The importance of Energy Efficiency targets in the Energy and Climate Change Package
A strong link between

to achieve the RES targets
since they will be calculated as a percentage of the final consumption
Energy Efficiency in the ETS is strongly related to the reduction of the emissions by 21 %
through EE technical measures, CHP, CHP+district heating, etc.
However,
ETS alone may not achieve the energy efficiency targets
as it involves actions and measures just for the power generation and industrial sector
We have to consider :
energy efficiency-related instruments which can coexist and support further the ETS scheme
such as
Energy AuditsEnergy Manager ObligationLong Term Agreements,Regulations and StandardsFinancial Schemesetc.
Achieving the targets of the non ETS :is related to the implementation of classical energy efficiency measures
Directive 2006/32/ECor other directives such asEPBD, etc
Depending on the economic potential
a clever combination of policy instruments is needed such as :
financial instrumentsregulatory instrumentsmarket mechanismsbehavioural actions
energy efficiency requires a huge amount of relatively dispersed actions in all sectors in society, at all levels
complex to implement and managerequiring strong government commitment and support
this is an important reason why energy efficiency does not get the much deserved attention from policy makers
A sectoral energy efficiency targets approach
might be an option
for future consideration.
Increasing energy efficiency and reducing the demand for energy
Is the cheapest and easiest way in all end use sectors
to reach the objectives set in the EU Climate and Energy Package

for achieving the objectives of the energy and climate change package for increasing energy efficiency

The national energy agencies are already playing an important role(in the domain of their activities) by
undertaking most of the underpinning actions required towards the implementation of the new policy targets
creating an enabling environment for energy efficiency market development and transformation
