(a) Borough Councillor’s Report,

Roadworks A number of roadworks are underway in and around Bedford, including Network Rail’s reconstruction of the railway bridge on Bromham Road as part of the electrification of the Midland Mainline. This has led to the closure of the bridge from the 24th June, lasting until spring 2020. A diversion is in place via Clapham Road and the A6. Works are also taking place as part of the Council’s Transporting Bedford 2020 road decongestion project with the installation of a new traffic light system and widened roads at Manton Lane and a closure of one lane at Britannia Road adjacent to Bedford Hospital from the 20th July. In addition, works are to begin in late July, lasting until December, to rebuild a one-mile stretch of the A6 at Wilstead. More details of current roadworks can be found via an interactive map on the Council’s website. Search ‘Bedford Council Roadworks’. Black Cat Upgrade and New Bypass Highways England has announced a consultation on its plan to upgrade the Black Cat roundabout and build a new bypass between the junction and Caxton Gibbet in Cambridgeshire. The roundabout is to be reconfigured and will become three-tier, with the A1 passing beneath the junction and the A421 over it. The new bypass will run south of St Neots before turning north to link with the A428. The estimated cost of the project is £810m - £1.4bn. For more information on the consultation, which ends on the 28th July, search ‘Black Cat Highways England’. The Highways England website provides a useful video showing how the junction will work.

Statement of Community Involvement Consultation The Council is consulting on its ‘Statement of Community Involvement’ setting out how it will engage with residents and community groups in relation to planning matters. The document provides details of how publicity and consultation will be undertaken, as well as guidance on community involvement in neighbourhood planning. The consultation ends on the 25th July. For further details see https://www.bedford.gov.uk/sci Bedfordshire Police Grant Bedfordshire Police has received an £800k grant to tackle gun, gang and knife crime. This sum will be used to establish a Violence Reduction unit where the Police, councils (including the Borough Council), NHS and community groups will share information to identify the drivers of violent crime. The grant is in addition to £1.38m awarded in May and £4.57m in November to address violent crime in Bedfordshire. Mental Health Resource for Children and Young People The Bedfordshire Clinical Commissioning Group (BCCG), the organisation responsible for organising local NHS services, and Bedford Borough Council have commissioned a new online mental health resource for children and young people. The service, called ‘Kooth’, offers emotional and wellbeing support to children and young people aged 11 – 19. It provides one-to-one counselling and self-help materials on issues including exam stress and anxiety for 1700 users logging in every day around the country. For more information see https://www.kooth.com/ Ward Fund I / we have now been provided with details of the Council Ward Fund, which will allow us to support community schemes in the Ward in 2019/20. Please do get in touch if you would like to discuss any potential schemes. The following deadlines apply: highways and greenspace – 13th September; litter bins / salt bins – 22nd November, and; projects supporting external organisations – 13th December. ‘Shared Lives’ Initiative In June the Council promoted its Shared Lives scheme which sees volunteer carers provide short or long term support for individuals with adult learning disabilities. The aim is for the carer to share their everyday life through activities such as going to the

cinema, a football match or community event. For more information search ‘Bedford Shared Lives’, email [email protected] or call 01234 228426. An allowance is payable to carers. Over 70s Exercise Classes The Council is running a programme of exercise classes for over 70s during the summer. The sessions, covering sports such as archery and table tennis, cost £4 each and will be held at the Athletics Stadium, Bunyan Centre and Bedford Central Library. For further details call 01234718835 or search ‘Bedford Council exercise classes’. Councillor Rigby reported that there were plans to improve traffic around the town by carrying out improvements to junctions. One of those junctions was the Shakespeare Road/Bromham Road junction. Planning Application 17/02242/MAO - Land at Stagsden Road - Outline application with all matters reserved except access for the erection of up to 80 dwellings with garaging was due to go to the Planning Committee in July. A planning application for Land at Bromham Road, Biddenham had also been submitted and would be received by Parish Council for consideration.

