Recently the Kern River Valley branch in Lake Isabella received 60 books in con- nection with this grant, which totaled $75,000 for the system. The new books in the library concern all kinds of animals, from your household pets to barnyard animals. At the meeting the U.S. Army Corps of Engineers presented for comment three alternate plans to address what they call seismic and hydrologic deficiencies at the Isabella main dam and auxiliary dam. The public scoping meeting was intended to provide the public and other interested parties an opportunity to comment on the proposed solutions affecting the dams. Alternatives presented will be evaluated further in the draft EIS process and ongoing environ- mental studies outlined at the meetings. Three alternatives remain of six or more that were considered by Corps Engineers. The Robust Alternative: This plan would attempt to remediate all identified deficiencies found with the dam structures. The plan would raise the main dam by 4 feet with added fill and would make improvements to dam outlets. Improvements would also be made to the existing spillway as well as constructing an additional 300-foot wide narrow option spill- way that would accommodate for large flood events. The Auxiliary Dam would receive a 4-foot addition of materi- al at the dam’s crest and a 100-foot upstream and downstream rock buttress added. Under the robust plan, the Borel Canal outlet would also be relocated from the Auxiliary Dam to the Main Dam by way of a tunnel. Optimized Alternative A.: Under this plan no modification or crest rise would be made to the Main Dam. A additional 600-foot wide option spillway would be added to accommodate large flood events with no improve- ments made to the existing spill- way. An 80-foot upstream and down stream rock buttress would be added to the Auxiliary Dam with the Borel Canal realigned to the dam’s right side and partial See DAM, Page 14 Road re-opens Mike Devich Kern River Courier Well, the Kern County Roads Department achieved what they were trying to do, and that’s reopen Sierra Way by Memorial Day Weekend. They did it, but just barely. Sierra Way, the so-called “back way” along the northern edge of Isabella Lake, was reopened the day before Memorial Day Weekend, on Friday May 27 at 1 p.m. – just in time to be closed again briefly as a brush fire headed towards the southern part of the road. It came in handy, though, to have it open again soon, because during the same fire it became an alternate route when Highway 178 was also closed for a while. The road is back open again, to the relief of residents of Robinson Cove and also the residents of Weldon or Kernville who regularly travel between the two points. Those residents have had to take a long detour around the lake ever since the road was closed due to a massive washout during the storms of mid-Demember. In those storms, more than three inches of rain fell per day, destroying the Kern River Preserve’s road system and creating a huge lake for a while at the inter- section of Highway 178 and Kelso Valley Road. Predictions right after the road was shut down were that the road would not be open until July or August, which would have serious- ly impacted Kernville’s summer sea- son. Like books? Like animals? You’ll beglad to hear about a grant given to theKern County Libraries.

Recently the Kern River Valley branchin Lake Isabella received 60 books in con-nection with this grant, which totaled$75,000 for the system. The grant iscalled “Save Your Animals: FamilyOutreach for Animal/Pet Awareness andWelfare.” It came from the California

State Library with state and federal fundsfrom the Library Services andTechnology Act.

The new books in the library concernall kinds of animals, from your householdpets to barnyard animals. The books arefor every age, and include books aboutanimal care, training, and veterinarianmedical guides. There are also story-books.

Summertime starts in only 10 days. It better!That’s when the Kern Valley Aquatics Program atSouth Fork Middle School kicks off its summerswimming programs.

Winter has kept a strong grip on us this year,with only a couple of flashes of hot weather. So fewof us have been thinking about swimming. ButKVAP has been busily planning its summer season,and this year they are adding a swim team– the val-ley’s first.

The Swim Team will practice Tuesday,Wednesday and Thursday evenings from 6 to 7:30p.m. They will be led by Amy Watts, who has com-petitive swimming and teaching experience. Theteam will have two home meets and one inRidgecrest.

Letter to the CourierDear Kern River Courier,Thank you all and our God for watching over us last Friday. When the Cove Fire came across Joughin Hill and moved toward our

home and other homes on the west end of our tract, we were converged onby the above with hoses, shovels, determined spirits and loving hearts.

The result was a victory over the blast of fire and smoke that engulfedthe area for about three hours. The neighbors from all corners of the tract,without hesitation, pitched in to save several homes at our end.

