I. Introduction.

History : In the ancient times, Karnataka was known as Karunadu (elevated land). The course of Karnataka's history and culture can be
seen from the remains of the pre-historic times. The hand axe found at the Lingasugur in Raichur district was one of the earliest finding of the
stone age. The history of Karnataka is also intimately interwoven into the great epic Ramayana.
Geography of KarnatakaKarnataka is bounded by Andhra Pradesh in the east, Maharashtra in the north and Tamil Nadu and Kerala in
the south. The majority of the state lies on the Deccan Plateau. There are three distinct regions in Karnataka which are very much different
from each other. These regions are a narrow, fertile coastal strip that comprises of three districts of Uttara kannada, Udupi and Dakshina
Kannda along the Arabian sea; the hilly uplands dominated by the Western Ghats, and the Deccan plateau east of the Ghats, which is rock-
strewn and bare. The coastal Karnataka is 65 km. broad and offers some of the loveliest and uncrowded beaches along the west coast. The
sudden upthrust of the Western Ghats that comprises of densely forested mountain ranges with horseshoe-shaped peaks and verdant greens
reminds one of the English downs. There are also very fantastic age-old formations in Karnataka. The Gondwana Plateaux is believed to have
emerged at the very beginning of the geological times and is one of the oldest formations on the earth. The Jog Falls, one of the most
spectacular and popular waterfall is also located in Karnataka which is visited by thousands of tourists. The two main river systems of the
state are Krishna and its tributaries (Bhima, Ghataprabha, Vedavati, Malaprabha, and Tungabhadra) in the north, and the Cauvery and
its tributaries (Hemavati, Shimsha, Arkavathi, Lakshmana Thirtha and Kabini) in the south. Both these rivers flow eastward and fall into
the Bay of Bengal.
Culture : The folk theatre in Karnataka has an ancient and rich tradition. The two main dance forms are Yakshagana and the puppet theatre.
'Yakshagana' is a kin of the Kathakali dance of Kerala due to its elaborate costumes and vigorous dancing. Open air folk theatre or "Bayalata"
is a famous dance form of Karnataka. This dance is performed at religious festivals and family celebrations and starts at night and continues till
the wee hours of the morning. This dance-drama usually has four or five actors and actresses, assisted by a jester. The theme of these dances
is usually mythological with some real life incidents. "Doddata" is a less refined dance form than Yakshaganna. In both these dance forms,
stories from Ramayana and Mahabharata are enacted. The costumes are elaborate and accompanied with the loud make-up, vigorous facial
expression, loud noise and war-cries. Bhootada Kunita (Dance of the Divine Cult), Nagamandala and the demon dance are some quaint rituals
that are prevalent only in Dakshina Kannada and Udupi coastal area.
Demography and literacy of Karnataka
Karnataka, having a total population of 52,850,562, is one of the major states in South India. Kannada is the official language of
Karnataka and is spoken as a native language of the people. As per the 2011 census, Karnataka had a literacy rate of 74.04%, with
82.14% of males and 65.46% of females in the state being literate.

Brief history.
Mid day meal programme was implemented in 7 educationally and economically backward north-eastern districts of the State
during 2001-02. Later, the scheme was extended to other districts of the state in a phased manner.
As per the directions of the Supreme Court of India the scheme of providing hot cooked mid day meal was implemented for
all the children of classes 1 to 5 of both Government and Government Aided primary schools. The scheme also extended to 6 to 7th
std children. Now the Government of India is funding the scheme for children of classes 1 to 8.
Government of Karnataka is providing hot cooked meals to the children of 9th & 10th standards of Government and
Government Aided schools out of its own resources.
The main objectives of the programme are:
To improve enrolment and attendance.
To improve retention rate.
To improve child health by increasing nutrition level.
To improve learning ability levels of children.
To develop social integration among the children

1.3 Process of Plan Formulation:-

During January first week 4 divisional workshops were held regarding the AWP to all the officials of both district and taluk
levels. During the second week school level information along with the annual work plan for the next year are collected and
consolidated at the Taluk level and in turn these information are reconsolidated at the district level during the third week and sent
to State level by the end of the month. All the information are analytically processed and AWP&B is finalized as per the
instructions of GOI.
2. Description and assessment of the programme implemented in the current year 2011-12 and proposal for next
year(2012-13) with reference to:
2.1 Regularity and wholesomeness of mid day meals served to children; reasons for programme interruptions, if any and planning to minimise them:
Head master and head cooks are advised not to stop mid day meal programme under any condition at any cost. If there is
interruption in the programme due to shortage of food grains the head master of that particular school borrows from the nearest
school or from public distribution centre. If there is shortage of funds head master makes use of the funds available in the school
with the permission of SDMC President and members and as soon as the funds are released it is adjusted and made good for the
account. Hence hot cooked sumptuous meal is provided to children in the school. We are planning to adopt new system of fund flow
and distribution of food grains to avoid the delay in reaching schools.
During 2011-12 the children were provided MDM on all the 233 working days. It is proposed to provide MDM to school children on
all the 234 working days for the year 2012-13.
2.2 Coverage of children of NCLP schools as per upper primary norm. NCLP schools are primary schools but eligible for benefit as per upper primary norms.
National Child Labour Project : NCLP residential schools have been opened to labour children and provided education and aimed to bring them under the main stream of society. Therefore Midday meals have been extended to NCLP school children also in Karnataka.
Mid day meals was extended to NCLP school children from 2011-12. As per the norms of Upper primary schools.

2.3 Food grains management, including adequacy of allocation, timeliness of lifting, transportation and distribution, and suitability of storage at different levels. Challenges faced and plan to overcome them.
Rice is lifted from FCI Godown in the third week of every month and is stored in KSCFC gowdown at Taluk level. Dhal, Oil and
Salt are procured by KFCSC and stored in the Gowdown.
Based on the indent placed, Rice along with Dhal, Oil, Salt supplied to school in the 1st week of the month at any point of
time food grains available in the school is sufficient for 15 days.
Challenges faced : Rice, Dhal , Oil and Salt have to be transported together but some times Dhal and Oil are not
procured on time then it affects the distribution process. In such cases standing instruction has been given to purchase at school
level and midday meal is provided uninterrupted.
Transporters are appointed by CEO, Zilla Panchayath to transport rice from KFCSC Godown to school separately.
Allocation is made on the basis of average number of students partaking mid day meal as on 30th September of previous
year. Proper arrangements have been made to lift food grains on time and hence there will not be any shortage of food grains.
Rice is lifted from Food Corporation of India based on the release order of the Deputy Commissioner of the district and stored at
Karnataka Food Civil Supplies Corporation godowns at taluk level. Chief executive officers of zilla panchayath lift food grains
through contractors from taluk KFCSC godowns to school level. Food grains are lifted and supplied to schools one month well in
advance.
2.4 System for payment of cost of food grains to FCI. Status of pending bills of FCI of the previous year.
FCI submits bill to the Chief Executive officer, Zilla Panchayath of the district concerned. After scrutiny, the bills will be submitted
to treasury and once the cheque is obtained it is credited to FCI. From FCI Rs 5025.83 lakhs bill raised till the end of 3rd qtr,
Rs 3452.32 has already been paid upto the end of December-2011. Regular monitoring of the payment of cost of food grains is
being made in coordination with FCI authorities. This new system of payment at district level has experienced some delay.
No previous years bills are pending. All bills are paid in time and cleared.

2.5 . System for release of funds provided under MDM (Central and State). Please indicate the dates when the fund was released to State Authority / Directorate / District / Block / Gram Panchayat and finally to the Cooking Agency / School.
The total budget provision made including central share for midday meal for classes 1 to 8 is Rs. 64371.84 lakhs for the
year 2011-12 State government releases the money to the districts through the annual budget to the Zilla Panchayaths. The
money is being released quarterly by the Govt directly to Zilla Panchayaths. Two months advance is released to the joint
account of head cook and the president of School Development and Monitoring Committees through Taluk Panchayaths. The
funds are released well in advance to SDMCs so that MDM programme runs smoothly without any hindrance.

