Brief description of undertaking (see Class EA list of undertakings and/or Appendix 1):

The Macdonald Block Reconstruction Project is a long-term initiative that involves the extensive reconstruction of the 45-year-old Macdonald Block.

The primary goal of the project is to extend the lifespan and utility of Macdonald Block by 40 years by reconstructing the building and its systems to a high contemporary standard while preserving and celebrating its heritage character.

After more than 40 years in service, Macdonald Block has suffered significant physical deterioration and many of its systems and components are in an ‘end of life’ state. Much of the building’s critical control systems — electrical, mechanical, fire and safety and HVAC distribution systems — are original and well beyond their useful life. The building presently contains health and safety risks, including environmental hazards.

The reconstruction project will result in an efficient, accessible and environmentally responsible workplace that will continue to serve as a critical hub of Ontario government operations, accommodating a minimum of 5000 employees for years to come. This initiative will also reduce the cost of government operations and help the province meet its greenhouse gas reduction targets. The newly reconstructed building will be required to meet current building, health, safety and accessibility standards, while facilitating a more efficient use of space.

The project will roll out in three phases:

Phase 1 – 2016-2019: Site planning, project procurement and site preparation; relocation ofemployees to temporary office locations beginning in 2018

Due to the nature of MOI/IO activities, the assessment of alternatives to an undertaking is not examined under the Class EA for Category B Assessments. The assessment of alternatives has taken place within another planning framework or policy process by the client agency in the assessment of program needs (MOI Public Work Class Environmental Assessment Process, Page 14, Section 4.2).

Macdonald Block is located at 900 Bay Street in the City of Toronto, and is bounded by

Wellesley Street West to the north, Grosvenor Street to the south, Bay Street to the east and

Whitney Block to the west (see Figure 1). Macdonald Block includes the Macdonald Block

Podium, the Ferguson Block, the Hearst Block, the Mowat Block, and the Hepburn Block.

Macdonald Block is home to the John B. Aird Gallery. There are also tenants on site,

including Eurest Dining Services, Second Cup Coffee, Rapport Credit Union, the Queen’s

Park Child Care Centre, and Coldwell Banker Richard Ellis (CBRE).

This area consists of 880 Bay Street located at the corner of Bay and Grosvenor Street as

well as 60 and 70 Grosvenor Street. The entire area is vacant land covered with asphalt.

A complete and comprehensive review of the Zoning designation was not undertaken and responses provided were understood to be unofficial. There is currently an Official Plan review underway which may result in some of the information provided being revised.

Project Area

Toronto Official Plan land use designation for the Site is Institutional. The Site is also designated as Downtown and Central Waterfront according to the Urban Structure map in the Official Plan.

Toronto City Council has adopted policies, which require office replacement for sites with 1000 square metres or more of office space in any new development or redevelopment. Any redevelopment proposal will be required to replace the office component.

The North Downtown Yonge Area Specific Policy applies to this Site. The

b. Record the results of environmental review or summarize Phase 1 Environmental Site Assessment withrespect to:

i. current and past uses of site:

Review of historical aerial photographs and fire insurance plans indicated that the Site (ProjectArea and Construction Staging Area) was utilized for community, institutional, and residentialpurposes from at least the early 1890s until the mid-1940s, in addition to commercial andinstitutional purposes from the mid-1940s to the mid-1960s.

Project Area

The buildings associated with Macdonald Block were constructed in the mid-1960s and are currently used by various government ministries as office space. There are also commercial uses (e.g., restaurant, coffee shop) and institutional and cultural uses (e.g., Day Care, Art Gallery).

Construction Staging Area

The eastern portion of the Construction Staging Area (880 Bay Street) was the location of an office building that was recently demolished and the site subsequently paved with asphalt (2017). Historically, the building was used as commercial office space since its construction in 1949. Prior to the construction of the building, the property was used for residential and commercial purposes since the late 1930s, and for residential purposes since at least 1876.

The western portion of the Construction Staging Area at 60 and 70 Grosvenor Street is occupied by a secured asphalt-paved parking area.

ii. adjacent uses:

North:

The Site (Property Area and Construction Staging Area) is bounded to the north by WellesleyStreet West, as well as government office buildings, and commercial and residentialcondominium buildings. The Site is bound to the northwest by a government office buildingreferred to as Whitney Block.

