    According to the

    World Health Organiza-

    tion (WHO), chikungunya

    is a viral disease spread by

    mosquitoes that causes fe-

    ver and sever joint pains.

    Its symptoms include

    muscle pain, headache,

    nausea, fatigue and rashes.

    Signs and symptoms

    include an abrupt onset of

    fever frequently accompa-

    nies by joint pain. After

    the bite of an infected

    mosquito, illness usually

    occurs between four to

    could generate a higher in-come for this year.

    In fact, she said, the ad-justment could result to anadditional income of aboutP120 million to the citycoffers.

    The increase of the realproperties taxes was mainlydue to the enforcement of anordinance passed by the citycouncil in 2011.

    Those who will paytheir real property taxesthis month will avail a 20%discount. That means theywould only pay 5% increase

    TACLOBAN CIT YConstruction of about 900school buildings underthe governments public-private partnership (PPP)framework will start this

    year in Eastern Visayas,according to the NationalEconomic and Develop-ment Authority (NEDA).

    Rosabella Yu, seniorsupervising economic de-velopment specialist ofNEDA-8, said that the in-frastructure developmentcommittee of the Region-al Development Council(RDC) will meet on Jan.16 to discuss the launch ofthe PPP schoolhouse build-ing that will benet about480,000 schoolchildren.

    Eastern Visayas is oneof the recipients of thePhase II School Infrastruc-ture Project (PSIP II). The

    project involves the designand construction of class-

    rooms including school fur-niture and comfort rooms,Yu said .

    Yu added the projectwill help the Departmentof Education (DepEd) tostay right on track towardsits goal of closing the class-room gap by end of 2013.

    About 645 schools inEastern Visayas have beenchosen to benet from the

    project .Through PPP, it will

    allow the government tooptimize its resources and

    capacities of the privatesector, Yu said.

    The DepEd is now au-thorized to implement thePSIP II through nationalgovernment nancing under

    a turnkey or Build-Trans-fer (BT) contract, asidefrom the option of goingthrough PPP nancing un-der a Build-Lease-Transfer(BLT) contract .

    he call for total gun ban has nothing to do

    with how the President regards at his beliefs

    It was one of the high-priority

    projects he wanted to undergo

    to alleviate peoples lives and

    safety. It is just sad that some

    of his nemesis in the legisla-

    tive council could not appre-

    Upon this Scriptural

    verse, a sizeable population

    of Roman Catholic faith-

    ful is strongly opposed to

    the legalization of divorce

    in the Philippines. Beyond

    it, though, there are other

    reasons that underpin this

    disapproval among which

    the effect of the dissolu-

    tion of marriage the impact

    of which is much like that

    of a broken family. Others

    still attack it on the moral

    and psychological aspects,the burden of which falls on

    the shoulders largely of the

    common children of divorc-

    ing couples, besides the fact

    that it is an affront to the

    family values of deeply in-

    grained in Filipino culture.

    Calling the recent enact-

    ment of landmark legisla-

    tions that are onesidedly

    labeled anti-life as propaga-

    tion of the culture of death,

    the recent developments in

    the countrys socio-political

    landscape is creating a dent

    in the relationship betweenthe Roman Catholic Church

    and the national government

    led by Pres. Noynoy Aquino.

    Although this divorce bill is

    not viewed by Malacaang

    Palace as one that neces-

    sitates the stamp-mark of

    urgency, the Church and

    her people, individual or in

    collegial bodies, are in agile

    stance to make the public

    aware of the ills of divorce.

    The pro-divorce advo-

    cates leave no stone un-

    turned, as well. Identifying

    themselves as pro-life Cath-

    olics, people who are push-ing for divorce claimed this

    proposed law to be a pana-

    cea to the blight that strikes

    the nucleus of the basic unit

    of the society. They con-

    tended that there is no point

    of prolonging the agony be-

    tween the couple if living

    under one roof would only

    cause misery to either or both

    of them and eventually their

    offspring. This divorce, they

    added, is not anyway a free-

    for-all privilege.