2.5 Submission of Information in Mandatory Table (AT-24).
Mandatory table AT-24 deals with the system of fund flow of MDM scheme. Central Government releases the fund to the State Government to Financial Department. The Financial Department in turn distributes the fund to all the Zilla Panchyats of the districts. The districts redistributes the fund to taluk panchayats and from taluk panchayats fund is released to schools SDMCs accounts for day-to-day activities of MDM.
2.7 System and mode of payment of honorarium to cook-cum-helpers and implementing agencies viz. NGOs / SHGs / Trust / centralized kitchens etc.
Funds are released through link document to Zilla Panchayath and it is released to Taluk Panchayaths and from Taluk panchayth
to Cooks bank accounts through electronic fund transfer, in the first week of every month based on the information obtained from
the school authorities. Head cooks are paid Rs1100/- and other cooks are paid Rs 1000/- per month. They are paid for 10 months in
a year. This encourages them to work with better motive.
It is a prior condition that NGOs participating in this mid day meal programme are supposed to bear the expenditure in respect
of kitchen sheds, cooks, other infrastructure facilities.

Funds are released from Finance Department to Zilla Panchayath on quarterly basis. Payment of cooking cost is made on the bills
submitted to Executive Officers of the Taluk Panchayath. It is counter signed by the Chief executive officer of Zilla Panchayath. The
NGOs are paid directly from the Zilla Panchayaths.
For the year 2012-13: It is proposed to appoint 10335 cook cum helpers to serve food supplied by the NGOs.at the ratio 100:01.

The amount required is Rs 775.125 lakh as central share and State share is Rs 258.35 lakhs.
The job chart for helpers is as follows.
o Helpers shall come to school and receive food at school.
o They shall safeguard the food received till it is served to children.
o They shall clean the place of serving and also plates and tumblers both before and after the meals with soaps and
detergents provided to them in schools.
o They shall serve food tidily wearing clean hand gloves and head scarf.
o They shall serve the food with love and affection to children to their complete satisfaction without any disparities like
caste, creed and religious barriers, if necessary even for 2nd round.
o They are totally made responsible for any mishappenings/ untoward happenings at food serving place of MDM.
o They shall clean drinking water tank and drums atleast once in a week and see those children drink potable water.
They shall keep the surrounding areas in the school premises very clean, especially where the food is served to children.
Timely circulars have been issued to ensure the above functions in the kitchen centers.
2.8 System for procuring cooking ingredients (pulses, vegetables including leafy ones, salt, condiments, oil and fuel etc.), Commodities, which are centrally purchased and supplied to schools or locally purchased at school level.
Government of Karnataka has nominated Karnataka Food and Civil Supplies Corporation as nodal agencies to procure and supply
oil, salt and pulses and rice to the schools. Cost of vegetables is credited to the SDMC accounts through payees receipt to purchase

vegetables locally at Rs 0.66 & Rs 0.99 for primary and upper primary respectively. In most of the Taluks cooking fuel is maintained
at taluk level wherever it is not possible. It is released to schools and school head master pays and gets the required number of
cylinders within the limit( i.e No of children * days * Unit cost for fuel).
Gas agencies supply gas cylinders to the school. The payment modes differ from place to place according to the local
requirements. In some Taluks, payment is made directly to SDMC accounts and in turn from SDMCs to agencies. In some Taluks
payment is made centrally at taluk level. New additional connections for newly opened kitchen centers are proposed for the year
2012-13.
NCDEX (National Commodity & Derivates Exchange Limited): The system of procurement of food grains will change
from the next academic year 2012-13 onwards. KFCSC is the nodal agency to procure toor dal, palm oil and salt. Responsibility of
implementing the scheme is with PRIs who procure rice from FCI and toor dal and palmoil from KFCSC in turn procures toordal on
competitive basis using NCDEX platform.
Every ZP has to place the indent one month well in advance through DD/Cheques based on the rates of previous months.
KFCSC has to purchase food grains for which the ZP has placed the indent through NCDEX.
2.9 System for cooking, serving and supervising mid day meals in the school and measures to prevent any untoward happening.
In Karnataka there are 55608 schools. 45407 Government and 4295 Govt Aided kitchen centers run by School Development
and Monitoring committees covering 44.99 lakh children.
o Cooks take bath everyday and come with clean clothes to cook food. Their personal cleanliness and
hygiene is checked by the SDMC and Head master in the school.
o In many of the schools cooks wear head scarf and apron before they start cooking.
o Cooks come to school before commencement of the school. They clean the kitchen. They sweep the floor and swab.
o They clean the food grains first and wash vessels and also clean the vegetables and greens. They cut the vegetables.

o As soon as the school prayer is over and attendance is taken, cooks get the indent I e., number of children who
consume mid day meal from the Head master of the school.
o Based on the number of beneficiaries who partake mid day meals she collects food grains and ingredients from the
store as per norms and starts cooking by using LPG.
o She enters the details of the beneficiaries, food grains and ingredients used and cost utilised for preparation of food in
the concerned registers on the same day. As soon as cooking process is over, cooks clean the place of serving and
then serve the food to children.
o Cooks clean the place of serving after the meals. They clean the vessels and arrange them in order for the next day’s
work and close the kitchen.
o Other cooking ingredients are procured from the fair markets at wholesale concession rates in weekly fairs and are
used to prepare sambar powder at school itself by the cooks, which is of better quality and also in ample quantity.
o The food is cooked by using pressure cookers (to cook dhal and vegetables without spoiling nutrient contents) which
helps to retain proteins and nutrients. It is also safe to use them and cooks are well trained to use pressure cookers
properly.
o Cleanliness is maintained in all schools while serving food to children.
o Children wash their hands before and after meals with soap and teachers supervise this regularly and
guide them to wash properly. The students and teachers are trained to clean their hand in particular
method.
o Now days radio ads/ jingles are also on AIR to propagate the importance of mothers committees and community
participation in MDM which helps to create homely atmosphere in schools. Not only that, the parents are of the opinion
that good quality food is served to their children. They can taste the food and give suggestions and guidance to cooks
if necessary. Thus parental and community participation have added strength to MDM.
Steps to prevent untoward happenings at the time of cooking of MDM.

o The kitchens are white washed twice in a year during vacations. i.e., during the months of May and October.
o The cooking vessels are washed cleanly before and after cooked food is served with good detergent and soaps.
o Cooks close the lids of the vessels while cooking and after cooking.
o Kitchens are well equipped with good ventilations.
o Kitchens are tidily swept and swabbed before and after cooking.
o Kitchen walls and roofs are dusted every day before cooking so that the lizards, cobweb, cockroaches and other insects
are avoided falling into the cooked food.
o The waste water after cooking is managed well so that the schools atmosphere is kept clean.
o Floor of kitchens are washed with phenol, bleaching powder, soap and detergents after cooking every day.
o The food grains, vegetables, greens and ingredients are kept on shelves or benches.
o Cooks use pure good water for cooking.
o They cook with closed lids on the vessels.
o The water tanks and drums are cleaned often with bleaching powder.
o The vegetables are washed and then cut into pieces for cooking.
o The gas cylinders are used economically and safely. The cylinders are kept in safe place.
o Food grains are cleaned and washed before cooking.
o The details of food grains, ingredients, vegetables used on that particular day according to the strength of the children
are displayed on the boards.
o For better usage of gas cylinder economically and safely gas pipelines could be installed in schools where large number
of students are consuming mid day meals. It is proposed to install such gas pipelines by 2012-13. Huge sized
cookers are needed in such schools also proposed 2012-13.
o Fire Extinguishers have been installed in all the schools compulsorily as per the direction of Hon Supreme court. CPI
has issued paper notification to close the schools which have not followed the instruction of the Supreme court and
failed to install the Fire extinguishers. 98% of the schools including Government, Aided, Unaided, CBSE and ICSE

