(3) Consent Agenda:Mark Zweber of Cedar Lake

Township, the developer for Estates of Liberty Creek, requested that agen-da item 5.5 to approve the request for preliminary plat of Estates of Liberty Creek be pulled from the consent agenda for separate consideration.

On a motion by Commissioner ulrich, seconded by Commissioner Wagner, the following actions were approved unanimously. All resolu-tions are available in the office of the County Administrator and are made a part of this record by reference.

A. Accept funding in the amount of $206,955 for the Child and Teen Check-up Outreach Program for 2013 and approve the increase of .25 full-time equivalent with additional grant funding.

B. Approve the renewal of an Interagency Agreement between the Department of Human Services and Scott County to access and analyze data on behalf of the Minnesota County Data Collaborative.

C. Approve the request to rezone 40 acres from A-1, Agricultural Preservation District to A-3, Agricultural Preservation Density District, Chad Sandey, applicant, in Section 25 of Sand Creek Township.

A. Sheriff Kevin Studnicka pre-sented the Morris Miller Health Hero Award to Jerold Stauffacher, Joe Ploetz, and John Wellner and the Morris A. Miller Outstanding Service Award to Belle Plaine Police Officer Ben Pederson for their response to the emergency medical needs of Kenneth Wick.

(6) Provide a Supportive Organizational Culture:

A. Transit Driver William Schmit and Sheriff’s Captain Greg Muelken were presented with plaques in rec-ognition of their upcoming retire-ments from their employment with Scott County.

Chair Wolf recessed the meeting at 9:34 a.m. for a reception honoring the retirees and reconvened the meet-ing at 9:55 a.m.

B. Spirit of Scott awards were presented to financial Assistance Specialist Julie Savage; Deputy County Recorder Janice from; Residential Appraiser Carrie Borgheiinck; Customer Service Specialist Ellen Paulsen; Social Worker Melissa Schmitt; and Corrections Officer Marc Ravnholdt for going above and beyond in the area of excellence in customer ser-vice for the third quarter of 2012.

(7) Develop Strong Public Partnerships Continued:

B. Members of the Scott County farm Advisory Board presented an update of its recent activities and future work tasks.

Commissioner Wagner left the meeting at 10:34 a.m.

Commissioner Menden moved, seconded by Commissioner Marschall to adopt Resolution No. 2013-016; Authorizing Execution of a Mutual Aid agreement With the Counties of Dakota, Ramsey, Washington, Mille Lacs, Sherburne, and Olmsted for Transportation of Prisoners. The motion carried on a vote of four ayes with Commissioner Wagner absent.

(3) Personnel Agreement:Commissioner Menden moved,

seconded by Commissioner ulrich to approve the Personnel Agreement for the Three Rivers Park District and Scott County Partnership in 2013. The motion carried unanimously.

(4) 2013 Partnership Budget:Commissioner Marschall moved,

seconded by Commissioner ulrich to approve the 2013 Three Rivers Park District/Scott County Partnership Operating Budget in the Amount of $1,732,731 and the 2013 Partnership Lottery-In Lieu-Of Maintenance and Rehabilitation Program Totaling $125,000. The motion carried unani-mously.

(5) Scott County Association for Leadership and Efficiency (SCALE) Equipment Sharing Agreement:

Area Presence Gives Cenex30-Second TV Ad Staying PowerYou saw it during the Super

Bowl coverage last year, and again this year. It has also run on local TV programming as well. The Cenex ad highlighting its ‘Tanks of Thanks’ campaign is in part successful because of the local images that met the company’s commitment to smaller, rural communities.A local farmer, Ted Kornder

and his sons, from St. Lawrence Township played a key role in the development of the ad that ran in Minnesota, North and South Dakota, Iowa, Nebraska, Kansas, Montana, Washington and Wisconsin.The crew looking for the loca-

tions to symbolize Cenex’s val-ues hadn’t found just the right images. Based in Minneapo-lis, they didn’t know the area as well as a longtime farmer working land just outside Belle Plaine’s city limits.It was on a warm Sunday after-

noon in August of 2011 when a free-lance producer from New York City stopped at the Ko-rnder farm at the intersection of Highway 169 and Old Highway

