Once again the Hawaiian Gardens City Council fell into a quagmire of accusations at its Aug. 25 meeting. Councilman Barry Bruce lashed out at Mayor Victor Farfan for moving discussion of the

Sports Complex to the beginning of the Council’s agenda without notifying the councilmembers in advance. He also said the council should had been notified about the two presentations added to the Complex discussion.

Mayor Victor Farfan said the reason he moved discussion of the Com-plex forward was because residents in the audience had questions and this was an opportunity to answer them. However Bruce insisted the council members should had been notified before the meeting began.

The accusations followed presentations by the complex’ architect rep-resentatives of W.L. C. Architect Inc., James P. D. Camillo, President, and Susanto Agustiadi, Senior Project Architect, plus the city’s financial advi-sor Mike Bush of Urban Futures.

The Cerritos Optimist Club held its annual fam-ily picnic Aug. 19 at Heritage Park with a barbecues dinner prepared by Café & Stuff in Downey. Deserts and appetizers were provided by members of the club.

Presiding over the event was Optimist President Rick Renaker who welcomed everyone. Later

members strolled over to the park’s stage where the Swinging Cats brought

back memories with “Big Band” Music, including three performers who sang songs made famious by the Andrew Sis-ters in the 1940’s.

The Optimist Club meets at the Off Street Café across from Gahr high School on the first, sec-ond and fourth Thursday at 7 a.m. and on the third Thursday at 7 p.m.

Cerritos Optimists hold annual family picnic at Heritage Park

Members of the Cerritos Optimist Club gathered at Heritage Park for the club’s annual family picnic. Aug. 19.

Cafe and Stuff owner Ebie Ghaniean cooked up some terrific food for the pic-nic.

Twenty-one teens from Hawaiian Gardens Apartments and the C. Robert Lee Activity Center were invited to participate in a three-day camping trip, July 29-31, where they would network, mingle and build friendships sponsored by Hawaiian Gardens Youth Activity League [YAL], a program under the aus-pices of the Los Angeles County Sheriff Department. Deputy Malcom Harcrow said relationships that wouldn’t have otherwise been formed did.

The teens said they weren’t sure about the program but once at the camp-ing grounds they had to work together or nothing would get done. Deputy Hardgrove said they learned to pitch their own tents and were given certain responsibilities such as KP duty. He said they were divided into three groups of seven with each group responsible for a meal. Their duties included cooking, serving and cleanup.

Hawaiian Gardens teens participate in Youth Activity League camping program

The campsite was located at San Mateo Park where they were able to have group programs at the beach. The teens agreed they had a good time and made new friends.

Haegrove said this was the first program in Hawaiian Gardens under the YAL and he hoped to have more camp-ing programs in the future.

one night of lodging and breakfast. Cpl Sanchez and his wife enjoyed dining at BJ's Restaurant, Romano's Macaroni Grill and TGI Friday's. Hosting this month’s honoree was the Rotary Club of Cerritos-Artesia.

Cpl. Sanchez thanked everyone for their friendship and hospitality. Re-sponding to a question about what it feels like to be a Marine, he said “We are family. Our job is to defend our country. When one of us killed in action we feel it, but that’s part of our job. We would rather fight the Taliban in Afghanistan than on American soil.”

California passed legislation creating a health-insurance marketplace, a move set to be echoed across the country as states take steps to implement federal law.

Millions of Americans around the U.S. are expected to eventually purchase their coverage through such exchanges, which will offer health plans to individuals and some small businesses.

Under the national health-care overhaul law passed in March, states are supposed to set up exchanges, or their residents will be offered a federal version.

California Gov. Arnold Schwarzenegger, who has said he supported implementing the federal law, is expected to sign the bills.

Many aspects of the exchange are mandated under the federal law, so

many features of California's model will be included in those adopted by other states. The exchange is expected to offer insurance through a website that will provide standardized and detailed information about plans, so consumers can compare them. It will have a toll-free number, and will set up a program of live helpers, or navigators, to help explain plans to consumers.

The exchanges aren't required to be fully up and running until January 2014, when key provisions of the new federal health law kick in, although some exchange operations may start earlier. Following federal requirements, the California exchange will sell insurance in five categories, ranging from rich "platinum"-level benefits to a plan for young people offering catastrophic coverage.