East:

The Site is bounded to the east by Bay Street and further to the east, northeast and southeastby residential condominium buildings and street-level businesses.

South:

The Site is bounded to the south by Grosvenor Street, and further south by a residentialcondominium building, a commercial office building, and Women’s College Hospital. The Siteis bounded further to the south by commercial and residential buildings associated withWomen’s College Hospital.

West:

The northern portion of the Site is bounded to the west by Whitney Block and the southernportion of the Site is bounded to the west by the Ontario Provincial Police Memorial Park. TheSite is bounded further to the west by Provincial government buildings.

iii. underground (UST) and aboveground storage tanks (AST):

Project Area

There are no USTs in operation in this area. Site personnel were aware of a historic fuel UST that was removed from the area in 2004. Diesel fuel was historically associated with a back-up generator. There are no ASTs in operation in this area.

Construction Staging Area

Based on a review of building floor plans from 1970, three ASTs were located in the northwestern portion of the basement of the building historically located at 880 Bay Street. The tanks were removed during a building renovation. No information was provided on the contents of these storage tanks. It is possible that they were related to the generator room or the boilers.

iv. records of old landfills or previous complaints or violations on site:

None

v. use of potentially hazardous substances on site:

Project Area

Based on previous environmental reports, an asbestos survey and recommendation report were completed by APL in 2002. According to these reports, there had been asbestos removal and abatement activities completed in this area. A number of asbestos surveys were reportedly completed in 2007, with survey results not available at the time that CRA conducted Phase One ESAs in 2008 (see below).

Based on review of previous Phase One ESA reports for Macdonald Block, Hearst Block, Ferguson Block, Hepburn Block and Mowat Block (CRA, 2008), potential friable and non-friable asbestos-containing material (ACM), in the form of pipe insulation and ceiling tiles, were identified in various locations throughout the buildings. The pipe insulation and ceiling tiles were reportedly in good to fair condition at the time of the Site inspection. The potential ACM identified above and documented in the 2008 Phase One ESA reports was identified to be in good to fair condition.

At the time of the Site inspection on March 28, 2017, GHD observed potential ACM including floor tiles and ceiling tiles throughout the buildings, and pipe joints and elbows within the mechanical rooms of each of the buildings.

Based on the age of the buildings, lead-based paint may be present on painted surfaces of the buildings. Painted surfaces were generally observed to be in good condition at the time of the Site inspection on March 28, 2017. The Site representative was not aware of any lead-based paint at the Site at the time of the inspection on March 28, 2017.

Chemical use and storage is limited to boiler treatment chemicals, which are stored in the mechanical rooms and janitorial/sanitation products. A Hazardous Materials storage room (M3B028) was observed on the second underground level (B-2) of Macdonald Block below the Hepburn Block. At the time of the Site inspection on March 28, 2017, Site personnel did not have access to the storage room or have knowledge of the quantity, storage, handling, or disposal practices of the chemicals in the storage room. No visual evidence of significant spills or releases was observed by GHD.

Construction Staging Area

Previous reports describe the presence of ACM in buildings before they were demolished. Asbestos surveys completed in December 2011 and January 2012 identified non-friable and friable asbestos in a number of different materials, including floors, ceilings, walls, and piping in the building historically located at 880 Bay Street. Facility personnel stated that asbestos abatement was completed in the underground mechanical rooms prior to demolition. It is not known if any further asbestos abatement was completed in the building prior to demolition.

No potential ACM was observed by GHD in the Construction Staging Area at the time of the Site inspection on March 28, 2017.

Existing Conditions

Project Area

Toronto Official Plan land use designation for the Site is Institutional. The Site is also designated as Downtown and Central Waterfront according to the Urban Structure map in the Official Plan.

Toronto City Council has adopted policies, which require office replacement for sites with 1000 square metres or more of office space in any new development or redevelopment. Any redevelopment proposal will be required to replace the office component.

The North Downtown Yonge Area Specific Policy applies to this Site. The site appears to be located partially within the Bay Street Character Area.

There is currently an Official Plan review underway which may result in some of the information provided being revised.

The current zoning of the Site is Q (Mixed Use District) and T4.0 (Mixed Use Total Density Zone) as per the former City of Toronto Zoning By-Law 438-86. In 2010, a site specific by-law (By-law 1046-2010) was passed to amend By-law 438-86 with respect to the lands municipally known as 880 Bay St, a portion of 900 Bay St, and 60 Grosvenor St.