institution have installed the fire extinguishers has safety measures. The training has been given to handle and use the
equipments on a proper way by the fire brigade officials.
o Many circulars have been issued frequently by the CPI regarding the safety measures, gas cylinder usage and safety
cooking in school premises and children are not allowed to come near the Kitchen.
By the experiences learnt in the back ground of some untoward incidents like Lizard falling, burnt cases food poisoning
etc. more care has been taken to see that no untoward incidences happen in MDM. The circulars are sent to MDM EOs and
ADPIs and schools to instruct them about the safety measures of cooking.
Instructions have been issued to head masters of the schools to ensure that two teachers should taste the food before
serving to children and it is being entered in the registers meant for the same. Mothers' committees have been constituted to
ensure the active participation of Mothers in the process of serving and supervising. This has created homely atmosphere to
the children in schools. The officers of the jurisdiction and also officers of the different departments, CEOs of the districts and
Revenue Department who visit the school also taste the food and check the quality.
NGO participation in MDM.
Other than SDMCs, the NGOs are also given opportunity to participate in the programme. About 105 NGOs are serving hot
cooked meals to 8.20 lakhs children across the State. All NGOs have established their own central kitchen where they cook
food and distribute to different schools in their own vehicles around 40 Kms surrounding Bangalore city and some parts of
Bangalore rural Districts. In Hubli, Adamya Chetana Annapoorna kitchen centre is providing food to Haveri district covering the
distance of about 70 kms. This distance is too far to bring fresh cooked food. In Dharwad district whole district is covered by
NGO. They take utmost care to transport food from kitchen to schools. Akshaya Pathra foundation send the prepared food
tightly well packed in 14 gauge customised steel vessels and sealed with plastic string, which can not be opened easily unless
it is cut with scissors. This is to avoid any mischievous happenings on the way of transportation of food. Food will be under
their safe custody till it is delivered to school authorities.
2.10 Procedure and status of construction of kitchen-cum-store.
Grant is released to schools and construction of kitchen sheds are done under the supervision of SDMCs of the school. SDMC
with the help of donors, constructed kitchens in most of the schools.
In the beginning, kitchen sheds were constructed making use of zilla Panchayaths, Grama Panchayaths Taluk Panchayaths
and Municipality funds and also under various schemes such as SJRY. During 2005-06 State Government has released

Rs. 30.00 crores for construction of 6000 kitchen sheds and during 2006-07 Rs. 26.00 crores to construct 5200 kitchen sheds
at Rs.50,000/- per kitchen shed.
During 2006-07 Government of India has released Rs. 5763.60/- lakhs for the construction of 9606 kitchen sheds
Rs.10944.60 lakhs has been released for construction of 18241 kitchen sheds at the rate of Rs 60000/- per kitchen shed. Out
of which 22325 have been completed, remaining 2558 kitchen sheds are in different stages of construction and construction
of 2964 kitchen sheds are yet to be started. For the year 2012-13 it is proposed to construct 4154 kitchen sheds for
Government schools and 4568 kitchen sheds for Government aided schools. Total 8724 New kitchen sheds are need to be
constructed in different plinth areas at the cost of Rs. 15,050 per sqr mtr as per the state schedule rate of 2011-12.
2.11 Procedure of procurement of kitchen devices from (i) funds released under the Mid Day Meal Programme (ii)
other sources.
In the beginning state Government had released Rs. 5000/- per kitchen centre for the purchase of cooking devices, gas
stove. Separate funds were released for provision of gas connection.
During 2006-07 and 2007-08 central government has released Rs. 1579.55 lakhs for the replacement of cooking devices in
31591 kitchen centres and same has been released and spent for procurement of cooking vessels. During 2009-10 Rs.549.85
lakhs had been released for replacement of kitchen devices in 10997 kitchen centres, same being released to replace stoves.
It is proposed to replace kitchen devices in 30691 kitchen centers in Government schools and to provide new sets of kitchen
devices in 7119 kitchen centers of Government schools, and 4432 kitchen centres of Government Aided schools, 111 NCLP,
111 AIE centres, 255 madarasas during 2012-13
Most of the kitchen devices in almost all the schools have been used since 5 to 7 years and have become old and worn out
which is not usable.
People have donated plates, tumblers, mixer grinders, pressure cookers, water filters, aprons/ head scarfs and hand
gloves to cooks, to many of the schools. Sweets are provided by school development and monitoring committee and public on
some special occasions such as national festivals.

2.12 Capacity building and training conducted for different categories of persons involved in the Mid Day Meal Programme.
In order to implement the programme effectively several orientation workshop, trainings and monthly progress review
meeting were conducted during the year 2011-12. In this direction 2 state level and 4 divisional level workshops were
conducted by the state MDM office in different districts for Eos and ADPIs.
During the month of May state level orientation workshop was conducted at Mysore and Bangalore. At Mysore, CEO of
Mysore ZP, presided over the workshop. The main objective of the workshop was to orient the different officials towards
effective implementation of Akshara Dasoha in convergence with the other departments such as, Health, RDPR and Food and
Civil Supplies.
Mr. Venkatesh Murthy from RIE representative of MI, addressed and said that, provisions of MDM to 65 lakh children is a
greatest task for mankind and the officials are putting their maximum efforts for its success. The food cooked in school is
better than bringing from outside.
Dr. D.Y. Kulakarni, an activist RTI took part in the workshop and said that it is an important matter to be learnt and he
explained the whole subject to all the officers and enlightened the participants with their intellectual talks which refreshed
and motivated the minds of the beneficiaries.
The second state level workshop was conducted in Bangalore, which was presided by Under Secretary, MHRD. Along
with the department officials people who are involved in Akshara Dasoha like representatives from KFCSC, gas agency and
NGOs who participated in the workshop discussed the main issues such as regularity in food supply, gas cylinders and
preparation of good quality meals etc.
Belguam and Gulbarga divisional level workshops were conducted at Hubli during the month of June 2011 in which
eminent personalities participated and addressed the gathering. Additional Commissioner, Dharwad Ayuktalaya Mr.
Machanakur, Director Mr. Gurumurthy, Joint Director (Admn) Mr.G.S. Nayak, Sri. Chandrashekara Swamyji, Dr. Haliyal
Professor of psychology, and also Sri.A.P. Patil guruji founder of Sri Ashrama Happy Lliving ‘all gave wonderful excellent
speech and motivated the officers to think positively and work efficiently. This motivational inspiring speeches helped the
beneficiaries to exchange their thoughts and views and also to interact well with regard to improvements in the
implementation of the scheme in theirs fields of work as well as educational developments in the state. This is also fruitful
workshop conducted by Joint Director, MMS, in moving rigorously towards the improvements in field level work efficiency.
In Belgaum district, Hukkeri, workshop for educational development and MDM programme was conducted by the state office

and all the Educational Officers and ADPIs of taluks from across the state participated along with the district officials which
was a tremendous training to all the officers.
During 2011-12 academic year four divisional AWP&B as well as TRAINING MODULE for cooks capacity building workshops
from the state level MDM authorities were conducted to all the officers of the district level, Taluk level and Cluster level. The
Joint Director of MMS instructed all the officers to follow the guidelines and directed how to go about the AWP&B for the year
2012-13. Accounts Superintendent explained in detail and taught all the officers how to fill up the AT Formats of AWP&B
correctly and consolidate at the district levels. The SADPI explained the Training Module for cooks regarding the cooking
quality food, safety measures to be followed and usage of gas cylinders etc., for the sake of capacity building among the
cooks.
Two days divisional programme resulted in lot of exchange of ideas regarding MDM programme implementation. First day
was reserved for school visits and inspections, which helped to know the good points as well as the areas of concern to be
given more importance in rectifying the issues and problems in MDM also. On the second day workshop, the main points of
concern regarding MDM implementation were discussed in the meeting and the authorities of the districts were able to rectify
the issues of concern in their respective districts. District Commissioners, CEOs of ZP, CAOs, CTE Principals, DDPIs (Admn., &
Development) and DHOs of Health Department, Managers of KFCSC, DMO, Education Officers of ZP and , Executive Officers
of TP, BEOs, ADPIs, BRCs, CRPs, ECOs, selected Head masters of the schools, SDMC members, representatives of Gas
agencies and some parents also participated actively in the workshop and interacted well and have coordinated and
cooperated effectively for the successfull implementation of MDM programme.
Dr. Virendra Heggade, well known Dharmadikhari of Dharmasthala a famous piligrim center of Karnataka, participated
in the Educational conference and MDM programme work shop during the month of August 2011 in Zilla Panchayat
Dakshina Kannada and gave a motivating speech and said that “India has been recognized in the world through
educational development. The progress achieved in the field of IT, due to investment and wide opened opportunities available
today in India has become the major reason for the development of the nation. Only quality educational opportunities in the
rural districts also have helped for the great change for the progress of the country. He also added that Midday Meals has
played a vital role in bringing poverty stricken children to the educational field. Still there is lot of work to be
done for increasing the quality of MDM food. He also appreciated cooks who prepare MDM and said that food
prepared by women cooks and served will be more tastier than the food prepared in the factory”.

