A police ofcial withthe rank of a senior super-intendent and who request-ed anonymity said that the

 presence of PAGs makesthe Samar province as oneof the “hotspot areas” inEastern Visayas and “beingwatched by the police” for 

this coming 2013 midtermelections.

He added that the pres-ence of these PAGs embold-en other candidates to havetheir armed bodyguards for 

 protection and “in turn an-other private armed groupin the making.”

The presence of PAGsin the province of Samar has been the issue in sev-eral past elections since inthe 1980’s.

A military post 2010elections report by the 8thinfantry division Philippinearmy, based in CatbaloganCity, this province, saidthat the political situationin Samar province wasthreatened by the exist-ence “of the partisan armedgroups (PAGs) intimidat-ing, harassing and coerc-ing the voters which alsothreatening the credibilityof the elections.”

The same military re- port also said that “the presence of partisan armedgroups in the rst district of Samar resulted to killingsof supporters from bothcontending parties.”

 port has recommended toneutralize these PAGs in the

Many unbelievers of the

Holy Bible are afraid of the ru-

mor circulating that the world

will end on December 21

 based on the claim that planet

called Nibiru will suddenly

appear to smash the earth.In a story released in the

internet by AFP relaxnews on

Dec. 4, Astrobiologist David

Morrison, of NASA’s Ames

Research Center, said: “This is

 just manufactured fantasy, but

the truth is that many people

are worried about it and man

oliticians pushing for the passage of House

Bill 4244 carrying the title “Responsible

Parenthood, Reproductive Health and Pop-ulation and Development Act of 2011” are up for

many things other than the things carried by the

nomenclature of the legislation. The legislation is

being made to appear as the response to the impov-

erished condition of our people, mainly the poor

majority who are burdened with inadequacies to

support numerous children. It depicts a picture of 

parents overburdened supporting many childrenwhich income levels could not afford.

It puts the problem of poverty as rooted on the

number of people in the country. The presumption

is that the population is merely a number of peo-

ple consuming the limited resources of the country.

The debates over the bill had dragged for a long

time and congress is now pressed to act on the leg-

islation.

A run through the latest version of House Bill

4244 shows that the legislation is not so much

about responsible parenthood. The act of altering

the human system by setting artificial controls on

reproduction does not speak of being responsi-

hood that considers offspring as liability does

not show responsibility.

The bill treats more the rights of women

and their capacity to reproduce, with more

concern on limiting reproduction. With such

aim of reducing if not disabling the capacity to

reproduce in order not to add more consumers

of resources, it seems that the measure is pro-moting an unhealthy reproductive condition.

Finally, population development ought to

focus on developing every person into a pro-

ductive and self-reliant individual. It must aim

to develop and not to limit population. In the

end, the legislation appears a misnomer by its

title and people are confused as to the raging

issues that had gone down to personal attacks

among legislators and other sectors. The bill

simply carries a title that is not what it con-

tains and is thus a misnomer.

THE HEALING OF TWO BLIND MEN

When Jesus passed on from Capernaum, two blind men followed[him], crying out, “Son of David, have pity on us!” when he enteredthe house, the blind men approached him and Jesus said to them, “Doyou believe that I can do this?” “Yes, Lord,” they said to him. Then hetouched their eyes and said, “Let it be done to you according to your faith.” And their eyes were opened. Jesus warned them sternly, “Seethat no one knows about this.” But they went out and spread word of him through all that land.

SEEING

These men could not see Jesus but they knew him. They couldnot see him but they followed him. Perhaps we could say that they physically to follow Jesus without being able to see him physically.They would be in danger of stumbling or even losing their way but theyhad the courage to persist in their prayer and in their following of Jesus.Their prayers and their faith were nally rewarded. Some tasks teachers

give to their students is

sometimes confusing, ques-

tionable, and seemingly

inappropriate, making the

parents wonder if, indeed,

these mentors are applying

what they learned in col-lege while yet preparing for 

a teaching job.

Left with no choice, the

students could hardly com-

plain knowing that they

are at the mercy of their 

teachers; their grades are at

stake. It is the parents, with

a greater sense of judg-

ment, who may be quick 

to question the relevance

of the assigned tasks, bas-

ing their argument on the

kind of subject handled by

a teacher. Surely, it doesn’t

take an academician to g-ure out whether an activity

would result in the develop-

ment of targeted skills or 

not. And parents could be

good at this.