It will also link eligible Californians to federal subsidies that would help pay for their coverage, or to government programs such as Medicaid.

Inc.'s Anthem Blue Cross and nonprofit Blue Shield of California to go forward. Anthem will raise rates about 14% on average on its individual policy-holders. That's a sharp drop from an earlier proposed rate hike that made the company a lightning rod, and was withdrawn. Blue Shield's individual-market increase will average around 19%.

If it becomes law as expected, California's legislation would make it the first state to enact a full exchange since the national law passed. At least one state, Iowa, is crafting a new information-only marketplace, while Massachusetts and Utah had pre-existing exchanges.

The initiative will be "precedent-setting," said Jon Kingsdale, a consultant who headed the agency that runs the Massachusetts exchange.

California's exchange may be the largest one established by a single state. Researchers at the University of California, Berkeley projected that as many as 8.3 million people might be eligible for plans through the exchange, including individuals and 3.8 million through small employers.

The federal law says businesses with up to 100 employees can purchase coverage through the exchanges, and states can raise that cutoff in 2017. The availability through the exchange of subsidies for some people who are sole proprietors, and tax credits for certain small businesses, should be lures for those that qualify, said Scott Hauge, president of Small Business California, an advocacy group, and an insurance agent.

Still, said Marti Fisher, policy advocate for the California Chamber of Commerce, which opposed the exchange bills, the details of the exchange's plans, such as pricing, benefit design and access

to care, will affect whether companies choose to purchase them. "We don't know how it will play out," she said.

At the national level, analysts have projected that under the overhaul some small businesses may ultimately drop their coverage if employees make little enough to qualify for government programs or subsidies.

The California exchange would be governed by a new board, which will be given robust authority, including the power to selectively contract with insurers to offer plans within the exchange. That provision drew opposition from some health insurers. "Health plans are concerned that an appointed board could decide to limit choice to the disadvantage of consumers," said Patrick Johnston, chief executive of the California Association of Health Plans.

Bill Monning, chairman of the California Assembly's health committee, said the selective contracting would enable the exchange to act as a "filter, or a fiduciary representative of all Californians," and ensure that health plans offered represent the best quality and value.

Nonprofit Blue Shield of California supported the bills, and a spokesman said it was "pleased" by the passage. A spokeswoman for WellPoint Inc., which had opposed the legislation, declined to comment.

Several hundred people have come down with Salmonella enteritides poisoning, leading to the recall of 380 million eggs from 17 states by the Wright County Egg Company of Galt, Iowa. According to the Centers for Disease Control, more than 100,000 Americans suffer from egg-borne Salmonella infections each year. Common symptoms include diarrhea, abdominal cramps, and fever.

Salmonella infection is only the most publicized health effect of egg consumption. An average egg contains loads of fat and 213 mg of cholesterol, key factors in the incidence of heart disease, stroke, cancer, and diabetes.

Incidentally, those 380 million eggs were the product of nearly 1,500,000 birds suffering for a year in tiny wire-mesh cages that cut their feet and tore out their feathers. Their waste was dumped into a nearby stream, contributing to massive pollution of the Mississippi River, and eventually, to a “dead zone” in the Gulf of Mexico three times the size of the BP oil spill.

Backpacks are stylish, trendy and perhaps, the start of cycle of pain

HAWAIIAN GARDENS, Calif. - As school begins, they serve as fashion for some, functional for others. They are the ever-present backpack. Big packs, designer packs, grungy ones and those worn down to the threads, they are the lunch boxes and lockers of today's students.

But backpacks could be a harbinger of future health concerns, according to local orthopedic experts. Some kids wear their backpacks slung low, hang-ing off one shoulder or loaded with so much "stuff" that students are straining to keep them balanced on their shoul-ders and backs.

"Couple this with the poor pos-ture of youth and you have a recipe for pain," said Dr. James Hamada, an orthopedic and spine surgeon at Tri-City Regional Medical Center in Hawaiian Gardens. "It's not so much the back-pack that causes pain and discomfort, but the way in which they are carried and loaded." The misuse of backpacks has kids sharing stories of aches and pains common to adult conversations: low back pain, pinched nerves on the shoulders and arms, pulled muscles, bursitis, and strains.