The chief guest, The Secretary for Primary and Secondary Education addressed the gathering in this programme, and said
that, the grant sanctioned to Akshara Dasoha in the beginning stage was Rs.320 crores which has raised to Rs.850 crores at
present. He also added that 99,000 women cooks are working under MDM and daily 69 to 70 lakh children are the
beneficiaries of this great scheme.
In Belagavi district, Hukkeri taluk MDM workshop was conducted during the month of June 2011 on 17th. at
Sri. Gurushanteshwara Janakalyana Pratishtana ® Hirematta, Akshara Dasoha Kendra under the chairmanship of Sri. Eeranna
Kadadi, president ZP, Belagavi. A famous psychology professor P.S. Haliyal, Retd. Professor, Karnataka University, Dharwad participated
and motivated the officers to work with more efficiency and sincerity for the successful implementation of the programme.
Sri Sri Sri Siddeshwara Mahaswamy, Gnanayogashrama, Bijapur, who is a great writer and columnist in daily newspapers
participated in the programme and gave wonderful motivating speech and inspired the officers with positive thinking regarding the
educational developments and also working efficiency in the field. Some of the highlights of the speech of Sri Sri Sri Siddeshwara
Swamyji are:
Love life and there is difference between the value of life as well as the value of the position and power.
Enrich life beautify it and make it blissful by your work efficiency.
Concentration and contentment are the mottos and they are the results of honesty and industry.
In Haveri District Ranibennur taluk all the cooks have been given extensive training in safety cooking and preparing good quality
food and usage of LPG etc., This has been followed in all the other taluks also. All the cooks are given apron, hand gloves and
head scarves.Regular medical check-ups are also conducted for cooks.

The Capacity Building workhop conducted by the state level authorities at Shimoga for the officers of Bangalore division
during 14th and 15
th of February 2012 witnessed a wonderful motivating speech from a great literary celebrity Mr. Na. Disoza,
Karnataka Sahitya Academy awardy who inspired all the officers to work with efficiency for the success of MDM. He also said
that, if everyone works according to his/her own conciouns and honesty in their own fields, it will be like throwing light where
darkness prevails. By this social work for the society is completely done and service motive gives lot of satisfaction in life. He
also added that Akshara Dasoha is very necessary and this work itself is a great social work to mankind.
In Bagalkot district Hunagunda taluk , Kudalasangama a sacred place of Sri Basavanna, a great social reformer of Karnataka
during 15th century, 2 days Divisional Level MDM AWP&B and Training Module workshop was conducted by the state level
authorities under the chairmanship of CEO of the district. Pre-University Collegiate Education Director, Dhaward Joint Director,
DDPI and all the officers including grass root level officers participated in the workshop and made it successful. The first day was
reserved for the visits and inspections of the schools by the team of officers. The second day was dedicated to the workshop in
which , the good points of MDM like tasty local food was appreciated and the areas of concern was noted and rectified with the
co-operation and coordination of all the department officials inclusive of Health, Food and Civil Supplies, Oil companies etc., As
a result of this conference many problems and issues at the school level was discussed and rectified . Grant was released for the
repair of gas stoves, authorities were strictly instructed to provided MDM during the examination period also. Arrangements were
planned for further capacity building training for cooks regarding safety cooking. It was planned to provide uniforms to cooks , it
was instructed to provide better quality of food with lot of nutritious vegetables and dhal.
Mysore divisional level MDM AWP&B and Training Module workshop was conducted at Mandya, district head quarters on 28th
February 2012 by the state office. The District Commissioner, CEO and other officials participated actively and interacted well
with their excellent involvement in MDM programme. They raised the point of providing egg/banana to children in schools to
increase their nutrition level and they also appreciated the workshops conducted was very useful in knowing the method of giving
correct informations through AT formats. They also discussed the problems of provision of gas cylinders and also rectification of
the delay in delivery of cylinders. The Joint Director MMS, gave lot of suggestions and solutions for the issues rasied in the

meeting regarding gas cylinder supply. The BEOs are very actively working towards the success of MDM programme
implementation. The state ensured that the DDPIs are coordinating well with the community and SDMC members for the
successful implementation of the programme. Accounts Superintendent and SADPI, MDM, explained AWP&B and also training
modules. As a result of this conference, the good points noted during the visits and inspections done in the taluks by the officers
were appreciated. For example: good quality food with lot of vegetables and dhal is provided to children and the areas of concern
were discussed to rectify the issues at local levels.
Gulbarga divisional level work shop on Akshara Dasoha was conducted on 23rd and 24th of February 2012 in Koppal. Joint
Director of MDM addressed the gathering in the work shop and said that, it is our main aim to increase the enrolment and
attendance of the children through providing MDM for the progress of educational development. It is very happy to note that
children are moving towards the success of literary society by getting education as well as growing healthy by this MDM. He
congratulated the Mr. B. Rajaram, CEO of the district for having shown a great interest in the implementation of the MDM
programme and helping the children to a greatest extent. On the next day 70 schools were inspected by different teams of
officers who came from the other districts. This work shop was helpful in appreciating the good points observed and also the
areas of concern to be given more importance. These inspections by the team of officers helped to form strategies to rectify the
problems. More importance was given to cleanliness, safety and economy. He suggested number of good points to the
implementing officers. All the BEOs and Eos of taluk panchayts of the districts also participated in the programme.
The state is planning to provide insurance and pension scheme benefits to all the MDM cooks with the intention of women
empowerment and also from the point of view of security measures especially to women who are very poor. This matter has
been discussed with the labour commissioner and the process is going on at the government level.
2.13 Management Information System at School, Village / Gram Panchayat, Block, District and State level and its
details.
Information regarding the student strength, number of beneficiaries is collected through cluster resource persons of clusters.
The information is consolidated at the taluk level and at the district level. The same information is collected and consolidated at
state level.

It is planned to computerize the system. Already an amount of Rs 145.14 lakhs has been released to taluk and districts for
the purchase of computers. A web based programme is under consideration. During 2009-10 data entry operators are provided
for taluk and district level through external agency- out sourcing.
Joint Director, Midday Meals state office is housed in an old building. It is proposed to renovate the building and to provide
computers. Two consultants one with MBA and other with BBM qualification for time to time evaluation of implementation of mid
day meal scheme in all respect at Joint director office. One statistical assistant with MSc statistics qualification for better
management of statistics relating to MDM. Two Data entry operators for assisting statistical assistant. and programmer for JD
MMS office. One accounts assistant for maintaining accounts in the JD MMS office. It is proposed to provide vehicle to senior
assistant directors of Joint director office on hire basis for better monitoring and supervision. Software for collection of daily
information from the school about the number of students who partake mid day meal has to be prepared and implemented.
Budget required for the above mentioned facilities has been worked out to be Rs 246.80 lakhs.
2.14 Systems to ensure transparency, accountability and openness in all aspects of programme implementation,
including inter alia, foodgrains management, ingredients procurement, cooking and serving, appointment of cooking
staff, construction of kitchen-cum-store, and procurement of cooking devices.
o To ensure transparency discussion are being held with parents at school development and monitoring committee
levels. Information on kitchen walls about the beneficiaries of the scheme in the schools, hygiene, cleanliness, safety
and quantity of cooked food are displayed. Weekly menu are displayed. Details of micro nutrients supplied, nutritional
value and calorie contents are also mentioned on the display board in schools for the information of the public. Mothers
are involved in the supervision and distribution of mid day meals, The responsibility of kitchen construction and MDM
management have been given to SDMC’s.
o Further it is proposed to show the details of number of students who partake mid day meal in each school and the food
item supplied to each school in the department website.
o Cooks are appointed on temporary basis. Only women cooks belonging to SC/ST backward community and destitutes
and widows are given priority in selection. They are well trained to cook better quality nutritious and tasty food.
o Dhal and other condiments procurements are purchased through NCDEX on E-Procurement scheme.
o Micro nutrient tablets procurements are done through drugs and logistics.