Thanks again to the firemen fromseveral agencies (who continued tolook for hot spots three days later)and to our neighbors: the Newsoms,the Hines, the Embrees, the Gilberts,the Yates, the Saterbos, and otherswhom I could not identify due to thesmoke and my own busy hands.

God loves a cheerful giver and thereceiver loves you, too.

1 lb Lean meat, thinly sliced1 ts Salt1 ts Ground ginger1 TB Brown sugar1/4 ts Pepper1/8 ts Cayenne pepper1 Crushed garlic clove1/4 c Pineapple juice1/4 c Soy sauce

General jerky method: Allrecipes use 1 lb lean meat, thinlysliced. (3/16-1/4 in thick) In asmall glass bowl, combine allingredients except meat. Stir tomix well. Place meat 3-4 layersdeep in a container, spooningsauce mixture over each layer.Cover tightly and marinate 6-12hours in the ‘fridge, stirring occa-sionally and keeping the mixturecovered. Lay out on trays, 24 to36 hours in dehydrator. I used a

couple of cans of pineapplechunks with the juice in the mari-nated. Just dehydrated themwith the meat. Very interesting.

This Saturdayis the 24th annu-al Kids FishingDerby. Thisannual freeevent (this is the24th year!) is puton by the Fishand GameHabitat Club’s volunteers, withthe help of a lot of local mer-chants and service organizationsand also agencies like the DFG.

Registration, and this is veryimportant: All contestants MUSTregister at the derby headquar-ters in Wofford Heights ParkPRIOR to fishing. It’s free, butyou have to register first. Thederby headquarters will be openfor registration from 3 to 6 p.m.today, Friday June 3, and tomor-row, Saturday, June 4 from 6 to 9a.m.

The derby is open to all kids;however, awards will only begiven to kids 4 to 15 years old.The derby starts Saturday at 6a.m., and weigh-in will close at 3p.m.

There will be trophies for thebiggest fish caught in these agegroups – 4-6, 7-9, 10-12 and 13-15. Along with the fishing con-test there will be many activitiesat the Derby Headquarters until3 p.m. There will be contests,games, and the kids will get afree lunch of hot dogs and sodas.Adults are expected to make adonation for theirs.

Special drawings for otherprizes will be held after theawards presentation at 3 p.m.Tickets for this drawing will begiven away at registration. Youmust be present to win, so bethere!

Children may fish in the lakeor the river, but fish must bebrought to derby headquartersby 3 p.m. for weigh-in. There willbe no late weigh-ins and only thebiggest fish k

All fishing regulations are ineffect. The limit for trout is 5,and for crappie, 25. Make sureyou don’t go over the legal limits.

Dam scary! or dam good?I'm not referring to the

impending'Big One'(earthquake).Or one damovertopping,or both damsfailing at thesame timeunder thepressure of afull to capaci-ty reservoir.Or the loss oflife and property should all of thescenarios take place at the sametime, flooding the towns of LakeIsabella, Bodfish and thengreater Bakersfield under 10 to30 feet of water. That's scary!

So what could be so scaryabout the coming proposed threeyears of dam construction?

What I am worried about iswhat happens to our valley dur-ing and immediately after three(and most likely more) years oflocal disruption to tourism, ourlives and economy. We're justbeginning to recover from threeto four years of the worst econo-my to be experienced in the past40 years.

Timing is everything. Would a2012-13 start date, with the three

years of construction to follow,be the best of timing based onthe our present economy? Is itreally that urgent that we fix aseismic problem estimated onlyto occur once every 3,000 years?The last big quake on this fault issaid to have taken place 1,000years ago. Do we have to do itimmediately to be prepared for a100-year flood?

What about a constructionperiod longer than the estimatedthree years? We all know thatrarely are construction projectsfinished on time and on budget.And just when is a governmentproject finished within budget?We could be looking at cost over-runs -- or under-funding withlong waits for approval of furtherfunding.

What happens to tourism,recreation, the quality of ourfishery, the fishing derby andultimately our local businesseconomy when, during construc-tion, our lake level can only topout at 100,000 acre feet lowerthan the 360,000 maximum thathas been imposed on us now?What if the popular AuxiliaryDam Campground is closed forthe three or more years?