Cerritos Sheriff's Station personnel received twenty-eight Part I felony cases last week, up from twenty-three the week before. Residential burglaries increased, commercial and vehicle burglaries remained the same, as robberies and vehicle thefts decreased.

There were 270 calls for service handled by patrol deputies, down from 304 the week before. The 2010 weekly average in calls for service is 301. One robbery was reported on Tuesday August 17 at 5:38 p.m. when two suspects entered a business in the 13300 block of Artesia Boulevard, produced a handgun, and robbed the proprietor of cash.

Six residential burglaries were investigated last week compared to one the previous one. Four doors or windows were pried and two windows were shat-tered in the most recent crimes. Three suspects were in custody behind one

Long time Cerritos Resident Chuck Frisbey [r] landed a 290 pound halibut while fishing in Sitka, Alaska during the third week of August. Approxi-mately as long as Shaquille O’Neal is tall, although several pounds lighter, the fish was pulled aboard with the help of fellow anglers after a 20 minute battle. Frisbey was on an annual trip with 19 others from across the country which has been organized by also local man, Kay Fujimura, for the last eleven years. The group stays at the Kingfisher Lodge in Sitka and makes four con-secutive day trips in pursuit of Chinook (King) and Coho (Silver) salmon in the local waters. Said Frisbey, "2010 will certainly be the trip to remember”.

In the event of a regional emergency caused by an earthquake or other disaster, the water supply could be temporarily interrupted in many areas of the City. It is important that people have an adequate emergency source of drinking water on hand to supply each person for at least sev-eral days. However, storing adequate emer-gency water supplies can be a challenge.

To help businesses prepare for an emer-gency, starting September 10, the City of Cer-ritos Department of Water and Power will sell 55-gallon lightweight barrels and emer-gency water storage kits. The barrels can be used as emergency water storage units. The water emergency storage kit includes a wrench to open and close the container, a siphon hose and an instructional sheet.

Barrels will be available for $5 and emergency water storage kits will be $10. There is a limit of one kit and/or barrel per business. The supply will be available on a first-come, first-served basis.

Buffalo Wild Wings Grill & Bar will soon be coming to Cerritos.

The Cerritos City Council recently ap-proved a proposal by Lingle Design Group, Inc. to demolish the former 10,931-square-foot Black Angus restaurant building and construct a new 6,907-square-foot restaurant building with an additional 1,915-square-foot outdoor dining area for Buffalo Wild Wings. The parcel is located in Best Plaza at 11255 183rd Street.

Lingle Design Group, Inc. will upgrade the site by adding landscape planters and providing eight additional parking spaces.

The restaurant’s extensive multi-media

system, full bar and open layout will ap-peal to sports fans and families alike.

The restaurant will feature three roof levels and a tower element at the main entrance with deco-rative cornice mold-ings. The proposed rooftop equipment and trash areas will be decoratively screened. The roof of the outdoor dining area will include a

standing seam metal roof to provide shade and protection from the elements. The outdoor dining area will include televi-sions and heaters, and will be enclosed with 4-foot-high decorative wrought iron, pilaster fencing and landscaping.

The exterior finishes of the building will include stucco walls with split face block at the base of the building and decorative brick and ceramic tile accents. The windows will include canvas awnings, and decorate lighting will be placed at various locations to highlight the building’s architecture. The paint color scheme will include earthtones with yellow, black and white accents.

Buffalo Wild Wings is known for its Buf-falo-style chicken wings and its 14 signa-ture sauces. In addition to chicken wings, the restaurant offers wraps, sandwiches, salads, flatbreads, nachos and more.

Demolition is expected to take place in September, and the restaurant is expected to open in January 2011.

Kia of Cerritos now open

Kia of Cerritos recently opened at 18201 Studebaker Road in the Cerritos Auto Square.

The 4.74-acre parcel includes the two-story automobile dealership with a total building area of 58,863 square feet. The dealership is the largest Kia store in the United States.

The dealership will generate an estimat-ed additional $14 million of revenue for the City/Redevelopment Agency through the generation of rent and sales tax over the 15-year lifetime of the lease.

When fully staffed, the dealership is anticipated to provide the community with 95 jobs. Fifty-seven jobs were preserved from the recent closure of the Cerritos Sat-urn dealership, and an additional 28 jobs were created to accommodate the larger facility. Within two years, 10 additional jobs will be added.

