Purpose of the Public Meetings: As part of public outreach for development of the upcoming Statewide Transportation Improvement Program for 2011 through 2014 (STIP 2011-14), the Texas Department of Transportation (TxDOT) Laredo District has held a series of four open forum public meetings throughout the district in order to present the proposed project lists for 2011 through 2014 to the public as well as to solicit input from the public. The STIP 2011-14 must, by federal regulations, contain only fiscally constrained projects that are to be implemented in fiscal years 2011 through 2014.

STIP 2011-14 Approval: The draft STIP 2011-14 list for the Laredo District is currently under final development and after public input, will be finalized in the overall Statewide Transportation Improvement Program 2011-14.

Notices and Pre-Event Outreach Activities: Previous to the public meetings, public outreach consisted of preliminary conversations with local officials and the Laredo Metropolitan Planning Organization as to prioritizing projects in their areas.

Public Notices were advertised in both English and Spanish in all of the newspapers that service the eight counties in the Laredo District, which included the following newspapers and dates:

• The Brackett News on April 29 and May 20, 2010.

• The Del Rio News-Herald on May 2 and May 23, 2010

• The Eagle Pass News Gram on May 2 and May 23, 2010

• The Eagle Pass News Guide on May 2 and May 23, 2010

• The Zavala County Sentinel on April 29 and May 20, 2010

• The Frio-Nueces Current on April 29 and May 20, 2010

• The Laredo Morning Times on May 2 and May 23, 2010

• The Duval County Press on May 2 and May 23, 2010

• The Freer Press on May 5 and May 26, 2010

A list of local public officials was developed and invitation letters or notices were sent out on May 11, 19 and 24, 2010.

Post-Event Media Articles: No post-event news articles were published within the 14-day post-event comment period.

Attendance: A total of 49 persons attended the four Public Meeting events. Of these persons, seventeen were private citizens; nineteen were local officials or local government staff; one was a newspaper reporter and twelve were TxDOT staff. Attendance at each Public Meeting consisted of:

• A total of sixteen persons registered at the June 1st Del Rio Meeting; eight were private citizens; five were local officials/government staff; and three were TxDOT staff.

• A total of fourteen persons registered at the June 2nd Eagle Pass Rio Meeting; six were private citizens; six were local officials/government staff; and two were TxDOT staff.

• A total of eight persons registered at the June 3rd Carrizo Springs Rio Meeting; one was a private citizen; three were local officials/government staff; and four were TxDOT staff.

• A total of eleven persons registered at the June 7th Laredo Meeting; two were private citizens; five were local officials/government staff; one was a reporter for the Laredo Morning Times; and three were TxDOT staff.

Exhibits: Proposed project location maps for all eight Laredo District counties were on exhibit for the audience at all four meetings.

Verbal Questions and Comments from the Public: One-on-one comments and discussions from the general public were requested as part of the Public Meeting and discussions with meeting attendees were held with members of the project planning team. Spanish speaking staff members were available throughout all of the Public Meetings and team members were available to record any comments that attendees might have wished to provide. The one-on-one discussions are summarized below:

• The attendees paid close attention as to the locations of the roadway projects as proposed. (LRD Response – The TxDOT staff present assisted in these persons orienting themselves as to the locations on the exhibits.)

• At the June 1st meeting at Del Rio, Val Verde County representatives left a list of projects with the TxDOT staff to be considered for inclusion in the 2011-14 STIP. (LRD Response – The projects proposed by Val Verde County will be closely

considered for implementation. Specific LRD responses are included in the written comment section.)

• Several persons commented at the June 1st meeting at Del Rio about flooding issues in Del Rio, especially after the recent heavy rainfall events, and requested that TxDOT consider measures to ameliorate the flooding problems. These verbal comments were also submitted as written comments. (Specific LRD responses are included in the written comment section.)

• Several members of a local bicycle club made the comment at the June 2nd Eagle Pass meeting requesting adding bicycle facilities on the rural highways in the Eagle Pass area. (LRD Response – At this time, funding is not available to include bicycle lanes, including shoulder re-striping, on the rural roadways in our district. The addition of signs alerting vehicle drivers to be aware of bicyclists will be considered. Specific LRD responses are included in the written comment section.)

• One person commented at the Carrizo Springs meeting that heavy oil-field truck traffic is breaking up the pavement on FM 186 southeast of Carrizo Springs in Dimmit County which does not have shoulders. This person is requesting that this project be undertaken at the earliest time possible. (LRD Response – Restoration of this roadway is proposed to be undertaken FY 2013 using state funds only, which precludes it being included on the 2011-14 STIP. Advancing the project schedule will be considered but will need to be balanced with available funding.)

