HSE OPERATIONAL CHALLENGES
Mutual principles agreed by 10+ Contractors- mostly foreign;
EXTERNAL:
Crews commuting to well site – on narrow, slippery and unlit roads – used by local drivers as well (also timber cargo).
Logistics: congestion at the well site – with very limited truck / rest parking space available. Different travelling times
INTERNAL
Billingual safety documents / operational forms.
Operational planning and communication – also on HSE.
Traffic management. Crews aware of changing weather conditions.
Mitigation:
Operations by numerous services. Limited
storage / maneuver space; Adverse weather
conditions; Support services perfomed by
independent local contractors; Local
roustabouts
Satisfying Polish legal requirments: Mining
Enterprise Manager representing the site to
external authiorities – inside - supporting
San Leon crew.
Safety documents abstract and HSE
compliance statement.

PERMITS AND CONTROL
Monitor and report your water consumption – we plan the water draw activites accordingly (wells – up to 10 m3/h; network – up to 10 m3/ h – 22 – 6 hrs.)
Water freezes in sub-zero tempereatures – heat equipment prior to use;
Beware of wastewater you produce – it may freeze, too;

COMMUNITY RELATIONS
•Show your respect to local community
• Ensure the public has its say –
nominate a local representative
• Structurize your communication
• Lead discussions based on facts, not
opinions
• Explain the operational process and
your priorities
• Listen to comments, communicate
your responses
• Proactive actions may be of great
value
![Page 31: Managing Project Safety and Community Relations LEWINO 1G2 ...petroleumclub.ro/downloads/ShaleGas/Dariuz_Latka... · tvd date: 10.11.2011 operations completed: 16.11.2011 tests started](https://reader035.fdocuments.in/reader035/viewer/2022080719/5f7922d4f00e3138713d0263/html5/thumbnails/31.jpg)
31
CLOSING REMARKS
1. Communication, awareness and supervision as limited resources
available;
2. Safety over operational goals – present example and made crew
follow;
3. System? Rules? It is YOU where the safety starts from! Rest is
tools – for reference.
SAFETY
ENVIRONMENT
1. Can be organized safely and in a responsive manner – depending on
local conditions;
2. Waste and noise seem to be greatest challenges: water does require
management;
COMMUNITY
Want to be well perceived – communicate locally and have ideas and
resources to follow.
