliminate the competitor.

5. In all events, except where class appointments state otherwise, riders may use any humane type of western bit or hackamore. Except for the use of flat chain strap not less that 1/2 inch width, rider may not use any wire, tight nose band or mechanical device that will give a rider undue control over a horse.

6. In Western Pleasure and Reining running martingales or tie-downs will not be permitted and slit reins or romal must be used. In Pee Wee reining two hands are allowed except with a romal. A single rein, martin & gales, tie-down may be used in the barrel racing and pole bending.

7. In all timed events riders may hold into the saddle to prevent falls.

8. Contestants will be disqualified for abusing horses in any manner or for misconduct. DISQUALIFICATION will result from contestant hitting his/her horse in front of the cinch with a crop, bat, over or under, or their hand, or going off pattern during the race.

Every horse, shall at all times, be treated humanely with dignity, respect and compassion. The standard by which conduct or treatment will be measured is that in which a reasonable person, informed and experienced in generally accepted equine training and exhibition procedures or veterinary standards, would determine to be cruel, abusive

or inhumane.

9. Horses may be led into the show ring or arena.

10. Any rider interfering, colliding with, or cutting off other riders may be disqualified.

11. Barrels and Poles cannot be practised one hour before show time on penalty of disqualification.

12. A horse cannot be ridden by more than one rider in the same event, but a contestant may ride a limit of two horses in each event (both to be saddled and bridled ready for competition).

13. Any size of horse or pony shall be allowed to enter any or all events.

14. Non-Manitoba residents may join MGRA and compete at shows for points providing they hold a current association membership. Out of province towns cannot host an approved MGRA SHOWS.

15. In the event of a tie in the timed event, a run-off must be held and the contestants must run within two seconds of original time.

16. Protest must be made in writing, signed and addressed to the Secretary of MGRA, attention Board of Directors.

17. All contestants are to be familiar with rules of MGRA when participating in MGRA approved shows.

18. After events all contestants and horses must be ready to go back into the arena for placement recognition.

19. DUE TO SAFETY factors, show sanctioning will not be

approved unless the MGRA show starts early enough to provide natural lighting or adequate alternate lighting. This is to be approved prior to the show.

The directors of MGRA can recommend that a show start earlier than what was sent in on the sanctioning request.

20. It is not necessary to hold a final show for members points to count for year end awards. The decision to hold or not hold a final show will be voted on a the club’s Annual Meeting each year.

21. Be sure to read other rules and regulations pertaining to each event under that event.

22. REMEMBER that a lost hat in any event is a drop in placing, to that contestant. Judges are asked to enforce this rule to help show personal keep the show running smoothly and on time.

WESTERN PLEASURERULES AND REGULATIONS

1. Open to horses or ponies of and breed or combination of breeds normally used for pleasure.

2. Horses must work both ways of the ring at all three gaits to demonstrate their ability with different leads.

3. Horses are to be reversed to the inside (away from the rail). They may be required to reverse at the walk or jog at the discretion of the judge, but shall not be asked to reverse at the lope.

4. Horses to be shown at a walk, job and lope on a reasonably loose rain or light contact without undue restraint.

5. A good pleasure horse has a free-flowing stride of reasonable length in keeping with his confirmation. He should cover a reasonable amount of ground with little effort. Ideally, he should have a balanced, flowing motion. He should carry his head and neck in a relaxed natural position, with his poll level with or slightly above the level of the withers. Breed conformation and natural way of going to be recognized. He should not carry his head behind the vertical, giving the appearance of intimidation, or be excessively nosed out, giving a resistant appearance. His head should be level with his nose slightly in front of the vertical, having a bright expression with his ears alert. He should be shown on a reasonably loose rein, but with light contact and control. He should be responsive, yet smooth, in transitions when called for. When asked to extend, he should move out with the same flowing motion. Maximum credit should be given to the flowing, balanced and willing horse which give the appearance of being fit and a pleasure to ride.

No western pleasure horses or ponies shall not be asked to reverse at the lope.

6. Faults to be scored according to severity: a) excessive speed (any gait) b) being on the wrong lead c) breaking gait d) excessive slowness in any gait, loss of forward

momentum

8. Tack: Horses to be shown under Western Saddle and any humane type of Western bit. Except for a flat chain, not less than 1/2 inch width, wire or other metal devices may not be sued in conjunction with or as part of a leather

13. Horses or ponies who are disobedient in a class may be asked to leave the ring or line up in the center of the arena before the class is completed if warranted they are unsafe and disruptive to fellow competitors by the judge.

