Together, we are stronger.

That is the overarching conclusion I have

reached during my first months as leader of

this great agency. Time and again, I have been

struck by the vibrant partnerships with church

and community that transform Lutheran

Social Services into a powerful resource for

so many good things.

Our relationship with the Evangelical

Lutheran Church in America gives us our

mission and our embrace of the Gospel

message to care for our neighbor. LSS is the

compassionate heart and hands of individual

congregations, providing faith-filled ministry

well beyond the means of any one parish.

So, too, our relationships with government

and with community stalwarts like the United

Way significantly multiply our ability to respond

to critical needs. By joining our resources

with those of others who share our resolve to

help the vulnerable and disadvantaged, LSS

programs are able to have a far greater impact.

In 2002 more than 92,000 people in more

than 90 communities of Wisconsin and Upper

Michigan benefited from these partnerships,

with 97 percent of the customers reporting in

follow-up surveys that they were satisfied

with the service they received. This is an

outstanding record of achievement by our

nearly 2,400 employees.

What makes these results even more

impressive is that they have come in the midst

of a difficult economic environment. Much of

the funding for LSS programs comes from aid

allocated to counties by state government.

Consequently, the stresses on the deficit-

plagued state budget have a ripple effect on

the residential programs, treatment centers,

counseling clinics and other community-based

services provided by LSS.

In the face of increasingly severe challenges

to our county and state partners, we took steps

during the year to enhance our own fiscal

responsibility and assure that we would end

the year on a positive financial note. Programs

tightened their belts, staff found creative ways

to do more with less, and two geographic

regions—the South Inland and South East—

were combined into a single region that we

anticipate will result in important economies

of scale.

Yet even in this climate of budget cutbacks,

we were able to begin new programs in all of

our regions when funding became available.

Human suffering and need do not disappear in

times of economic downturn; in fact, they

tend to grow.

I have no doubt that the successes of 2002

can be credited to God’s abiding presence—as

evidenced by the strong and dedicated man-

agers who oversee LSS programs. Clearly, the

latter are part of the legacy of Pastor Robert

E. Duea, who retired July 1 as LSS President

and CEO. In his 17 years at the helm, he

demonstrated that a passionate commitment to

service in Christ’s name could co-exist with

an equally fervent commitment to sound

business practices and skillful management.

We are grateful for his service and for the

contributions he made that will shape this

agency far into the future.

My foremost goal as the new leader of

LSS is to work diligently with churches,

communities and government to make sure

that people continue to be served and that

quality is not compromised. It is clear that the

economic challenges of 2002 foreshadow equally

tough choices in 2003. LSS will meet them

with quiet confidence and firm determination.

I place a high priority on personally

interacting with staff—listening, learning and

supporting their hard work in caring for our

customers. I also am committed to building

up the LSS Foundation to provide a more

secure funding base for agency programs that

will, in turn, provide a measure of stability

during periods of economic volatility.

We live in extraordinary times. As I write

this message, we face the anxiety of global

terrorism, a possible war with Iraq, a tragedy

in space and a flagging economy. But in the

midst of such awesome uncertainty, there is

one thing we know for sure. Grace abounds!

God’s grace is the word of hope and light of

love in our uneasy world. It sustains us and

undergirds all that we do. I pledge my efforts

to continuing to share this compelling message

of hope. And I thank all of our partners who

join with Lutheran Social Services in helping

people improve the quality of their lives—and

who, together, make us stronger.

Residential Services: Residential facilitiesthroughout LSS serve 3,055 children andadults. Services are provided to teens who areemotionally disturbed and delinquent, persons whoare chemically dependent, criminal offenders,adolescent sexual offenders, adolescent victimsof sexual abuse, older adults, and people withdevelopmental disabilities or mental illness.

Staff: 2,331 employees

Ownership: LSS is owned by 500,000 Wisconsinand Upper Michigan Lutherans in more than800 congregations in the Evangelical LutheranChurch in America (ELCA).

Governance: A Board of Directors, includingrepresentatives from business, health care, clergy and other sectors of the community in the two-state area.

Budget: Operating budget for 2003 is $83 million.

At 17-years-old, Mark had just become ateenage parent. Weeks later, he was confrontedwith more than just a crying baby and dirtydiapers. Mark was facing felony charges –underage drinking, possession of an intoxicantby a minor and disorderly conduct. Thingsweren’t looking good. But then, Mark got abreak. Instead of being charged as an adultand sent to jail, Mark was referred toTouchstones for an Alcohol and Other DrugAddiction (AODA) evaluation.

Touchstones is a program of LutheranSocial Services (LSS) of Wisconsin andUpper Michigan that offers AODA treatmentservices for nearly 115 youth each year.Treatment includes assessment, licensedoutpatient programs, day treatment programs,family programming and aftercare and follow-up services.

