Dear Ms. Cote:

The United States Environmental Protection Agency (EPA) has information indicating that you and/or your relatives own land which may be located above the contaminated groundwater plume at the Holton Circle Superfund Site (the Site). Due to your potential interest in the Site, by this letter EPA encourages you to fully participate in the remedy selection process for this Site.

This letter is nQt a notice of potential liability under section ~ 107(a) of the Comprehensive Environmental Response, Compensation,

and Liability Act (CERCLA), 42 U.S.C. § 9601 et seq. EPA has decided n2t to name you and/or your relatives as a Potentially Responsible Party (PRP) at this time.

Because you and/or your relatives may have an interest in the Site, EPA is enclosing for your review another copy of the Proposed Plan for the remedy at the Site. A copy was sent to you as part of the mailing list on June 24, 1992. The Proposed Plan describes ' the Site, EPA's preferred remedy, and the ways in which you andjor your relatives and the interested public may participate in the remedy selection process. You should also be aware that because of your proximity to this contamination, EPA may seek continued access to your property in order to remediate the Site. In addition, EPA may seek to place institutional controls on your property in order to remediate the Site, including restrictions on the use of groundwater.

EPA encourages you and/or your relatives to remain fully aware of the proposed cleanup activities at the Site. In particular, we encourage you and/or your relatives to review the Proposed Plan and the· Administrative Record for the Site, and to comment on these documents during the ongoing public comment period. Note that the public comment period has been extended from July 30, 1992 to August 31, 1992.
