ers, in and for the County of Scott, Minnesota, and the Three Rivers Parks District Board of Commis-sioners met at the Three Rivers Ad-ministrative Center, 3000 Xenium Lane North, Plymouth, MN. The meeting convened at 12:00 noon with the following present: Scott County: Commissioner

wolf, presiding, Commissioner wagner, Commissioner Menden, Commissioner Marschall, and Commissioner ulrich. Three Rivers Park District: Com-

missioner Gunyou, presiding, Commissioner Antolak, Commis-sioner Blackstad, Commissioner Freeman, Commissioner Steele, and Commissioner Dejournett.(2) New Business:A. General Manager of Scott

County Parks Mark Themig pre-sented the 2014 partnership ini-tiatives and the 2015 work plan for the parks located within Scott County. B. Commissioner Blackstad

moved, seconded by Commissioner Freeman to Approve the 2015 Three Rivers Park District-Scott County Partnership Operating Budget in the Amount of $2,046,303; and the 2014 Partnership Lottery-In-Lieu-Of Maintenance and Rehabilitation

Program Totaling $42,800. The motion carried unanimously.Commissioner Menden moved,

seconded by Commissioner ulrich to Approve the 2015 Three Rivers Park District-Scott County Part-nership Operating Budget in the Amount of $2,046,303; and the 2014 Partnership Lottery-In-Lieu-Of Maintenance and Rehabilitation Program Totaling $42,800. (1) The Board of Commission-ers, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shako-pee, Minnesota, and convened at 9:00 a.m., with the following mem-bers present: Commissioner wolf, presiding, Commissioner wagner, Commissioner Menden, Commis-sioner Marschall, and Commis-sioner ulrich.(2) Amendments to the AgendaChair wolf announced the addi-

tion of an agenda item to establish the 2015 Non-Bargaining Com-pensation Plan Policy and merit increase matrix.(3) Minutes:On a motion by Commissioner

ulrich, seconded by Commissioner wagner, the Minutes of December 2, 2014 were approved.On a point of order, on a motion

by Commissioner wagner, second-ed by Commissioner Marschall, the Minutes of December 2, 2014 were approved on a vote of four votes with Commissioner ulrich abstaining.(4) Recognition of Interested Citi-

zens:County Administrator Gary Shel-

ton recognized and thanked outgo-ing County Commissioner Dave Menden and County Attorney Pat Ciliberto for their years of service to Scott County.Scott County Parks Advisory

Commission (PAC) member Bar-bara Hedstrom read a resolution adopted by the PAC acknowledg-ing Commissioner Menden for his service as the County Board liaison to the PAC. Commissioner Menden spoke of

the quality employees employed by Scott County. Commissioner Men-den noted the collaborative efforts Scott County is involved with and the need to expand collaboration. He also mentioned the importance of Delivering what Matters and the need to build taxpayers’ trust.Representative Michael Beard

spoke of his years of service as a State Representative and of his ap-preciation of the partnership he had with Scott County. (5) Consent Agenda:On a motion by Commissioner

Panthers Devour NYA; Take Second at Stewartville InvitationalAfter beating Norwood-young

America 79-0 Friday night in NyA, the Scott west wrestling team traveled to Stewartville for the 41st annual Stewartville Invitational on Saturday.It would be the Panthers’

second trip to the tournament as they won the team champi-onship in 2003. However, on this Saturday in 2015, Scott west would have to settle for a second-place team finish even though it crowned five individ-ual champions as the hometown Stewartville Tigers used a bal-anced team effort of placing all 14 of their wrestlers in the top four of their respective brackets to win the tournament.“Different tournaments create

different wrestling scenarios,” states Scott west coach Dar-ren Ripley. “And where some of our high end firepower won out at the Rumble on the Red last week in Fargo, Stewart-ville’s balance was able to win out today, so you have to give them some credit for wrestling a good tournament.”Scott west wrestled a good

tournament in the final place match round as it went 9-3 in matches and nearly erased the 28.5 team point lead of the hometown Tigers.Leading the way for Scott

West in the final round was sophomore 106-pounder Parker Huss as the lightweight contin-ued his good streak of wrestling by winning his first individual title in a Panther singlet with a convincing 5-1 win over Stew-artville junior joey Thompson. Huss used a pair of take downs and an escape to nail down the hard-fought victory.Scott west 113-pound fresh-

man jackson Stauffacher met up with Caledonia’s Kyle Ca-vanaugh in the final round and scored from every position as he used a pair of take downs, a reversal and a third-period near fall to win an 8-1 title bout.It appeared that Carter Piche

was going to make it three in a row for Scott west on the championship center mat as the junior 120-pounder used a pair of strong leg attacks and an escape to take a 5-1 second-period lead over Caledonia’s Zach Schneider. However, the warrior wrestler got back into the match with an escape and a late take down to make it 5-4 going into the third period. Sch-neider was then able to do more of the same in the third period as he scored another escape and a take down to win the title bout 7-5.Scott west and Caledonia met

at the center mat for a third straight championship meeting. This time it was Scott west 126-pounder Ben Kelvington meeting up with justin Stemper. Kelvington worked his way to a 10-5 decision as the Panther junior broke open a 5-3 match with a third-period reversal and three-point near fall.Scott west 132-pound senior

David Flynn made it four out of five in the championship finals as he laid it on Hunter johnson, the hometown Stew-artville wrestler. After scoring a first-period take down, Flynn went right to work from the top position as he scored three sets of back points for a 10-0 lead before going on to record a sec-ond-period pin fall for the title.Flynn’s teammate Andrew

Fogarty built a 10-0 second-period lead himself before scor-ing a third-period take down and secure the pin fall of Grand Meadow-LOKS’s Chris Bain in their championship final bout at 170 pounds. Fogarty broke open a 2-0 first period with a re-versal and a pair of three-point near falls in the second period.Scott west got a pair of third-

place performances from two of its upper weights as Ty-ler Grieves at 220 and josiah Schatz at 285 won the final con-solation matches of the tourna-ment in back-to-back fashion. Grieves broke open a scoreless first period with a nice escape and then ducked underneath a headlock attempt by Rochester Mayo’s Jon Lorang for a take down that would give him a 3-0 lead going into the third period, where he allowed Lorang just a lone escape for the 3-1 win. Schatz followed with a sec-

ond-period pin of Stewartville’s Kyle Lypkie.with the tournament matches

over, Scott west had come close to erasing the 28.5 Stew-artville team point lead as the Tigers held on to win the team

tournament championship with 216 team points to the Panthers’ 210.5 team points.Scott west got fourth-place

finishes from Ryan Siegle at 138 and Luke Siemon at 182, while Tony Dvorak (132), Ty-ler Buesgens (145), Deshawn Carter (160), Calvin Menke (195) and jacob Allen (220) placed fifth. Brendan Macke-danz placed sixth at 126.Scott West will be back in

action with a Minnesota River Conference showdown with the watertown-Mayer/Mayer Lu-theran Royals 7 p.m. Thursday in Belle Plaine before traveling
