Introduction Transmission network is one the there main pillars of Kosovo Power system. Generation, transmission and distribution are three main components of modern power systems. Duty of the transmission network is bulk transmission of electricity generated by generators of the system or cross border lines, at long distanced up to distribution nodes with high reliability, quality and efficiency at 400, 220 and 110kV voltage level. Based on TSO license Article 10.2 and based on Article 13.1 (k) of the Law on Electricity, Transmission System Operator every two years should prepare list of new transmission capacities of the region and interconnection according to needs of Kosovo. This document includes time horizont 2009-2016 based on 7 year Development Plan for Transmission Network of Republic of Kosovo. Document contains list of actual transmission network capacities, network limitations, vision for development of new transmission capacities and interconnection capacities. Document also contains data about actual capacities of interconnection lines of Transmission Systems of Southeast Europe countries as well and long term plans for development of new interconnection capacities.

1. Transmission Network of Republic of Kosovo

1.1 History of transmission network

Transmission network of Republic of Kosovo during the past years has been

developed in several stages of expansion, reinforcement and consolidation.

Between years 1953 and 1958, first 110kV line in Kosovo has been built, from Novi Pazar (in Serbia) to Butel (in Macedonia) connections Substations (SS): SS Vallaç, SS Trepça, SS Vushtrria, SS Kosovo A, SS Prishtina 1 and SS Prishtina 4, SS Ferizaji and SS Sharri. At the same period has been built the second 110kV line between SS Kosovo A and SS Prishtina 1 and radial line from Vallaç in Peja connected to Burim. In 1959 second 110kV line from SS Vallaç to Kosovo A has been built to reinforce connection if Power Plant (PP) Kosovo A which was being built at that time. In 1960 first 200kV line in Kosovo was built, from Krushevc (Serbia) to SS Kosovo A. in 1963 another 220kV line was built, and from SS Kosovo A to Skopje (Macedonia), and another interconnection was added between these two substations in year 1971.

In 1967 the 110kV line in northwest was expanded from Peja to connect Decani and Gjakova 1 to west part of the region. In 1969 this was further expaned towards SS Prizreni 2 in south connecting it with SS Gjakova 2. In 1972 second radial 110kV line from Ferizaj to Theranda was constructed, and then in 1973 in SS Prizreni 3, Prizreni 1 and SS Prizreni 2 completing an 110kV ring around the region. Also in 1973 second 110kV line from SS

Prishtina 1 was built which later in the year 1988 was connected to SS Prishtina 4 and was expanded to SS Gjilani, in eastern part of Kosovo. In 1977 second 110kV line from SS Kosovo A to SS Prishtina 1 was built reinforcing supply for the city and by this connecting SS Prishtina 2 and SS Prishtina 3 (1986). Also on 1977 double 220kV lines were built connecting SS Kosovo A and SS Kosovo B. In year 1978 first 400kV line in Kosovo was built connecting Nish (Serbia) with Skopje (Macedonia) through SS Kosovo B. In 1980 the 110kV line towards Gjilani was expanded to Bujanovc (Serbia). In 1981 the 110kV line for connection of HPP Ujmani with SS Vallaç was built. In 1983 second 400kV interconnection line from Ribarevina (Montenegro) to SS Kosovo B was built, both 400kV lines so connecting PP Kosovo B to SS Kosovo B, and 220kV lines for self supply of SS Kosovo B. At the same year 220kV line from SS Kosovo B to SS Prizreni 2 was built, through switchyard in Drenas. Also in the same year second 220kV line to Drenas was built, followed by second line for supply of industrial objects of Feronikel. At the same time radial 110kV line from SS Kosovo A to SS Bardhi was built.

In the year 1984 line from SS Gjilani to SS Sharr through SS Vitia was built, by this completing southeast circle of 110kV of Kosovo network. In 1988 the 220kV line from SS Prizreni 1 to hydro power plant (HPP) Fierza (Albania) was built, also at the same year double 220kV line from SS Kosovo B to SS Prishtina 4 was built. At the same year 110kV line from SS Gjakova 2 to SS Klina and line from SS Prizreni 2 to SS Prizreni 3 were built, so reinforcing supply of Prizreni.

In 1990 second 110kV line from SS Prizreni 2 to SS Gjakova 2 was built. In 1991

Lipjani substation was built interconnecting with SS Prishtina 4 through 110kV line constructed at the same year. This year represents end of investment in transmission network for a period of 10 years until year 2001 that represents a long pause of 10 years in reinforcement and development of the transmission network. This can be seen in fig.1.