(b) Bromham Village Hall Report

Music in the Marquee takes place on Friday 12 July. The Village Hall received a grant of £3,000 from Gale Family Charity Trust for remedial works to the Village Hall/replacement chairs. An application has been submitted to Councillors Rigby & Gambold for ward funding to upgrade the CCTV.

(c) Bedfordshire Police & Crime Statistics

The monthly crime statistics covering the north rural area, had been received and circulated. Note

(e) BATPC Report

Councillor Luder attended the June meeting of BATPC. There was some discussion regarding the recent elections. There were three new seats to be filled on the County Committee. Several Parish Councils were short in numbers, with only 16 parishes having contested elections. BATPC’s Office was situated at Baystrait House, Biggleswade. Councillor Luder stated that Baystrait House would soon be subject to a change of use, resulting in BATPC needing to find new premises.

59/19 UPDATES ON CURRENT ISSUES

(a) Vacancies

Ben Piercy-Hughes attended the meeting to be considered for one of the vacancies for Parish Councillors.

Ben moved to Bromham in March 2019 with his wife and son. He previously worked in Sales and Marketing and has recently set up his own gardening business. Ben was interested in becoming more involved in the community, and in particular, Planning and Amenity decisions. Ben stated he would be happy to volunteer and become involved in Parish Council events.

(b) Bromham Mill

Bedford Borough Council had indicated that the report to agree the Heads of Terms for the lease of Bromham Mill had been drafted and should be signed by the Mayor during July 2019. The key outstanding issue was the rent free period. The Parish Council and Bromham Mill Trust would prefer a 2 year rent free period with a preparedness to reduce if an acceptable level of rent was achieved.

(c) Neighbourhood Planning

The group continued to assess the responses to the Regulation 14 Consultation.

(d) GP Surgeries

The Petition from Mr Peter Jones and Bromham residents had been submitted to Bedford Borough Council. It would be received by Full Council on 17 July 2019. Residents strongly opposed the loss of medical provision in Bromham, the relocation of existing doctor surgeries out of the village should be resisted. Bromham was large and expanding village and deserved local medical provision; the neighbourhood plan should allocate land for such provision in the village. Councillor Woodfine urged Councillors to attend the July meeting to support Peter Jones. Councillor Rigby discussed the planning application in brief and was of the opinion that Bromham should retain its own GP surgery.

(f) Steven Eagell – Loading Bay on Stagsden Road

After meeting with Steven Eagell, Bedford Borough Council and Parish Council it was agreed that Bedford Borough Council would draw up a proposal for a loading bay on Stagsden Road. It was agreed that safety around the garage was the greatest concern. Parish Council considered the drawing. Councillor Woodfine highlighted that it had been suggested that the traffic island would be removed, this was not shown on the plan. Councillor Rigby to raise with Andrew Prigmore.

(b) Internal Auditors Report 2018/2019

The Clerk/Responsible Finance Officer reported that the financial accounts for the financial year 2018/2019 had been subject to Internal Audit. A copy of the Internal Audit Report had been previously circulated and had confirmed that the financial position is correctly stated and that the Parish Council appears to be well run, effectively and efficiently organised and meets the various legislative and other standards required of it.

The meeting also considered an explanation of the key year on year variances that accompanied the Accounting Statements. Smaller authorities are required, in accordance with Regulation 15(2) of the Accounts & Audit Regulations 2015, to make available the financial statements and other documents for public inspection for a period of 30 working days which must include the first 10 working days of July and, as such, it has been determined that the notice of the period for the exercise of public rights must be displayed from 10 June 2019 to 19 July 2019. Arrangements for the public inspection would, therefore, been made in line with these timescales.

APPENDIX B

Bromham Parish Council

OPEN SPACE MANAGEMENT POLICY

Bromham Parish Council (the Council) aims to maintain to a good standard the land it holds as public open space on behalf of the parish. The Council in managing their land will consider the protection of flora and fauna and the impact on wildlife.

Grass

Much of this land is mainly down to grass: accordingly, the only maintenance requirement is for the grass to be mown with sufficient regularity to reflect the season and other growing conditions. Requests for changes to management of grass cutting will be considered by the Amenities Committee.

