President’s Report Brad Rogers

The last six months have been filled with activities and events that underscore the importance of KMEA involvement in not only music teaching and music-making, but the role of music in education in our state and nation. The KMEA State Marching Band Championships and the six weeks of sanctioned local contests leading up to the Regional quarterfinals involved thousands of young musicians, their parents, and band directors and staff members across the Commonwealth. The finals weekend at WKU and surrounding high school venues was both a superb showcase of talent in every classification, and an example of the organizational prowess of our state office staff and the WKU Bands under the direction of Dr. Gary Schallert and Dr. Jeff Bright. In addition to marching band activities, Regional Assessment Managers have begun the organization of their Large and Small Ensemble assessment events, and Division chairs have completed the audition processes for selection of the various all state ensembles. I know we are all looking forward to hearing the all state concert presentations at our February Conference, and the spring assessments for our own groups. KMEA leadership attended the NAfME National Assembly in late June, arriving just prior to an important vote on bills regarding ESEA reauthorization (subsequently passed in to law in early December). We were able to meet with staff members and elected representatives from Kentucky prior to the vote, encouraging the continued inclusion of music as an equal educational discipline in the language of the bill; the final version passed into law maintained that language. In addition, we attended meetings with Southern Division leadership and other elected state music association leaders from across the country to review and develop goals and direction for initiatives related to the pending reauthorization and other issues. We also attended a follow-up meeting of elected leaders at the Southern Division level in early September. On the state side of the political process, in November the newly implemented Career Pathway in the Arts was deemed invalid by our new Commissioner of Education in his first week on the job, stating that it did not meet all of the criteria of other academic pathways, specifically “industry certification.” This surprise decision created a situation in which students in some Kentucky school districts who were enrolled in courses designed to complete the Arts Pathway, sometimes as a condition for graduation, could no longer do so. A group representing KCAE (Kentucky Coalition for Arts Education) made up of Jane Dewey, John Stroube, Tom Stites, and Tanya Bromley presented at the December 9 meeting of the Kentucky Board of Education in Frankfort. Each presenter used different points to make it clear that the decision to scrap the Arts Pathway was ill-advised. We left the meeting with the feeling that we are in a position to shape the remodeling of the Pathway into a form that will meet or exceed all criteria—and that KMEA will have to take the lead role in accomplishing that task. Additionally, we haven’t forgotten certification issues and other concerns that were already on the table. More to come. The Professional Development Conference to be held February 3–6 in Louisville offers a wide variety of sessions and performances for music teachers at all levels. Assembling a conference schedule that best serves the association and its members is a monumental task. As always, special thanks go to Melissa Skaggs for her tireless work in the organization and implementation of the conference. The KMEA Executive Committee will continue to evaluate all aspects of the conference in order to provide the best event possible. As you are aware, the 2017 and 2018 Conferences will present new challenges with the renovation and expansion of the Kentucky International Convention Center beginning later this year. Fortunately, KMEA has already been developing alternative plans to accommodate performances, rehearsals, exhibits, and sessions in different locations. It will be “different,” but the Conference will still go on! Speaking of “new” and “challenging”: KMEA’s website overhaul is moving forward; the KMEA office has engaged a website developer who is in the process of putting together a new “face” for our association based on an outline of our current website content and needed improvements. The membership will be asked for input on improvements or needed changes prior to finalizing the new website. Please contribute when asked—we want this to be as “right” as it can be from the start!

Notable News has proven to be a great avenue for providing timely information to the membership at large on a monthly basis. We continue to welcome your contributions to this electronic newsletter, and appreciate the work done by Ryan Marsh in making it available to the membership. Division chairs are strongly encouraged to use this forum. KMEA has always been grounded in volunteerism and a spirit of support for each other, regardless of our particular musical calling or the age of the students we teach. We also must advocate for the value of music in building an educated society, and we must work from a stance that providing the best possible musical opportunities for students at all levels is at the foundation of that advocacy. The contributions of each and every one of our members and the efforts of our state office personnel are critical to the success of our association. Thank you for your leadership roles on the Board in carrying out the important work of developing the people who are the future of our Commonwealth and nation.