REINING CLASS RULES AND REGULATIONS

1. Open to horses and ponies of any breed or combination of breeds normally used.

2. The courses are set as in diagrams using poles or pylons as markers on the wall, set about 150 feet apart with a center marker.

3. Only one hand on the reins and hands must not be changed. Junior Horses (5 & under) that are shown with a bosal or snaffle bait may be ridden with two hands on the reins. Proof of horse’s age may be required. Pee Wees may rein with two hands on the reins except with a romal.

4. Pee Wee competitors are ONLY allowed to do reining patterns #1 & #2.

Junior competitors are ONLY allowed to do reining patterns #3&#4.

Senior competitors can do patterns #3, #4 & #5.

5. A drop in placing will occur for the loss of a cowboy hat or approved helmet should the competitor not exit the ring with proper headgear in place. All members should wear a dummy string or chinstrap on their headgear.

1. Starting at the center of the arena, make a large fast circle to the right.

2. Draw the circle down to a small circle until you reach the center of the arena - stop.

3. Do a double spin to the inside of the small circle in the centre of the arena - at the end of spins horse should be facing the left wall - slight hesitation.

4. Begin on the left lead and make a large fast circle.

5. Then a small circle again drawing down to the center of the arena - stop - no hesitation on these stops.

RULES FOR JUDGING REINING

To rein a horse is not only to guide him, but also to control his every movement. The best reined horse should be willfully guided or controlled with little or no apparent resistance and dictated to completely. Any movement on his own must be considered a lack of control. All deviations from the exact written pattern must be considered a lack of or temporary loss of control, and therefore faulted according to severity of deviation. Credit will be given for smoothness, finesse, attitude, quickness and authority in performing the various maneuvers while using controlled speed which raises the difficulty level and makes him more pleasing and exciting to watch to an audience.

1. Scoring will be on the basis of 1-100, with 70 denoting an average performance.

2. Any ties for first place will be worked off, using the same pattern and order of go as were used during the event; however there will not be more than one run-off. A horse not returning for the run-off will be awarded second place.

3. Any type of bit, free of mechanical devices may be used. Rope or leather bosals free of wire, iron or mechanical devices may be used.

4. Curb chains are permissible provided that; a) they are at least on-half inch in width, b) they are free of barbs, wire or twists, c) they lay flat against the horse’s jaw.

5. The following will result in a no score: a) willful abuse of the horse in the arena; b) use of illegal equipment; c) use of illegal bits, bosals, or curb chains d) use of tack collars, tie downs, or nose bands; e) use of electric shockers, whips or bats; f) use of an attachment which alters the movement or

circulation to the tail; g) failure to provide horse and equipment to the judge

for inspection; h) disrespect or misconduct by the exhibitor; i) using reins or romal as a whip; j) failure to complete pattern as written; k) performing the maneuvers other than in specified

order; l) the inclusion of maneuvers not specified; m) backing more than two strides. (Two strides meaning

four steps with the front feet); n) a turn of more than 90 degrees where not specified; o) equipment failure that delays completion of pattern; p) running away or failing to guide where it becomes

impossible to discern whether the entry is on pattern;

q) jogging in excess of 1/2 circle or 1/2 the length of the arena while starting a circle, circling or exiting a rollback;

r) overspins of more than 1/4 turn; s) more than one finger between reins; t) changing hands on reins; u) two hands on reins except with junior horses ridden

two -handed in a bosal or snaffle bit;

v) fall to the ground by horse or rider; w) balking or refusal of command;

6. A rider may untangle excess rein, where excess rein may prevent the rider from continuing the pattern, where said excess can be straightened without affecting the performance of the horse, during hesitations, or when settling the horse. When using a romal, no finger between the reins is allowed. The free hand may be used to hold the romal, provided it is held at lease 16 inches from the reining hand and in a relaxed position. Use of the free hand while holding the romal, to alter the tension or length of reins from the bride to the reining hand, is considered to be the use of two hands, and a score of 0 will be applied.

Note: a “no score” is not eligible to place while a score of “0” is eligible to place.

