Let’s Keep Talking Future of Waste. What is a Zero Waste Goal? Edmonton is considering whether it should adopt a Zero Waste goal.

This means keeping the maximum possible amount of waste from landfill by using a mix of innovative sorting, recycling, processing, composting and other options.

Edmonton’s 25‑year waste strategy will focus on opportunities to reduce, reuse and recover waste.

Examples of how we currently keep waste out of landfill:

Leave grass clippings on the lawn

Make a list before shopping

Save leftovers

Reuse Centre

Proper sorting of recyclables

Buying second‑hand items

Drop off items at Eco Stations

Reusable shopping bags

Home composting

Waste Reduction: preventing waste

Reuse: reducing the amount of waste

Waste Diversion: keeping waste out of landfill

What We Heard in 2018 Edmontonians were moderately supportive (approximately 50%) of Edmonton adopting a Zero Waste goal.

Single‑Use PlasticsMany cities have passed legislation or policies that restrict or eliminate “single‑use plastics”. Many of these items are not typically accepted for recycling, and are meant to be thrown away after one use. A single‑use plastic policy is also being considered for Edmonton, in addition to encouraging businesses to reduce their use of these items and working with manufacturers and others to find alternatives.

Importance of sorting properly

Good for the environment, your collectors and waste rates

+ Keeps reusable and recyclable waste out of landfill

+ Keeps unacceptable items (e.g. chemicals) out of the garbage

+ Keeps recyclables clean, so we can recycle more

+ Saves time and money, and prevents sorting equipment from being damaged

What We Heard in 2018 Residents told us we need strong education programs and messaging to support the changes and help ensure residents have all the tools and information they need to fully participate in our future waste system.

Let’s Keep Talking Future of Waste.Drop‑off LocationsThe City is considering new opportunities, including programs and services, to help Edmontonians reduce and reuse more of their waste.

We want to hear from you how we can make it easier and more accessible for residents to drop off waste.

What We Heard in 2018 Residents found it challenging to access Eco Stations and Big Bin Events to drop off waste. Not having a vehicle and long wait times were some of the biggest challenges.

Did you know? Edmonton has:

4 Eco Stations where residents can drop off items that aren’t accepted in household garbage

21 Community Recycling Depots

1 Reuse Centre that accepts 250 different items for reuse (located at 6835 83 Street)

12 Big Bin Events from spring to fall

If the City considered setting up community drop‑off areas for small items, separate from Eco Stations, what items would you want to drop off?

Grass, Leaf and Yard WasteWhen grass, leaf and yard waste is mixed with household garbage, it is difficult to process. This means grass clippings and yard waste are often sent to landfill where they decompose very slowly and create methane, a powerful greenhouse gas.

To keep as much waste as possible out of landfill, we need to collect grass and yard waste* separately from other garbage.

* Yard waste includes: leaves, mulch, house and garden plants, tree trimmings, fruits and roots, sticks and twigs.

What We Heard in 2018 Edmontonians told us that they needed more than one pick up in the spring and fall for their yard waste. Residents also wanted to be able to top up their green cart with extra yard waste.

Changes

Input was used to inform recommendations for changes to seasonal grass, leaf, and yard waste collection. Households selected to participate in the initial phase of Edmonton’s cart rollout will have a chance to evaluate and provide feedback on the following changes:

+ 2 pick up dates in spring and 2 pick up dates in fall for grass, leaf and yard waste

+ Top-up of grass, leaf and yard waste permitted in 120 L green cart

+ Yard waste bundled (branches) or placed in paper yard waste bags for collection. Plasticbags collected with yard waste cannot be composted at an outdoor composting site.

+ Yard waste accepted for free at Eco Stations and Big Bin Events

Tell us your thoughts about the seasonal yard waste collection changes.

Blue Bag or Blue Cart?

For over 30 years, Edmontonians in single unit residences have usually set out their mixed recyclables for collection in blue bags. These bags are an easy and convenient way to keep paper, cardboard, plastics, glass and metals clean and dry while they wait to be collected.