2.15 Measures taken to rectify:
a) Inter district low and un even utilization of food grains and cooking cost.
The utilization of foodgains differs from school to school, Taluk to Taluk and District to District depending upon the
number of feeding days due to unexpected holidays and natural hazards and calamities or because of unforeseen reasons.
School Working days between April to Dec in 22011-12 are 166 days. Out of 166 days feeding days range from 162 to 165
days. On an average MDM is served for 165days. Inter district uneven utilization of food grains is due planning and
performance..
Akshaya patra foundation is providing Puliyogare to increase more rice consumption, as additional food snacks at
4.00 pm every day which is liked by all children in school.
It is planned and proposed to provide good quality butter milk so that children consume more rice. As we are
planning for 2012-13, KMF is being consulted to procure curd/butter milk to school children at concession rates to
increase more rice to avoid mismatch between consumption and cooking cost. We are also planning to provide Chapatis in
Mid day meal programme to children to increase their nutrition. One of the NGO’s ISKON has come forward to provide
Chapatis to school children. The proposal is under discussion and process is going on at the State Government level.
b) Intra-district mismatch in utilization of food grains and cooking cost.
Utilisation of foodgrains differs from town area schools to rural area schools, girl’s school to boy’s school. In cities
and town ships students come to school with the breakfast where as students in rural areas come without breakfast. Rural
children face hardships than city children. Girls consume lesser quantity than boys. Thus the consumption of food grains
varies from area to area. Cooking cost does not vary.
Food grains are stored in kitchen storage sheds on benches and shelves. Every day they are cleaned and used.
While cleaning rice, we get akki nuchu [small pieces of rice] which is also not wasted. It is re-cleaned and used for
making upma, Idlis and Dosas. So wastage of food grains is totally avoided and children enjoy eating Tiffin for Saturday
morning breakfast. That is how foodgrains are maintained well without any wastage.

c) Delay in release cooking cost at school level.
Cooking cost and other contingency is being released two months in advance. Hence there is no scope for the
delay. If there is shortage of funds head master uses the funds available in the school with the permission of SDMC
President and members and as soon as the funds are released it is adjusted to the account. As monitoring institutions
evaluation study reports and feedbacks that in some districts (3 to 4 %) are facing this problem of delay in release of
cooking cost to school level. This point has been taken care off and the concerned officers have been issued notice
regarding this and action has been taken to rectify the problem in further it will not happen so.
2.16 Details of Evaluation studies conducted by State/UTs and summary of its findings:
Dr. Ramanaik Prof of Dharwad university, and Ms Price water house coopers pvt ltd did evaluation studies in privous
years and now this year evaluation studies in progress , It will be submitted with the 1st QPR of 2012-13.
2.17 Brief write up on best practices followed in the State.
Good quality tasty and delicious food is prepared and distributed to all the school children through MDM as
per the local taste needs and the demand and opinion of the children in majority of the schools.
LPG is used in all the schools in the state for the preparation of food. This has helped to keep kitchen and school area clean.
This is also ecological and environmental friendly.
Women are appointed as cooks.
Women belonging to scheduled caste, scheduled tribe and other backward communities have been appointed as cooks.
Preference is given to widows. This helps in empowerment of women and brings about social equity.
All children are served food by making them to sit in rows or stand in queues irrespective of caste and creed. This helps in
co-ordination, co-operation, equality and moving towards casteless society and social integration.
Good eating habits are inculcated in children. They wash their hands and plates before and after eating food. This
develops hygienic and healthy habits.

Mothers' committees have been constituted in each school, mothers participate in cooking and serving. Mothers serve food
with affection and children feel comfortable. It has helped to create homely atmosphere.
Steps have been taken to supply food grains to schools well in advance. Due to some unavoidable circumstances if there is
any shortage of food grains in a particular school, thereby hampering preparation of food.
Conversion cost is released to joint account of the presidents of school development and monitoring committees and head
cooks well in advance for purchasing vegetables and spices.
Cooks have been trained in the preparation of hygienic and healthy food to maintain cleanliness.
Installation of Fire extinguisher have been made compulsory in all the schools including Government, Aided, Unaided,
CBSE and ICSE institutions as per the Hon’ble Supreme Court order.
Inter districts inspections – A new concept in MDM implementation:
The new idea is implemented by the higher authorities i.e., inter district inspections by the team of officers enabled to
detect the good points and best practices in the districts as well as the areas of concern to be given importance were
identified by the inspecting team. The good points identified were exchanged between the districts and applied and
followed in other districts also. For example, the cleanliness of kitchen safety measures while cooking, and mesh boxes
kept for safeguarding the vegetables were followed in other districts also. White wash was done in almost all the kitchens
to avoid insects falling into the food. This has reduced the cases of insects falling into the food compared to previous
years. Method of cleaning and storage of food grains, vegetables etc., were video taped and exhibited in other districts. It
has helped a lot and inspired our cooking staff to cook safely and clean food. In some places of Chikmagalur district safety
methods of using gas stoves, cleaning gas burners were shown and demonstrated in other places also.
During 1st week of January 2012, 4 divisional Akshara Dasoha meetings and conferences were held under the
chairmanship of The Joint Director (MDM) for the officers of districts and taluk level for the better implementation of the
programme. In those 2 days one day school visits and inspection of Akshara Dasoha Assistant Directors offices were done.
Next day the positive and negative points were discussed in the conference which enabled the concerned persons to

identify and take suitable actions to rectify the problem/issues regarding MDM as early as possible. CEOs, DDPIs and 32
districts Akshara Dasoha Educational Officers, BEOs of the taluk and 210 Taluk Assistant Directors of Akshara Dasoha and
also executive officers of taluk panchayat, Grama panchayat members and the clerical staff attended these conferences
which helped for the better implementation of the programme. Nearly 250 schools midday meals were inspected and 24
taluks of 4 districts ADPI offices and 15 EO offices of Akshara Dasoha were inspected and positive points were appreciated
and areas of concerns were pointed out and suitable suggestions were given for the better implementation of the
programme.
By these inter district inspection from the state level enabled all the officer self evaluate themselves and move towards
with positive thinkingg and attitude in all walks of life. This has helped us work more efficiently than ever before.
Akshara Dasoha is a great link between each child, school, parents, teachers, communities. This has binded all the
members in the society. People are interested to take care with the programme implementation enthusiastically.
Appriciations came from the different officials in the districts, and also the Medias, for having conducted this type of
workshops at divisional levels and request to continue this system every year and the suggestions to include grass route
level officers like CRPs, ECOs and also SDMC and Cooks.
There are some suggestions given by the different people in the workshops conducted at the divisional level. They are.
Medical checkups to be done to all the cooks once in six months.
Suggested to prepare MDM in school itself than supplying from other places.
Provision of LIC and pension scheme benefits to cooks and their families through labour department for these
unorganized sector of labourers in future. The department has taken action regarding this discussion was held with
the labour department. The GOI support and assistance is very much needed for this purpose.
There is demand for provision of eggs/banana in MDM as in other states.
To develop bio intensive garden in all schools and grow vegetables to add extra nutrition to MDM.
Cleanliness and safety to be prioritized.
The quality of Akshara Dasoha food checking register should be maintained compulsorily and regularly.
Toilets should be kept open for all the children.