Executive Director’s Report John Stroube

Veteran members of the Board of Directors will recognize a recurring topic in this report—the rule-of-thumb that a nonprofit like KMEA should hold a year’s worth of its expenditures in reserve in order to protect itself in case of severe financial adversity. KMEA’s reserve is invested in stocks and mutual funds through TD Ameritrade. The value of the portfolio is affected by two variables: the rise and fall of the stock market and KMEA’s capacity to add funds. We have no control over the former, but we have some control over the latter. Please see the table below for a retrospective of KMEA’s recent progress toward amassing a year’s worth of expenditures in reserve.

End of fiscal year Value of portfolio June 30, 2006 $247,426 June 30, 2007 $235,201 June 30, 2008 $267,531 June 30, 2009 $201,663 June 30, 2010 $262,436 June 30, 2011 $464,453 June 30, 2012 $511,645 June 30, 2013 $645,828 June 30, 2014 $859,625 June 30, 2015 $904,149

Following are the occasions the Association of has invested cash-on-hand:

• Added $30,000 from excess cash-on-hand in early September, 2009 • Added $45,624.16, as budgeted, on January 14, 2011 • Added $75,000 from excess cash-on-hand on June 17, 2011. • Added $58,531.41, as budgeted, on March 23, 2012 • Added $62,000, as budgeted plus excess cash-on-hand, in November, 2012 • Added $30,000 on December 6, 2013 ($21,239.22 in excess of budgeted commitment to reserve) • Added $78,000.00 on June 27, 2014 • Added $70,000.00 on May 22, 2015

It appears we are still on track reach the goal of amassing a year’s worth of expenditures in reserve in about two years if the market does not sabotage our efforts. Only time will tell. Over the past three years the KMEA office, with input from a human resources firm, has adopted an employee manual, and we have hired a part-time bookkeeper. The presence of the extra help and expertise has freed up time to commit to website redesign, which is underway. In the back of the board book on yellow paper, please see the report from the Fister, Williams, & Oberlander CPA firm; a review of our financial situation, this being a non-audit year. On behalf of the staff at the state office, thank you for the opportunity to serve you, and indirectly your students regarding their music education.

Bluegrass Music News George Boulden, Editor

The Bluegrass Music News (BMN) is published quarterly and promotes music education, related activities of the membership, and music programs across the Commonwealth of Kentucky. The BMN journal seeks to publish articles related to all fields of music education and encourages all members of the Kentucky Music Educators Association (KMEA) to submit ideas, comments, as well as their own writings to the magazine. Articles in the Fall and Winter issues included observations about leadership roles in orchestra, vocal improvisation, autism, keys to performing marches, student teaching, mentoring, composer collaborations, teaching for understanding, and developing the musical percussionist. Additionally, since 2014 each issue of the Bluegrass Music News is available as a pdf on the KMEA website. To download a copy go to kmea.org and click on the Bluegrass Music News tab. The editor is always looking for contributions from the membership and encourages everyone to share “their story”. Please consider submitting something to a future issue of the Bluegrass Music News. Special thanks to Barbara Grinnell for her continued outstanding work as the graphic artist in charge of the layout of the Bluegrass Music News, as well as the staff in the KMEA office for their support and guidance in preparing the journal each quarter.

