Kidbrooke Controlled Parking Zones (CPZs) Proposals Exhibition of the Draft Plans St John Fisher Church Hall 12 - 14 November 2015 Thank you for your feedback In March 2015 we asked Kidbrooke residents about the possibility of introducing local parking controls. We would like to thank all those who responded to this survey. The outcome has helped us to design proposals (see enclosed plans) on which we are now asking people to give their views. Your road may be one of many that are not affected directly by these plans, but new parking controls can have knock-on effects, so everyone within the original survey area has been included in this consultation. All are invited to visit an exhibition that will show the enclosed draft plans in more detail and to complete the enclosed questionnaire. What are the proposals in outline? An overview plan of the proposed controls is shown overleaf. We are proposing to introduce three new controlled parking zones (CPZs): Kidbrooke North (CPZ ‘KN’): Controlled hours Monday – Friday, 10.30am – 12.30pm Kidbrooke West (CPZ ‘KW’): Controlled hours Monday – Friday, 1.00pm – 3.00pm Kidbrooke East (CPZ ‘KE’): Controlled hours Monday – Saturday, 9.00am – 6.30pm The main aim in the ‘KN’ and ‘KW’ zones is to reduce long stay (commuter) parking to free-up space for residents, traders and shoppers. The longer controls in ‘KE’ are intended to reduce commuter parking and overspill from the Kidbrooke Village development How will the new CPZ limits been drawn? The roads coloured red, green or blue on the plan overleaf cover those areas where most respondents have said they support inclusion in a CPZ. The precise limits of the zones will be determined by this consultation. What do the draft plans show? Using the feedback from the earlier survey, we are proposing the following:
CPZ ‘KN’: ’Permit holders only’ parking will be introduced in marked places during the controlled period. Visitor parking will be permitted with ‘resident visitor vouchers’. The cul-de-sacs off Nelson Mandella Way will have signs saying, “permit holders only’ past this point”, but no marked places. Double yellow lines will be marked around junctions. Single yellow line will generally be marked across private drives and accesses, meaning that parking will not be allowed during the controlled period.
CPZ ‘KW’: ’Permit holders only’ parking will be introduced in most marked places during the controlled period. But at the east end of Weigall Road, some pay-and-display parking places will be made available. These controls will apply Monday – Saturday 9.00am – 6.30 pm, but ‘KW’ permits will also be valid in these places. Visitor parking would be permitted with ‘resident visitor vouchers’. Double yellow lines will be marked around junctions. Single yellow line will generally be marked across private accesses meaning that parking will not be allowed during the controlled period.
CPZ ‘KE’: ’Permit holders only’ parking will be introduced in most marked places during the controlled period. Meadowside and several other narrow streets will have signs saying, “permit holders only’ past this point”, but no marked places. In Eltham Green and Pinnell Road pay-and-display parking places will be made available. These controls will apply Monday – Saturday 9.00am – 6.30 pm, but ‘KE’ permits will also be valid in these places. Double yellow lines will be marked around junctions. Single yellow line will generally be marked across private accesses, meaning that parking will not be allowed during the controlled period.
Where can I see the draft plans in more detail? The above proposals are illustrated on the CPZ plans included with this leaflet. They will be shown more clearly on larger drawings at the public exhibition. These draft plans are also available to view on the Council’s website. Please do not hesitate to contact us (details below) should you need other assistance to view the plans.
How much will the CPZ cost residents & traders? Permit charges are reviewed periodically. The current charges are:
Resident Permit (12 months) CPZ ‘KN’ & ‘KW’: £57.00 per vehicle CPZ ‘KE’: £82.00 per vehicle
(Free ‘Carer’s Permits’ are available to persons needing home help – details to follow)
Resident Blue Badge holder’s will be granted a free resident permit for their CPZ on application
Resident Visitor Vouchers (100 maximum per year): CPZ ‘KN’ & ‘KW’: 70p each (£7.00 for ten) CPZ ‘KE’: £3.40 all day, £1.70 for 4 hours
Business Permit (12 months) CPZ ‘KN’ & ‘KW’: first permit £101.00, each additional £216.00 (limited allocation) CPZ ‘KE’: first permit £126.00, each additional £216.00 (limited allocation)

How can I give my views on the proposals? You should submit your comments to us in writing using the enclosed questionnaire and pre-paid postage envelope. Alternatively you may respond on line or by email to the address below but please include your postal address and a response to the questions asked.
If you are unhappy with the proposals described, you are advised to attend the public exhibition at which an officer will be present to discuss your concerns.
No decisions have yet been made. Any street may be included in (or excluded from) the controls if a majority of affected households consent to the change in writing or by petition. Subject to local consensus, other representations for changes to the arrangements will also be considered sympathetically.
What happens next? Once the consultation period has finished Members of the Council will be asked to consider any requested changes to the draft plans and to decide how they should be taken forward.
Subject to statutory procedures, it is intended that the approved proposals would be implemented during March - April 2016, when permit applications etc. would also be processed (further details to follow). The controls would take effect shortly thereafter.
