Advantages for a Relevant Data Centre to Participate in WIS as a DCPC

• The data and information used or produced by a WIS DCPC can be more easily shared with data and information supported by other systems, resulting in improved products and services, or new cross-system discoveries.

• The association of related systems through WIS enables collective optimization of observational strategies and cooperative gap filling, leading to coverage and continuity improvements for observations.

• Participating in WIS enhances the potential for cost-sharing for data collection, processing, distribution, archiving, and other expenses.

• A centre designated as a WIS DCPC heightens the profile of the center without compromising its own identity, gaining worldwide exposure to potential users of the products and services offered.

• A centre designated as a WIS DCPC gains worldwide prospects for collaborations that enhance products, services, or performance.

• Association with WIS enables the centre to draw on world-class expertise in Weather, Climate, and Water observations, modeling, and automated systems.

• Centres implementing WIS enhance their interoperability through international standards that in turn could be implemented at other levels within the organization and with its partners.

EUMETSAT DCPC

EUMETSAT DCPC implementation:• Making use of the existing EUMETSAT operational systems with small enhancements

and integrating them into WIS infrastructure.What are EUMETSAT DCPC functions:• EUMETSATs mission is to collect operational satellite data and non-satellite data (like

forecast), produce meteorological products and deliver data and products that satisfy the meteorological and climate data requirements of its Member States.

• EUMETSAT offers:- Real-time functions of data and product dissemination via its EUMETCast

system, Direct Dissemination from some of its satellites and via GTS/RMDCN.- Non real-time services for requests via its Date Centre that provides offline

access to EUMETSAT archive, and via its Internet pages.- Provision of relevant up-to-date metadata catalogues via EUMETSAT Earth

Observation Portal (Product Navigator)- Coordination and synchronization functions with the associated GISC via

GTS/RMDCN and EO Portal.- Adherence to WIS standards and relevant data exchange policies and access

rights (via EO Portal).

Data Collection and Data Production intended for Dissemination

 • Within its area of responsibilities

EUMETSAT collects operational satellite data and non-satellite data, produces meteorological products and delivers data and products that satisfy the meteorological requirements of its Member States.

• Within the framework of WMO ProgramsAs a key member of the WMO Global Observing Systems (GOS), EUMETSAT is actively contributing through the provision of data, products and services from its satellites.

• Within the framework of CGMSEUMETSAT is actively encouraging other satellite operators to implement the relevant interfaces and make satellite data available in WIS

 Intended for Global and non-Global Exchange

• EUMETSAT is responsible for provision of real-time functions of data and product dissemination

• Via Direct Dissemination and EUMETCast, its satellite dissemination systems

• Via GTS/RMDCN• Via bi-lateral data exchange links to strategic

partners

• EUMETSAT is also disseminating data and metadata world-wide through GEONETCast a near real time, global network of satellite-based data dissemination systems . GEONETCast is a contribution to WMO-IGDDS.

Provide Access to Information

• The Earth Observation Product Navigator is the EUMETSAT centralised discovery service facilitating access to all EUMETSAT data and products. It is a web based interface available via Internet providing access to the EUMETSAT DAR catalogue.

 • Users can find their data using a simple full-text

search, a geographic and time search or using a browse by theme mode.

• The Product Navigator provides a secure access to all real-time or offline archived EUMETSAT datasets.The product navigator is available from:

Use of International Metadata Standards to be interoperableThe Product Navigator is a fully interoperable information discovery system:It is built upon ISO 19115/19139 XML Metadata standards. All Metadata records are also conforming to the EU INSPIRE directive.It provides search and discovery APIs compliant to the Open Geospatial Consortium Services for Web 2.0.2 (OGC CSW) standard as well as ISO 23950 SRU protocol.

Real-time Interconnection to GISCs to be part of the WIS

• As a DCPC, EUMETSAT is providing data intended for global and regional exchange to the designated GISCs in its WMO region.

• EUMETSAT also has in place operational procedures for synchronizing its metadata catalogue with the GISC Offenbach.  

• EUMETSAT Metadata contained within the Product Navigator is operationally synchronised to GISC Offenbach in WMO core profile 1.2 .

• GISC Offenbach is synchronizing its product catalogue with other GISCs such as GISC Beijing and via the network of GISCs, EUMETSAT datasets can therefore be discovered and retrieved from anywhere within the WIS.

• As soon as the OpenWis software platform has been declared operational by the consortium, EUMETSAT will also interface itself with the GISCs Toulouse and Exeter.

WIS Key Benefits for users of EUMETSAT data and products

• With the WIS, exposure and availability of EUMETSAT products and datasets are greatly increased as they can now reach potential users that are not necessarily part of the meteorological community.

• The EUMETSAT DCPC infrastructure is operationally ready to function as DCPC in WIS and welcome all WIS users that want to take advantage of the EUMETSAT datasets

• IN 2010 EUMETSAT ENROLLED AS A DATA COLLECTION OR PRODUCT CENTRE (DCPC) AND WAS SUCESSFULLY ENDORSED AS DCPC by CBS-ext 2010 and XVI WMO Congress .

EUMETCast services in RA-VI

- RETIM – dedicated third party service provided by Meteo France and disseminated via EUMETCast for users in Europe and Africa

- DWDSAT – dedicated third party service provided by Deutscher Wetterdienst and disseminated via EUMETCast for users in Germany and Europe

- RA-VI specific general data channel on EUMETCast• Implementation of the current BMD and MDD services in the same manner and

migrate them to dedicated regional channels• Usage of such dedicated channels, “WMO-RA-I” for Africa and “WMO-RA-VI” for

Europe- Space-based observations from the Meteosat, Metop, Jason-2, GOES, MTSAT and FY2

satellites. At their most frequent, these data are delivered to Users within 5 minutes of processing

- MODIS level 1 and 2 products covering selective geographical regions- Numerical weather forecasts- In-situ observational data - Land application products covering Europe, Africa and South America- Global and regional marine meteorological and ocean surface products- Atmospheric chemistry products.

Evolving dissemination concepts for DCPCs

Evolving dissemination concepts for DCPCs arise a number of questions

- Guidelines on DCPC dissemination of data for global exchange on WIS are TBD?

- Subscription based dissemination concept in WIS?- Potential many users subscribing to a reoccurring data set?- GISCS to cache and exchange data for regional and global exchange

(former GTS)?- End-user might either subscribe to the GISCs for such data or to the

DCPC directly?- Multicast might be an option to reduce point-to-point overhead for the

DCPC?

Investigation into EUMETCast on terrestrial networks

- EUMETCast Terrestrial Prototype project- Prototype of a potential EUMETCast Terrestrial Dissemination- Scope is limited with regards to the number of participating

partner sites and the level of service provision- Main objective is to gather experiences and knowledge - No decision has been taken yet if this is to be implemented

operationally at a later point however or what data would be suitable to be disseminated on such network.

- Creation of a EUMETSAT private network on GEANT connecting 7-10 sites

- Multicast dissemination of EUMETSAT own near-real-time data (around 16Mbit/s)

- Identical EUMETCast reception station as with EUMETCast-satellite

- Trial period of 3 months and project end Q4 2012

- EUMETCast multicast proof-of-concept tests on RMDCN

- Scope is a feasibility test- Connection of 5-6 sites- Multicast dissemination of 1.5Mbit/s- Test duration 1 week in Q1 2012