Cerritos Towne Center upgrades under way

The Cerritos Towne Center will soon be upgraded with new lighting, landscaping, signage and seating areas.

An enhanced entry portal will include climbing vines around columns and under the archway. Bowl light sconces will be af-fixed to the front of the columns.

The existing paseo, which includes two rows of palm trees lining a concrete walkway, will be improved by the addition of green-screen structures that will encase the palm trees and support climbing vines and bowl light sconces. Portions of the existing paseo concrete pavement will be replaced with stamped concrete with a flagstone finish.

The outdoor seating areas will be up-graded with two permanent shade canopy structures (one for each area). The canopies will include decorative metal panels and will support suspended fans for additional cooling as well as gas heaters to replace the pole-mounted heaters currently installed. The perimeters of the new seating areas will be enhanced with new illuminated garden lanterns at the entrances and new paving to match the paseo flagstone finish. New grade-level planter areas with horse-tail bamboo will create a decorative hedge around the seating areas. The existing planters throughout the fountain plaza and store frontage areas will also be enlarged.

A new fireplace will be installed adjacent to the outdoor patio seating area of Arté Café. The three-sided fireplace will allow access from the private patio and the pub-lic plaza area, and will feature protective screening and a decorative stacked rock veneer. The existing fencing around the café will be reconfigured to complement the new fireplace. On the public plaza side of the fireplace, a new seating area will include durable outdoor furniture, pot-ted plants and specialty paving. A similar seating area will be located at the northerly end of the plaza near the movie theater.

Graphic signage including a combination of lifestyle images, abstract art and im-ages from current movies will be installed throughout the central plaza (subject to City approval). Existing tenant identifica-tion signs and theater information signage will also be upgraded. The existing foun-tain will be restored and upgraded with new jets and nozzles to achieve greater motion and interest.

The upgrades are expected to be com-pleted within four months.

An 8,822-square-foot Buffalo Wild Wings is expected to open at Best Plaza in January 2011.

Cerritos saw an opportunity to cre-ate a master-planned development that would bring the city much-needed ame-nities, jobs and revenues, including sales tax, occupancy tax, tax increment, and ground rent. The City partnered with developers Transpacific Development Company (TDC) and Vestar Develop-ment Company to make its vision of an upscale office park a reality. It is pro-jected that the Cerritos Towne Center, over its first 50 years, will generate $585 million in revenue for the City and create 5,000 jobs.

Little Lake School Board Member Gina Ramirez Admitted to HospitalTreated and released after “possible overdose".

Norwalk - Gina Ramirez, a member of the Little Lake City School Board and wife of Norwalk City Councilman Rick Ramirez was hospitalized, treated and re-leased on Wednesday night for the effects of a “possible overdose.”

Norwalk Sheriff’s Watch Commander Ralph Gama said that Los Angeles County Fire Department and Sheriff’s units both responded to a medical treatment assis-tance call to the Ramirez’s home located in North Norwalk at the 11000 block of

Pluton Avenue at around 10 p.m.According to Commander Gama, this

was not “suicide” related. Gina Ramirez was taken to a local hospital, and was treat-ed and released early Thursday morning. It was not known if Councilman Ramirez was at home during this incident.

Norwalk City Councilman Rick Ramir-ez, 41, was arrested on October 24th for making "criminal threats" against his wife. He was held on a $50,000 bail and released and will be appearing in LA County Su-perior Court on November 20th for formal arraignment. During that incident, Depu-ties took Councilman Ramirez into custo-dy and booked him on one Felony count of making a "criminal threat."

Gina Ramirez is currently serving as Clerk of the Little Lake School Board of Education. She announced earlier this summer that she would not be seeking another term citing "personal family" mat-ters.Rick Ramirez remains as a member of the Norwalk City Council. They have three children.

NORWALK – A Norwalk Superior Court jury has convicted and recommend-ed the death penalty for a 34-year-old Carson man for the 2004 double murder of an elderly Cerritos couple Ernestine and Lamar Matthews.

Anthony Deondrea Cain was found guilty of two counts of first-degree mur-der. Jurors found “true the special circum-stances of murder in the commission of a robbery and multiple murders.”

The City of Cerritos officially adopt-ed the 1st Combat Engineer Battalion of the United States Marine Corps on Veter-ans Day, November 11, 2007.

