When the Parish Council organised the upgrading and resurfacing of the Market Place it also had installed the housing and electrical connection for a Christmas Tree. You are invited to come along to the grand “Switch On” on the evening of Sunday, 30th November, 2014 at 5.00 p.m. and celebrate the beginning of the Christmas Season. There will also be carol singing around the tree. Following the Market Place Christmas event the Northumberland Theatre Company will present ‘Rumpelstiltskin’ a show for all the family which will be at the village hall at 6.00pm. Tickets available from: [email protected] or tel: 01509 673138 On Sunday, 7th December, 2014 between 2 p.m. and 6 p.m. there will be a Christmas Event organised by Kegworth’s local businesses. There will be amusements, stalls, food, Santa and fun. The Market Place will be closed off to traffic so that it will be safe for children and pedestrians, and so that the various attractions may be visited in safety. Having lived in Kegworth all my life I feelprivileged to be the Chairman ofKegworth Parish Council during such aneventful year.

I am delighted to welcome you to the firstedition of ‘Kegworth Parish CouncilNews’, one of several new initiativeswhere we will keep you up to date withevents affecting Kegworth and howKegworth Parish Council is helping tomaintain and improve our village.

We are passionate about improving ourservice so earlier this year we enlisted thehelp of an external reviewer to look athow Kegworth Parish Council wasperforming. Based on his feedback weare now working on a new ‘BusinessPlan’ which will help us focus andprioritise the things that you want us to doduring the next few years. We will beconsulting on this early in 2015.

We are also excited about theimprovements we are making to how wecommunicate, in addition to what we hopewill be an informative and interestingnewsletter we are also:

l holding monthly PC surgeries in theParish Council Office or the MarketPlace, where we look forward tomeeting you, listening to your ideas andanswering any questions, dates to theend of 2014 are 15 November and 13December 10:00 – 12:00

Welcome

The Parish Council is pleased to report that30 people have come forward to volunteerto keep Kegworth Library open and runningfollowing its appeal for help. The Cabinetof Leicestershire County Council met inSeptember and noted the comments thathad been made by the residents ofLeicestershire about the possible closure ofits 36 rural libraries and has requested aScrutiny Panel to review the support whichit proposed to make to CommunityPartnerships before making a final decisionthis month. Kegworth’s volunteers “Team

Library” have met to seehow they can overcomethe proposed Libraryclosure. With ourcombined efforts we canreverse the possible lossof this vital village amenity.If you would like to become a member of“Team Library” please contact the ParishCouncil’s Office on 01509 670204 [email protected]

Lest we forget

War MemorialsKegworth’s World War I and World War II War Memorials are within the boundarywall of St. Andrew’s Church in Kegworth Market Place. The maintenance of thesefalls to Kegworth Parish Council and the Council has recently organised theirrenovation. Some bricks have been replaced, mortar removed and repointed, thegates stripped and repainted, both Memorials cleaned and repaired and thewording recut and new gold leaf has been applied. They will be re-dedicated onRemembrance Sunday, 9th November, 2014.

An update on Kegworth Library

The Parish Council has 10 Councillorswho are elected and serve for a termof four years and then stand for re-election. The Chairman for2014/15 is Val Teffahi. The nextelections are in May 2015. The Parish

Clerk is Mrs. Lesley Pendleton and theAdministrative Assistant is Mrs. Susan

Woolley.

Kegworth Parish Council is responsible forraising money through a ‘Precept’. Amongst the

items on which this money is spent are theproperties that the Parish Council owns and maintains, such as:-

l Sideley Recreation Ground including the Children’s Play area, the Multi UseGames Area and Skateboard Park;

l Whatton Road Recreation Ground including the Children’s Play Area and MultiUse Games Area

l Munnmoore Close playground

l Windmill Way playground

l Kegworth Market Place

l War Memorials

l Kegworth Cemetry and Air Crash Memorial

l King George V Playing field, maintaining theoutfield, boundaries and gates

l Allotments in Station Road, Sideley andSchool Alley

l The grassed area off Mill Lane knownas ‘The Flash’.

Kegworth Parish Council also maintainsSt Andrew’s Churchyard and its clock,and provides the floodlighting for theChurch. This is because the churchyardis ‘closed’ in that no more burials maytake place and the Parochial ChurchCouncil requested (as they have a right todo) that the Parish Council took on thisresponsibility and expense.

Future Kegworth CouncillorsIf you consider becoming a Parish Councillor the elections are not far away – May2015 – Kegworth Parish Council office has an information booklet about becomingand being a Councillor so please ask for a copy on loan. You can also contact theParish Clerk and any Councillor for information and advice.

Parish Council MeetingsThe Parish Council meets on the first Monday of the month (unless this is a bankholiday in which case it is the second Monday). Sometimes Committee Meetingsare held on the third Monday of the month. Members of the public are welcometo attend and time is set aside at the beginning of each meeting for the public tocomment and ask questions. Once the meeting has commenced no further publiccomment is allowed.

As well as the East Midlands Gatewaymentioned above, there are over 400+houses proposed to be built inKegworth in addition to the Bellwaysite off Sideley and the Persimmon site off Packington Hill. Planningpermission has already been given for110 houses off the “top” of AshbyRoad, an application has been made toNorth West Leics. District Council for150 houses off Derby Road, betweenthe NatWest Data Centre and the M1,

which includes football pitches. 185houses and a factory are proposed forthe “Slack & Parr” site off Sideley.Kegworth Parish Council is consultedon all planning applications and makescomments about them to try to protectthe village of Kegworth, its residentsand its infrastructure. North West Leics.District Council makes the decisionabout whether to grant planningpermission, or not. It does not alwayslisten to our suggestions!

Kegworth Parish Council has opposedthe building of this large developmentalongside the Airport and on theopposite side of the A453 to AshbyRoad, Kegworth. The applicant’s,Roxhill (Kegworth) Limited, proposalsinclude 557,414 sq m of newdistribution and storage buildings, anew rail line, alterations to J24 andJ24A of the M1 and a new roadwhich will bypass Kegworth to thesouth of the village. 6000+ jobs are expected.

Some of the reasons why the Councilobjected:

l The location is inappropriate,

l The route of the new road is in the

wrong place. Kegworth needs aproper bypass like that proposed bythe Department of Transport in 1984which would run between “TheOtter” and J23A of the M1,

l There should be a bridge over thenew “bypass” for Whatton Road sothat it does not cause a “rat run” fortraffic coming from the Nottinghamdirection via Station Road,Nottingham Road, London Road andWhatton Road to join the new“bypass” road so that it can miss thetraffic congestion at J24 of the M1.

We haveone on the outside wall ofNo. 5 Market Place and oneoutside Kegworth VillageHall. Should you ever be ina situation where you needto use a defibrillator:

l ring 999 and ask for theAmbulance Service

l they will despatch anAmbulance immediately

l they will tell you where the nearestDefibrillator is and give you a code toopen it

l they will stay on the line and help you

l remove the equipment inside andfollow the talking instructions

Kegworth needs to increase its number ofdefibrillators and we seek further donationsto that end.

Each year Kegworth Parish Council supports this valuable contribution by giving anumber of grants to help promote a vibrant and active local community.

Examples of past successful grant applications are:l £200 - Kegworth Plan Group - funding towards cinema & theatre eventsl £1,000 – Kegworth Museum towards their running costsl £400 – Kegworth Bowls Club, towards upgrading their toilet facilities
