A student resource officer is a police officer who spends most of his or her time at the schools making sure students are safe and the school is secure. Sgt. Tokia Whiting, SRO with the Min- den Police Department, says she spends most of her time in the role of a parent, even though she deals with fights or criminal mat- ters. She works with the kids when they get into trouble. “A lot of the time, you’re being a parent,” she said, “because thank God we’re not like a lot of the bigger places where they have a lot of fights and major things. We have our fights, but it’s not an all the time, every day thing.” Security is a major part of her job as well. She has to check the entrances, exits and the cameras placed throughout the school to make sure who is supposed to be there is there, and who isn’t is not. “It’s making sure the kids stay safe and watching who’s coming on campus,” she said. Minden Police Chief Steve Cropper says there is a need for a full-time SRO at Webster Junior High School, and Officer Tina Douglas, MPD’s juvenile officer, served the junior high school full time for the last few weeks of school and will continue to do so through summer school. James Alvin Scarborough, 34, of the 300 block of Dogwood Drive in Doyline, was arrested on Saturday, June 6, and charged on a warrant for violations of provi- sions of the cyberstalking law. His bond was set at $1,500. According to reports, Webster Parish Sheriff’s deputies John Byrd and Daniel White arrested Scarbor- ough at his place of employment. While the report does not go into detail about the alleged crime, Webster Parish sheriff’s officials say the incident occurred between a father and his daughter’s boyfriend over some belongings. “The Main Street direc-tor position is a completelydifferent job descriptionthan the economic devel-opment director,” he said.

“This is part of the reor-ganization in that we havedivided those two jobs.”

The economic develop-ment director strictlyworks with local industryand businesses and toattract new business andindustry. The downtowndevelopment director

works strictly with theMinden Main Street pro-gram.

Davis says $150,000 and$174,000 has been set asidefor the economic develop-ment director, depending

on qualifications. The newdirector will receive a carallowance of $6,000 annu-ally, and the city will pay 75percent of the new direc-tor’s health insurance and19.75 percent of retirement

benefits. Starting salarywill be around $54,000.

The position was creat-ed at the urging of a con-sultant with the LouisianaDevelopment Ready Com-munities, which recom-

mended they hire an eco-nomic development direc-tor.

For the downtowndevelopment director, thatsalary will begin around$28,500.

BATON ROUGE — In achaotic flurry of last-minute votes, Louisianalawmakers completedtheir work Thursday with adeal on next year's $24 bil-lion budget that will keeppublic colleges and healthservices from deep cuts —and that meets Gov. BobbyJindal's criteria to escape aveto.

The deal was struck andapproved in the 60-day leg-islative session's finalhours, with the House andSenate agreeing to Jindal'sdemand that they create atax credit on paper to pro-tect the Republican gover-nor's anti-tax record as hereadies his likely presiden-tial campaign.

Support of the tax-cred-it maneuver, in a 30-9 Sen-ate vote and a 59-43 Housevote, ended one of themain sticking points innegotiations and paved theway for passage of thebudget for the fiscal yearthat begins July 1 and thetax plans that will financeit.

Shortly after the sessionended, Jindal declared vic-tory for his last legislativesession as governor,though lawmakers tooktheir own approach onhow to balance the budget,mocked the financingmaneuvers required by thegovernor and rejected twoof the main planks of hislegislative agenda.

"From our perspective,it was a good session," thegovernor said.

After starting the ses-

sion in April with a $1.6 bil-lion budget gap and thethreat of more than 80 per-cent state-financing cutsacross college campuses,the final budget cobbledtogether avoided the direscenarios.

"This is probably one ofthe toughest legislativesessions that anybody inthis building has faced inmany, many years — indecades," House SpeakerChuck Kleckley, R-LakeCharles, told lawmakers.He added: "We have doneincredible work."

The problem was largelyof their own making. Jindaland lawmakers balancedthis year's budget with $1.2billion in patchworkfinancing from propertysales, legal settlements andother one-time sources ofcash. The dollars weren'texpected to reappear nextyear, creating most of theshortfall they struggled tofill.

Lawmakers agreed toraise taxes, shrink taxbreaks and scale back busi-ness subsidies to drum upabout $700 million for thebudget. They added mil-lions more with fee hikeson a wide array of services.

On the final day, theHouse and Senate resolveddisputes on the tobaccotax, agreeing to a 50-centtax hike that will boost theper-pack tax rate to 86cents and to charge a newtax on electronic cigarettesand vapor products. TheHouse also agreed to a Sen-ate-approved $50 feeincrease on car buyers toraise $60 million annually.

Jindal said the budgetdeal struck met his param-

eters: "This is a solid budg-et."

Expected to announcehis presidential campaignin two weeks, Jindal threat-ened to veto $370 millionin tax increases, unlesslawmakers agreed to offsetthem with what he consid-ers a tax cut. He has closelyguarded his record on ano-tax pledge he signedwith an organization led bynational anti-tax activistGrover Norquist.