What will the AuxiliaryCampground look like after-ward? Or will it ever be

As many readers know, I am cel-ebrating my 65th birthday by trav-eling with my wifeStephanie. I amwriting this fromhistoric ColonialWilliamsburg, Va.

There are manybuildings herefrom the early1700s still stand-ing, which havebeen painstakinglyrestored. Other buildings havebeen built on the foundations of theoriginal. These have been builtusing homemade nails, bricks andlumber.

One such building is the firstmental hospital built in what wouldeventually be the United States. Therecreated building showed the cellsthat the court-ordered insane werehoused in. It looked much like aprison, with only a straw mattressand a chamber pot in each cell.Bars were on the windows, and thefloor and walls were brick; veryuninviting, but probably a betteroutcome then the gallows.

The next cell was more modern,showing an example from the early1900s. The brick walls were plas-tered over, and there was now asturdy iron cot. The bars were nowon the outer wall, making the rooma bit less prison-looking.

Displayed in another area werethe "tools" used to treat the insane.A wooden chair with restraints had

a block to restrain the head as wellas tie-downs for the arms and legs.

I recognized how far we havecome as a society. Now we usedrugs for the same effect.

Medicine really has come a longway, as I grab some Advil to easethe ache in my back from too muchwalking. From only 50 years ago,when the surgeon’s knife was theonly way to identify many problemsinside, to today having variousMRI's, CT scans as well as X-rays,many of today's ills can be correct-ed with medication rather than thescalpel.

We have come a long way inother ways too. Today we needhealth insurance to pay for ourcare. Few people have theresources and savings to "self-insure" a major catastrophic med-ical event. With state and federalgovernments in financial crisisthroughout the United States, gov-ernment-supported health care willbecome decreased as the belt istightened on social programs.

Middle-income people who thinkthese programs will be a 100%answer will soon learn that the defi-nition of poverty will be a muchlower number than it is today.

Quinine was a favorite reme-dy. Now quinine has a limiteduse -- only for malaria. It haspotentially dangerous sideeffects that make it unwarrant-ed for muscle cramps. Somefind that tonic water stops theircramps. That's fine that they do;the amount of quinine in tonicwater is quite small. There isevidence that the heart andblood pressure drug diltiazemcan be useful. Vitamin B com-plex -- a mixture of the B vita-mins, including B-6 -- also has

some support for its use. Stretching the leg muscles

three times a day and againbefore going to bed might pre-vent cramps. One exercise isstanding on the lowest step of astair with heels projecting offthe edge of that stair. Raisehigh on your toes and thenslowly lower yourself until theheels are well below the level ofthe stair. Hold that position for10 seconds and repeat the exer-cise 10 times.

Some have found that awarm bath taken before head-ing to bed stops their cramps.

His surprise and mine camefrom classmates who were notsurprised by his promotion.They confessed that from thefirst week at the academy hehad been called “chief” behindhis back. His values, moralsand manners were above theacceptable behavior he haddisplayed at home. He is atrue gentleman. I see patiencein him that I had not seen. Icould never express my grati-tude enough to the service forwhat they have given my son.If your child did not live toreturn home, Memorial Day isholy as well as solemn.

Had your child lived… but Ido not know that… that iswhy it is such a comfort toknow you will meet againwhere there is no tears, nosorrow – only joy.

Guess you just can’t trust any-one in today’s world – even some-one who says they’re giving awaysomething for free.

The Kern River Courier hasalways had a policy of placing adsin our Marketplace classified sec-tion for free items at no charge.That especially goes for pets thatare being given away free.

So it was soeasy for us andmany other smallcommunity news-papers like oursacross the coun-try to be taken inby a new scam.

The ads say“AKC registered EnglishBulldogs free to a good home,they are vet checked,” etc.

Respond to the ad and thescam begins. The scam artist willask for money for shipping thedogs, and refers the buyer to theshipping company that is sup-posed to send the bulldogs. Ofcourse, the dogs never arrive. Thebuyer calls the "seller" but gets noanswer. The shipping companyand/or reference number doesn'texist and all money is lost.

The scammer never had thedogs at all. They stole the picturesoff the Internet. (They sometimeseven pose as legitimate breeders.)

Scammers have used houses,cars, jewelry, tools and sweep-stakes, and now they tug at ourhearts with cute dogs.

Here's how you can protectyourself!

