City properties onlynarrowly beat countrysidehomes in house pricegrowth. Urban property
values are up 5.7% compared to a5.1% annual rise in rural areas.But buyers still pay a £50,000premium for their slice of Englishcountryside.
Property price growth in theEnglish countryside is almost neckand neck with price rises in cities,according to the latest researchfrom Zoopla. Home values intowns and cities across the UKhave increased by 5.7% over thelast year, but rural England is hoton its heels with 5.1% annualproperty price growth incountryside areas over the sameperiod. The average value of arural home in England now standsat £264,338, that’s £51,737 (24%)higher than the typical urbanproperty outside of London*.
Rural homes in the East ofEngland have seen the biggestuplift in value over the past year,with prices up 6.5% (£17,098). Thisis closely followed by countryboltholes in the South East, whichhave climbed in value by 6%(£22,157) in the last twelvemonths, meaning thathomebuyers in the region canexpect to pay £66,100 more to livein a rural part of the South East, asopposed to a bustling town orcity. The premium buyers pay tolive in a rural location is highest inthe West Midlands, withcountryside properties costing
£73,982 more than homes in atown or city.
Gerrards Cross in Buckinghamshireis the most expensive rural haven inEngland, with average homescurrently worth £817,376, up from£773,726 a year ago.
City pads in the East of Englandand South East experienced thestrongest annual growth of 7.5%and 6.7% respectively, outpacingrises in London. But the mostexpensive urban location acrossthe country is Kensington andChelsea, with the typical pied-a-terre in W8 now valued at£2,654,512.
Lawrence Hall of Zooplacommented; “Urban areas had ahead start in the housing recoverywith demand propped uppredominantly by employmentopportunities. This drove pricegrowth in these economic hubsand left countryside markets bythe wayside.
“Over the past year, house pricegrowth has spread, and ruralretreats which are commutable tothe amenities and jobs of urbancentres have become highlysought after. But they come with asignificant premium to have thebest of both worlds, with the extraoutdoor space and seclusion thatrural living gives you. Iwas recently fascinated to see thesubstantial ground floor flat at 53Marine Parade in Kemp Town – a five-storey Regency townhouse with a
footprint several times that of itsneighbours.
The house was built during the 1810s,not long before the Chain Pier was builtnearby in 1823. In 1865, it became thehome of Captain Henry Hill, a prolificcollector of French and Englishcontemporary art who had amassed acollection of over 400 canvasses by the
time of his death in1882. His collectionincluded paintings byDegas, Prinsep, FrankHoll and FrederickWalker.
There are just ahandful of seafronttownhouses in Brighton& Hove that dwarf theiralready largeneighbours. Examples include 58 MarineParade, just a block away, with its atriumstaircase and ballroom, and 26 BrunswickTerrace in Hove with its rooftopsynagogue and intimidating rearprotrusion.
I’m not sure if Hill picked the buildingfor pre-existing top-lit gallery spaces atthe rear, or if he had them built. Eitherway, the four former gallery spaces aremind-blowing; especially the room that istoday the master bedroom. As thebuilding is unexpectedly deep, the room’sexistence is a surprise. A lounge, kitchen, courtyard, snug, and sky-litservice area must be passed to reach it. High ceilings and undecoratedwalls make for quite an atmosphere – and a whopping skylight morethan makes up for a lack of windows.
At one point, the building served as a nursing home and was laterhome to squatters who inevitably caused damage. It was presumablyconverted into flats towards the end of the 20th century. Therefurbishment of the ground floor by owner Lucy Goodman wasactually covered on Channel 4 by Kirsty Allsop. Every eight hours, someone in the UK istold that they will never walk again dueto damage to their spinal cord. It couldhappen to any of us, at any time, as a result of an accident or
illness. We at Griffith Smith Farrington Webb are corporate partners ofthe Spinal Injuries Association and have decided on a tough challenge toraise much needed funds for the charity.
So, what did we come up with? Our brainstorming session was fun,ranging from abseiling (“even my nine year old can do that”) andthrowing ourselves out of a plane (“too scary!”) to taking on the ThreePeaks Challenge – a 24 hour non-stop event which involves climbing theUK’s three highest peaks, Ben Nevis, Scafell Pike and Snowden. Andthere we have it, decision made! The Three Peaks Challenge has been

booked for August 2015.All we have to do now is get the
right kit – the list is mind bogglinglylong – train like mad, raisethousands of pounds for thecharity and squeeze in the day jobsand family lives in between.

New budget proposals threaten to removesub-letting restrictions Sometimes bombshells are dropped veryquietly – so quietly that you miss them. Thisis the case for many landlords who focusedon the recent budget’s failure to support theEnergy Saving Allowance, but did not noticeits small print on sub-lettings.
George Osbourne discretely tucked awaythe proposal to make it illegal for tenancyagreements to contain clauses that preventsub-letting on page 51 of the Budget RedBook. The proposal itself is couched in thelanguage of freedom (“break down barriers”,“create opportunities for sharing”) but itactually threatens to remove the right oflandlords to control who can, and who can’t,live in their property.
A nightmare in the making For those who understood the implications
of the proposal, shocked disbelief was anunderstandable reaction.
The precise details of the policy are vagueand ministers have refused to be drawn onwhat they may exactly entail. But the thrustof the policy is clear: landlords should nolonger be able to determine whether atenant can sub-let their property.
What could sub-letting as a ‘right’ meanfor landlords?The problem is that, rather than solvingconclusively any problems, the proposalactually looks set to open up a whole can oflegal worms. Who is responsible for aproperty if the tenant sub-letting leaves thehouse but the sub-letter stays on? How doessub-letting fit in with immigration checksthat landlords are now legally responsiblefor? What safeguards are there againstunscrupulous tenants putting up partitionsin the property and sub-letting to as manypeople as they can?
What can landlords do?The best response to such silent threats is tomake a noise. The policy is far from finalisedand still needs a lot of detail adding to itbefore it makes the statute books.