The committee was granted nonprofit status as a 501(c)3 also in 2007. Leading up to these events contacts were made between the City, its citizens and the Ma-rines of the battalion both here in Cer-ritos and at Camp Pendleton.

The 1st CEB Adoption Committee's Mission Statement is: "To enhance the morale and well-being of the 1st Combat Engineer Battalion (United States Marine Corps) and to express Cerritos' apprecia-tion for their service to our country".

Members of the Battalion provide honor guard for special events and attend the annual July 4th "Let Freedom Ring Celebration" bringing equipment with which the public can interact. Children especially enjoy the IED (Improvised Explosive Device) detector robot.

Ray Niemann has been at John Glenn for over decade and has always wanted to coach the Eagles. He was part of the coaching staffs of Willie Norman and Joe Parra in the late 1990s and early years this century. But since Parra left follow-ing the 2002 season, the last time Glenn made it to the playoffs, he was bypassed for the head coaching job four times. Now, Niemann, who has been associated with high school football since 1981, and has been the Activities Director, finally gets his chance.

“This is my forte, this is my love, this is my passion,” Niemann said. “Be-cause of the situation with the [budget] cuts, [former principal Linda Granillo] wouldn’t have an individual to come in and take over the ASB situation. That’s why I wasn’t given the job. Now that she did understand that stability is the number one foundation for a program, that’s when she told me, ’you need to take over this job’.”

Niemann takes over a program that showed signs of heading in the right direction under the tutelage of Anthony Wilson, who won nine games in the past two seasons. The five seasons before that, the Eagles won six games. Glenn has not been above fifth place in the Suburban League since 2002 and Niemann is hoping to change a couple of those long, negative streaks.

“You just can’t go into a program and change a coach every year or every other year,” Niemann said. “The kids don’t feel like they’re valued and people care about them. The kids are wondering where they’re at.

“They taught me how to deal with our players,” Niemann said of Nor-man and Parra. “They taught me how to show the compassion but be tough with them; understanding some of their problems that are unique in this area. The problems we have here are not the same problems they have at Mayfair or La Mirada.”OFFENSE

Unlike previous seasons, the Eagles in 2009 showed to the rest of the Suburban League that they can score. They had a three-game stretch late in the season where they posted at least 35 points, losing two of those games by a combined 11 points. However, a big part of that offense, quarterback Jose

Escobar, graduated and passes the torch to his younger brother Anthony. The junior was given the opportunity when junior Vincent Watkins, a wide receiver last season, was involved in a near life threatening accident in the offseason. Anthony’s backups will be junior Robert King and sophomore Rene Gaytan.

Glenn’s offense last season was primarily dictated by the air game but in 2010, it plans to be a little more bal-anced. Seniors Dejon Bernard, who was used both as a back and a wide receiver last season where he combined for 514 yards and eight touchdowns and Bobby Smith-Hill are slated to be the top two ground gainers. Also in the mix will be Edwin McConnell and Steven Reed as well as senior fullback Christian Banu-elos, who was the team’s center last sea-son. Bernard, along with senior Gabriel Cedeno and Cyrus Villena are tabbed as the leading wide receivers.

With Banuelos moving to be a full-back, the offensive line will be entirely new with senior left tackle Robert Du-razo, junior left guard Nick Game, senior center Danny Martinez and junior right guard Tony Ramirez. The right tackle spot is being battled between junior Josiah Moreno and sophomore Jorge Zamudio.

“These guys have worked tremen-dously,” Niemann said of his line. “Their strength growth has been amazing. We had six guys in the 1,000 pound club starting the summer; [now] we have 16. The six that we had in the 1,000 lb. club when we started are now in the 1,500 lb. club. We have sophomores who are benching 315 lbs.”DEFENSE

As good as the offense was, the defense struggled and allowed 304 points including four straight games of yielding between 41-46 points. Game, Martinez and senior Daniel Arevalo will be the top linemen while the secondary will be anchored by Bernard (30 tackles last season), Cedeno, McConnell and Smith-Hill. The main linebackers will be Banuelos, sophomore Abel Landa and Tony Ramirez.SCHEDULE

The Eagles spent the first three weeks of last season away from Excelsior Sta-dium and won all three of those games against Santa Ana Valley, Pioneer and Hacienda Heights Wilson. This season, Glenn is home for the first three with Villa Park replacing Wilson. The Cypress game on the road will be a huge test and could tell a lot about the team before the league opener. Last season’s city game with Norwalk was a barnburner as the Eagles erased a 21-point halftime deficit before falling 42-35. In fact, losses to Norwalk and Artesia at home and Bell-flower on the road were by a combined 14 points.

