What forms of expression does the First Amendment protect? In practice, the right to freedom of speech is not absolute in any country and the right is commonly subject to limitations, such as on "hate speech". 3. What are the time, place, and manner restrictions? Time, place, and manner (TPM) restrictions accommodate public convenience and promote order by regulating traffic flow, preserving property interests, conserving the environment, and protecting the administration of justice. 4. If government, specifically legislature, cannot keep up with new technology, inequality and injustice will thrive on mediums the courts cannot even recognize.