    In the introduction of the

    bill, authors Rep. Luzvimin-

    da C. Ilagan and Emerencia-

    na A. De Jesusof Gabriela Womens

    Party-List stated: The bill

    seeks to introduce divorce in

    Philippine law with a strong

    sense of condence that it

    will be used responsibly by

    Filipino couples. This con-

    dence stems from the expe-

    riences of Filipino families

    that show that separation

    is usually the last resort of

    many Filipino couples whose

    marriage has failed. Cases of

    battered women also support

    this. Battered women invari-

    ably seek separation only

    after many years of tring tomake the marriage work.

    Separation only becomes im-

    perative for them when they

    realize that it is necessary for

    their and their childrens sur-

    vival.

    Divorce could actually

    provide protection to bat-

    tered women and their chil-

    dren from further violence

    and abuse. With the pre-

    dominance of the Catholic

    faith in the Philippines, the

    fear that divorce will erode

    personal values on marriage

    appears unfounded. The ex-perience of Italy, where the

    Vatican is located, and Spain,

    two predominantly Catholic

    countries which practice di-

    vorce, supports this. Those

    countries have a low rate of

    divorce. Italy registers a 7%

    rate while Spain registers

    15%. The gures reect the

    strong inuence of religious

    beliefs and culture on indi-

    viduals in deciding to termi-

    nate marital relations.

    In House Bill No. 1799,

    which further amends Ex-

    ecutive Order No. 209, oth-

    erwise known as The Fam-ily Code of the Philippines

    and introduced by GABRI-

    ELA Womens Party, divorce

    could only prosper on the

    following grounds: (1) The

    petitioner has been separat-

    ed de facto from his or her

    spouse for at least ve years

    at the time of the ling of the

    petition and reconciliation is

    highly improbable; (2) the

    petitioner has been legally

    separated from his or her

    spouse for at least two yearsat the time of the ling of the

    petition and reconciliation is

    highly improbable; (3) when

    any of the grounds for legal

    separation under paragraph

    (a) of this article has caused

    the irreparable breakdown of

    the marriage;

    (4) when one or both

    spouses are psychologically

    incapacitated to comply with

    the essential marital obli-

    gations; and (5) when the

    spouses suffer from irrecon-

    cilable differences that have

    caused the irreparable break-

    down of the marriage.The proposed law con-

    versely provides grounds on

    which legal separation or

    divorce shall be denied such

    as: (1) When the aggrieved

    party has condoned the of-

    fense or act complained of;

    (2) Where the aggrieved

    party has consented to the

    commission of the offense or

    act complained of; (3) Where

    there is connivance between

    the parties in the commis-

    sion of the offense or act

    constituting the ground for

    legal separation or divorce:(4) Where both parties have

    given ground for legal sepa-

    ration; (5) Where there is

    collusion between the parties

    to obtain the decree of legal

    separation or divorce; or (6)

    Where the action is barred by

    prescription.

    It should also be noted

    that even before divorce is

    introduced, the Philippine

    legal system has already put

    in place remedies for couples

    who could not help but dis-

    regard their vow of loving

    each other in sickness and

    in health, in richer or poorer,till death do us part. The

    implementation of RA 9262

    (Violence against Women

    and their Children Act of

    2004) adds up to remedies

    provided under the Family

    Code of the Philippines, such

    as Legal Separation, Decla-

    ration of Nullity of Marriage

    and Annulment of Marriage.

    The VAWC law likewise

    in protecting the wife from

    further bodily harm inicted

    by the husband is granted the

    temporary protection order

    that could ripen into a per-

    manent one. The husband isto stay away from the wife

    and their common children

    for a particular distance like

    150 meters. This is in effect a

    separation of the couple from

    bed and board and love that

    should have been present at

    the outset of marriage and

    supposed to bloom as the

    couple journeys through life,

    will soon die.Although be it gratifying

    to some, the Church could

    not allow divorce to destroy

    the bedrock of the society

    the family. In a text message,

    Rev. Fr. AmadeoAlvero

    stated, Nullity is to declare

    that there was no marriage at

    all from the very beginning.

    Had there been a marriage

    that happened, then it cannot

    be nullied, it cannot be dis-

    solved because marriage is

    indissoluble. Divorce there-

    fore is not allowed, not only

    by the Church, but by God

    Himself. Divorce is prohibit-ed by Divine Law, stressing

    once more, What God has

    united, let no man separate.
