Skills mapping pilot
Kick-off online meeting19 January 2018
Objectives of the skills mapping pilot
Process and resource requirements for the creation of the correspondence tables of skills.
Tools and/or services to support the mapping process.
Level of interoperability between ESCO and national skill classifications.
Level of interoperability among the national skill classifications during cross-border matching.
Understand:
Building on previous activities

Steps Actors
1.Identify the national skill
classifications

Austrian Taxonomy for occupations
and competences
BIS = Berufsinformationssystem (information system
for occupations)
BIS has two main pillars: occupations and
competences
Occupations: 4 levels, with a structure similar to
ISCO 08, 19.000 terms
Competences: up to 9 levels, with 23.000 terms
8
Competences
• Definition in German: Berufliche Kompetenzen sind
Fähigkeiten, Fertigkeiten und Wissensbestände, die
bei der Durchführung konkreter Arbeitsvollzüge
unverzichtbar oder zumindest vorteilhaft sind.
• Definition in English: occupational competences are
skills, abilities and knowledge that are either
necessary or at least advantageous in completing a
concrete task.
9
What role do competences/skills play?
To equip job seekers and employers to express what
they are looking for or have to offer
10
The competence pillar
• 3 main areas of competences:• Occupational competences
• Transferrable competences
• Certificates
• Each area has a hierarchical structure with several levels (up to 9)
• Within the occupational competences there are lots of affinities and also affinities to certificates (ability to do welding and welding certificates)
11
Competences are grouped in order to
be assigned to occupations
5 Groups:
– Basic competences
– Occupational competences
– In job ads sought after competences
– Transferrable competences
– Certificates (e.g. welding certificate)
12
Occupations and competences
There are 4 occupational levels
On the 3rd level of occupations (e.g. cook) are all
different groups of competences assigned to
On the 4th level of occupations (e.g. Sushi cook) are
very job-specific competences assigned (e.g. making
Sushi)
13
Usage of competences by counsellors
Currently in use:
– In job ads sought after competences
– 1 Qt. or 2 Qt. 2018:
– Occupational competences
automatic matching is currently not available, but a
search function is being planned

Presentation of the swedish skills
classification2018-01-19
Some quick numbers
● Skills: 5514
● Occupations: 3262
● Competencies connected to “Hairdressers”: 20
● Competencies connected to “Public relations professionals”: 23
Skill classification at Arbetsförmedlingen
● Current database that contains Arbetsförmedlingens skills classification
serves many important purposes.○ Labour market statistics (only at Occupation level at the moment)
○ Terminology for machining systems
○ Profiling of CVs and Vacancies
● Skill terminology contains both qualifications and educations but lack soft
skills
Skills classification administrative tool
Some thoughts about current state
● Skill terminology maintained by manual work and not user driven
● Lack internal relations
● Customers (employers and job-seekers) complaining about the terminology.
● Only describes few percent of the total swedish labour market
Few words on current development
● User driven database
● Contains occupations,
skills (soft and hard)
● 50.000 competencies
and 10.000
occupations
● All terms have internal
relations with weights

Step 2: Select the skills subset
514 Hairdressers, beauticians and related workers: 285
2432 Public relations professionals: 231
Transversal: 107

Step 4: Assess the results
Assess the level of interoperability which has been achieved between national classification systems after mapping to ESCO
Why?
How? EC and PES will simulate real case scenarios
Step 4: Assess the results
1st use case: exchange of CVs between PES
2nd use case: exchange of job vacancies between PES
Part 1: Receipt and integration of national and cross-border CVs and job vacancies into a national system
Part 2: Matching of national and cross-border CVs to national job vacancies and vice versa
