    Three major forms of Administrativedecentralization:

    Devolution transfer of authority fordecision-making, finance, andmanagement to quasi-autonomous units

    of local government with corporatestatus.-usually transfers responsibilities forservices to municipalities that elect theirown mayors and councils, raise their ownrevenues, and have independentauthority to make investment decisions.

    3. Fiscal Decentralization

    - shifting of financial power to thelocal level. To carry outdecentralized functions effectively,

    local governments must haveadequate level of revenues-eitherraised locally or transferred fromthe central government-as well as

    the authority to make decisionsabout expenditures.

    4. Economic or Market Decentralization

    - most complete forms ofdecentralization are privatizationandderegulationbecause they shiftresponsibility for functions from the

    public to the private sector. Theyallow functions that had been solelycarried out by government tobusinesses, community groups,

    cooperatives, private voluntaryassociations and other NGOs.

    the provision of goods and servicesentirely to the free operation of themarket to public-private