December 14th - BGHS Choral Activities collaborated with Orchestra Kentucky “A Christmas Homecoming” at SKyPAC BGHS has 17 students that earned a place in the All-State Choirs. North Butler Elementary in Butler County has been busy. The fourth grade just performed the musical "Annie" here at our school twice this week. We have very supportive parents and grandparents who helped with scenery, costumes, etc. And we got to use our brand new sound system (with wireless headsets) for the first time--made possible by students working hard and selling candy bars last year. The 5th grade choir went Christmas caroling in Morgantown at the nursing home, courthouse, city hall, etc. The 5th grade band had a concert with the Butler County High School band last week. We have had Mandarin Chinese classes at our school this semester with a visiting Chinese teacher, Mr. Lin. Mr. Lin collaborated with the music and art departments. In music class we learned a traditional Chinese song "Zhou Peng You" and the Chinese instruments "Erhu" and "Pipa" from our new Quaver music program. Students dramatized the story of the Chinese "Year Naming Race" using instruments they chose. We translated songs into Mandarin using the words we had learned from Mr. Lin such as hello, goodbye, thank you, and friend. Students traveled around the school and performed the songs as well as did Christmas caroling in the school. Muhlenberg County Music Department Six chorus students from Muhlenberg County High School participated in the 2015 Choir Fest at Austin Peay State University on October 20, 2015. Singers from fifteen middle schools and high schools sang in this event. The Middle School Honor Choir was directed by Mary Busman; the High School Womens' choir was directed by Bill Caldwell; and the High School Mixed Choir was directed by Dr. Korre Foster, who was also the festival manager. A concert for the public by the three honor choirs was given at 4:30 P.M. on October 20 in the George and Sharon Mabry Concert Hall of the Music/Mass Communications Building at APSU. This was the first year in which singers from our high school participated in the Choir Fest. Our chorus has participated for several years in Veterans Day observances. The most recent programs to honor our veterans were on November 10 and 11. In addition to local veterans, the audiences included the students of these school venues: Muhlenberg County High School, Muhlenberg North Middle School, and Muhlenberg South Middle School. The annual Veterans Day observances are collaborations among the JROTC, MCHS Band, Middle School Choruses, and High School Chorus. Our chorus Christmas concert on December 14, 2015 was also a collaboration among eleven singers, seventeen class piano students, and eleven high school dance students of Melanie Boggess, who owns and operates the Encore Dance Studio in Greenville. This was the first year that our beginning level piano class has performed in a public concert. One of our 2014 graduates, Ryan Jones, who is now a Sophomore at WKU, was honored by being selected through audition, to play Rhapsody in Blue with the Western Kentucky University Symphonic Band, in a concert at First Baptist Church of Bowling Green on November 20. Ryan is majoring in Music Education at WKU. As a high school student, he was selected to be the keyboard member for the All-State Jazz Band. Among other honors, he was the chorus accompanist for the 2013–14 school year. He was also a percussionist in the band, and a member of the percussion ensemble directed by Rick Gardner. Our music department is very proud of Ryan.

Chris is a graduate of Morehead State University and we enthusiastically welcome him to our district! Under the direction of Jackie Melton, the Lynn Camp Middle and High School took part in the SKMA All Festival Choirs for a second year. 1. The multiplier on the newly adopted music sheet was found to be .05 instead of the intended .1. This was incorrect on the adopted version from April. The prefabricated recap sheet used by most contest managers correctly reflects a .1 multiplier, and no band scores were calculated incorrectly to the best of

his knowledge. The sheet available online was corrected mid-season. Brian Ellis pointed out an additional wording error on the visual sheet.

2. In years when a regional session happens to have relatively few bands, during the August draw for performance order there is a chance that before five bands have been drawn all the remaining bands would be exempt from first five placement by our current rules.

Regional Quarterfinals managers will report to the manager of the State Marching Band Championships by 11:00 p.m. the day of the regional festival event the names of bands (maximum of 8 per class) qualifying for the state championship semifinals. Inclement weather is not addressed in book, some band directors were unhappy with our pressing on. One judge’s observation on new score sheets—

Visual G.E. Sheet I very much like the way it is put together Visual Performance Sheet Technique(100)

this is set up very much like the old dci field visual sheet - it is a very good sheet on the field to evaluate the individuals in a small stadium - like the greenwood stadium much of what is to be evaluated in individual technique is still discernible in a large stadium - i.e. WKU, we are really looking at ensemble technique & not looking @ individual technique

Accuracy & Definition(100) note that in two of the three area's you talk about the ensemble

Another judge said: The only suggestion I have at all is on the Music Performance Sheet: I like seeing "Tone" in the Technique half of the sheet, you have it in the Musicianship half. So one half would be Tone and Technique, the other half would be Musicianship. Not a huge deal, but it seems more common to have Tone and Technique (also intonation, balance, etc.) grouped together.