Success Stories of Mid Day Meal Programme in Karnataka
Mid Day Meal programme is successful in Karnataka. There are many success stories in the implementation.
Community participations are encouraged to the greatest extent which has helped for the better implementation of the
programme. People representatives, Gram Panchayat members, CEOs of the districts are taking personal and keen interest
in Akshara Dasoha programme implementation.
Bijapur district most of the school children are getting not only midday meals but also evening food by utilizing the same
amount of food grains without any wastage for example Head master Sri.Desai, GHPS, Gumasta colony is a model to
others since 2 years. The Headmaster’s role has played a vital part in making arrangements for evening food for children
even after school hours. The beneficiaries belong to most economically backward class and labour class. Almost all schools
in Bijapur district have arranged ANNA CHATRA a special stage for food distribution in the school. Drumsticks and leaves
which are more nutrious and tasty vegetable, full of iron contents are grown in the school kitchen gardens and used in
sambar which is liked most and enjoyed by the children in Midday meals. Newly AKSHARA DASOHA Handouts and
Guideline Pamphlets have been printed by the ZP of the district and distributed to all the cooks and thereby training them
to work more efficiently. Cluster level monthly meetings are arranged for the cooks and the issues/problems are solved
there itself. By this midday meals programme attendance in schools has been raised to 90%.
Bangalore Rural district school children are getting good quality hot cooked meals at schools with lot of nutrition,
protein which are very tasty and delicious food. GLPS, Ayyanatota, Nelamangala Talluk, bagged National Award for all
round development and Mid Day Meals specially for growing very good quality vegetables and greens in school itself and
using for Mid Day Meals programme. Community participation and support is to its fullest extent for MDM in the school.

In Bangalore Urban district NGOs, ISKCON and Admya Chetana are providing food with curd and vegetables to school
children special mention has to be done to ISKCON for giving Puliyogere at 4 PM for evening snacks which children are
eating happily.
In Ramanagar district most of the schools are donated with plates, tumblers, cookers, mixer grinders for MDM. In
Mayaganahalli GHPS, GHS, the children are consuming milk and milk products given to them by the milk federation since
there are more cattle rearing and pasturing in rural parts, diary milk supply is also good. GHPS, Kabbalu in Kanakapura
Taluk, children are getting coconut and jaggery from the famous Kabbalamma temple and used for Mid Day Meals
preparation which adds to the better taste and nutrition.
In Mandya District GHPS, Byadarahalli & GHPS, K.Kodihalli school in Maddur Taluk, the teachers and the student have
established very good school garden where almost all types of vegetables, greens are grown and used for Mid Day Meals.
Additional vegetables increase the nutrition level of children and there by increasing the activities of children and learning
capacity. Coconut trees, Jack fruit trees and mango trees, guavas, papaya, bananas are also grown in the school and
fruits are given to children. Bassaru, Massoppu and Mudda are also provided by using locally available millets Jower and
Ragi, for additional Nutrion. Adichunchanagiri Mutt is joining hands with MDM and providing extra nutritious ragi balls and
sweets daily to children of the school in Mandy district.
In Mysore district H.D.Kote, Hunsur Taluks are very famous for growing vegetables. GHPS, N.N.Halli, Bovicolony and
GHPS, Yelehundi in H.D.Kote children, with their parent’s support, who are farmers, grow vegetables and greens in the
schools and add additional nutrition to Mid Day Meals through supply of good quality vegetables. They have adopted
sprinkler water supply and rain harvesting systems with the help of local community in schools in the taluks. They
have made dining tables and benches out of locally available stone slabs in the school garden and eat under the shady
trees in the school. They enjoy Vanabhojan (eating in the garden under shady trees) MDM in school.
In Madikeri Kodagu district Bottle Gourd vegetable is grown along with lot of greens which are used in Mid Day Meals
food. This is highly nutritious with lot of protein iron and calcium, which makes children healthy and strong.

In Hassan district GHPS Santhekoppalu a special school garden has been developed vegetables greens are grown and
used for MDM. GHPS, Sakaleshapur and Alur are growing vegetables and they use lot of green grams and channa dal
along with green vegetables in Mid Day Meals which is liked by most of the students in Hassan district. In Arkalagudu
Taluk GLPS, Nidagunda has bagged National Award for the school specially for establishing Shala Vana and environmental
studies.
In Haveri district GHPS, Yattanahalli, GHPS, Kurubagonda, kitchen gardens are unique and they grow a lot of verities of
greens and vegetables and used for Mid Day Meals preparation. The Head Masters and P.E teachers take lot of interest in
growing vegetables since they are basically agriculturists. SDMCs have taken lot of interest in Haveri distirct with regard to
MDM in schools. Thus, community support is very high in those schools. All cooks in Ranibennur taluk are well trained in
cooking nutritious good quality food and are provided with good 2 types of uniforms, aprons and head scarfs and also
some are provided hand gloves. 66 schools are provided with 18 types of different vegetables and green seeds to plant in
school gardens wherever water and land facilities are available with the help of Horticultural department free of cost. Idly,
Dosas and chatney sambar and sweets are also provided. The water filters are provided to schools by GOK scheme
“JALAMANI”. Idly Cookkers, Pressure Cookkers Grinder Mixies are been donated by the community.
In Davanagere district MDM has been appreciated by many newspapers and medias regarding the provision of good
quality food to school children. In Honnali Taluk children of GHS & GHPS are getting excellent food in schools under MDM
programme. Idly, Dosas and chatney sambar and sweets are also provided on every saturday. Three days in a week the
different nutritious green leaves are used with toor dhal and gram for change in taste and good quality sambar. Bassaru,
Massoppu and Mudda are also provided by using locally available millets Jower and Ragi, for additional Nutrion.
In Kolar district GHPBS and Urdu school are getting donations by the neighbours of the schools in the farm of vegetables
which are grown locally by the farmers. Apron, Caps, slipper, Masks and Hand glouse have been provided to all the cooks
of MDM throughout the district by using the amount available in schools itself. The CEO of the district has initiated by

involving himself encouragingly in the programme and 100 % kitchen sheds have been completed and painted uniformly
with pink colour inside and yellow colour outside from the point of view of uniformity and cleanliness. The children are
getting good quantity of vegetables and nutrition since they grow lot of vegetables in the district. Zilla panchayath
President and members and people representatives have voluntarily involved in the effective implementation of MDM and
community participation and involvement is appreciated by the electronic and print medias regarding the provision of good
quality food throughout the districts. Safety and cleanliness have been given more importance in MDM and in kolar the
teachers eat along with students in schools and the food is cooked as per the opinion of the children. They sit together in
a row and eat. This has created social integration throughout the district. ZP members and people representatives visit
schools and check the quality of food given to children.
In Shimoga district, Sagar Taluk GHS Subhashanagar, Head master and PE teacher have taken a lot of interest in
establishing unique kitchen garden where they have grown a lot of vegetables. Not only they use in the school MDM but
also they distribute the same to 10 neighboring schools of the taluk everyday.
In Tumkur district Schools use lot of coconuts in MDM. Siddaganga Mutt is providing Anna Dasoha to neighboring
schools which is of good quality.
In Belgaum district: 1 GLPS Jummanala is an example for unique kitchen garden. SDMC is supporting to grow plenty of
vegetables and distributing to neighboring schools. KHPS in Sindholi is good example for successful implementation of
Akshara Dasoha. Everyday the children are getting good quality food with lot of vegetables. GHPS, Kopadatti in Mudalgi,
in Chikkodi district, GHPS Gunteppanavara Tota, Raibhog, in these schools all round development has been achieved.
Academically they are good. Akshara Dasoha implementation is totally best with quality food. All cooks are provided
uniform, apron and head scarfs.
In Koppal District: A remote village GHPS, is been awarded Ajim Premji Award for its unique and exclusive learning
capacity of children and activities of children the Head Master says that the MDM is one of the supportive scheme for
regular attendance and learning of the children since they are coming from very poor background. Due to MDM children