Such a long pause of non development of transmission network, improper

maintenance and old equipment are main factors that have brought Kosovo transmission system to a very difficult situation. Due to lack of financial funds even after the war there were no investments which would improve performance of the network. Below in tab.1 is provided a list of projects of category of increase of transmission network capacities realized from year 200 until 2008.

2 Actual transmission network capacities (2008)

Kosovo transmission network operates with three voltage levels 400kV, 220kV, and 110kV. Transmission system of Republic of Kosovo is interconnected through cross border lines with four neighboring countries: Serbia, Macedonia, Montenegro and Albania. In the regional aspect Kosovo transmission system has an important role in transactions of electricity trades developed in the region. Powerful horizontal network 400kV, strong interconnection with neighboring countries determines the important role in our system in the energy aspect. Actually through horizontal network very high volume of electricity is transferred, this is around 62% of annual consumption of Kosovo.

2.1 Actual capacity of transmission lines In Tab. 2 and Fig. 2 can be seen length and transmission capacities for length of existing lines of Kosovo transmission network, based on situation in the end of year 2008. Tab.2 Length of transmission lines and its transmission capacity. Overhead lines

Also from this diagram can bee seen that previous concept of Kosovo transmission

network is developed in increase of exporting capacities, while no due care was given to increase of transmission capacities for internal consumption. From the diagram it can be seen that capacities of horizontal network are satisfactory, while capacities of 110kV are insufficient for transmission of power to distribution loads.

2.2 Actual transformation capacities Actual transformation capacities of the transmission network managed by KOSTT are mainly concentrated in 400/220kV and 220/110kV substations. 1 Two damaged lines Kosovo A – Skopje are not taken into account 2*65=130km

Highest transformation capacity in installed in SS Kosovo B 400/220kV. In this substation are installed three transformers on nominal power 400MVA. Total transformation capacity of this substation is 3*400 = 1200MVA. SS Kosovo A actually has three autotransformers AT1=100MVA, AT2 = 150MVA and AT3 = 150MVA with total transformation capacity of 400MVA. SS Prishtina 4, actually has two autotransformers AT1=150MVA and AT2 = 150MVA , with total transformation capacity of 300MVA.

2.3 Actual limitations in the network Actual condition of the Kosovo transmission system capacities is not satisfactory as consequence of factors presented below:

• Enormous growth of electricity consumption in distribution level from year 2000 until now.

• Lack of investments in transmission network reinforcement from year 1990 until 2000.

• Insufficient investment from year 2000 until now.

Actual capacity of the network is about 930MW 2 with all elements in operation (N-Criteria) taking into account consumption of Feronikeli industry which is connected at 220kV level with sufficient transmission capacity. Capacity of 930MW can be higher or lower depending on configuration of the network and environment temperatures. Highest influence in variations of network capacity have 110kV 2 From Energy Balance 2009

interconnection lines and 220kV line Fierza-Prizren as well and injection of generation from HPP Ujmani. More than 85 of the indigenous consumption is transmitted or transformed through 220/110kV transformers installed in three substations at 220/110kV voltage level. Limitations or bottlenecks which transmission network actually faces are:

• Limitations in transformation in all 220/110kV substations

- SS Kosovo A - SS Prishtina 4 - SS Prizreni 2

In all three substations there is lack of transformation capacities, especially during peak load there are dangerous overloads of autotransformers. While criteria N-1 in these substations can be fulfilled only during low consumption during summer season, for load lower than 650MW.

• Limitations in 110kV lines - Line no 118/5, SS Prishtina 4 – SS Bibaj,

While criteria N-1 during load over 930MW in condition of 2008 configuration do not fulfill:

- One 220kV line (no. 293/2) - Eight 110kV lines Eventual opening of abovementioned elements during heavy consumption can cause

dangerous overloads in other elements of the power system which can open one after other, with consequence of forced de-energize of large parts of transmission network. Most critical case is tripping of the 220kV line SW Drenasi 1 - SS Prizreni 2, no. 293/2, in which case system faces drastically loss of transmission capacities and collapse of voltage in big part of the transmission network.

Computed analyzes (simulations with PSS/E in System model) show that transmission network can fulfill N-1 criteria for loads lower than 650MW. In fig. 3 detailed single line diagram of Power System of Republic of Kosovo can be seen, as per condition of year 2008. .

3 Development of new transmission capacities After establishment of Kosovo Transmission, System and Market Operator (KOSTT)

significant activities were developed in regards to long term planning of the transmission network. During this process state of the transmission network has been analyzed in detail and best options for reinforcement of network have been provided, with aim of improving reliability and security of supply of consumers. Based on the Grid Code and legal obligations, KOSTT has prepared long term Transmission Network Development Plan (7 years) which is revised every year. This plan contains list of projects and reinforcements in the transmission network for time period 2007-2013.

