Office of Public Transportation announces that the Kan-sas Coordinated Transit District Council (KCTDC) is now accepting courtesy bids for Kansas’ transit vehicles.
These courtesy bids will cover 4 types of 2018/2019 model-year transit vehicles, including ramp minivans, full size vans, and 20-passenger small transit buses with optional wheelchair lifts. The transit vehicles will be funded by the Federal Transit Administration and the State of Kansas, and must comply with all applicable Federal (including FMVSS and ADA requirements) and State laws for passenger vehicles of this type. These vehi-cles will be used in the KDOT Public Transportation pro-gram to transport the elderly, persons with disabilities, and the general public.

Notice Concerning Proposed Kansas Air Quality Class I Operating Permit Renewal
Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting com-ments regarding a proposed air quality operating permit. ONEOK Field Services, LLC – Medicine Lodge Compres-sor Station has applied for a Class I operating permit re-newal in accordance with the provisions of K.A.R. 28-19-510 et al. The purpose of a Class I permit is to identify the sources and types of regulated air pollutants emitted from the facility; the emission limitations, standards, and re-quirements applicable to each source; and the monitoring, record keeping, and reporting requirements applicable to each source as of the effective date of permit issuance.
ONEOK Field Services, LLC – Medicine Lodge Com-pressor Station, 100 W. Fifth St., Tulsa, OK 74103, owns and operates a compressor station located at Section 25, T31S, R12W, Barber County, KS.
A copy of the proposed permit, permit application, all supporting documentation, and all information re-lied upon during the permit application review process are available for public review during normal business hours of 8:00 a.m. to 5:00 p.m. at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366 and at the Southwest District Office (SWDO), 302 W. McArtor Road, Dodge City, KS 67801-6098. The U.S. Environmental Protection Agency has a 45-day review period, which will start concurrently with the public comment period, within which to object to the proposed permit. If the EPA has not objected in writing to the issuance of the permit within the 45-day review period, any person may petition the administrator of the EPA to review the permit. The 60-day public petition pe-riod will directly follow the EPA’s 45-day review period. Interested parties may contact KDHE to determine if the EPA’s 45-day review period has been waived.
Any such petition shall be based only on objections to the permit that were raised with reasonable specificity during the public comment period provided for in this notice, un-less the petitioner demonstrates that it was impracticable to raise such objections within such period, or unless the grounds for such objection arose after such period. If the EPA has not objected in writing to the issuance of the permit within the 45-day review period, any person may petition the administrator of the EPA to review the permit. The 60-day public petition pe-riod will directly follow the EPA’s 45-day review period. Interested parties may contact KDHE to determine if the EPA’s 45-day review period has been waived.

Synopsis: K.S.A. 19-4625 does not specifically address how a county hospital’s debt should be paid upon ter-mination of operation of the county hospital. It only pro-vides that moneys remaining in any fund of the county hospital after termination of its operation and after pay-ment and performance of any obligation thereof shall be transferred to the county general fund.
A hospital board trustee who has a substantial inter-est in a business that contracts with the hospital does not violate K.S.A. 75-4304 if the hospital board trustee has disclosed the substantial interest and abstained from any action on the contract.