Never send money throughWestern Union or Money Gramto buy merchandise, because thescammer can disguise who theyreally are so they cannot betracked down. In most Internetscams a wire service is used.

Watch out for free emailaddresses like hotmail, yahoo,gmail etc..

Beware of sending money toAfrica, WestAfrica orNigeria. Manyscam artists arebased in Africa.

Never sendmoney to some-one you can'ttalk to or com-

municate well with over thephone. Many scammers workover email because they speak lit-tle or no English.

Ask for, and check references.They will try to gain your trust byproviding you phony informa-tion.

Only send money by bank wire,Paypal or check. Paypal is secure.A bank wire goes through theFederal Reserve into an accountwith the seller's Social Securitynumber, making it safe, legit andtraceable.

Remember, if it sounds toogood to be true, it probably is.

Take stock of yourproperty and considerremoving fire-pronespecies of trees, shrubsand other plants. Thinkabout replacing themwith fire-resistant plants.

Review the density ofvegetation around yourhouse, and the overallhealth of the vegetation.Is it too much or too dry?

Some types of vegeta-tion are more fire-pronethan others. Pine forests,palmetto, scrub oaks,and species with a lot ofresins or oils are of con-cern.

Broad-leaf (deciduous)trees are more fire-resist-ant, but also consider the

overall health of the eco-type. A forestry profes-sional will be able to helpidentify any unhealthyconditions of the naturalvegetation in your area.

When learning aboutthe vegetation on yoursite, you’ll often find thatforestry and fire profes-sionals call it “fuel”.There’s a reason for that.Remove fuel and one ele-ment in the fire equationis gone.

Water supply is alsocritical to consider forfirefighting purposes.Think about what othersources are available,such as nearby ponds orpools. The time to do thisis now, not after a firethreatens your communi-ty.

SCE donates truck to Search and RescueKern River Courier

The Kern Valley Search andRescue team now has new wheels tohelp in its work after receiving aFord 550 truck from SouthernCalifornia Edison last week. Thepresentation took place at SCE’sKern River 3 Hydro Electric Plant onSierra Way in Kernville.

The truck is a welcome additionto the Search and Rescue team.The crew has been using a flatbedtruck that was donated by SCEabout 21 years ago. The truckreceived last week will be used tohelp in rescue efforts, assistingstranded people, hauling riverrafts and other gear.

Brian Baskin, Captain of the KernValley Search and Rescue team isgrateful for the donation and said“This truck will allow us to decreaseresponse times and increase ourlevel of service.”

Kermit Atkinson, an electriccrew foreman at the KR3 HydroElectric Plant, helped organize thedonation. He also serves as a vol-unteer member of the Kern ValleySearch and Rescue team and knew

first-hand how badly the teamneeded the truck.

“SCE has always encouraged itsemployees to support worthy organ-izations and the KVSAR unit is oneof the many organizations in theKern River Valley that is truly wor-thy,” said Atkinson.

SCE purchased a new truck,and rather than salvage the oldtruck, which has 87,000 miles,elected to donate it to the searchand rescue team. The truck is ingood condition and is well suitedfor the type of work done by therescue team.

Books for soldiers

On Saturday June 4th theChildren of the AmericanRevolution are having a yardsale to raise money for theirnational project "Books forSoldiers". Books for Soldiers isa program wherein books arebought and sent to our soldiersin the Middle East theatre andthe books are read by the sol-diers and recorded. The sol-diers are then able to send therecorded books to their chil-dren who then can listen to abook read to them by the miss-ing parent.

Samantha Jellitech, presi-dent of the local chapter of theCAR, feels this programdemonstrates patriotism andsupport for our soldiers over-seas and their loved one leftbehind.

The yard sale will be at 3508Cook Peak Rd. in SquirrelValley on June 4th from 8 a.m.to 2 p.m. All the proceeds fromthis sale will be donated to theCAR program to benefit oursoldiers and their families.

Kern County Fair offers free ‘Garden In AWheelbarrow’ program with workshopPat GriffinSpecial to the Courier

The Kern County Fair inBakersfield is inviting youth groupleaders and teachers to attend aworkshop this month about a spe-cial free program being offeredthis summer called “Garden In AWheelbarrow.”