Imagine a science teach-

er, for instance, asking his

students to submit drawings

(not ready made pictures)

of all the human body sys-

tems? The students spend

their time working on these,

get preoccupied drawing

those intricate pictures they

no longer have time for 

other subjects that requirequizzes and examinations.

What does the science

teacher expect them to be-

come—painters? The stu-

dents are made to study one

thing, but they are made to

do another thing. The skill

that is being developed is

irrelevant to the subject.

Some teachers, on the

other hand, have been ac-

cused of requiring students

to submit things that have

nothing to do with the sub-

 ject taken up. The subject,

for instance, is history, but the students are made

to pass ornamental plants

in pots, or other so-called

 projects that may be costly

 but are irrelevant to the

subject at hand. Students

sometimes do not see the

discrepancy here as theirs is

 just to comply with the re-

quirement. But the parents

or those sending these stu-

dents to school and are theones who have to shoulder 

the necessary expenses are

the ones who complain.

Observations have it

that some teachers are up to

exploit their students, like

milking cows. Whatever it

is that they need at home,

or for personal adornment,

they require the same from

students in the guise of pro-

 jects. How the students ac-

quire those would depend

on the teacher’s demands. It

could be through contribu-

tions or in kind. It doesn’tmake a difference so long

as the teacher gets what he/

she wants. Such cases have

 been reportedly rampant

in some areas, reason why

directives from DepEd and

CHED have been issued

against such teacher abuses.

Teacher-required items

coming in the form of mate-

rial things must be solicited

out of greed on the part of 

concerned teachers. Those

requirements that preoc-

cupy students to the point

of losing time for other subjects, on the other hand,

could be one of stupidity

on the teacher’s part. These

are teachers who need re-

fresher courses, needing to

review teaching strategies

for proper guidance. They

waste the students’ time

while depriving the same

of quality and appropriate

training.

In whatever case, in-

stances like these involv-

ing pedagogical activities

in schools should not be

ignored by education au-

thorities. Erring teachers

need to have their attention

called occasionally. What

they should teach and re-

quire from students should

 be in line with course re-

quirements. If there will bemore, ne, but those added

inputs again must be rel-

evant to the subjects taught.

Teachers have no business

remaining in their profes-

sion if they cannot provide

the appropriate learning in-

 puts to students.

People need to refocus

their preparation into theessentials of Christmas.More than the glitters andlights adorning our homes,we need to straighten our 

 path for the coming of our Savior. The call of theadvent season is for us to

 prepare, in the spiritualmore than the materialaspect. By responding tothe challenge of living theteachings of our God, wewould be brought far fromlights risks.

Alma Cavite left for the UnitedStates of America; during her

tioner, but as years passed, the

frequency of communication

was lessened; petitioner in-

quired from her nearest of kin

wife, the foreign address to be

exact, but nothing was given

to him, so that he was not able

to contact her, for many years,

he had not known her wherea-

bouts; absent spouse had not

been communicating to him

for more than ve (5) years

now, unti. he was notied of 

her alleged death due to cancer

in the United States, although

no death certicate proves it;

and, he hereby les this Peti-

tion to declare her dead for all

intents and purposes.

the political rivals of the

According to Mayor 

Tan, his looming sus-

 pension order is due to a

grave abuse of authorityled by a certain Con-

chita Tuballas, an allegedally of the Dazas, over 

hiring and later recalling

their appointment of em-

 ployees earlier appoint-

ed. According to Tan, his

hiring and later recalling

their appointments, was

 based on a Civil Service

order, and also based on

a resolution coming from

the same provincial board

that is now about to serve

him a suspension.“I do not see the logic

for me to be suspendedwherein in fact all of mayactions regarding hiringand recalling appointswere in consonance withcivil service proceduresand the resolutions fromthe provincial board -so I could safely saythis is purely politicalmanuevers of the Dazas,“Tan said.

Soria said that this ear-

ly, he had already made

some measures to avert

any occurrence of inci-

dents related to the forth-

coming elections.

For one, he said, he has

instituted the putting up of 

checkpoints which could

deter the “ow” of loose

rearms maintain by cer -

tain candidates and beef-

ing up the presence of po-

lice visibility in the entire province.

Soria said that he hopes

that with these measures,

the conduct of elections in

Samar would not only be

credible but peaceful and

orderly
