• 358 M pets, 63% of households
• Katrina showed 61% of people with pets did not evacuate
• Companion animals not included in plans
• Limited number of pet friendly shelters

PETS Act
• Require local and state emergency preparedness authorities include plans for pets and service animals in their disaster plans;
• FEMA has authority to assist in developing disaster plans to accommodate people with pets and service animals;
• Authorizing federal funds to help create pet-friendly emergency shelter facilities; and
• Allowing FEMA to provide assistance for individuals with pets and service animals, and the animals themselves, following a major disaster.

• Pre Impact/ Evacuation Shelters (Pet Friendly)– 72 Hours– Associated with Red Cross Shelters– Have to consider Special Needs– Limited Size 100-150 pets
• Rescue Shelters– Post Impact– Large scale (400+)– Last up to one month