2. ENVIRONMENTAL CONDITION OF THE PROPERTY

Existing Conditions

The information gathered through a review of historical documentation, the site visit, and interviews, indicates that potentially contaminating activities (PCAs) have been conducted in and around the Project Area and Construction Staging Areas.

Project Area

The following Phase Two ESA report was completed for the Project Area:

Phase Two Environmental Site Assessment, Macdonald Block Reconstruction – Project Area. 900 Bay Street, Toronto, Ontario, prepared by GHD Limited, prepared for Infrastructure Ontario, dated October 11, 2017.

GHD Limited was retained by Infrastructure Ontario to conduct a Phase Two Environmental Site Assessment (ESA) of the Project Area. The objective of the Phase Two ESA was to determine soil and groundwater quality at the Areas of Potential Environmental Concern (APECs) that were identified to be associated with the Site based on the findings of a Phase One ESA previously completed by GHD (GHD, October 2017).

All soil samples submitted for laboratory analysis had concentrations below the applicable MOECC Table 3 Standards with the exception of electrical conductivity and sodium adsorption ratio (SAR), which were detected above the MOECC Table 3 Standards at boreholes MW17-17*, BH19-17, MW36-17, BH43-17, BH44-17, MW45-17, and BH46-17. The soil impacts were encountered in shallow soils (fill material) up to a depth of 3.66 mBGS. The elevated concentrations of electrical conductivity and SAR are likely related to the use of road salt for de-icing walkways and roadways on the Site and adjacent to the Site.

All groundwater samples submitted for laboratory analysis had concentrations below the applicable MOECC Table 3 Standards, with the exception of petroleum hydrocarbons (PHCs) at MW2, MW5, and MW13 in the vicinity of the B-2 Generator Room. The detected PHC concentrations at MW5 suggest there is the potential for free product formation in this area.

A groundwater collection and treatment system was previously operated in this area, to remove PHC Free Product. The PHC impacts at MW2, MW5, and MW13 may be related to APEC #5 (former diesel fuel UST). Previous investigations identified diesel fuel product in the soil beneath the B-2 Generator Room in the vicinity of the former diesel fuel UST. The results of the Phase Two ESA indicate that there is no evidence of impact related to the remaining APECs identified in the Phase One ESA.

* Locations of boreholes and monitoring wells are provided in Phase Two ESA Report

(October 2017).

Construction Staging Area

A similar Phase Two ESA investigation is ongoing in the Construction Staging Area and a report will be prepared.

GHD reviewed the soil and groundwater quality data for the Construction Staging Area including the data collected by GHD and the data reported in the Terraprobe Subsurface Investigation of 880 Bay Street completed in July 2017. The following is GHD’s summary of the soil and groundwater results collected to October 31, 2017:

All soil samples submitted for laboratory analysis by GHD had concentrations below the applicable MOECC Table 3 Standards with the exception of electrical conductivity, which were detected above the MOECC Table 3 Standards at boreholes MW17-17 and BH19-17 on the northeastern portion of the Property. All soil samples submitted for laboratory analysis by Terraprobe had concentrations below the applicable MOECC Table 3 Standards with the exception of electrical conductivity and sodium adsorption ratio (SAR) at boreholes BH1, BH6, and BH8 on the southeastern portion of the Property. The soil impacts were encountered in shallow soils (fill material) up to a depth of 3.66 mBGS. The elevated concentrations of electrical conductivity are likely related to the use of road salt for de-icing walkways and roadways on and adjacent to the Site.

All groundwater samples submitted by GHD for laboratory analysis had concentrations below the applicable MOECC Table 3 Standards. However, MW17-17 has not yet been sampled for groundwater quality due to damage that occurred to the monitoring well after construction. MW17-17 will be repaired and sampled at a later date.

All groundwater samples submitted by Terraprobe for laboratory analysis had concentrations below the applicable MOECC Table 3 Standards, with the exception of PHC F2 and PHC F3, cooper, and chloride at monitoring wells located on the northeastern portion of the Property. PHC F2 and F3 were detected above the MOECC Table 3 Standards at monitoring MW3 and MW4S, cooper was detected above the MOECC Table 3 Standard at MW3, and chloride was detected above the MOECC Table 3 Standard at BH/MW5. Terraprobe reported that MW3, MW4S, and MW5 are located in the vicinity of the previous boiler room of the demolished building located at 880 Bay Street.