A survey of all KMEA elementary music members was organized in the fall of 2015. The survey was presented to 300 current KMEA K–5 members to get an idea of how well the organization supports its elementary music teachers. The results of district participation and survey responses are below.

I. This chart displays the amount of KMEA K–5 members in each district vs. how many individuals participated in the survey. Participant participation in the survey was minimal therefore data does not reflect the entire membership.

Orchestra Division Patrick O’Rourke, Chair

2016 All-State Orchestra Conductors:

Symphony Orchestra: Dr. Robert Gillespie, Ohio State

Commonwealth String Orchestra: Dr. James Bates, Otterbein College

Adjudication Instruments:

We have been making progress on updating our Adjudication sheets. Aaron Breeck (D8) and his committee presented updated forms to the orchestra council on 2 May. The council approved the forms and sent them to the Committee for Performance Assessment. Due to some concerns from the KMEA orchestra membership, the CPA decided not to adopt the new forms and instead suggested a period of public comment, after which the Orchestra Council would discuss their findings. We have posted the new sheets and are currently soliciting feedback. At our meeting on 2/4/16 the chair will present the feedback from the membership to the council, who will then advise the chair on what to do next.

Orchestra Program of Excellence:

We are currently reviewing our Program of Excellence and considering the allocation of points for ensembles such as strolling strings, fiddling groups, and mariachi groups (if any exist), and considering whether points should be awarded for a double bassist in the jazz band, which is typically run by the school band director. We are also discussing how middle school orchestras accumulate points. Eva Rouse heads this committee and will make recommendations to the council at our meeting in February 2016.

New Graded list initiative:

An issue has arisen with our new graded list: A considerable number of works in grade 4, 5, and 6 are multi-movement. Questions were raised this assessment season regarding whether or not groups would be required to play all movements of a multi-movement work. As orchestra chair-elect, Sarah Payne (D7) is in charge of the list. She has formed a committee to resolve this issue. She has begun to cross-reference our list with several other states’ lists and found some agreement among them. She and her committee will continue to work on the issue and report their revisions to the council in February.

Reports of Appointed Committee Chairs

Music for Special Learners Amy Bolar, Chair

A- Special Learner-related sessions are generally planned for the February KMEA conference. With the help of John Stroube, I have developed a survey to roll out to KMEA members after the 2016 KMEA in-service. The survey will help us find specifically what types of special learner sessions our members need most. In the past, we have tried to offer broad special learner sessions. The purpose of the survey is to narrow down the specific areas where teachers need most insight. Some areas include: PD for instructing the visually impaired, hearing impaired and for those with autism. The survey is also grade level specific, so we will not only know which areas of special needs to target, but also which grade levels need them most. To reiterate, the survey is set to roll out soon after the 2016 KMEA conference and will help guide our selections for the 2017 conference. B- I have recruited enough authors for a NOTEable news article through August of 2016. One article was published in November, two other articles have been emailed and are ready to publish in February and March, five others are on schedule to be written and submitted from April through August. If I understood the publisher correctly, no articles regarding special learners will be published in December and January due to reserving space for advertising for the upcoming convention/PD service. C- Anyone with information regarding Special Learners is encouraged to write about, and consider submitting an article for NOTEable, our emailed newsletter. I would also invite everyone to send me names of Special Needs teachers and/or references which I may use to consult with throughout the upcoming years.

