SOUTHERN CALIFORNIA EDISON COMPANY'S (U 338-E) RAPID DEPLOYMENT - MONTHLY STATUS REPORT

Southern California Edison Company (SCE) hereby submits a status report describing its activities for the Low Income Energy Efficiency (LIEE) and California Alternate Rates for Energy (CARE) low-income assistance programs for January , 2004. This monthly report includes a narrative that highlights the recent activities that SCE has undertaken to implement its low-income assistance programs and to leverage SCE's program with the services provided by Low Income Home Energy Assistance Programs (LIHEAP) providers.

SCE has worked with the other California utilities, the Energy Division, and the Office of Ratepayer Advocates in developing the format for this report and the accompanying tables. This report includes tables detailing SCE's January 2004 activities, as well as certain summary tables as requested by the Commission. All of these tables comply with the information requested in Ordering Paragraphs 14 and 17 of Decision 01-05-033, issued on May 3, 2001, as well as supplemental information requested by the Commission. The January 2004 tables are also submitted in accordance with the direction received from the Energy Division and the Office of Ratepayer Advocates on a May 22, 2002, conference call with the Joint Utilities in which it was determined that for certain months, the utilities should file an abbreviated set of tables, but on a quarterly basis, the utilities are to file a full set of tables. This month, SCE will file the complete set of tables. As the information in these tables is dynamic, the figures in these tables submitted herein supersede results reported in prior months.

I. Narrative

A. Description of SCE's Activities for LIEE

SCE began 2004 seeking to strengthen the delivery of comprehensive services to low-income customers by maintaining an informed and experienced group of providers. January activities have focused on the installation of 2003 eligible measures in homes where customers received assessment services prior to the release of D.03-11-020 on November 13, 2003. Both assessment and service delivery applications were changed to reflect the new eligibility guidelines and eligible measures reflected in D.03-11-020. Service delivery contracts were revised and to reflect the new assessment process and eligible measures.

The following information reflects the program activity completed and paid in January 2004. For January 2004, SCE hereby reports on the paid installation of 47 permanent evaporative coolers, 11,971 indoor and 22 outdoor compact fluorescent light bulbs, 1,994 energy efficient refrigerators, 2 duct sealing and repair jobs, 13 maintenance jobs on evaporative coolers, and 14 homes weatherized.

In addition to the service delivery work completed in January, SCE completed 4,587 assessments of customer homes and provided education to 1,764 customers1. LIEE Outreach and Leveraging Efforts

In 2004, SCE will permit any LIHEAP agency to leverage funds from the State Department of Community Services for installation of refrigerators provided at no cost by SCE with LIEE funds. Refrigerators must be installed in SCE customer homes and a completed application must be returned. SCE will include language in the service contracts of all LIHEAP contractors under contract with SCE to provide LIEE services. Other LIHEAP providers will be contacted by phone and mail to provide them with information on this leveraging opportunity. SCE and SoCalGas have established a cooperative working relationship over the years. SCE will refer all customers receiving electric measures and whose assessment indicates gas space heating and three eligible weatherization measures.

2. Bulk Purchasing

SCE will continue to competitively bid the purchase of compact fluorescent light bulbs and energy efficient refrigerators. By purchasing these appliances in bulk SCE exercises a level of control over inventory that may not otherwise be possible. Contract terms are usually beneficial to SCE service providers, for example, refrigerators can be shipped in small quantities and are warehoused in a number of convenient locations to our service providers. Finally, SCE is able to obtain the best price possible through a competitive bid process.

3. Outreach Provided to California Indian Tribes so that Compliance with SBX1 5 Section 5(j) Can be Monitored

In 2004, SCE will propose a contract relationship with the Southern California Indian Center to provide outreach to Native Americans throughout the joint utility service territories of SCE and SoCalGas. SCE seeks to continue to work with the Southern California Indian Center in 2004 to provide important outreach to underserved Native Americans. SCE plans on assisting in the sponsoring of the Southern California Indian Centers 35th Annual Pow Wow to be held at the Orange County Fairgrounds. Tribes from throughout Southern California will be in attendance and this venue provides a unique opportunity to outreach to a number of tribes at one event.

B. Description of SCEs Activities for CARE

In January SCE partnered in numerous CARE outreach activities that targeted SCEs hard-to-reach customer base. One such event was hosted in conjunction with TODEC Legal Center in Perris. This event included door-to-door outreach to the farm worker community within SCE service territory in Riverside County. Other events included the Three Wise Men Parade, Welcome to Pico Rivera, 40th Street Neighborhood Regenerative Collaboration, Lunar New Year Parade/Festival, Little Saigon Tet Festival, the Lantern Festival, and the 2004 LA Tet Festival. Attendance at the above events was largely represented by the Chinese, Vietnamese, Seniors, and Latino communities. Bilingual SCE volunteers were on hand to assist at these events and in-language applications and literature was provided.

As part of the CARE Capitation Program, approximately 38 agencies/organizations submitted 536 applications in January. Of these, 275 customers were enrolled, 188 were found to be existing CARE enrollees and 73 applications were rejected. A total of $3,262.00 was paid out as part of the Capitation program in January 2004.

In January, the total enrollment in SCE's CARE program was 897,951 customers. Based on SCE's revised estimates of eligible customers as submitted to the Commission in January 2004, SCE's current enrollment equates to a penetration rate of approximately 86%.

SCEs multi-lingual efforts produced 4,137 applications, with 3,362 being approved, 490 rejected and 284 found to already be on the CARE rate. The SCE/SoCalGas data sharing project produced 672 applications processed with 557 approved, 50 were rejected and 65 were already enrolled on SCEs CARE program. During January, 47,367 applications were processed and of these 44,002 were approved and enrolled onto CARE.C. Discussion of SCE's 2003/2004 CARE Program and Outreach Plan

SCE implemented a far reaching media campaign in 2003 and will continue and expand on this approach in 2004. Based on 2003 year-end projections, SCE will continue to pursue successful marketing efforts with a focus on the multi-ethnic communities.

Direct mailing will always be a component of SCEs efforts. In 2003 over 86,000 customers were enrolled through direct mailers. Mass media & Ethnic Outreach will be increased through radio and television. This is an arena that research shows holds great promise for increasing CARE enrollment in the Hispanic community. SCE will also expand grass roots efforts through strategic alliances with retail partners. For example, SCE will sponsor outreach events, use bus shelters for signage, imprints on cash-register receipts, and fully deploy the CARE Showcase Presentation and Event Toolkit. SCE also plans to develop additional data systems and enhancements to CARE applications to improve the infrastructure of the system used to process applications and recertification documents.

In addition to implementing the high level marketing campaign and improving the infrastructure of the application processing/certification/verification process SCE will fund the cost recovery for Phase II of the Low Income Needs Assessment. SCE believes increased marketing and communication to multi-lingual customers and the delayed needs assessment study is consistent with Commission policy and should lead to increased CARE enrollment.

II. conclusion

SCE appreciates this opportunity to provide the Commission with updated information about the successes SCE has achieved in its LIEE and CARE programs through the Rapid Deployment effort.

The Second Harvest Food Bank