are hale and healthy and participate in all activities of the school both in and out. This is one of the reasons, for 100%
attendance and learning in the school so they thank MDM scheme for ever. Since superior quality Sonamasuri rice is grown
in Gangavati belt area, FCI is collecting levy from rice mills and providing the same Sonamasuri rice to school MDM.
In Chikkamagalur district GHPS, Shringeri GHPS and GHS are getting sweets from the temples. In Tarikere taluk
Amruteshwara temple is providing 2 kgs of jaggery per week and daily 2 coconuts to GLPS and rich protein food with
coconut and dhal is given to children. In chikkamagalur district, Kadur taluk, Amrutheshwara temple people are donating
coconuts and jaggery to nearby government schools every Saturday to make sweets and distribute to children under MDM
Scheme Community participation is appreciably good.
In Dakshina Kannada District:
o In Dakshina Kannada, Bantvala taluk, GHPS, Suribayalu is one among the excellent school which has achieved all around
development in the district. Similarly GHPS, Pilichindikallu, has made good name in its excellent achieve both in education
as well as MDM implementation. In these schools SDMCs are too good and highly co-operative. Community participation is
highly appreciated. They have donated mixer grinder, utensils, plates and tumblers to children. Due to MDM
implementation, the attendance in the school has increased and regularly children are attending the class and participating
actively in both curricular and co-curricular activities. In Putthur taluk the community/donners have provided plates and
tumblers to al the children of the taluk . Educational achievement is also high in the district. In Bantvala taluk many
schools have high-tech toilets for children. Children are healthy due to hygienic atmosphere in the school. Most of the
schools in the district have developed bio intensive kitchen gardens in which lot of fresh vegetable and green leaves are
grown and used for Akshara Dasoha which has helped in increasing the nutrients among children.

In Uttar Karnataka district GHPS, Karwar and Murudeshwara, Gokarna and Idugunji community participation is very
good and everyday donors are providing vegetables and extra contingence amount of Rs six hundred per school for buying
ingredients per month. Wire meshed box, water filters are donated to MDM by the parents. In one of the schools of the
town, fish food is given to children by the donors since fish is the main food of the locality. 100% attendance is achieved in

those schools. Cleanliness is given maximum importance and kitchens are white washed once in every six months. A big
white cloth has been tied up above the cooking vessel so that no insects or other things fall in to the vessel. This is the best
practice which is highly appreciated in Uttara Karnataka to avoid insects like lizards falling into the food and this can be
emulated or followed by others. In Uttar Kannada, Sirsi Taluk schools in Kageri and other places, almost all school children
are getting tasty pickles from the donors for MDM everyday. Tambuli (greens and coconuts grinded and mixed with curd /
butter milk is given to children which adds to the nutrition as well as taste). In GLPS Taribole in Ankola taluk is one of the best
schools which have attained all-round development. MDM is successfully implemented and children are getting very good
quality of food every day.
In North Eastern Karnataka Bidar, Bijapur and Gulbarga Districts Pappu is prepared with green and dhal which is
highly nutritious and given to school children in MDM. Children love this and consume more food.
In Gadag district Idlis and Dosas are prepared in the schools of on every Saturdays and distributed to children in MDM
which is highly enjoyed and consumed by them. Uniforms, apron and head scarf/cape are provided to all the cooks in the
district to maintain hygiene and safety. As shown in the below photograph idly cookers have been provided to schools by
the donors in the community.
In Bagalkote district new type of hybrid drumstick seeds have been procured which yields more in quantity and quality.
It has been distributed throughout the state by the Joint Director to MDM. Idlis and Dosas are prepared in the schools of
on every Saturdays. Idly Cookers are used to Cook Idly which is donated by the community and also by the local Govt
Officials. All kitchen walls and roofs are whitewashed once in six months to maintain cleanliness.
2.18 Instances of unhygienic food served, children falling ill, sub-standard supplies, diversion/misuse of
resources, social discrimination and safety measures adopted to avoid recurrence of such incidents.
Rarely, incidents about the children falling ill after eating mid day meal have been reported. But after the laboratory
reports in all such cases it was found that the illness was not due to mid day meals served in the school. If any such thing

happens the investigation is made by the superior authorities le and disciplinary action will be initiated. Care is taken to
supply only good quality of food grains and maintain hygienic environment in kitchen premises.
To avoid misuse and diversion, departmental officials are sent as route officers along with the vehicles carrying food
grains. Whenever the misuse of resources is found disciplinary actions have been taken. The quantum of misuse is assessed
and recovery is made from the concerned. Wherever sub-standard food grains are supplied, the same is replaced. To
maintain safety measures, Fire extinguishers have been installed in all schools.
2.19 Extent of involvement of NGOs and Civic Body Organizations (CBOs)/PRIs in the implementation and monitoring
of the Scheme.
In the state, NGOs are participate in the programme. In all the cases the NGOs set up their own kitchen centres. At
present 105 NGOs are participating, covering 8.20 lakh children of 1 to 8 classes in 5906 schools across the state.
NGOs are provided with 100 gms of rice and Rs 2.69 cooking cost per child per day for classes 1to 5. Similarly 150 gms
of rice and Rs 4.03 cooking cost per child per day for classes 6 to 8
As per the directions given in the ACS Meeting all 105 NGOs along with district level Education Officers of Akshara Dasoha
were called for a separate meeting on 17-04-2012 and discussed to provide good quality food to children in school and they
were also guided to maintain the quantity and quality of food. They were instructed strictly to follow the instructions of the
department regarding the supply of food in good condition with the prescribed quantity of food grains, vegetables and curds
etc in closed containers in order to ensure the coverage of distance and safety.
2.20 Status of School Health Programme with special focus on provision of micro-nutrients, Vitamin-A, de-
worming medicine, Iron and Folic acid, Zinc and recording of height, weight etc.,
Apart from hot cooked meals children of classes 1 to 7 of Government and Aided schools are provided out of State funds.
Unit cost is Rs 14 per child. Budget for the year 2011-12 is Rs 633.55 lakhs. Supplementary nutrition in the form of tablets, the

This year Vitamin A and Albendazole and IRON and FOLIC ACID Tablets are administered to 55.90 lakh children. It is proposed
to cover 55.75 lakh children for the year 2011-12. Indent have been placed before health department to supply tablets. GOI is
requested to extend central assistance towards this intervention.
A massive health checkup programme of all students of 1 to 10 standards studying in Government, Government aided and
unaided schools is undertaken under “Suvarna Arogya Chaitanya Programme”. This programme is conducted regularly
during the month of August from 1st to 31st of every year as Masacharane programme through out the State. Health cards
are printed and distributed by Sarva Shiksha Abhiyan. All the students are subjected to health check up by the doctors of the
PHCs and Government hospitals. In case of detection of any serious health problem, the student is given proper medical
treatment free of cost. This programme is being conducted in co-operation with Health and Family Welfare department
funded by NRHM. In case of serious ailments like heart, kidney, and eyes, orthopedic problems the children are operated in
major hospitals, free of cost. In the year 2011-12, 682 children were treated and Rs 3.34 crores has been spent under NRHM
funds. The treatment is given in Yashaswini network hospitals. This programme will be continued and additional nutrient
tablets are distributed to all the children.

2.21 Present monitoring structure at various levels. Strategy for establishment of monitoring cell at various levels viz. Block, District and State level for effective monitoring of the scheme.
State level Steering Cum Monitoring committee headed by Additional Chief Secretary to GOK, holds meetings once in
six months every year to review the progress of MDM. Major issues are taken up for discussion and decisions made are
implemented.
District level and Taluk level SMCs are also constituted and meetings are held to review the progress of the District
and Taluk respectively.
2.22 Steps taken to strengthen the monitoring mechanism in the Block, District and State level and status of constitution
of SMCs at these levels. Status of formation on School Management Committee at village / school / cooking agency
level in the light of Right to Education Act, 2009
As per guidelines issued under midday meal programme, steering-cum- Monitoring Committees have been
constituted at Block, District and State Levels. In the year 2011-12 Numbers of meetings conducted: State level-1, District
level-53 and taluk level-368.
Inter district Inspections are conducted by the sate level. For the better implementation and monitoring of the programme
where in all the records are scrutinized and the quality of food is checked randomly.
Regular quarterly Phone in programme on radio attracts a lot of public listeners and the problems of MDM are solved
through easily by the Secretary, Primary and Secondary Education, GOK, Commissioner for Public Instruction Director
Primary Education, Joint Director MMS.
It is also been planned to shoot documentary film about the success stories of MDM and also best practices that are in
vogue throughout the State. Best working ADPIs of the Taluk and also cooks may be awarded for their excellent service on
some expected parameters.