If the adage “the third time’s the charm” holds true, then this is the season that Norwalk’s football team gets a shot to play in the California Interscholastic Federation-Southern Section Southeast Division championship game. The Lanc-ers have fallen in the Southern Division semifinals the past two seasons and as was the case both times, they feel once again they have the group to take it one step further. Last season’s semifinal loss to Garden Grove was more painful considering Norwalk was at home and already knew it would be hosting the di-visional championship game. Each year since 2006, the Lancers have increased their overall and Suburban League records.

“I think it’s motivation for myself,” said head coach Jesse Ceniceros. “For the rest of the team, as far as that goes, I think it’s there. They’ve been motivated by it. For some of the guys like [senior running backs Elijhaa] Penny and Billy Moore who are beginning their third year on varsity, the year before it was Laguna Hills and last year it was Garden Grove. They’re working hard; we had a great offseason. We need to remember what it felt like walking off the field [after the semifinal loss]. Hopefully this will be our year.”OFFENSESince Ceniceros has stepped foot on the campus, the offense has been built around the double wing formation which produces two to three 1,000-yard rushers. Expect the same again in 2010 with the return of Moore, once a tight end, and Penny. The latter, who picked up 1,339 yards on 109 carries last season and scored 22 touchdowns, has verbally com-mitted to the University of Washington. Moore rushed for 1,110 yards on 132 touches and saw the end zone 15 times. Also returning in the backfield is senior Adrian Diaz. Joining the aforementioned will be senior fullback Andre Thomp-son and sophomore running back David Nicholas. Junior Jose Vasquez is the lone tight end.While Ceniceros won’t have a true wide receiver since it’s not a big part of the offense, he still needs a quarterback and that job belongs to junior Donovan Gumbs, who was the team’s tight end last season. “He’s really athletic, really fast,” Ce-niceros said. “I think we can open some things up a little more by allowing him to run with the ball”Up on the line, seniors Marcus Bac-erra and Toliniu Faamatau return as left tackles while on the right side, seniors Erick Campana and Brian Carcano will see some time there. The most common methods used by burglars in Cerritos is the prying of sliding glasss doors and windows to gain entry to a home. Make sure that you have hardware installed to restrict movement of these doors and windows.

There were two commercial burglar-ies reported last week, the same as the previous week. Front office windows were shattered in both cases where coins and currency were stolen. The 2010 weekly average in commercial burglaries is 2.6.

Vehicle burglaries also remained the same as the week before with six reported. High-volume commercial park-ing lots were involved in all six. Five of the vehicles last week were SUVs, three of which had third-row seats taken. Other property missing included laptop computers, a business suit, sunglasses, paperwork, and a candy bar. The new 2010 weekly average in vehicle burglar-ies is now 6.9. Thieves are attracted to items that they can see and rarely break into a vehicle just to "look around". Are there visible items of value in your vehicle when you park it? Vehicle thefts dropped from seven to three last week. All three of the cases were from high-volume commercial parking lots, and all were SUVs.

The 2010 weekly average in vehicle thefts is now 4.7. SUVs are commonly taken for parts such as DVD units, wheels, and third row seats. If you own one, make sure that your investment is protected by tracking devices such as GPS units, and add a steering wheel lock just for an added measure of security. Unfortunately, good thieves know how to defeat computer chips and start your vehicle.

2011 at an estimated cost of $3.8 million which will consist of construction of the Southside parking lot as well as a pedestrian entryway, basketball/volleyball court and the stadium. He said the City will have un-restricted use of the Complex except when the school is in session or when the District is utilizing it for a public school program.

Gomez said the second phase would begin in March 2011 with a completion date of September 2011. Cost is approximately $4.3 million. Construction includes the eastside parking lot and entryway, concession stand area, playground area and baseball field. He said complete construction is schedule to last eight months at a total cost of $8.2 million.