All these three projects are extraordinary important for increase of reliability and security of Transmission System Operation. These will directly increase transmission capacities of the System. Peja 3 project represents biggest reinforcement of the transmission network since ’80. Project has very high benefit will increase transmission capacities, will enable reduction of losses in the network, will relief many 110kV lines, autotransformers in SS Kosovo A and SS Prizreni 2, and will increase quality of consumer supply with electricity, especially in Dukagjini Valley. Also, the second project of adaption of 220kV line (L212) as 110kV and its connection to SS Ferizaji 1 represents a very important plan for transmission network. This represents an emergency plan due to emergent needs of transmission network in Southeast part of Kosovo. Effects of this project will enable elimination of bottleneck of 110kV supply line that connects SS Prishtina 4 – SS Ferizaj 1, increase quality of supply of distribution points: (Ferizaj, Viti, Theranda and Sharr).

Also and project for replacement of conductor 150mm2 of the line that connects SS Gjakova 1 – SS Deçan with conductor 240mm2 will influence increase of network transmission capacities. In table 5 is presented of projects of category of reinforcements in Transmission extracted from development plan. Table contains five categories of reinforcements:

3.1 New transmission network capacities of Kosovo until year 2015

Network capacities projected in Transmission Network Development Plan will be sufficient for accommodation of power flows in relation to forecasted consumption and expected growth of generation capacities, until the time period included in long term development plan. Projected network according to Transmission Network Development Plan will not have bottlenecks, while its electric parameters will be in allowed limits in accordance with Grid Code. Network capacities will have sufficient security margin in facing the maximal load forecasted for future years and in almost all elements N-1 criteria will be meet. Quality of transmitted power will be in allowed limits according to Grid Code.

Computer simulations show that transmission network developed with planed time frame according to Transmission Network Development Plan 2007-2013 will have transmission capacity in range of 1500MW up to 1600MW. Increase of transmission capacity for 70% from actual capacity will be an extraordinary support for power system, especially for economic development of country. In table 6 development of transmission network capacities through years can be seen:

Most influential projects in increase of internal transmission network capacities are creation of two powerful nodes:

- SS PEJA 3 400/110kV and - SS FERIZAJI 2 400/110kV

And increase of transformation capacities in substations 220/110KV by installation of additional autotransformers with power of 150MVA. - SS Kosovo A, SS Prishtina 4, SS Prizreni 2 and SS Drenasi 1 From point of view of increase of interconnection capacities it is of very high importance for Kosovo power system, countries to which these lines are interconnected and Transmission Systems of the region are two 400kV interconnection lines.

- SS Kosovo B – SS Kashar (Kosovo – Albania) - SS Kosovo B – SS Skopje 5 (Kosovo – Macedonia)

These two lines enable accommodation of new generation capacities especially will enable Kosovo exports after construction of new generation capacities. These will also increase stability and security of operation of the power systems in region, will enable reduction of bottlenecks in horizontal networks of the region, optimization of operation of Kosovo, Albania and Macedonia power systems by supporting electricity trade transactions in region.

3.2 Capacity of Transmission Lines – 2015 configuration Tab. 7 shows the length and transmission capacities of existing lines of Kosovo transmission network, based on Transmission Network Development Plan 2007-2013. While fig. 4 shows comparison of line lengths and their capacity for both configurations 2008 and 2015. From the figure 4 it can be noted that:

- Capacity of 400kV lines per length will increase for 90% from year 2008 until year 2015, while

- Capacity of 220kV lines per length will remain same since there will be no investments in new 220kV lines, and

- Capacity of 110kV lines for length will increase for 57%

Up to load of 1100 MW all lines of the transmission network in 2015 network configuration will fulfill N-1 criteria, while for forecasted peak of 1235MW for year 2015 lines 110kV connecting SS Gjakova 1 – SS Gjakova 2 and SS Peja 3 – SS Peja 1 will not fulfill N-1 criteria.

3.3 Transformation capacities in year 2015

Transmission network will have increase of transformation capacities in existing 220/110kV substations, also these capacities will increase due to construction of two substations 400/110kV, SS Peja 3 and SS Ferizaj 2, in which initially one autotransformer of nominal power of 300MVA will be installed in each. Tab. 8 shows transformation capacities which will be achieved in transmission network until year 2015.

By comparing tables 3 and 8 it can be noted that:

- Transformation capacity up to 110kV level has increased for 210%, which means that capacity of 1500+600=2100MVA (that corresponds to approximately 1900MW) represents sufficient margin reserve taking into account that in year 2015 peak will be 1235MW 4

- Transformation capacities 400/220kV will remain same since it is not necessary to increase such capacities taking into account effect of two new substations 400/110kV (SS Peja 3 and SS Ferizaj 2) in unloading of power flows of autotransformers in SS Kosovo B.