7. The following will result in a reduction of five points: a) Spurring the front of cinch; b) Use of free hand to instill fear; c) Holding saddle or touching horse with free hand: d) Blatant disobedience’s including kicking, biting,

bucking or rearing.

8: The following will result in a reduction of two points: a) Break of gait: a horse is considered to have broken

gait any-time he breaks from a lope to a trot, walk or stop (where a stop is not indicated during the execution of a pattern.

b) MGRA patterns require a horse to run past a marker placed in the arena prior to stopping. If the horse

does no completely pass the specified marker before assuming a stop position, a penalty of 2 points is to be applied. Judges should note that it is their responsibility to insure that these markers are placed correctly and in such a fashion that a horse might reasonably go past them and complete a stop manoeuvres, MGRA has specified that the end markers be no less than 50 feet from the end walls or fence of the arena.

c) Freeze up: in the event that a horse freezes up in a spin or rollback, a 2 point penalty will be applied. MGRA defines a freeze-up as a complete stoppage of motion by the horse which delays the execution of a spin or rollbacks.

d) Freeze-up vs. refusal of a command: MGRA specifies that the refusal of a command will incur a score of no score. In this instance the judge must determine that the horse blatantly and continuously refuses a rider’s command or where a horse freezes or balks other than in a spin or rollback.

9. Lead penalties: Starting circles or eights out of lead, delayed change of lead eights out of lead, will be judged as follows: Delayed change of lead by one stride will be penalized 1/2 point. From start to 1/4 circle, deduct 1 point. From start to 1/2 circle, deduct 2 points. From start to 3/4 circle, deduct 3 points. For the complete circle deduct 4 points.

MGRA has suggested that judges reduce the score that would have been assigned a maneuver should certain specific incidents occur. For example, if a horse stumbles, it is suggested that the judge reduce the score for that

maneuver by 1/2 point.

10. In as much as a horse is required to be in a lope throughout a reining pattern, a judge may apply a 1/2 penalty for starting a circle or exiting a rollback at a jog, up to 2 strides. Jogging beyond two strides but less than 1/2 circle or 1/2 the length of the arena, deduct 2 points.

11. When starting a walk-in pattern there is no specified gait prior to “beginning at the center of the arena”, however, should a horse fail to execute a lope departure from a walk or stop position, a minimum 2 points jogging penalty is incurred.

In the instance of a run-in pattern, the horse is not required to be at a lope until passing the first marker. Failure to be in a lope after passing the first marker will result in a 2 point jogging penalty.

12. When performing the spin maneuver, horses are required to stop and start the spin at the precise location in the arena; failure to stop at the precise point must be penalized. In every instance where a horse fails to stop with some part of the horse aligned with the proper position or maker in the arena, the following penalty points will be assigned.

a) Deduct 1/2 point for over or under spinning up to one-eight (1/8) of a turn

b) Deduct on (1) point for over or under spinning from one-eight to one-fourth (1/8) of a turn

c) In the instance where a horse over spins more than 1/4 of the circumference of the spin, this will be deemed to be an inclusion of a maneuver not specified and a “no score” will be assigned to the horse.

d) In the instance where a horse under spins by more than 1/4 of the circumference of a spin and is properly realigned before starting the next maneuver, this will be considered a freeze-up in the spin and a 2 point penalty will be assigned.

13. Where a change of lead is specified immediately prior to a run to the end of the arena, failure to change leads will be penalized as follows: failure to change leads beyond one stride - 1/2 point; failure to change leads beyond one stride, but where lead changes is completed prior to next maneuver - one point; lead is not changed prior to the next maneuver - two points; in patterns requiring a run-around, failure to be on the correct lead when rounding the end of the arena will be penalized one point. Failure to be on the correct lead prior to the center point of the arena will be a two point penalty.

It should be noted that if the horse is in the correct lead while rounding the end of the arena and drops out of lead while running in a straight line to the next maneuver, no penalty should be applied.

14. There will be 1/2 penalty for failure to remain a minimum of 20 feet from wall or fence when approaching a stop or rollback.

15. All horses will be judged immediately upon entering the arena and judging will cease after the last maneuver. Any fault incurred prior to the commencement of a pattern will be scored accordingly.

16. In the instance where a horse turns during a backup, but

turns less than 1/4, is re-aligned and continues the backup, the score should be reduced by 1/2 - 1 point depending on the severity.