Gomez listed the current financial contributions, which he said consists of $1.5 million from the Irving Moskowitz Foundation, $500,000 from the school district, $1 million state grant, and a General Fund Project Reserve of $3.7 million. Local fundraising is also planned.

Councilman Rodriguez asked if the City of Lake-wood had any objections since they own the park ad-jacent to the school property. Gomez answered Lake-wood had voiced no objections.

Responding to a question about the number of parking spaces from Bruce, Camillo said there would be a total of 150 parking spaces. Bruce also asked if there had been an environmental impact review on the project. He replied yes. The architect explained the project is considered a replacement project not a new project so the environmental impact would not change from its current status. Concerning lighting for the Complex he said the new lighting used will not af-fect adjoining properties but will shine directly on the fields. Councilmember Rodriguez asked if there was a contingency fund and what was the amount. Camillo said it usually is five percent of the bid. Financing Options

Turning to financing the project, City Financial Advisor Mike Bush said he had been asked by the City Administrator to take a look at the opportunities to fi-nance the project. He said there were three options. The first is Cash on Hand. He said the city has as a line item for this project in he amount of $5 million which is earning roughly two percent interest. Bruce wanted to know when the Mayor asked the consultants to address the council. Farfan said Thurs-day. Bruce said that was time enough for the council members to have been informed.

“There was nothing on the agenda that we were going to have multi presentations.” Rodriguez said. “The Mayor should have had the courtesy to inform us about the presentations.”

Farfan said no one asked the City Administrator what was on the agenda. “I cannot explain why you did not ask him.” Bruce said the agenda only had dis-cussions concerning the Complex, nothing was said about two presentations. He said it is the responsibility of the City Administrator to inform the council mem-bers what is placed on the agenda. He accused him of “rubber stamping everything” and doing what he wants and expects “his baboons” to put a rubber stamp on it for him. He said he was tired of three people run-ning the city.

He accused Bush of being a long time parrot of the council. Bruce accused them of political grandstand-ing on a project that he described as not being well thought out. “People it’s going too happen so I don’t know why you’re getting your shorts all in a knot.”

Councilman Mike Gomez asked the Mayor to rule Bruce out of order. Bruce responded by stating the Mayor could pound his gavel all he wants but he was not through talking.

Gomez asked the city attorney to make a ruling but he only deferred to the council’s own rules of conduct concerning meetings.

The Mayor again said the reason the presentations were put on the agenda was to explain to the residents what was going on. “Obviously you guys are opposed to it. The people need to know the details. That’s what has been requested.”

Whereas, on June 29, 2010, I, MARK J. SALADINO, Treasurer and Tax Collector was directed by the Board of Supervisors of Los Ange-les County, State of California to sell at public auction certain tax-defaulted properties which are Subject to the Power of Sale. Public notice is hereby given that

unless said properties are re-deemed prior thereto, I will, on October 18, 19, and 20, 2010, at the hour of 9:00 a.m. at the Fairplex Los Angeles County Fairgrounds, 1101 W. McKinley Avenue, Building 8, Pomona, Cali-fornia, offer for sale and sell said properties at public auction to the highest bidder for cash or cashier's check in lawful money of the United States for not less than the mini-mum bid. If no bids are received on a parcel, it will be re-offered at the end of the auction at a reduced minimum price.

The minimum bid for each parcel is the total amount necessary to redeem, plus costs, as required by Section 3698.5 of the Revenue and Taxation Code.

Prospective bidders should obtain detailed information of this sale from the County Treasurer and Tax Collector. Pre-registration and a $5,000 deposit in the form of cash, cashier's check or bank issued money order is required at the time of registration. No personal checks, two-party checks or busi-ness checks will be accepted for registra-tion. If the property is sold, parties of interest, as defined by Section 4675 of the Revenue and Taxation Code, have a right to file a claim with the County for any proceeds from the sale, which are in excess of the liens and costs required to be paid from the proceeds. If excess pro-ceeds result from the sale, notice will be given to parties of interest, pursuant to law.