Out of all autotransformers installed in the transmission network until year 2015 only the autotransformer in SS Peja 3 will not fulfill N-1 criteria, if it trips for loads higher than 1100MW. Whilst tripping of single autotransformer in SS Ferizaj 2 will be compensated by 110kV line connecting SS Kosovo A – SS Bibaj (L212 converted to 110kV line). Figure 7 shows geographic layout of Kosovo power system in year 2015 while figure 8 shows long term vision for development of 400kV network.

3.4 Capacities of interconnection lines

Maximal capacity of energy exchanges (with natural power of lines) with high voltage transmission lines is 2200MW. In 400kV lines existing cross border transmission capacity is about 1800MW (3x600), while in 220kV it reaches up to 400MW ( 200MW line with Albania and 200MW line with Krushevc – Serbia). Future plans for improvement, respectively increase transmission capacity of interconnection lines includes construction on one 400kV

line that would connect Kosovo and Albania with a capacity of 600MW, as well and another 400kV line with Macedonia with capacity of 600MW. Net Transfer Capacity (NTC) of Kosovo interconnection lines smaller than their natural power and it depends from regional power balance in different neighboring countries as well and from limitations in transmission lines that can occur in 400kV interconnection lines. In the fig.5 are shown actual capacities of interconnection according to their natural power (case when power systems of the region have balanced systems and average NTC values).

Whilst figure 6 shows values of interconnection line capacities after start of operation of 400kV line SS Kosovo B – SS Kashar (Albania) and second 400kV line SS Kosovo B – SS Skopje 5. NTC values can be lower or higher depending on development of horizontal network of transmission network of countries in Southeast Europe, as well and energy exchange and power balance of each system. Increase of exchanges especially from north to south can limit NTC values. After installation of new generation capacities in our country, direction and volume of power flows will

change significantly. Construction of two new 400 lines is necessary since energy exchange transactions in the region will increase and these two lines will enable safe transfer of power surpluses which will occur after installation of new generation capacities.

4 Regional developments of transmission systems

Process of transmission network panning of each country in region is determined

from electricity demand forecast and development of generation capacities. All countries of Southeast Europe do not have generation capacities to meet consumption; therefore large number of them is dependent on electricity imports. Actually highest demand for imported electricity has Greece, Italy, Croatia, Hungary, Albania, Kosovo and Montenegro. But all these countries have their plans for construction of generation capacities of different types, depending on primary energy sources which they have.

Kosovo is potentially expected to be electricity exporter, always based on large

quantities of primary energy sources based on lignite. Actual infrastructure of transmission in Southeast Europe will not meet technical criteria in next time period for 10 years, if new capacities are not created (lines, substations).

Project of planning regional transmission network “SECI 5” financed by USAID has

created working groups among which Kosovo takes place, respectively KOSTT. This project includes long term development plan of each country in a single model with aim of identification of necessary reinforcements of interconnection capacities, based on various development scenarios of consumption and new generation capacities. Below we will present important data from SECI initiative for long term development of Transmission System of Southeast Europe.

4.1 Maximal load of Power Systems of Southeast Europe countries Maximal forecasted loads of Southeast Europe countries which correspond to winter and summer season in time horizon 2012, 2015 and 2020 are presented in table 9.

The above mentioned table shows maximal loads for individual power systems of countries in region: Albania, Kosovo, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Macedonia, Montenegro, Rumania and Serbia.

4.2 Actual list of Interconnection Lines of countries in Southeast Europe

Region of Southeast Europe is undergoing process of changes in electricity sector: in

generation, transmission and distribution. These changes in each country have resulted with reorganization of vertically integrated companies, result of which is unbundling of transmission from generation and distribution. Changes in electricity sector also have influenced planning philosophy of generation and transmission since most of the countries in region are countries in transition.

All development plans of generation and transmission are described and analyzed in

GIS “Generation Investment Study” of year 2004. Purpose of this study is determination of list of projects of new generation units and their method of connection in regional network and needs for network reinforcements in order for system to sustainably accommodate new generation capacities. Below we will present list of actual capacity of interconnections lines of interconnected transmission systems of countries of Southeast Europe, as well and of those planed in time frame of 2009-2015. Tab.10 shows list of interconnection lines of transmission systems of Southeast Europe at 400kV and 220kV level. List contains also list of interconnections lines of our system (see yellow rows). Fig. 9 shows electric map of the region which contains actual interconnection lines.