The close alliance withNorquist became a joke —and a point of anger — forlawmakers throughout thelegislative session. By thefinal days, at least one law-maker carried a stuffedanimal of Grover, the Mup-pet, around on the House

floor.To satisfy Jindal's terms,

lawmakers agreed to createa tax credit — called SAVE— that doesn't raise newmoney or cut anyone'staxes, but can be used forJindal to claim an offsetagainst other tax hikesused to balance the budg-et.

Senators went alongwith the plan easily, butHouse members balkeduntil Thursday, passing itless than two hours beforethe legislative session hadto end.

Rep. Chris Broadwater,R-Hammond, urged hiscolleagues to vote for thetax-credit maneuver, say-ing it would spare highereducation from steep

reductions. But evenBroadwater said he wasembarrassed about thelegislation.

"I will swallow my pride.I will choose to be embar-rassed knowing that Istood and fought for high-er education to the veryend," he said.

Critics called the SAVEtax credit a deception tothe public, designed solelyto benefit the governor'sWhite House ambitions.

"This scheme doesn'traise a single red penny towhat's available to highereducation, not one. It is apure fiction. It is contrived.It is a gimmick," said Rep.John Bel Edwards, leader ofthe House Democrats.

Jindal discarded the

criticism that was leviedeven by lawmakers whovoted for SAVE.

"I don't take anythingthey say on the floor per-sonally," the governor said."You've got to have thickskin in this building."

Getting his wish on thebudget deal was a rare vic-tory for Jindal this session.Lawmakers rejected twocenterpieces of Jindal'sagenda: a push to give spe-cial protections in state lawto people who opposesame-sex marriage and hiseffort to strip the CommonCore education standardsfrom Louisiana's publicschool classrooms.

Both Cropper and Whit-ing say most of the fightsare over a boy or a girl.

“A lot of times they can’ttell you why they’re fight-ing,” she said.

As far as the highschool, Cropper reiteratedWhiting’s sentiment thatthis past school year wasprobablyone of theeasiestshe’s had.

student resource officer isvery important because ofthe violence that’s takenplace in schools across thecountry.

“Their (students) safetyis his first and foremostconcern,” Lynd said of hisSRO Sgt. Johnny Coleman.“He knows those kids; hehas close interaction withthose children and a lot oftimes a kid won’t open upand talk to just anybody.Say a kid is being abusedverbally, physically or sex-ually at home. They aremore apt to open up tohim because they see him

When an officer spendsthat much time at aschool, they get to knowthese children and some-times are able to help achild before they get intotrouble. Many times, kidswill come see Whitingbefore they get into trou-ble.

“I get a whole lot of

that,” she said. “If they arehaving problems or ifthey’re what we call ‘beef-ing’ with somebody andthey want to stay out oftrouble, they’ll come intomy office and say, ‘I’m try-ing to stay out of trouble.’Just try to solve the situa-tion, or calm it down oreliminate it, however itcan be fixed.”

Whiting says it takes aspecial mindset to do thisjob. Much of her job does-n’t so much have to dowith the criminal side –although they do – it’smore about interacting

with the kids.“I consider them all my

babies,” she said. “I lovethe job I do. They see thatthe police are not alwayswhat they hear on thestreets. You have to love itand have the mindset todo it. Every case is differ-ent. I look at each thing Ideal with differently. I treatthem all like they’re mybabies, because I wantthem to do the same formine. I love what I do, Ireally do.”

any person to accomplishany of the following: (1)Use in electronic mail orelectronic communicationof any words or languagethreatening to inflict bodi-ly harm to any person orto such person’s child, sib-ling, spouse, or depend-ent, or physical injury tothe property of any per-son, or for the purpose ofextorting money or otherthings of value from anyperson. (2) Electronicallymail or electronically

communicate to anotherrepeatedly, whether or notconversation ensues, forthe purpose of threaten-ing, terrifying, or harassingany person.”

The law lists a couple ofother instances where theaction would be consid-ered cyberstalking, but thestatute also lists the pun-ishments for the crime. Itis as follows:

“(1) Whoever commitsthe crime of cyberstalkingshall be fined not morethan two thousand dollars,or imprisoned for notmore than one year orboth. (2) Upon a secondconviction occurring with-

in seven years of the priorconviction for cyberstalk-ing, the offender shall beimprisoned for not lessthan one hundred andeighty days and not morethan three years, and maybe fined not more thanfive thousand dollars orboth.”

A third or subsequentconviction occurring with-in seven years of the priorconviction calls for theoffender to be imprisonedfor not less than two yearsand not more than fiveyears and may be finednot more than $5,000 orboth.

“In addition, the courtshall order that the per-

sonal property used in thecommission of the offenseshall be seized andimpounded, and after

conviction, sold at publicsale or public auction bythe district attorney inaccordance with R.S.

