On behalf of The PACS Group and the Local Land Charges Institute (LLCI) I would like to welcome you to this year‟s Training & Development Programme at The Grand Hotel, Bristol. Once again LLCI have assisted PACS in developing what we trust will be an interesting, informative and hopefully thought provoking programme. This year we have taken the very brave decision to change the format and to some extent the content of the event with more of an emphasis on training and development, especially for those new to Local Land Charges, whilst still dealing with the strategic issues that are affecting the profession nationally. I do hope the new format meets with your approval and from early indications, it appears that it does. We are likely to exceed last years attendance, and we have 34 delegates attending for the first time. To each and every one of you I extend a very warm welcome on behalf of PACS and LLCI and I look forward to meeting you at the new delegates session at 3:00pm on Sunday, 19th February in the Devon Room. The common theme in recent years has been the challenges the profession faces and this year is no different. We continue to be inundated with EIR and FOI requests, however, the EIR have assumed particular significance given the current legal challenge from the personal search companies. For reasons of confidentiality I can say no more here. Budget cutbacks continue to test the ability of Local Authorities to deliver services across the piece and, as always, the resilience of the profession continues to shine through in adapting to meet the needs and expectations of our customers. In the last twelve months, HMLR have undertaken a study looking at the feasibility of them taking responsibility for Local Land Charges. As yet we do not know what the outcome of that study is which naturally is causing concern not only with Local Government but within the private sector also. Peter Moore, LLCI President, is once again our Chairman and our thanks as always go to him, and to all those who have agreed to speak as well as all the facilitators and administrators. Without the hard work, enthusiasm and support of these individuals and organisations, the training & development programme would not be possible. We are pleased to welcome again the exhibitors, Civica, NLIS Hub, Swift Datapro Software, TM Group and Thames Water Property Searches. Whether they are “old friends” or new comers we would like to thank them all for their enthusiastic support. This year the LLCI is pleased to be able to join with NLIS in sponsoring the main stage set. TM Group have sponsored the delegate bags. On Sunday evening The Grand Hotel has sponsored the exhibition wine reception and TM Group has sponsored the table wine and evening entertainment. SearchFlow has sponsored the table wine for the Land Data Awards for Excellence dinner on Monday evening. On behalf of PACS, LLCI and all delegates, I would like to thank them for their generous contribution. We very much value the evaluation forms that you complete at the end of the training & development programme as we use these as a foundation stone for the following year‟s programme. Finally, all of us involved in the planning and delivery of the training & development programme hope that you have an enjoyable and informative time.