Community Music Nan Moore, Chair

District One The MSU Town & Gown Community Band, directed by Dr. Todd Hill (Director of Jazz Studies at Murray State University), has 85–100 members, and meets seasonally, presenting two concerts in the summer, and a Christmas Concert. The Murray Choral Society has been renamed The MSU Town & Gown Chorale, directed by Dr. Brad Almquist (Director of Choral Activities at Murray State) and has 35–40 voices, meets year round and presents concerts in the fall and spring, along with the community Christmas Concert. The groups gave a combined Community Christmas Concert on Friday, December 4 at First Baptist Church downtown in Murray. Dr. Derek Jones (Director of Bands at Calloway County High School) was guest conductor for the band on the Christmas Concert, for Dr. Hill who is on medical leave from the university. The groups are made up of high school and college students, music educators, and many senior community members. Paducah's Community Band continues on with Kara Boyd as director, as does the Paducah Jazz Ensemble, led now by Ron Roberts. Both of these groups meet year round.

District Five The Oldham County Community Band performed holiday music at a number of locations during the month of December; Light Up LaGrange, Covenant United Methodist Church, and Kroger/St. Matthews. They also shared the stage with the Oldham County High School bands on their holiday concert on December 15th. District Six The three community groups in Northern Kentucky include: The Filmore Wind Band which performed about 4 concerts in 2015, Jim Daughters is conductor and contact, The Florence Community Band is sponsored by the City of Florence, the band performed 14 full concerts this year and had several small groups that performed at smaller venues. The ensemble is led by Director, Ted Denman. The Florence Community Chorus is also sponsored by the City of Florence. The chorus performed several concerts this past year, led by Director Don Whitis. District Twelve Community ensembles continue to grow in District Twelve providing exciting performance opportunities for hundreds of individuals. Choirs, orchestras, concert bands, and brass bands have performed numerous concerts for our community during the fall and holiday seasons. Many of these ensembles are conducted by KMEA District Twelve members and are filled with musicians belonging to KMEA. Community music in District twelve is providing much cultural enrichment for performers and audience members.

Advocacy Leadership Force

Karen Koner, Chair

The Advocacy Leadership Force (ALF), through the National Association for Music Education spent the fall semester of 2015 focused on the Every Student Succeeds Act (ESSA). In December 2015, this was passed through Congress, which means that No Child Left Behind has been eliminated. What this means for music education:

• A New and Clear Intent to Support Our Nation’s Schools Through a Well-Rounded Education: This is a sea change from NCLB, which focused heavily on the academic success of students narrowly defined as reading and math.

• Enumeration of Music as a Well-Rounded Subject: Replacing the Core Academic Subject language from NCLB, this language clearly articulates that music should be a part of every child’s education, no matter their personal circumstance.

• Requirements for Well-Rounded Education: Schools will now be able to assess their ability to provide a well-rounded education, including music, and address any deficiencies using federal funds.

• Flexibility of Title I funds to support a well-rounded education. All Title I programs, both school-wide and targeted, are now available to provide supplemental funds for a well-rounded education, including music.

• More Professional Development for Music Educators: Funds from Titles I, II and IV of ESSA, may support professional development for music educators as part of supporting a well-rounded education.

• Flexible Accountability Systems: States must now include multiple progress measures in assessing school performance, which can include such music education-friendly measures as student engagement, parental engagement and school culture/climate.

• Protection from “Pull Outs”: The new ESSA discourages removing students from the classroom, including music and arts, for remedial instruction.

In addition, ALF would like each state to revisit, refine, and submit their state advocacy goals by July 2016.

