Partly, this is because – historically – the mindset of the Corsican people is geared towards loyalty to the clan (the community geographically close – like that of Scotland) rather than to the governments of Paris or Rome.

Corsica is mountainous. So, farms do not do well here.
Grazing cattle, sheep, goats, etc. does do well here.

Napoléonic Code (updating and making more fair the laws) and reforming the school system.