15:539.1,” the law reads.These are the possible

sentences Scarboroughfaces if convicted.

cLarificationIn Tuesday’s edition of the Minden Press-Herald, it was reported that the $300 per monthproposed raise to Minden police officers was part of the two percent longevity raise allcity employees receive. To clarify, the only ones required to get the two percent raise areMinden firefighters who have up to 20 years with the City of Minden. Mayor TommyDavis says in the past, every city employee has received a two percent longevity raise.Davis says the city has the same amount of money in reserves as when the late mayorBill Robertson passed away. What they don’t have is the interest they used to make.

The resolution to stopthe open tray burn prom-ised by state Rep. GeneReynolds has gonethrough the legislaturewith flying colors.

It has now been sent to

the Louisiana Secretary ofState, he says. However, it’sonly good for one year.

“This will get usthrough until next year,and there will have to be abill,” he said. “I did it justto get us through this nextyear.”

He says this way theywill have plenty of time to

work on a bill to stop theopen tray burn method ofmunitions disposal atCamp Minden and acrossthe state of Louisiana.

The resolution cameabout after a public meet-ing in November when allthe agencies working todispose of the millions ofpounds of M6 propellant

told the public it was asafe method. The publicdid not agree and thecommunity pushed theEnvironmental ProtectionAgency to sponsor a dia-logue committee tasked tocome up with an alternatemethod of disposal.

After a month of dis-cussion, the committee

suggested six differentmethods other than theopen tray burn. ExplosiveService International wasthe bid chosen out of 10and the selected method isthe contained burn.

Following the dialoguecommittee’s recommenda-tions, a citizens advisorygroup was formed to over-

see and allow communityinput into the process ofthe disposal as it takesplace. They meet once permonth with EPA officialsto keep the publicinformed as to the ongo-ing decisions and process-es.

Moments before Game4 of the NBA Finals beganon Thursday night, Jamesinadvertently exposedhimself to millions watch-ing on live television. AsJames was getting ready totake the court, an ABCcamera moved in for aclose-up.

Over the past year,Devin White has emergedas a big time prospect cov-eted by top programsacross the country, and lastweekend White put hisskills on display inBaltimore at the RivalsFive Star Challenge.

The Five Star Challengeis an event held at theBaltimore Ravens’ M&TBank Stadium, invitingsome of the nation’s top tal-ent to come and compete

against one another in avariety of ways.

“When we first got thereit was just a lot of inter-views and talking to thereporters,” Whitesaid. “The nextmorning every-thing jumped offaround 8:30 a.m.with drills and thenone-on-ones.”

White per-formed well at boththe running backand linebackerspot, once againflashing the sizeand athleticism thathas scouts drooling.

White also had a chanceto visit Under ArmourHeadquarters.

“They showed us a lot ofnew stuff,” White said. “Itwas crazy.”

One thing White wasn’tprepared for was the weath-er.

“I didn’t know it wasn’tgoing to be hot up there soI had my hoodie on,” hesaid. “The city ofBaltimore is different.”

Having beenbusy on the campcircuit, White saidthere were somefamiliar faces inattendance.

“ R a s h a r dLawrence fromNeville was theretoo,” White said.“Really there werea lot of people thereI knew, and therewere a lot of people

there who knew me, I guessbecause at every camp I’vestood out.”

As one would expectwhen a large group of topprospects get together,there’s plenty of politicsgoing on behind hotel roomdoors and in between drillsto try and lure uncommitted

players to certain schools. White is no exception.“Yeah a couple guys try

to get in my ear,” Whitesaid. “Saivion Smith fromFlorida (committed toLSU) was talking to me.He was like ‘Come on bro,come on and join theTigers.’ A couple Auburncommits too, just a lot ofguys telling me to checkout this place or thatplace.”

With a large number of2016 making early verbalcommitments, don’t expectWhite to announce any-time soon, as he is deter-mined to take his timebefore making a decisionon his future.

White will continue hisbusy summer with a trip tothe pacific northwest inJuly for The Opening, anevent similar to the FiveStar Challenge put on byNike in Beaverton, Oregon.

The Town of Cotton Valley will hold a public hearing at 10:00 a.m. on June 22, 2015, at the town hall. The purpose of the meeting is to obtain views on the housing and community d e v e l o p m e n t needs of the Town and to discuss the submission of an application for funding under the State of LouisianaÕ s FY 2016/2017 C o m m u n i t y D e v e l o p m e n t Block Grant (LCDBG) Program.

I n f o r m a t i o n regarding the amount of funds available for proposed c o m m u n i t y d e v e l o p m e n t and housing activities; the range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes; the plans of the Town for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the Town to persons actually displaced as a result of such activities; and

the TownÕ s past performance on LCDBG projects funded by the State of Louisiana will be presented.

All residents, particularly low and moderate income persons and residents of slum and blighted areas of Cotton Valley are encouraged to attend this meeting. Accommodations will be made for persons with disabilities and non-English speaking individuals provided that a three day notice is received by the Town.