1. Summary of Environmental Effects – Project Area

Contaminants in soil and groundwater at the project area will not affect occupants of the reconstructed Macdonald Block or the surrounding community.

Asbestos abatement work will not affect the surrounding community.

Construction workers may be exposed to contaminants in soil and groundwater during reconstruction.

Over the longer term, there is a potential for groundwater contamination to migrate off-site.

There is also potential effects to health of workers during construction to the presence of the asbestos-containing materials.

Mitigation Measures:

If contaminated soil and groundwater are to be removed, they will be handled and disposed of in accordance with applicable legislation. A Health and Safety Plan will specify precautions for construction workers who may encounter these contaminants.

A groundwater management plan will be prepared and implemented to address the potential for groundwater contamination to migrate off-site. The plan will include monitoring and remediation if this is required.

Workers involved in reconstruction will be made aware of the presence of the asbestos-containing materials.

Asbestos abatement will be completed in accordance with requirements of “O. Reg. 278/05: Designated Substance - Asbestos on Construction Projects and in Buildings and Repair Operations”.

Asbestos abatement work will not affect the surrounding community so mitigation is not required in the community.

Monitoring Measures:

A groundwater management plan will specify requirements to monitor contaminated groundwater.

Air monitoring may be required for some of the Asbestos Abatement work prior to demolition, and if so, will be completed in accordance with applicable sampling requirements as per O. Reg. 278/05.

Asbestos abatement work will not affect the surrounding community so monitoring is not required in the community.

2. Summary of Environmental Effects – Construction Staging Area

Contamination is present in this Area, but no adverse effects from on-site contamination are anticipated because no excavations are planned in this area.

There is the potential for spills from construction equipment or other construction activities to contaminate the Area during construction activities.

Mitigation Measures:

The construction contractor will be required to take steps to prevent spills from construction equipment (e.g., no on-site refueling of equipment) and to ensure that construction activities do not release contaminants onto the property.

Monitoring Measures:

The construction contractor will immediately notify IO of any spills or other activities that have caused contamination, and of actions to be taken to remediate the contamination.

Construction activities (e.g., exterior work involving scaffolding) may affect bats if they are roosting in the buildings.

Mitigation Measures:

To ensure that protected bat species and/or their habitat are not damaged or destroyed during demolition or construction activities, a bat survey should be carried out during the spring of 2018. The bat survey will be conducted as indicated in Appendix E of the “Technical Field Guide (TFG) for IO Service Providers and Successful Respondents of the Natural Heritage Services Source. List Version 2.0 (April 2017)”.

If bat species are not present, the report should recommend ways to prevent roosting in future years. These recommendations may include sealing any identified bat entrance and exit points to ensure that the site is not used as habitat in the future.

If species are present, IO and the Ministry of Natural Resources and Forestry will develop appropriate mitigation and monitoring measures such as obtaining a permit from the Ministry and/or carrying out construction outside of the bat breeding season.

The consortia will be required to ensure that these mitigation measures are in place for the duration of reconstruction activities.

Existing Conditions

Project Area

The project area includes trees and buildings that may also be habitat for birds protected under the Migratory Birds Convention Act.

Although there are no known historical occurrences for the Peregrine Falcon associated with buildings in the project area, a potential exists that the species may use ledges of the buildings during years of construction. There are at least three breeding pairs of Peregrine Falcons within the City of Toronto.

Although Peregrine Falcons are listed as Special Concern species under the Provincial Endangered Species Act, it is a Specially Protected Bird (Raptor) under the Fish and Wildlife Conservation Act (1997, S.O, 1997, c. 41). The Act protects the Peregrine Falcon from

Potential adverse effects on migratory birds nesting in trees and on buildings in this area.

Mitigation Measures:

To avoid impacts to protected migratory birds, trees of any size can only be removed outside of the Breeding Bird Season, which according to Environment Canada’s nesting calendar is April 1 – August 31.