Through Touchstones’ outpatient program,Mark began the long journey of self-discoveryand recovery. Once a week for one and a halfhour sessions, Mark participated in individualand group therapy. He surprised himself with

his honest and open attitude. "At first, I wasskeptical," recalled Mark. "But then I realizedthat they were just trying to help. As timewent on, it felt like I was part of a big familyrather than a therapy group."

“Most kids are a little reluctant at first,”states Touchstones’ Program Manager BeryleMiddleton. “Mark was no exception. He had alot of anxiety and didn’t know what to expect.But he was cooperative and open to change.”

Mark seemed to grow with maturity ineach session. “Now, he’s more responsibleand wants to be a good father,” Beryle comments of Mark’s recovery.

Mark had started drinking at age 13 butknew he had to change his lifestyle, becomedrug and alcohol-free, and become a realfather to his newborn son. LSS was there tohelp. Nearly six months after first enteringthe program, Mark fulfilled all treatmentrequirements and successfully completed the90-day drug screen follow-up. Mark continuesto show his gratitude in his recovery. At age18, he has a full-time job and is workingtoward his GED. With his legal problemsbehind him, the only thing he faces is theroad to success. Mark hopes to one daybecome a musician.

A T r u e B l e s s i n g

"They are truly a blessing to us," states LSSProgram Manager Linda Kaufmann, referringto Calvary Lutheran Church in Oshkosh. Foralmost 10 years, Pastor Bob Rosenberg andmembers within his congregation have “adopted”her LSS program, Toward Tomorrow.

“It’s a natural tie and just the right thingto do. It gives us the opportunity to help peoplewho really need it,” explains Pastor Rosenberg.

Over the 10-year relationship, the congregation has provided support to this program ina variety of ways.

“At Christmas-time the generosity is over-whelming. There are gifts for everyone,”states Linda of the congregation’s annualChristmas donation.

In addition, everymonth the congregationholds a food drive anddelivers the goods to Toward Tomorrow.Other members deliver clothing and furnitureperiodically throughout the year.

“Whatever we have asked for, they haveprovided,” explains Linda. Pastor Rosenberg’sexplanation: “If you don’t ask, we don’t knowwhat you need.”

As a way to say thanks, Linda has giventhe congregation plaques and served cake andcoffee after services. In addition, she speaksduring their church services once a year –sharing stories and offering thanks to theentire congregation.

Toward Tomorrow is an LSS program inOshkosh providing transitional living servicesfor adults with mental illness, developmentaldisabilities and chemical dependency issues.The program fosters independent living skills.

LSS’ close association with the churchstretches back to the 1880s when

Pastor E.J. Homme and otherconcernedLutherans builta residence in

Wittenberg fororphaned children.This home, whichevolved over the

years into theextensiveHomme Youthand FamilyPrograms,

was the beginning of

what eventually grew into theLSS we know today.

From then until now, LSS has worked inpartnership with congregations to express thesocial and human care ministry of the church.The church gives us our mission, our visionand our theology to serve. LSS depends onand is thankful for the ELCA's prayerful,financial and program support. Together, wecarry out the social ministry of the church.

As competition for charitable dollars expandsand funding for human services tightens, the needfor social services still grows. For this reason, wedepend more heavily than ever on the generosityand good will of those who share our mission.We are gratified and inspired by the strong showof support from our many donors who allow usto bring the LSS mission to life every day.

LSS was blessed in 2002 with an individualgift that surpassed $1 million. This gift, alongwith generous support from congregations of theEvangelical Lutheran Church in America (ELCA)put contributions to LSS for 2002 at nearly $3.7million, an increase of more than $900,000 overthe previous year. We are grateful that the supportgrows stronger with each passing year.

As a result of this support, we were able tohelp more than 92,000 children, teens and adultsimprove the quality of their lives. Here’s why:

• Lutheran Congregations. In 2002, over600 of our sponsoring ELCA congregationsgave benevolence support of more than $1million, accounting for 30 percent of the totalgift income. The majority of these funds areused to subsidize services for people whocannot afford to pay for the help they need.Along with these gifts, we also thank theWomen of the ELCA who provide supportthroughout the year.

• Individuals. During the tough economictimes of 2002, Leona Cloud, who donated$1.1 million, along with thousands of otherindividual donors, continued to support theLSS mission. Their generous contributionsare inspiring and will allow us to continueserving now and for years to come.

• Foundations. Donations from foundationsincreased significantly between 2001 and2002 due to two large grants: a $200,000

gift from the Siebert Lutheran Foundationfor the new Homme adolescent residentialfacility in Neillsville and the other from adonor who wishes to remain anonymous.This money was used to purchase equip-ment for our older adult and special needsservices in Janesville and Beloit.

In addition to the $3.7 million gift income,over 40 United Way agencies throughout thetwo-state area added an additional $2 million tosupport LSS programming.

In the face of increasing social needs andgrowing competition for limited funds, we areenormously grateful to those who chose to makegifts to Lutheran Social Services. On behalf ofthose we serve, we offer our heartfelt thanks andwe pledge to be careful stewards of every gift.Your vote of confidence in our ministry isdeeply appreciated.