Note: It is recognised that some residents prefer to see long grass and wildflower areas implemented to promote biodiversity. Parish Council know from experience that the majority of its residents prefer grass in verges and within the residential area to be maintained.

Note: Wildflower Areas have been considered but not progressed because of the amount of work required to deliver a successful display.

Trees & Shrub Beds/Hedges

Some of the land contains mainly trees and shrubs and so needs a more sensitive maintenance regime. The Council will use up-to-date independent1 advice in planning the maintenance of these areas. The objectives of such maintenance will include provision for the promotion and protection of a diverse flora and fauna. Most of the maintenance work in these areas will take place during the winter months to minimise the adverse impact on wildlife. Another consideration in such work will be the need to avoid Council liability for damage to others’ property from falling, overhanging or encroaching trees and shrubs, balancing those considerations with the need to preserve trees and shrubs wherever possible.

Programme of scheduled maintenance

The Council will publish its programme of scheduled maintenance, other than grass-mowing, each September following an inspection of parish-owned land by the Clerk in the preceding summer. The programme will be available on the Council website, parish notice boards and will be set out in the autumn edition of the Bromham Broadsheet.

Where an area of parish land with trees or shrubs requiring maintenance work is immediately adjacent to a resident’s property, the Council aims to give two weeks written notice of the date that work is due to commence to the households affected.

There will be occasions due to unforeseen circumstances, such as storm damage or vandalism, where necessary works cannot be scheduled in the normal way. Depending on the nature of the problem, the Council will seek to undertake repairs as soon as it is practicable to do so. Where such work is immediately adjacent to a resident’s property, the Council will try to provide as much notice to affected households as accords with the need to have the work done quickly.

Tree & Woodland Work

For all tree and woodland work, the Council will only use contractors who are experienced in such work and who are content to act in accordance with the independent advice referred to in paragraph 3 above.

Bulb Planting

Bulb Planting is carried out annually by a volunteer group. Areas for planting are agreed at the Amenities Committee.

BROMHAM PARISH COUNCIL

BENCH POLICY

This statement sets out the policy for the installation of benches in Bromham. The Council owns 22 benches in the village. Benches are situated as the attached schedule, appendix A. New Benches New benches will be considered by the Amenities Committee. The Amenities Committee will take into consideration location, position and need of the proposed bench. Location – Benches will only be installed on land owned by Bromham Parish Council. Position – The Amenities Committee will consider possibility of anti-social behaviour and proximity to resident’s property. Need - The Amenities Committee will consider if there is a ‘need’ to purchase another bench for the village. Resident Applications Applications from residents for benches will be considered by the Amenities Committee taking into account this policy, in particular Location, Position and Need. Benches funded by Residents shall be of the same standard as purchased by Bromham Parish Council and shall be installed by Bromham Parish Council’s preferred contractor. On accepting a bench funded by a third party Bromham Parish Council will include in their maintenance programme and shall become the responsibility of Bromham Parish Council. Commemorative Plaques Commemorative plaques can be added to a donated bench. These must be purchased directly from the supplier with the bench, cost will be the responsibility of the applicant. In recent years Parish Council have purchased Benches made from Enviropol because they have proved to be maintenance free. Preferred type 1: The Stanford Enviropol Bench, manufactured by Glasdon UK, in Brown, see photo 1. Photo 1.

These benches are vandal proof and maintenance free. Specification:

• Framework- Cast Iron

• Enviropol- 100% recyclable, predominately produced from post consumer and industrial polythene, including used supermarket carrier bags, it is the result of the increased availability of ‘quality’ segregated and uncontaminated waste for recycling. It is dense strong and weather resistant, maintenance free, self-coloured, does not need painting, resistant to chemical attack, impervious to water, frost and most corrosive substances, will not rot or rust.

• Warranty 1 year.

• Installed by Bromham Parish Council’s preferred contractor. Preferred type 2: The The Classico, Enviropol Bench, manufactured by Glasdon UK, in Brown, see photo 2. This bench has been used in some play areas. Photo 2

If existing benches require repair or removal these will be accessed on an individual bases and in some cases may not be replaced. Replacement benches will be considered alongside this policy.