In order to prevent unknowing damage or destruction of nests in trees and on buildings, construction staff working in the Project Area should be informed about the potential presence for breeding migratory birds. If any protected species are confirmed to be breeding (nest building and/or presence of eggs), all disruptive activities in the nesting area should be halted until nesting is completed. Any nest found should be protected with a buffer zone determined by a setback distance appropriate to the species, the intensity of disturbance and the surrounding habitat until the young have naturally and permanently left the vicinity of the nest. A permit under the Migratory Birds Convention Act will be required to remove the bird’s nest or eggs.

If a breeding pair of Peregrine Falcons has been identified to be associated with the Project Area, all disruptive activities in the nesting area should be halted until nesting is completed. Sanitary Sewers

There are eight internal sanitary drainage areas. Drainage is to combined sewers along Wellesley Street West, Grosvenor Street, and Breadalbane Street.

Water Supply

There are three connections to municipal watermains on Wellesley Street West, Grosvenor Street, and Bay Street.

Storm Drainage

Storm drainage for the area is provided by combined sewers along Wellesley Street West, Grosvenor Street, and Breadalbane Street. Existing buildings are considered to be flood-proofed.

Hydro

Electricity is supplied by Toronto Hydro to Toronto Hydro owned transformers on the northwestern portion of the area. All utilities enter the complex in the lower level of Macdonald Block. Two 4,000 amp electrical services enter into the lower level of Macdonald Block and are distributed throughout the complex.

Gas

Enbridge Gas service enters at Ferguson Block through a 75mm gas connection from Wellesley Street.

Telecommunications

Bell:

Bell provides both copper and fibre cable services to the buildings. Copper cables to 900 Bay Street support the existing communication/network infrastructure and are at full capacity.

In terms of fibre cables, 72 are available but 26 are not in use.

Rogers:

Fibre service is provided to the Hepburn and Hearst Blocks.

Cogeco:

Fibre service is provided through a fibre optic cable to Hearst Block. The existing service cables are at 50% capacity.

Telus:

Telus provides fibre cable service at the Hearst Block.

Construction Staging Area

The construction staging area is currently serviced with sanitary sewers and storm drainage.

The municipal water supply infrastructure has adequate flows and pressures to meet water consumption and firefighting requirements for the proposed reconstruction. No upgrades or improvements to the municipal water system are required.

Storm Drainage

The current drainage system for the site can continue to function as is. No upgrades or improvements to the combined sewers are required.

Hydro

The existing network has sufficient capacity to supply the reconstructed Macdonald Block. No changes are anticipated.

Gas

Since the general use and function of Macdonald Block will not change, and Leadership in Energy and Environmental Design (LEED) certification is proposed to improve environmental performance of the buildings, it is anticipated that the existing gas service is adequate. If gas is to be used as part of the heating system (hot water boilers), it may be necessary to upgrade the Enbridge service.

Telecommunications

Bell:

Bell’s copper service may require upgrade if service levels exceed 6,000 lines.

Rogers:

This service has 96% available capacity.

Cogeco:

This service has 50% available capacity.

Telus:

Telus’ service to Hearst Block has available capacity to provide service to the other buildings.

Phases 1-3a of the Macdonald Block Reconstruction Project are to be carried out under IO’s leadership and accountability. Phases 3b – 5 are to be managed by Project Co by fulfilling the requirements established by the Output Specification and with the guidance of the qualified heritage experts and sub-contractors under their control.

It is a requirement of the SCP that for each Phase of work that has the potential to impact identified heritage attributes, potential impacts on the cultural heritage value and heritage attributes of the site and mitigation strategies will be summarized in a single comprehensive Heritage Impact Assessment to carefully consider the impact on heritage value and attributes.

Upon completion of the Macdonald Block Reconstruction Project, a new SCP is to be prepared, at cost to the consortia, that sets out a long-term plan for the management and maintenance of the property, following the content and reporting format as required in the Standards & Guidelines for the Conservation of Provincial Heritage Properties – Information Bulletin 2 (or subsequent revisions to this document). The new SCP requires the review and approval of the MOI Heritage Committee and the Ministry of Tourism, Culture and Sport.

Prior to commencing any demolition or construction activity, a certified arborist should be retained to determine the location, species, size and condition of trees within the Project Area and the surrounding properties. The arborist must become familiar with the City of Toronto tree protection by-laws that could impact the proposal.