Which method would you prefer for collecting your recyclables?

Blue Bag Blue Cart

What We Heard in 2018 Residents suggested that Edmonton consider introducing a blue cart to collect recyclables, similar to many other cities, and a convenient way to reduce plastic waste.

Black Carts for Garbage Collection Residents currently set out their garbage for collection in garbage bags or cans. Many cities have moved to a cart‑based collection system for their waste pick up.

Residents place their waste in wheeled carts with lids. Collection trucks lift the carts using a mechanical arm to dump the contents into the back of the truck.

Benefits of carts:

+ Safety for collectors (no more lifting/carrying heavy bags)

+ Cleanliness (carts with lids keep rain, snow and animals out, and contribute to a tidy‑looking neighbourhood)

What We Heard in 2018 Approximately 70%* of residents supported moving to carts for garbage collection, instead of using a bag option.

240 L

(holds equivalent of 4 to 5 regular‑size garbage bags)

If residents were allowed to select their cart size, should there be a difference in monthly charge, based on the size of cart selected?

Pay more for larger cart

Pay less for smaller cart

Pay the same regardless of

cart size

If you have more garbage than fits in the black cart, should there be an option to pay an additional disposal fee? (Place a sticky note in the box below.)

Edmonton’s Cart RolloutIn April 2019, the City of Edmonton is launching an initial cart rollout to approximately 8,000 households, in several neighbourhoods.

These households will receive a:

+ 120 L green cart for collection of food scraps, collected weekly from spring to fall, and every2 weeks in the winter

+ 120 L OR a 240 L black cart for collection of garbage, collected every 2 weeks year‑round, with cart size to be randomly assigned to households

+ Kitchen pail to collect food scraps

Proposed changes to seasonal grass, leaf and yard waste collection program will also be tested with households as part of the cart rollout.

The initial phase will allow the City to assess the new system and make adjustments before a city‑wide rollout.

What We Heard in 2018 Some key challenges we heard from stakeholders:

+ Issues with contamination and illegal dumping

+ Infrastructure challenges (e.g. lack of space)

+ Lack of manager on-site

+ Consistency, education and high resident turnover

Multi‑Unit StakeholdersEdmonton’s new waste strategy will impact apartments and condominiums. Some of those proposed changes will ensure there is consistency in waste programs and services for the entire residential sector.

Have Your Say in 2019We are seeking input from stakeholders about proposed changes. We would like to hear from property management companies, building and site managers, condo boards, owners and businesses who maintain multi‑unit properties (such as yard care companies).

Topics include:

+ Support needed for potential changes to waste set outs and collection

+ Support needed to ensure consistency and compliance

+ Drop‑off location access and support

+ Education opportunities and needs for buildings

When are these changes expected to occur?

We are starting these conversations now to plan ahead for possible changes. The City wants to collaborate with stakeholders to create an approach that will help us reach our goals together.

Want to provide input? Speak to our staff here today or contact us at 780‑394‑2138.

Non‑Residential StakeholdersEdmonton’s new waste strategy will include opportunities for businesses, industry and institutions.

How can the City work with business and industry, institutions and non‑government organizations, to keep as much waste as possible out of the landfill? What about finding opportunities to reduce and reuse waste where possible? How can we measure, set and achieve diversion targets in the non‑residential sectors?

Have Your Say in 2019

We are now seeking input on

+ Setting waste diversion targets

+ Role of the City

+ Zero Waste Framework

+ Education opportunities

+ Single‑use plastics

+ Extended Producer Responsibility

+ Organic processing

When are these changes expected to occur?

Making changes and addressing challenges will require a collaborative approach. We are starting these conversations now to plan ahead for changes. We will consult with partners and organizations across the impacted sector on a timeline for any proposed changes to allow the necessary time for businesses and organizations to adapt.

We will continue to engage and work with stakeholders to increase waste reduction and diversion opportunities in Edmonton.