Kentucky College/University Band Directors Sue Creasap, Chair

The Kentucky College/University Band Directors met on February 4 & 5, 2015 during the KMEA Professional Development Conference. The group offered congratulations and thanks to Amy Acklin, Fred Speck, and Mark Lynn for their hard work and organization of another successful Intercollegiate Band under the direction of Alan McMurray. Thanks to Peter LaRue (Georgetown) for maintaining and developing the KIB website. KIB information for 2016 may be accessed via http://pjlkib.wordpress.com/ This year’s conductor is Jerry Junkin, Univeristy of Texas – Austin. Mark Lynn serves as the coordinator of the KIB. After 30 years of distinguished teaching, Dr. Richard Miles, Morehead State University, retired as Director of Bands in 2015. His contributions to the profession and KMEA are unparalleled. Dr. Miles continues to be active and is in demand throughout the world as a conductor and clinician. We wish him well in his retirement but know he will remain a strong advocate for music education. Our sincerest thanks goes to him for his leadership and continued efforts on behalf of music in our schools. The CBDNA Regional Conference will be held on February 18–20, 2016 in Charleston, SC. Dr. Gary Schallert serves as President of the Southern Division of CBDNA. The CBDNA Athletic Bands Symposium will be held on June 2–4, 2016 at the University of Minnesota-Minneapolis. Both conferences are exceptional venues for professional development for college/university band directors. We wish to welcome Dr. Joe Scagnoli as visiting Director of Bands at Morehead State University. Dr. Scagnoli is Professor Emeritus from Ball State University and we are delighted to have him in our state for the 2015–16 academic year. All of our Kentucky College/University Band Directors are extremely active within the state and nation as guest conductors/clinicians. Their many accomplishments are too numerous to list for this report but a special thanks to George Boulden (UK) for his work as editor of KMEA’s Bluegrass News. Finally and sadly, we wish to acknowledge the loss of our dear friend and colleague, Dr. Ken Haddix (EKU) who passed away August 16, 2015. Ken was an exceptional musician, educator, and music advocate who loved music and people. He is sorely missed.

Phi Beta Mu Troy Stovall, President Psi Chapter of Phi Beta Mu

Phi Beta Mu is an International Bandmaster Fraternity whose purpose is to encourage the building of better band programs and help develop better musicians in our schools. Due to an active membership throughout the history of Psi Chapter, the fraternity has developed traditional conference activities. Phi Beta Mu has initiated a new Concert Band Festival to celebrate and promote the fine concert bands in Kentucky. The festival is to be held in Louisville, in March of 2016, at Louisville Male High School. Bands across the state will be asked to submit applications to a committee for selection. Two middle school bands and four high school bands will be chosen for this event. Each of the bands will perform, and will have a special guest clinician who will work with each band at the conclusion of their performance. The inaugural clinician will be Ray Cramer, Emeritus Professor from Indiana University. Phi Beta Mu will sponsor 2 clinics at the 2016 conference: the All State Band Clinicians roundtable discussion & a jazz clinic presented by the conductor of the 2016 KMEA All-State Jazz Band. The Chapter initiated a new composition consortium project in February 2005. Past works include “Appalachian Morning” by Robert Sheldon and “Empire” by Julie Giroux. We premiered our latest project “Kentucky Home” by David Gillingham with the All State Symphonic Band under the direction of W. Dale Warren, University of Arkansas at the 2010 All State Band Concert. Kentucky Chapter, Percussive Arts Society Brian S. Mason, President

KYPAS will host its annual Day of Percussion on Saturday, February 27, 2016 at the UK Singletary Center for the Arts. The day will feature artist/clinicians Michael Burritt (Eastman School of Music), Anders Åstrand (International mallet-percussion artist, Sweden), and Rashid Williams (Drum Set player for John Legend). We are looking forward to their educational sessions and performances. Along side those inspirational sessions we will again host the KMEA All-State Percussion Ensemble and the University Percussion Showcase concert. Traditionally the event brings in 200+ attendees and we look for an even larger turnout this year. More than 25 sponsors, both corporate and private, support the event with door prizes, which also adds to the excitement of the day. Please spread the word to your colleagues and students about this outstanding educational and entertaining percussion event. The KYPAS chapter also had another fantastic year partnering with KMEA to organize the All-State percussion repertoire. This process was amended in 2005 and has had a positive impact on percussionists across the state, not only for those who have auditioned, for all percussion students. In addition to helping strengthen the requirements for the percussionists and streamline the audition process, KYPAS provides a recommended tuning sheet for concert snare drum and for timpani. This simple set of guidelines aids in maintaining and raising the quality of percussion sounds in the band rooms and subsequent ensembles across the state. KYPAS plans to have an enhanced set of guidelines and information for the 2016 auditions.
