In The News

Page 4 Lone Star Legacy MARCH 2013

On February 21, 2013, the Texas House passed House Bill 10, which allows the Legisla-ture to fulfill its current financial obligations to health care providers and ensures that Texas doctors, hospitals, and nursing homes can continue to provide services to Texas residents.

Rep. John Raney, who serves on the Appropriations Committee, said, “With the passage of this legislation, our goal of providing essential healthcare services while remain-ing fiscally responsible was met. The unanimous vote by which House Bill 10 passed demonstrates the willingness of the membership to work together.”

The current appropriation for Medicaid costs is scheduled to run out in March of 2013. HB10 provides a supplemental appropriation of $4.8 billion to ensure the contin-uation of vital services such as Medicaid ($4.5 billion) and Children’s Health Insurance Program ($75 million).

Due to exceptional growth in the private sector, the State of Texas will collect $8.8 bil-lion more in the current biennium than originally estimated. This stronger-than-expect-ed performance of the Texas economy will allow House Bill 10 to be paid with existing revenue. In other news, Texans for Fiscal Responsibility’s list of “priority legislation” has been updated; however, this is not yet a final list as bills are still being filed. Committee hear-ings just got started after committee appointments were made at the end of January. The focus this session falls into eight main categories, which are important to us all:

• Expanding Free Markets • Restraining Government Growth • Tax Relief • Budget Reform • Transparency • Good Governance • Education • Property Rights

Rep. Phil King (R-District 61, Parker and Wise Counties) was appointed to serve on the Energy Resource Committee and Pensions Committee.

In a recent press release, Rep. King stated, “ I am exceptionally pleased with these two opportunities.”

“Energy production accounts for over one-fourth of the Texas economy and is an es-sential driver of our economy in the Barnett Shale area. The Pensions Committee over-sees management and investment of some of the largest pension plans in the United States, some of which are experiencing difficulties right now. The Teacher Retirement System alone has over $110 billion in net assets, serving one of every twenty Texans.”

“Both of these committees deal with extremely important topics facing Texas and I am eager and honored to have the opportunity to get to work on these critical issues.”

REPUBLICAN N A T I O N A L CONVENTION T R I V I A

In 1952, Gen. Douglas MacArthur became the first war hero to deliver a major party’s keynote address. MacArthur biographer William Manchester writes that the “delegates were babbling so much among themselves that the gener-al could scarcely be heard.

In 1860, Abraham Lincoln was nominated on the third ballot, surprising sup-porters of New York Sen. William H. Seward, who had entered the convention expecting an easy victo-ry on the first ballot. The convention delegates were influenced by a large num-ber of Lincoln supporters, who packed the convention hall after receiving coun-terfeit tickets from Lincoln’s campaign workers.

The Ides of March was the day (March 15) that Julius Caesar was assassinated.

In Shakespeare’s “Julius Caesar” before being stabbed to death, Caesar is told by a Soothsayer: “Beware the ides of March.”