Any trees that could be impacted by the project or project activities are subject to the City of Toronto’s “Tree Protection Policy and Specifications for Construction near Trees.”

A tree that is dead, terminally diseased or imminently hazardous does not require a permit, however the applicant must send a detailed Arborist report, in accordance with IO’s Technical Field Guide, and receive approval from Urban Forestry before proceeding with any tree work. If the full minimum tree protection zone (TPZ), as identified in the City of Toronto’s “Tree Protection Policy and Specifications for Construction near Trees” cannot be provided, a permit to injure or remove a tree with a diameter of 30cm or more, must be obtained from the City of Toronto.

If Butternut trees are present, then a Butternut Health Assessment should be undertaken to determine if a permit, from MNRF, to injure or remove the tree must be obtained.

8.OTHER ENVIRONMENTAL EFFECTS AND OTHER ISSUES

1. Construction Impacts

Summary of Environmental Effects:

Projects of this scale generate common construction impacts such as increased waste production.

Mitigation Measures:

Detailed project specifications must be developed to address common project-specific environmental effects including, but not limited to, dust suppression, noise/vibration management, water/sediment management, waste management, spills protection and health and safety. Specifications will also address Waste Audits and Waste Reductions Workplans Regulations (O. Reg. 102/94) and Industrial, Commercial and Institutional Source Separation Programs Regulations (O. Reg. 103/94), if applicable.

are expected to be significantly smaller that they are now after the mitigation measures described below have been applied.

Mitigation Measures:

Approaches to reduce greenhouse gas emissions while operating the buildings include better insulation, more efficient heating and cooling systems, and design strategies for passive heating and cooling.

Adaptation Measures:

Approaches to future climate events may include building systems sized appropriately (e.g., to manage more variable future weather), energy backup systems to maintain operations during power outages, and stormwater management solutions to prevent flooding.

4. Source Water Protection

The MacDonald Block Reconstruction Project transects vulnerable areas identified under the Clean Water Act, 2006: -Highly Vulnerable Aquifers.

The aquifers in these vulnerable areas are particularly susceptible to contamination because of their location near the ground’s surface or where the types of materials in the ground around the aquifer are highly permeable.

The Project location is not in the Intake Protection Zone for Toronto’s drinking water supply, but there is a highly vulnerable aquifer in and around the Project location.

Summary of Environmental Effects:

The project will not affect Toronto’s drinking water supply.

The project does not impact or interfere with any of the polices within the Credit Valley - Toronto Region - Central Lake Ontario (CTC) Source Protection Plan.

Regarding vulnerability of the aquifer, there is potential for spills from construction equipment or construction activities to release contaminants during construction activities.

Mitigation Measures:

The TRCA advised IO that none are required.

Protection of the aquifer will be considered when designing and implementing the project.

Mitigation measures will include the construction contractor taking steps to prevent spills from construction equipment (e.g., when refueling equipment on the Site) and ensuring that construction activities do not release contaminants onto the Site.

The construction contractor will be required to immediately notify IO of any spills or other activities that have caused contamination, and of actions to be taken to remediate the contamination.

Monitoring Measures

IO will ensure that contract documents include specifications for the prevention of spills and other activities that may contaminate the aquifer.

Appendix B: Details of Project and Class EA Process

Infrastructure Ontario (IO) is the proponent of the Macdonald Block Reconstruction project

(Project) and has commenced a Category B Class Environmental Assessment (Class EA) for

the Project under the Ministry of Infrastructure Public Work Class Environmental Assessment

(PW Class EA).

IO plans to move all government personnel to offsite locations and subsequently conduct the

reconstruction of the entire Macdonald Block.

This Project is proposed as a “reconstruction” rather than a full demolition and rebuild

because Macdonald Block is a Provincial Heritage Property of Provincial Significance.

Macdonald Block has significant heritage value as an exemplar of modernist architecture,

landscape architecture and public art. Under the applicable standards and guidelines set by

the Ministry of Tourism, Culture and Sport, the Province of Ontario is obliged to preserve the

elements of Macdonald Block that are considered of heritage value.

History of Macdonald Block

Completed in phases in the 1960’s and early 1970’s, Macdonald Block is a large-scale

administrative and office facility consisting of multiple office towers integrated by a common

two-storey podium.

