Major InitiativesCADE Vision and Major Initiatives
Co‐Planning› Reporting strategy that aligns CSDR &
EVM requirements› Cooperative planning leads to better
data, lower costs, and improved program management
Institutional Knowledge/Community Support› What analysts need to know about the
data› Additional contextual information on
programs
Cost/Quantity Reporting› Cost Data (CCDRs/1921s) – contains
most of what analysts need to build an estimate – dollars, hours, quantities, and descriptive tagging
› FlexFiles – new generation of cost reporting, government data reporting
› Quantity Report (1921‐Q) – provides actual account of physical units completed in a streamlined submission process
› 1921‐3 – improved ways of reporting business unit data
Bill of Materials› Standardized collection of parts and
supplier pricing data
Technical Reporting› Cost Analysis Requirements
Description (CARD) / Technical Data (1921‐T) – programmatic and technical descriptions analysts need to build estimates
Software› SRDRs – software effort, size, and
schedule estimating approaches including analogy, parametric, and commercial models
Maintenance & Repairs› 1921‐M/R – collection of information
related to each maintenance event such as the specific system being repaired and reason for failure
Cost analysts will have all of this data and institutional knowledge at their fingertips. It will be the exception – not the rule – to go back to industry to do our estimates.

Flex Files: Overview & Submission Process
8
Legacy 1921 ReportsFlexFiles
1. Requires cost and hours to be mapped/allocated to standard “government” categories• Belief is that requesting data in standard categories from industry will relieve govt.
effort normalizing data• However, normalization is not straightforward and data requested does not provide
enough detail to understand/reevaluate industry normalization
2. Forms do not account for capabilities of modern data systems• Require Excel (~2004) and XML (2014) formats but volume of data requested same as
when forms were submitted in paper• Native data and tags that are already present in industry systems are not
accommodated by legacy formats
Legacy cost reports are useful in many cases, but given additional time and industry cooperation cost estimators will generally request more detailed data from industry
9
Value of FlexFilesFlexFiles
1. Additional insight for cost estimators• Insight below WBS reporting level (e.g., control accounts, work packages)• CLIN and contractor‐internal categories that align with FPRAs
• Helps to trace back to proposal information
• Time‐phased by month• Other data fields explicitly planned into DID/ data structure
• E.g., allocation scheme (as necessary), 12 additional contract‐specific fields
2. Potential efficiencies for industry• Less likely to require allocation from internal functional categories to “government”
categories• Some mappings/allocation still may be required
• Less incentive for Government to require lower level in reporting WBS• Changes EACs to FACs in attempt to avoid concerns with CCDRs driving EVM effort
FlexFiles require data already present in industry’s systems that is useful to cost estimators and does so in a way that overall lessens or is neutral to the industry cost to prepare the reports

Creation Tool
DCARC converts/normalizes industry’s raw file into database format (JSON) for CADE ingestion
1. DCARC verifies that all data requirements have been met
2. DCARC iterates with contractor if necessary
Once verified by the contractor, DCARC will submit file into CSDR‐SR for CWIPT validation
Contractor converts/normalizes file into database format (JSON) for CADE ingestion1. CADE Developed Tool2. Internally Developed Tool3. Third Party Tool (optimal)
CADE developed tool allows the contractor to verify all the data requirements (pre‐submission)
Contractor will submit file into the CSDR‐SR for CWIPT Validation

Submit Review
System validates submission & generates standardized reports (e.g. 1921 and flat file)
DCARC will provide specialized reports such as the mapping key
Legacy validation rules will be applied automatically to reports
DCARC will provide guidance on what else to review
Analysts will have the ability to download both Legacy reports and flat files from accepted report
System generates new reports necessary for validation based on input from implementation period
System will apply FlexFile unique validation rules based on input from implementation period
Analysts will have the ability to dynamically view FlexFiles before downloading

Flex Files: Data Requirements & Examples
Greatest value to cost estimator, in many cases, will be the additional insight requested in
Group E 13
Approved FlexFile Data RequirementsFlexFiles
The foundation of the FlexFile is a Resourceassociating dollars or hours with a Accountin the accounting system at a point in Time
Traceability across programs and contracts by requiring the legacy government tags
Consistent costs elements from contract proposal through execution
Insight into how the contractor manages the program
Flexible reporting scope with additional/revised structure

Current update improves on the existing quantity requirements
Same information collected as before with the addition of GFE data and sequencing
Separate form outside of a CCDR allows for a more streamlined submission process
Requires physical unit counts as opposed to a calculation
Will collect more accurate quantity information prior to final report
IT updates will allow for the FlexFile and Quantity report to be consolidated to recreate Legacy 1921 reports
Quantity Report is closely related to the FlexFile

ExamplesFlexFiles

In this case, CCDRs do not support all cost estimating needs –Not practical to expect generic labor categories to work for all
programs/situations
Time phased data provides a more dynamic view of costs overtime rather than the static, infrequent data points provided by the 1921
reports

Example Data – FlexFile
17
Flat FileFlexFile Demonstration
FlexFiles will be submitted as a JSON file, however, analysts will be able to view and download the data in different ways
› Analysts will be able to download FlexFile as a flat file
› Allows for more dynamic tables and charts
18
1921FlexFile Demonstration
Flat file allows for quick conversion in to the historically collected forms
19
1921‐1FlexFile Demonstration
Flat file allows for quick conversion in to the historically collected forms
Note changes to legacy 1921‐1 categories (for example, Program Management and Manufacturing Touch)
Having WBS as a filter allows analysts to view 1921‐1 for individual
elements
20
Data Over TimeFlexFile Demonstration
FlexFiles provides data over time
› Standard for Actuals› Optional for FACs
“Time Now”
21
Data Over Time and Multiple ScopesFlexFile Demonstration
FlexFiles provides data over time
› Standard for Actuals› Optional for FACs
FlexFiles allows for multiple Orders (e.g., LRIP 1, LRIP 2) as well as multiple End Items (e.g., Variant A, Variant B).
“Time Now”
Note how LRIP 2 starts about a year after LRIP 1. Previous CCDRs required separate submissions to get this insight.
22
Drill Into Lower Level Cost AccountsFlexFile Demonstration
FlexFiles allows you to gain insight by drilling into cost accounts that make up the WBS element scope
1.4 Systems Test & Eval is a lowest level WBS element
Note that “Electrical and Systems Integration” as well as “Fabrication Planning” were assigned to Systems
Test & Eval
23
Drill Into Contractor Functional CategoriesFlexFile Demonstration
Understand which contractor functional categories are binned to the standard
› Use this information to make cross‐walk to proposal categories and relate to FPRs
› Better isolate functions affected by learning and/or rate
24
Take Advantage of Additional (Optional) TagsFlexFile Demonstration
Slice the data by Organizational Breakdown Structure (OBS), or in other ways that reporting entities may elect to track costs
These additional tags are optional through the Co‐Planning process
25
Take Advantage of Additional (Optional) TagsFlexFile Demonstration
