Work is scheduled to begin next month on Evans Farm, a 1,250-acre residential and commercial development in southern Delaware County that developers say will be one of the nation’s finest examples of a “new urbanist” town when finished. The development is expected to include 2,200 houses, hundreds of apartments, two commercial districts including a “downtown,” an elementary school, a small farm, a retirement community, fire and police substations, parks and a trout stream, all in small-town layout.
WorkisscheduledtobeginnextmonthonEvansFarm,a1,250-acreresidentialandcommercialdevelopmentinsouthernDelawareCountythatdeveloperssaywillbeoneofthenation’sfinestexamplesofa“newurbanist”townwhenfinished.
Thedevelopmentisexpectedtoinclude2,200houses,hundredsofapartments,twocommercialdistrictsincludinga“downtown,”anelementaryschool,asmallfarm,aretirementcommunity,fireandpolicesubsta-tions,parksandatroutstream,allinsmall-townlayout.
“Thiswillbetheplaceweallgrewupin,theplacewhereyouknowyourneighbors,”saidDanielGriffin,apartnerinEvansFarmLandDevelopmentCo.“Thiswilltrulybeatown.It’sGranvilleorOldWorthington.”
EvansFarmwillfeaturetraditional-stylehomesonsmalllotswithfrontporches.Garageswillsitbehindthehomes,insomecasesaccessedbyalleys.Sidewalkswilllinethestreets.
Inscale,EvansFarmrivalsonlyafewcentralOhiodevelopments,includingMuirfield,NewAlbany,JeromeVillageandNorthstar.
Unlikethosedevelopments,whichbeganwithhousingorgolfcourses,EvansFarmwillstartwithhousesandacommercialdistrict.
Griffinandhispartner,TonyEyerman,plantostartworkinJunelayingsewerlinesforthefirstphaseoftheproject,onthenorthsideofLewisCenterRoadeastofRoute23.
Thatphasewillinclude144homesandEvansFarm’sdowntown.Griffinsaidheexpectsconstructionofthefirsthousesandcommercialbuildingstostartatthefirstoftheyear,afterinfrastructureislaid.
GriffinsaidtenantsinterestedinthedowntownpartoftheprojectincludetheYMCAandseveralrestaurants.Mostofthecommercialbuildingswillbetwoorthreestorieswithapartmentsabovethebusinesses.
OrangeTownshipapprovedzoningforthe550acresofEvansFarminthetownship,anddevelopersarenowpursuingzoningfortheadjoining700acresinBerlinTownship.
“It’sexcitingthatOrangeTownshipwillnowhaveatowncenter,”saidTrusteeDebbieTaranto.”Wedon’treallyhaveanysignificantplacethatwecancallthego-toplacefortheresidentsofOrangeTownship.”
Developmentwillstartonthesouthandmovenorth.Griffinestimatedthattheprojectwouldtake10yearstocomplete.
Theland,whichwillcontinuetobefarmeduntildevel-oped,isownedbytheEvansCapitalInvestmentCorp.,whichalsoownsEvansAdhesiveCorp.
Thefamilystartedacquiringthepropertyin1963,saidRowanneStewart,great-granddaughterofcompanyfounderA.L.EvansanddaughterofSamLoos,whofarmedthepropertyuntilhisdeathin2008.
AfterLoos’death,thefamilybeganinterviewingdevel-opers.ThroughEyerman,aland-useplanner,thefamilyfoundGriffin,aCincinnatideveloperwhobuiltTartanFieldsinDublin.
“WefeltwithDan,hisabilitytodocreativethingsinotherdevelopmentswasimportant,”saidStewart,aMontanaresidentwhoisvicechairwomanofEvansCapitalInvestment.
“Ilookatdevelopmentsthatlooksterileandinstitution-al.Onehouselooksthesameasthenext,withplasticplaygroundsinsteadoftreesandacreek,”Stewartsaid.“Itwasimportanttoustomaintainsomeofthenaturalwaterways,thenaturalwoodlots,thenaturalfencerows.Hopefully,thekidswholivetherecanclimbthesametreesIdid.”
Familymembersarealsoeagertoavoidaseaofcook-ie-cutterhomes.
“Wedidn’twanttoseesomeofthesebighousingprojectsthatgoup,”saidGusHoster,chairmanofEvansCapitalInvestment.“Wehadadifferentvisionfortheproperty.”
GriffinandEyermansaytheyaremodelingEvansFarmafterplannedcommunitiesthatseekatraditionalsmall-townfeelsuchasWesthaveninTennessee,StapletoninColoradoandCelebrationinFlorida.
Theysayonlycustomhomebuilderswillworkinthedevelopment,andtheywillnotbeallowedtobuyblocksofadjoininglotsastheywouldinconventionaldevelopments.
Lotswillrangefrom$55,000to$200,000,Griffinsaid.Buyersthencanchoosefromamong12to15approvedbuilders.Griffinsaidheexpectsfinalhomepricestostartinthelow$300,000s.
Thesmallestlotswillbe40feetwide,comparabletosometraditionalneighborhoodssuchasClintonvillebutabouthalfthesizeoflotsfoundinmanynewsubdivi-sions.
Inaddition,mosthomeswillsit10feetfromthesidewalkinsteadofthe30feetorsocommoninnewcommunities.Homescanalsobebuiltascloseas6feetfromthelot’sedge,comparedwiththemoreconven-tional25feet.
“We’remostexcitedaboutthenarrowlots,”saidLeeSolomonides,directorofsalesandmarketingwith3PillarHomes.“Withluxuryfinishesinverythoughtfuldesignstomaximizethespace--that’sthethingnewesttothemarketplace.”
Solomonideswondersabouttheabilitytodevelopacommunitythislargeonelotatatime.Yet,”Ialsothinkthisisanopportunitytoallowfordiversity and consumer choice, if it works the way the developer wants it to work.”
AllynJohnson,whoownstheFocusConvenienceMarketacrossthestreetfromEvansFarm,supportsthedevel-opmentandsaid“peoplewhoownhomesaroundhereareoverwhelminglyinfavorofit.”
AttheLewisCenterBarberShopnextdoor,EmmaleeEagonalsowelcomesthedevelopmentbutworriesaboutthetrafficitwillbringtothetwo-laneLewisCenterRoad.
“Whenallissaidanddone,itwillprobablybegood,butthegrowingpainswillbetheworstpart.”
GriffinsaidbuyershavereservedafewdozenlotsinEv-ansFarm,andheexpectsabout50lotstobespokenforafteraSundayopenhousetopromotethecommunity.
Ayearago,GriffinmovedfromtheCincinnatiareatoColumbustofocusontheproject,whichheexpectstobehislast.
“Iwanttodoonelastuniqueproject,”hesaid.“Ibelievethiswillbetoutedaroundthecountryasthefinestnewurbanistdevelopmentinthecountry.”