Macdonald Block consists of five buildings: The Ferguson Block was completed in 1968; the

Hepburn Block and the Macdonald Block Podium in 1969; the Hearst Block in 1970; and the

Mowat Block in 1971.

Need

After more than 40 years in service, Macdonald Block has never undergone a major

renovation. The buildings’ core systems – including electrical, water, cooling and heating –

have reached the end of their useful life and must be replaced. In addition, certain building

materials that were considered acceptable at the time of construction have since been

identified as hazardous substances. The majority of these materials, which are currently

safely maintained and regularly monitored, will be removed as part of the reconstruction.

Due to these and similar issues, costs for emergency and building code compliance repairs

have become unsustainable for the Province. As long as Macdonald Block is not significantly

renovated, there is also an ongoing risk of unplanned closures.

On November 23, 2015, Brad Duguid, the Minister of Economic Development, Employment

and Infrastructure, appointed Peter Sharpe, former President and CEO of The Cadillac

Fairview Corporation; Anne Sado, President, George Brown College; and, Michael Nobrega,

former President and CEO of OMERS, to the Macdonald Block Reconstruction Project Expert

Panel. Michael Nobrega was appointed chair of the panel.

The Expert Panel concluded that an extensive reconstruction of Macdonald Block was

necessary. The panel advised that the government’s average current expenditure, including

operating expenses and capital expenses required to maintain the buildings in their current

state, would be reduced from an annual average of $144 million to $121 million over 50

years. This results in an estimated return of all costs invested in the renovation and an

average annual net savings to the province of more than $20 million for the next 50 years.

Those savings will be achieved through reduced operating costs, lower energy and capital

maintenance expenditures, and the reduction of over 380,000 square feet of third-party

leases across the downtown Toronto core.

The Panel also recommended that the entire complex be vacant during reconstruction so that

work can be safely, efficiently and economically completed in one single phase.

Purpose

The primary goal of the project is to extend the lifespan and utility of Macdonald Block by 40

years by reconstructing the building and its systems to a high contemporary standard while

preserving and celebrating its heritage character.

The reconstruction project will result in an efficient, accessible and environmentally

responsible workplace that will continue to serve as a critical hub of Ontario government

operations for years to come. This initiative will also reduce the cost of government

operations and help the province meet its greenhouse gas reduction targets. The newly

reconstructed building will be required to meet current building, health, safety and

accessibility standards, while facilitating a more efficient use of space.

Scope and Timing

The project is rolling out in three phases:

Phase 1 – 2016-2019: Site planning, project procurement and site preparation.

Phase 2 – 2019-2023: Reconstruction of Macdonald Block.

Phase 3 – 2023-2024: Employees will begin to move into the newly reconstructed

Macdonald Block.

Description of the Undertaking

The Project Area is bounded by Bay Street, Grosvenor Street, Queen’s Park Crescent East,

Whitney Block and a landscaped area, and Wellesley Street West (see Appendix A).

This Project is a long-term initiative that includes the extensive reconstruction of Macdonald

Block. The government is committed to preserving the buildings’ major heritage elements

throughout this process. Macdonald Block has provincial heritage value for its history, urban

design, architecture, landscape and public art.

Activities for the Proposed Undertaking

The activities provided below are based on current information on the Project. IO will select a

consortia at a later date to develop a detailed design for the Project as well as build, finance

and maintain Macdonald Block.

City of Toronto -Heritage Preservation Services- Mary MacDonald

1. Heritage Preservation Services is supportive of the need to extend the lifespan and utility of the MacDonald Block, noting that the complex has been identified as a "Provincial Heritage Property of Provincial Significance" and is a notable example of Modernist architecture, landscape architecture and public art.

2. The undertaking of a heritage impact assessment is well supported as part of the preconstruction phase of the project to evaluate the impact of the reconstruction project on the heritage aspects of the complex.

3. The City's Heritage Preservation Services office would appreciate a copy of the completed Heritage Impact Assessment for our review.

4. We would like to note that the adjacent building at 23 Queen's Park Crescent East (Whitney Block) is a listed property on the City's Heritage Register and is recognized by Council for its architectural, historical and contextual value. Given the adjacency to the MacDonald Block, the City recommends that the Heritage Impact Assessment also demonstrate that the project scope of work will not have any impact on the cultural heritage values, attributes and character of 23 Queen's Park Crescent.

