1. INTRODUCTION

1.1 This report results from a Stage 1 Road Safety Audit carried out on the

preliminary design of the highway access works associated with a residential

development off the south side of Langley Drive in Crawley, West Sussex, at the

request of the Developer, Croudace Partnerships, Croudace House, Caterham,

Surrey.

1.2 This proposal comprises utilising the existing T-junction into the previous

Langley Green Primary School site in order to provide access to 30 residential

units.

1.3 The Audit Team membership was as follows:

1.4 The audit took place at the Oxted Office of M.B.Projects Ltd during September

2013. The audit comprised an examination of the drawings and documents

provided by the Design Organisation, and listed in Appendix A to this report.

1.5 The site was visited in the afternoon of 11th September 2013, when weather

conditions were dry and overcast. Traffic conditions on Langley Drive were

light/moderate and a few pedestrians observed using the adjacent footway.

1.6 The terms of reference of this audit are as described in the Department for

Transport document HD19/03 Road Safety Audit. The team has examined and

reported only on the road safety implications of the scheme as presented and has

not examined or verified the compliance of the designs to any other criteria.

1.7 Each problem identified has been given a location reference and these are shown

on the A3 location plan in Appendix B.

2. ITEMS RESULTING FROM THIS STAGE 1 AUDIT

A1 GENERAL

A1.1 No details of any Departures from Standard have been provided by the Design

Organisation.

A2 LOCAL ALIGNMENT

A2.1 No problems identified in this category at this Stage 1.

A3 JUNCTIONS

A3.1 Problem Location A (see location plan in Appendix B).

Summary: Parking within visibility splay

There are existing ‘school keep clear’ markings along part of the site frontage

which will need to be removed. This could then allow on-street parking on Langley

Drive in the visibility splay from the site access road, thereby making exiting the

site more hazardous.

Recommendation The required visibility splay should be determined and added

to the drawing. Parking should be removed from the splay by extending the double

yellow line system.

A4 NON-MOTOR VEHICLE PROVISION

A4.1 Comment Location B (see location plan in Appendix B).

Summary: Ensuring continuity of route for pedestrians

At the detailed design stage, dropped kerbs will need to be provided at the southern

ends of the internal footways so that pedestrians can join the ‘home-zone’ streets.

A5 SIGNS AND LIGHTING

A5.1 Problem Location C (see location plan in Appendix B).

Summary: No road markings shown

No road markings are shown at this stage. Langley Drive is a distributor road and

adjacent side roads have give way markings as the method of junction control.

Recommendation Apply junction give way/edge of carriageway markings

accordingly at the new junction.

A5.2 Comment Location D (see location plan in Appendix B).

No street lighting proposals indicated on the internal estate roads at this Stage 1 –

home zone streets should be lit to reduce the risk of vehicle/pedestrian conflict.
