government policy-makers and
relevant business and civil society leaders
on e-participation through the development,
utilization of the METEP.
Increased capacity of the government to implement
modalities (policies, directives, laws, legislations etc.)
in their regulatory and institutional frameworks to
engage citizens through e-participation.

More needs to be done in the awareness raising and
outreach.
It is necessary to define rules of citizens’ engagement.
When opening up data, skills of data analytics should
be developed and shared with the public.
The domination of a supply-driven approach should be
replaced with the demand-driven attitude towards e-
participation.
Consultations need to be fully transparent and open.
Governments should use those platforms/channels
which are used by citizens rather than creating new
ones.
Feedback on consultations should be provided to
citizens.
Develop comprehensive guidelines to promote both
agencies’ capacity and public awareness in e-
participation.
Establish new and maintain existing links with other
countries along with various partnerships to hear
about new experience, arising challenges and ways
to address it.
Commitment for 12 month plan to foster e-
participation in the country.
Launch a pilot e-participation program in at least one
governmental body (preferably, one ministry or
agency and one regional administration).