INTRODUCTION: The City of Cerritos is the lead agency and has prepared an Environmental Impact Report for a proposed 26,000-square-foot expansion to an existing Walmart store to determine the nature and extent of the project’s impact on the surrounding environment. Pursuant to Section 15085(d), Title 14, California Administrative Code, this Notice is given to advise that the City of Cerritos has completed a Draft Environmental Impact Report for the proposed project described below, and that the Draft is available for public review. PROJECT LOCATION: The City of Cerritos is located in the southeast portion of Los Angeles County along the border with Orange County. Cities bordering Cerritos on the Los Angeles County side include Ar-tesia, Bellflower, Lakewood, Norwalk, Santa Fe Springs, and La Mirada. Buena Park and La Palma border the City on the Orange County side.

The Cerritos Walmart expansion project (“proposed project”) address is 12701 Towne Center Drive. The Walmart store is located on an approximately 14.05-acre parcel, and is part of the approximately 41.33-acre Towne Center shopping center (the “Towne Center”) and larger 125-acre Towne Center commercial/office complex. The entire Towne Center is zoned Development Area 2 (“ADP-2”), which is further categorized in the Cerritos Municipal Code as “Towne Center Commercial.” The General Plan also designates the entire Towne Center as ADP-2. Regional access to the project site is provided from State Route 91/Artesia Freeway. Major arterials that provide access to the project site include Artesia Boulevard and Bloomfield Avenue.

SURROUNDING USES: The Towne Center includes office uses on its southern end and retail uses on its northern end (where the Walmart store is located), and is surrounded by residential properties across Bloomfield Avenue to the west, 183rd Street to the south, Shoemaker Avenue to the east, and the State Route 91/Artesia Freeway to the northeast. The Towne Center is also surrounded by commercial properties across Artesia Boulevard to the north and Bloomfield Avenue to the west, as well as the Cerritos Civic Center across Bloomfield Avenue to the west. The retail portion of the Towne Center generally consists of retail uses including the existing Walmart store, Kohl’s department store, Edwards Cinema Complex, Trader Joe’s, Mimi’s Café, Macaroni Grill, T.G.I. Friday’s, and various shops and free-standing restaurants.

PROJECT DESCRIPTION: The proposed project includes (i) the addition of approximately 26,000 net new square feet of building area primarily to the eastern portion of the existing Walmart store (1) ; (ii) the addition of one loading dock consisting of two loading bays at the northeastern side of the expansion to sup-port the additional square footage; (iii) façade improvements to enhance the aesthetic appearance of the store from the street frontage; (iv) interior renovation work, much of it geared at improving the store’s sustain-ability features and accommodating the new grocery use; (v) refurbishment of dead or dying landscaping throughout the site and additional landscaping consisting of palm trees along the sidewalk in front of the store, two rows of palm trees extending into the parking field from the entry vestibule, and a variety of trees and shrubs in grass adjacent to the expansion area along the east side of the expanded Walmart store; and (vi) improvements to the parking lot consisting of new slurry seal and restriping.

Specifically, the proposed project would consist of the demolition of approximately 481 square feet of floor area and the addition of approximately 26,000 square feet of net new floor area primarily for the grocery use to the eastern portion of the existing approximately 124,088-square-foot Walmart building for a total area of 150,088 square feet. The existing approximately 5,500-square-foot outdoor garden center would remain unchanged. Additionally, the existing food tenant, portrait studio, and vision center uses within the store would be removed. The total store area, including the existing outdoor garden center, would be approxi-mately 155,588 square feet.The existing Walmart store currently provides 856 spaces at 6.9 parking spaces per 1,000 square feet of gross floor area. After the expansion, the Walmart store parcel would provide a minimum of 828 parking spaces, or 5.6 parking spaces per 1,000 square feet of gross floor area for the subject site.(2) However, the City applies its parking requirement to the overall Towne Center shopping center site rather than to each individual tenant, and therefore, with the proposed expansion, the Towne Center would experience a park-ing shortfall of approximately 100 spaces under the City’s current regulations. As such, the landlord of the Towne Center has applied for a Development Code Amendment to amend the City’s parking regulations for large shopping centers. The Development Code Amendment is being concurrently processed with the proposed project. Walmart is also requesting a Precise Plan Amendment and a Conditional Use Permit Amendment for the proposed project.

SIGNIFICANT ANTICIPATED ENVIRONMENTAL EFFECTS: The Draft Environmental Impact Re-port provides an evaluation of the potential environmental impacts of the proposed project and recommends mitigation measures to reduce impacts to a less than significant level. With implementation of the mitigation measures proposed, no significant impacts would result through implementation of the proposed project.