Participating groups will be pro-vided with all materials, plants,wheelbarrow and lesson plans todo the project. The free gardeningprogram will give participatinggroups an opportunity to teachyouth about the source of food andhow food is grown.

Wheelbarrows will be displayedat this year's Kern County Fair,Sept. 21 - Oct. 2.

Interested youth group leaders,teachers and others are invited toattend an informational workshopon either Tuesday, June 21, orThursday, June 23. The workshopswill be from 4 to 5 p.m. at the KernCounty Fairgrounds, 1142 South PSt. in Bakersfield.

The program is funded in part-nership with the Western FairsAssociation's Blue RibbonFoundation. There is no cost to thegroups or youths participatingand, if needed, the Kern CountyFair will deliver and pick up wheel-

barrow gardens for groups withina 40-mile radius of the fairgrounds.

"We really want to encourageyouth groups and summer classesto do this project. It's ready to go,it's free and it's such a great learn-ing experience… We are eager towork with the adult leaders andprovide any support we can tomake this a success," said KernCounty coordinator MelissaMorrison, a recent graduate of CalPoly San Luis Obispo.

The other day I was thinkingabout various scrapes and mishapsI'd had while growing up.

Times were dif-ferent then. Mybrother and I werewatched over dur-ing the day (in thesummertime) bymy grandma, butshe pretty much letus alone most ofthe time as long aswe checked infrom time to time.

Our only big chore was to helpher with the washing. She used a tubwith a washboard, and then awringer to squeeze the water out ofthe clothes.

It involved cranking the rollers byhand, and she thought that strongyoung boys would do a better jobthan a weak old grandma. It was ouronly big chore, so we really didn'tmind.

One day when it was my turn towring out the wash, Grandma askedme to go next door and borrowsome bleach from our neighbor. So Iwalked over and asked the neighborfor some. She said sure, and left mestanding on the porch while shewent inside.

While she was gone I was think-ing that I sure would like somethingcool to drink because it was hotthere in the sun.

When the neighbor came out, shehad a small glass with what lookedlike lemonade in it and said to me,"Here, drink this." So I grabbed theglass and took a big swig.

"Oh, my God!" said the neighboras I gagged with a mouth full ofbleach. (What she'd really said was,"DON’T drink this!")

Well, it was too late. I had swal-lowed some, and the rest was burn-ing inside my mouth.

The neighbor jerked me insideinto her kitchen and made me drinksome soapy water from the sink.

I upchucked most of the bleach,and I rinsed my mouth over andover trying to get that taste andburning out. Evidently I hadn't swal-lowed much because I survived.

I noticed, though, that no one tookme to a doctor.

In addition to the taste, whichtook days to get rid of, I had to listento the neighbor telling me to cleanout my ears, and my grandma, overand over again, wanting to knowwhere my brains were.

I'm a pretty old codger now andthis experience was long ago, but Istill can't stand the smell of bleach. I'llhave nothing to do with washingclothes.

And I always check my lemonadevery carefully.

What will happen to water quali-ty and fishing at the Auxiliary Damif water no longer is allowed toflow directly into the Borel Canalbut is instead routed from the MainDam to the canal?

What people, buildings, govern-ment or private property will beaffected, displaced or have to berelocated when an additional 300 to600-foot spillway is built betweenwhere the two dams are locatednow? Will we lose access, or losealtogether our lake's best boatlaunch ramp? Take a close look atthese plans and you may find somebig surprises.

Can the new proposed spillway(it will be 1 to 2 football fields wide)be designed so that it is somethingother than an unsightly haven fortaggers and massive graffiti site forsore eyes?

Where will construction workersbe housed for this extended periodof time? The few motels and camp-grounds where our tourists stay

now? Or build a temporary tentcity? Also required will be locationsfor construction and equipmentyards, area for material sorting(sand and gravel), and a temporaryrock crushing plant.

What traffic impacts will beexperienced during this time? Willwe have long delays due to blastingand the movement of heavy equip-ment and materials? Will we expe-rience delayed response times foremergency calls?

Right now there are more ques-tions than answers. There are manyquestions that could have somevery scary answers that need to beaddressed in the coming environ-mental impact statement. Now isthe time for our concerns and com-ments to be submitted.

Next week I intend to addressthe good things that could possiblycome out of the impending damfixes.