17. All riders must go to the judge for inspection at the end of their performance. The judge may ask that the bridle be dropped. Only in junior or senior classes unless illegal equipment is detected.

18. It is imperative that judges remain mindful that when a penalty is incurred in completing a maneuver, the score assigned for the maneuver should not be reduced by virtue of the fact that a penalty was incurred. The penalty should be assigned as stipulated in the rules and the score for the maneuver should be assessed as though the penalty had not incurred.

19. Faults against the horse to be scored accordingly, but not to cause disqualification:

a) Opening mouth excessively when wearing bit; b) Excessive jawing, opening mouth or head raising on

stop; c) Lack of smooth, straight stop on haunches-bouncing

or sideways stop; d) Refusing to change leads; e) Anticipating signals; f) Stumbling; g) Backing sideways; h) Knocking over markers;

20. Faults against the rider to be scored against accordingly, but not to cause disqualification:

a) Losing stirrup;

b) Any unnecessary aid given by the rider such as unnecessary talking, petting, spurring, jerking of reins. etc.;

c) Failure to run circles or figure eights within the markers is not considered a fault depending on arena conditions and size; however, failure to go beyond markers on rollbcks and stops is considered a fault.

REINING CREDITS

The Average Run

The horse does not deviate from the written pattern, and is under control, but displays little fitness, quickness, or authority in performing various maneuvers. Difficulty level is very low. The run is not very exciting to watch.

A score of 70 is not necessarily an average run. A run can have ups and downs (say 3 times +1/2, 3 times -1/2) and finish with a score of 70. A run of 73 with a 3 point penalty is not an average run.

Circles

A horse does the large circle slow and the small circle slower cannot receive credit. The horse that shows a clearly defined difference in the speed and size of the small slow and large fast circles, with controlled speed, smoothness finesse, and good attitude, must receive credit on that maneuver, from 1/2 to 11/2 points, depending on the level of difficulty is displayed.

circle maneuver, credit must be given to the horse that takes the lead from a stop position without being turned sideways or having to take one or two walking steps. The horse that from a stop position has to take several steps at a walk to accomplish the lead departure should not receive any credit for the departure.

Lead Changes

Credit must be given to the horse that changes exactly at the specified position in the arena, changes in one stride in a straight line without increase in speed, and displays smoothness and good attitude.

Stops

Credit must be given to the horse that keeps his feet and hocks under him in a locked position, sliding with both hind feet in a straight line, with his back bent. The front feet maintain forward motion and ground contact. There is light rein contact and the mouth stays quiet. The amount of credit depends on the length of slide, the maintenance of form throughout the stop, and the level of difficulty.

Spins

Credit must be given to the horse that keeps the inside hind leg in one place, uses the outside hind leg and front legs for propulsion, and has continuous contact with the ground with one front leg. After approximately 1/4 turn the hoses accelerates and maintains the same speed throughout. The amount of credit depends on the level of difficulty.

Rollback

Credit must be given to the horse that at the end of a stop rolls over his inside hind leg, using the outside hind leg and front legs for propulsion in a continuous motion. After completion of the 180 degrees, the horse departs in the same tracks that he came in on. He displays willingness, quickness, and good form.

Backups

Credit must be given to the horse that backs up in a straight line in a continuous motion, displaying willingness and some speed.

Remember

If a horse demonstrates willingness, smoothness, finesse, quickness, and authority while performing at a high level of difficulty throughout the pattern, he must receive credit.

Members are asked to cooperate.

JUDGES ARE ASKED TO ENFORCE THIS RULE AND DROP MEMBERS A PLACING IN ALL EVENTS FOR THE LOSS OF A HAT.

POLE BENDINGRULES AND REGULATIONS

1. The course consists of six poles in a straight row, spaced 21 feet apart with starting and finishing line 21 feet from the first pole. Poles must be six feet in height with bases no larger than 14 inches or less than 12 inches in diameter and made of wood or rubber. Anything else does not meet safety standards.

2. A horse may start either to the right or the left of the first pole and then run the remainder of the pattern accordingly.

3. The use of spurs, bats, or over and under are allowed, however, excessive use of any of the above prior to the race, during the race or after the race will mean automatic disqualification for that particular race.