Overall Verbal Comments:During this series Public Meetings, the general public and local officials or their representatives were generally supportive of the projects and recognized the need to improve the roadway infrastructure for the driving public as well as the residents of their communities.

Generally, comments were made by the public meeting attendees that they are looking forward to the projects and their positive benefits to improving safety and driving efficiency. No persons at these meetings spoke primarily in Spanish and no one indicated that translation services or Spanish-speaking staff was needed to discuss the projects as proposed in the 2011-14 STIP.

Written Comments from the Public: Eight written comments were received on or before 5:00 pm, June 21, 2010 which was the stated deadline for the official comment period for this series of public meetings. The written comments were the same as all but one of the verbal comments. The written comments and official responses are included in Appendix 5.

• Two written comments from the Val Verde County Judge and assistant requested that four projects be implemented in the future, preferably within the 2011-14 STIP. (LRD Response – Dedicated funding for these projects is not available at this time, but we look forward to continuing to work with the County on these issues.)

• Three written comments were received concerning flooding problems on properties adjacent to TxDOT right-of-way in western Del Rio. (LRD Response – TxDOT is in coordination with the City of Del Rio, which is preparing to initiate a hydraulic study in this area to determine the causes of the flooding in this area and any possible remedies that can be undertaken.)

• One person who represented bicycling enthusiasts in the Eagle Pass and Maverick County area requested that TxDOT work with the local governments to develop bicycling lanes and other facilities for the Eagle Pass and Maverick County area. (LRD Response Summary – TxDOT will work with the local governments in considering measures to improve the transportation infrastructure for bicyclists in this area.)

• One person representing the City of Eagle Pass requested consideration of several project specific situations in Eagle Pass including a new corridor project in south Eagle Pass and several pedestrian, signal or lighting situations. (LRD Response Summary – TxDOT will work with the City of Eagle Pass on these situations. The detailed response is included in Appendix 5.)

• One written comment received at the June 7th Laredo meeting (attached in Appendix 5) from the Webb County Engineer was inquiring about the inclusion into the 2011-14 STIP of the Webb County proposal to upgrade the northern portion of Loop 20 by the addition of main lanes and overpasses at three intersections (at IH 35, McPherson Avenue and International Boulevard). (LRD Response – Because dedicated federal funding is not assigned at this time, this County proposed work on Loop 20 will be included on the 2011-14 STIP at the appropriate time after dedicated funding is assigned using the normal STIP revision process.)

Proposed Changes to the Laredo District STIP 2011-14 Project List: Based on the public input from this series of public meetings, no substantial changes to the Laredo District STIP 2011-14 project list as proposed at this series of public meetings.

Recommendation: All comments have been satisfactorily addressed and the draft Statewide Transportation Improvement Program 2011-14 project list for the Laredo District is recommended to proceed in the project approval process.

Open-House Public Meetings State Transportation Improvement Program 2011-14

The Texas Department of Transportation (TxDOT) – Laredo District will host a series of open house-style public meetings for the development of the State Transportation Improvement Program (STIP) for 2011-2014. This plan will establish a framework for addressing the challenges of improving our roadway infrastructure from fiscal years 2011 through 2014. The plan will also address the need for improvements to all modes of transportation including roadways, pedestrian and bicycle facilities, transit and Intelligent Transportation Systems.

The purpose of these meetings is to present an overview of the currently proposed projects for fiscal years 2011 through 2014 and to solicit comments and input to aid in the development of the plan. Information will be available for viewing at the meetings including exhibits of the current list of projects. Representatives from TxDOT will be in attendance to discuss the development of the list of projects and to answer questions. Forms will be provided for submitting written comments.

The open-house style public meetings encompassing the TxDOT Laredo District area will be held on:

El Departamento de Transporte de Texas (TxDOT) – Distrito Laredo sostendrá una serie de Sesiones Abiertas Publicas para el desarrollo del Programa de Mejoras del Transporte del Estado. Este plan establecerá el marco para tratar los de nuestra infraestructura carretera que se esta deteriorando para los anos 2011 al 2014. El plan también tratara con la necesidad de mejoras a todas la modalidades de transporte incluyendo caminos, instalaciones para peatones, y bicicletas, transito, trenes de carga y de pasajeros, tubería y sistemas de transporte inteligente.

El propósito de esta primera serie de reuniones es presentar una visión general del proyecto y solicitar comentario para contribuir al desarrollo del plan.