169 Boulevard. The producer, Alec Sash, was captivated by the rows of colorful flowers on the south side of Kornder’s farmstead.“They (the locations crew)

were the weakest link. They were sent on a wild goose chase,” Sash said. “Once we found Ted, it all came together. He was huge. He was spot on.”The production company

working on the 30-second com-mercial had a storyboard de-picting the kinds of images that would support Cenex’s message kicking off the Tanks of Thanks campaign, a promotion to re-ward people in town for acts of personal selflessness and bet-terment of the community. The ad kicking off the campaign has an expected life of about three years, said Ann Mann, director of energy advertising and com-munications for Cenex’s parent company, CHS.They were looking around the

outer edges of the metro area and wanted to incorporate some of Cenex’s newer and better-looking facilities, like the one

in Belle Plaine, she said.“The (Belle Plaine) area lent

itself well to the message,” she said.Kornder took the time to show

the visiting producer around the area. The tour included stops at the St. Lawrence Town Hall, area ballparks, farms, the lo-cal Cenex station on East Main Street and back to his own farm to check out the vintage ford Mustang he and his sons are shown collectively working on during the ad.In addition to Kornder and his

sons, Tony and Nick, working on the Mustang, the commer-cial includes images of New Prague High School girls tend-ing flowers at the historic St. Lawrence Township Hall and a youth baseball game at the ball field in Union Hill.“Everything we needed, Ted

showed us,” Sash said.The ad took three days of film-

ing and several hours of editing to prepare for TV. Its first ma-jor airing was during last year’s Super Bowl.

high for yourselves and 99 per-cent of the time you surpass that bar,” stated one judge. “This (play) takes off like a bang and sustains the energy and focus. You must be exhausted.”Belle Plaine’s first starred per-

formance rating occurred in 1993. The others were in 1997, 1999, 2000, 2007, 2008, 2009, 2011, 2012 and now 2013. All of those performances were preceded by section champion-ships. Tony Hartmann and Peter Jacobson have co-directed the BPHS one-act play group the past seven years, six of which ended with a star rating.“Over the past two months, the

students really became a tight-knit family,” Hartmann said. “They developed their acting skills and learned a great deal about theater in the process. They worked hard by putting in long hours at practice and gave up some of their week-ends to put together a quality show. The one-act experience is truly a memory the students will cherish for a lifetime.“We will sadly lose six seniors

this year to graduation – Kelly Morrison, Erin Winters, Mitch-ell farmer-Lies, Cassidy Pump-er, Kyle O’Brien and Taylor Bergland,” Hartmann contin-ued. “Their talents, leadership and dedication to our program will surely be missed. We are already looking ahead to next year as the talent pool of actors and actresses at BPHS is deep, and they just keep coming. Again, Belle Plaine would not have this success if it wasn’t for the teachers, administra-tors, community members and parents who have willingly do-nated their time, talents, advice and money to our theater pro-gram.”

About This Year’s Play“Rediculosis by Proxy” is

about how a community re-sponds when an unknown, un-named, symptomless disease

begins to ravage its citizens.The play provides a warning

that the disease we most fear may already have infected us – waiting and lurking. Do not waste time with the hospitals, for the disease is 300 percent fatal in most cases and 400 per-cent in others. Once the disease is named, then, and only then, should you report to the nearest undertaker immediately.This year’s cast included Kyle

New Prague Performs in Class 2A

New Prague was one of the eight state qualifiers in Thurs-day’s state Class 2A festival. The only acts to receive starred ratings were Eastview, Park of Cottage Grove, Minnetonka and fridley. A total of 89 Class 2A schools participated in one-act play this year.