4. Knocking over a pole brings a five (5) second penalty.

5. Disqualifications: a) Turning pole wrong (going off pattern) b) If a horse runs past the next pole on the course and

does not back-up to correct it’s position, but rather runs over the lines it has made, or turns to correct it’s position it will be disqualified.

c) Crossing finish line before course is finished. d) Contestants are not allowed to hit their horse or pony

in front of the cinch with a bat, crop, over-under or their hands or the will be disqualified from the event.

e) In the event of a tie in poles a run-off must be held.

This problem will cut down drastically if the even uses electric timers for timing the class. However if a tie occurs a run-off must be held.

6. A drop in placing will occur for the loss of a cowboy hat or approved helmet should the competitor not exit the ring with proper headgear in place. All members should wear a dummy string or chinstrap on their headgear.

7. Patterns must be adjusted to ensure 45’ foot stopping distance in speed events. NO EXCEPTIONS.

MGRA directors will help with the setting of patterns if necessary.

8. Raking is required after every 5 runs, and the arena must be free of stones to ensure that horses, can’t be lamed, or get stone bruises from the ground conditions.

9. MGRA does “NOT” allow anyone to have a running start in the speed events. Contestants “MUST” begin their fun from inside the arena; the gate does not have to be closed to start the run, but must be closed by the completion of the fun. We understand that speed horses can be high strung and as long as the rider makes every effort to keep the horse under control while entering the show ring and the reins are not dropped to a full out-run position, and the rider is making every effort to control their mount, till they are completely inside the arena.

10. Any competitor is “ONLY” allowed to ride a maximum of 2 horses in an event.

11. In speed events all riders must ride independently and can’t be tied in the saddle in anyway. The can’t be

BARREL RACING RULES AND REGULATIONS

Senior, Juniors and Pee Wee

1. Regulation Barrel Distance:

Maximum barrel distance 60 feet x 120 feet with score line 20 feet. Minimum stopping distance 45 feet. Barrels to be set 15 feet minimum from the respective fences. Barrels to be set in proportion two or one if regulation distance cannot

a) Patterns must be adjusted to ensure a 45’ foot stopping distance in speed events. NO EXCEPTIONS.

2. Barrels to be 45 gallon size steel non-galvanized is preferred, with the ends still in the barrels.

3. A five second penalty will be given for each barrel knocked over.

4. A contestant may, from a riding position, hold a barrel from falling.

5. Either barrel one or two may be taken first but contestant will be disqualified for not following the cloverleaf course.

6. Horses to be timed on the nose, both start and finish by two timers, or electric timers.

7. Whenever arena conditions permit, contestants may come into the arena and start race on the run or they may

start from a standing position but in no case may they cause unnecessary delay starting.

8. Arena gates are to left open or closed for all contestants during race. The decision is to be made before the race starts.

Contestants “MUST” begin their run from inside the arena; the gate does not have to be closed to start the run, but must be closed by the completion of the run. We understand the speed horses can be high strung and as long as the rider makes every effort to keep the horse under control while entering the show ring, and the reins are not dropped to a full out-run position, and the rider is making every effort to control their mount, till they are completely inside the arena.

to kept. When the electric timer is used and a minority of contestants are missed the stop watches plus 00 are to be used as official times for contestants missed. (e.g. 16.1 is equal to 16.100). Should the timer fail to operate for more than half of the contestants, stoop watch times will be considered as official times for all contestants in the go-around.

The loss of hat rule has been implemented to save the show committees a lot of extra work and time collecting lost headgear.

13. The size and distance of the pattern should be adjusted in smaller arenas to make sure that competitors have at least 45 feet stopping distance.

We hope that all competitors competing in an MGRA sanctioned show will familiarize themselves with the rules of the association. The association was formed in 1961 and has made changes to the rules a deemed necessary, to keep up with the changing trends in the horse show wold. It operates under the guidance of volunteer directors, and they are always open to suggestions on how to make the association more user friendly.

We are asking all sanctioned shows to place all classes to 10th place if entries warrant this many placing. No more ribbons or prize money has to be given past 5th place. However classes must be placed to 10th place on the judges cards that are forwarded to the secretary of the association in all classes. This means for western pleasure, reining, score cards are preferred, and times must be written in the appropriate column in the speed events. This is to ensure that the paid members get their required points for attending the show. This measure has been implemented due to the large number of competitors not paying a MGRA membership, and competing at MGRA sanctioned shows.