Given that the project is primarily focused on the interior 'renovation' of the building, the scope of the Heritage Impact Assessment should also consider any important interior features or elements indicative of the building's Modernist character that can be conserved within the scope of the lifespan and utility improvements.

7. SOCIO-ECONOMIC EFFECTS

Thanks for listening to my concerns as a resident of 62 Wellesley West about noise. If it sticks to Toronto Noise Bylaw hours we should generally be ok.

Construction activities will be conducted in accordance with Chapter 591 – “Noise”, of the Toronto Municipal Code and amending By-law 505-2006. Noise will be minimized to thegreatest extent possible.

Resident #2

The existing construction staging area at the northwest corner of Bay Street and Grosvenor street is not attractive. It is 100% pavement and is surrounded by chain link fencing. As it will remain as a construction staging area for at least 5 years I suggest that the frontages of Bay Street and Grosvenor Street be improved.

My suggestion is to reuse these planter boxes to add buffer landscaping around the

IO appreciates the suggestion of using planter boxes to create a landscape buffer around the construction staging area to improve its visual appearance.

IO will consider this suggestion along with other options to improve the visual appeal of the frontage of the Construction Staging Area.

8.OTHER ENVIRONMENTAL EFFECTS AND OTHER ISSUES

Source Water Protection

Jennifer Stephens, TRCA

1. Based on a review of the Toronto andRegion Assessment Report, theMacDonald Block Reconstruction Projecttransects vulnerable areas identified underthe Clean Water Act, 2006:-HighlyVulnerable Aquifers. The aquifers in thesevulnerable areas are particularlysusceptible to contamination because oftheir location near the ground’s surface orwhere the types of materials in the groundaround the aquifer are highly permeable. Incrafting the policies in the CTC (CreditValley – Toronto & Region – Central LakeOntario) Source Protection Plan, the CTCSource Protection Committee chose toemploy the definition for ‘development’ asdefined by the Provincial Policy Statement,2014. This definition ‘means the creationof a new lot, a change in land use, or theconstruction of buildings and structuresrequiring approval under the Planning Act,but does not include activities that createor maintain infrastructure authorized underan environmental assessment process.’Therefore, the policies within the CTCSource Protection Plan do not apply toyour Environmental Assessment project.

2. Although no activities identified asprescribed drinking water quality threatsunder the Clean Water Act, 2006 are likelyto take place during the completion of thisEnvironmental Assessment, the CTCSource Protection Region does want tobring to your attention the inherentvulnerability of the groundwater in thestudy area.

3. In the spirit of the policies contained withinthe CTC Source Protection Plan, the CTCSource Protection Region advises thatevery effort should be made to protect theaquifers within this study area whendesigning and carrying out your project.

IO understands that although the MacdonaldBlock Reconstruction Project transectsvulnerable areas identified under the CleanWater Act, 2006 (i.e., Highly VulnerableAquifers), the policies within the CTCSource Protection Plan do not applybecause of the nature of the project. 2. IO acknowledges the vulnerability of theaquifer in the Project Area and ConstructionStaging Area.

3. Regarding vulnerability of the aquifer, thereis potential for spills from constructionequipment or construction activities torelease contaminants during constructionactivities and that protection of the aquifershould be considered when designing andimplementing the project.

Mitigation measures will include theconstruction contractor taking steps toprevent spills from construction equipment(e.g., when refueling equipment on the Site)and ensuring that construction activities donot release contaminants onto the Site.

2. It was identified that two trees will have to be removed during preliminary works on the Ferguson Block building as the trees will be impacted by temporary mast cranes. However tree removal permits are not anticipated to be required for either tree. One tree is infected by the Emerald Ash Borer and as per the rules for exceptions outlined in the Toronto Municipal Code Chapter 813, Article III (Private Tree Protection), Subsection 813-13, the tree should not require a permit to damage or remove it. The other tree has a diameter at breast height (DBH) well below the allowable DBH outlined in the Toronto Municipal Code Chapter 813 (Private Tree Protection), Subsection 813-12, and therefore should not require a permit to damage or remove.

An additional site inspection was undertaken on September 11, 2017. Prior to construction the Arborist Report from this inspection and any additional studies conducted for trees within the Tree Protection Zone will be provided to the City.

A tree protection plan will be submitted by the design-build consortia once the major undertaking to renovate the building has begun.