Advertisements are published through print media such as news paper. It is also planned to advertise through news
bulletins and jingles on electronic media such as radio and television to popularize the effective implementation of MDM
programme in the State.
In all villages SDMC is constituted at each school and SDMCs supervise the MDM programme in all schools.
2.23 Arrangement for official inspections to MDM centres and percentage of schools inspected and summary of findings and remedial measures.
Inter district Inspections are conducted by the sate level. For the better implementation and monitoring of the
programme where in all the records are scrutinized and the quality of food is checked randomly.
Directors, Joint directors, Deputy Directors, Block Education officers, Block resource co-coordinators, Education officers
and People representatives, ZP and TP Officials supervising MDM programme. So far 51954 schools have inspected out of
56240 schools. That means 92.37% of the schools have been inspected upto the end of Feb-2012. 100% inspections will be
coveres by the end of this academic year.

MDM was not cooked for 1-2 days in 4 schools in the districts which could be have been avoided.
It has been strictly instructed to all the EO’s of the districts not to stop midday meals cooking at any cost under any circumstances. They have to make alternative arrangements according to the situation suitably.
There is a difference of three percent in the number of children who avail MDM as per MDM Register and the children who actually avail. This may be rectified.
Action has been taken to rectify the difference of 3% children who avail MDM actually. when local factions and village festivals are their children come to school in the morning and go home for meals in the afternoon. During these time the difference occurs.
Food is prepared in school as per the morning attendance, If the

children go home the actual availing numbers differs.
Menu is not displayed in any of the schools. When verified it has been noticed that while painting the schools the wall boards have been erased, for further menu display board writings monitory assistance is required, this problem will be set right in the school reopening time.
The instructions have been given to all the schools to display menu chart and adhere to the same.
Variety is followed to some extent, if possible more variety may be brought in the type of food.
Menu chart contains different varieties of menu prepared in the school. 4 days in a week Rice and Sambar with different vegetables will be given one day Bisibele bath/Curds/Curry given. On Saturday sweets/ Idli/Dosa/Sambar/Chatni/Rasam is given. In some Districts using millets Ragi, jower etc mudda and green leaves with dhal Bassaru, massoppu are also given.
Cooks and helpers are there in all the schools, but their appointing authorities differ.
Clear Gridlines are issued to Gram Panchayath and Municipalities. In Gram Panchayath the appointing authority consists of President of Gram Panchayath and President of SDMC and HM of the School, in Municipalities the Chief Officer of the Ward and President of SDMC and HM of the School are the appointing authorities, thus their appointing authorities differ from GP, Town Panchayth and Municipalities.
Appointing authority is EO Taluk Panchayath.
Uniformity may be maintained in appointment of cooks/helpers as well as their mode of payment.
Cook cum helpers are taken on purely temporary basis by 3 men committee comprising of HM, Sec. Gram Panchayath, and president SDMC throughout the state. In some districts cooks are from Stri Shakti Self help groups.
Most of the cooks are paid remuneration through bank A/C. In remote villages Banks are not easily accessible therefore the amount is transferred to SDMC A/C and in turn the Cooks are in cash. GOK is giving Rs. 100 extra to Head Cooks since they have to maintain MDM records in the school.

Cooking food in the classrooms has to be avoided. Instructions have been given to keep cooking activities away from class rooms and children. It will be strictly enforced in the future.
Participation of parents and SDMC members in monitoring of MDM is satisfactory. But there is a need to increase the participations of local bodies.
In some of the school parent visit and over see preparation of midday meals. Further steps will be taken to implement in all schools.
In the supervision of MDM roaster of community members have to be encouraged as it is practiced only in small percentage of the schools.
Community participation and MDM supervision by the members is encouraged. It will be increased in future.
As mass media is a very poor source of information about the MDM Scheme, efforts will have to be made to give wider publicity.
Wider publicity will be given in the future by giving ads in Newspaper and television.
MDM has been inspected at state level in only 5% of the schools though. It was done at the block level in 92% of the schools.
The action has been taken to inspect MDM more and more from state level. We have covered nearly 32.14% inspection from the state office only by making teams of officers and sending them different districts for inspections. And also 96.5% of inspections have been covered at the District and Block level.
Frequency of visit is 1-15 times at block level, 1-5 times at district level but only once at the state level. Therefore, attempts may be made to increase the frequency of visits by district and state authorities.
The suggestion is accepted and shall be in future followed in this regard Frequency of visits will be increased at the state level by the state authorities.
2.25 Grievance Redressal Mechanism if any, used by the States / UTs. Details of complaints received, nature of complaints and time schedule for disposal of complaints.
The Government of Karnataka Midday Meal Scheme has started Grievance Redressal Cell on 29th of March 2011 at 4.55PM for redressing issues related to the MDM Scheme. The AKSHARA DASOHA HELPLINE NO.1800 425 20007. The cell is active and
functional in solving the problems in midday meal proagramme throughout the state.

Totally 215 grievances have been recorded regarding the complaints about midday meals programme. Out of which 185
complaints have been solved at both state as well as district levels, remaining 30 are about demand for increasing the salary of cooks.
Nearly 780 information were asked about midday meals scheme.
Joint Director, DDPI’s and other officers have visited the problematic spots and have given solutions to the problems regarding
the usage of good food grains, more vegetables, cleanliness of food grains, supply of gas cylinders, appointment of cooks and giving
quality food to children.
The issues have been raised for discussion during the review meetings held at different districts under the chairmanship of
Commissioner of Public Instruction and solutions have been suggested to rectify the problems.
Inspections have been conducted in the problematic kitchen centers and the problems have been sorted out at Taluk and school
levels in the districts.
Since 2-11-11 162 cases have been registered and sent to different levels viz district, taluk levels, and rectified the problems by
the concerned authorities. Most of the questions araised regarding delay in food grains and fund flow, gas cylinder supply and
appointment of cooks and quantity of vegetables etc. and all these are met with the solutions.
2.26 Media campaign, if any.
Karmaveera weekly magazine of Karnataka has appreciated GHPS, Gumasta colony in Bijapur district for giving 2 times meals
to very poor children both in the afternoon as well as in the evening.
Print media has encouraged the MDM provision to school children during the summer vacation also in draught areas in 123
taluks in the state.
Radio jingles have been broadcasted to propagate the MDM provision to school children.
TV adds have been telecasted to popularize MDM scheme in the state and community participation is encouraged through the
same.
2.27 Overall assessment of the manner in which implementation of the programme is contributing to the programme
objectives and an analysis of strengths and weaknesses of the programme implementation.
The Commissioner of Public Instruction has continuously reviewed the progress of the implementation of MDM in all the
Divisional, District level review meetings and also weekly review meetings where in the progress achieved in all the districts are
processed. Marks have been awarded to districts based on the achievements. He has also convened a meeting for Oil company
proprietors and has discussed about the regular supply of gas cylinders to schools on priority basis and strict instructions were given

to them to supply LPG Cylinders to schools well in time to avoid any hindrances in MDM. He has given lot of importance, suggestions
and instructions for the improvement of the scheme and he is strictly accelerating the progress and achievement of the scheme by
these review meetings.
Community and children have accepted the mid day meal programme wholeheartedly. Now a day’s food is cooked according
to the local specific taste and the opinion of the children instead of the decision by the Headmaster. Community participation is
highly appreciated and encouraged which has become a great support for the effective implementation for the programme. The
objective of the Mid day meals have been achieved to a greatest extent by which children have become more healthier and
participate in all the activities both inside and outside the classrooms. i.e both curricular and co-curricular activities. Social integration
among children has been developed.
Children like the food being served in the school. 97% of parents of both in urban and rural areas felt that the MDM
programme has been useful to them. Undoubtedly the MDM programme has improved the nutrition level among the children but
has also helped in increasing the attendance, retention as well as learning capabilities and nutritional level.
