“Overall, college enrollment is running 2.9% below last spring’s level. Community colleges remain the worst-hit sector by COVID-19, down 9.5% from last spring. Public four-year undergraduate enrollment is currently falling more precipitously (-3.3% this spring, -1.1% last spring and -1.9% last fall).”

First Look Spring 2021 Enrollment ReportNational Student Clearinghouse Research Center

“Some of the largest enrollment declines this summer were among Black undergraduates (8.3 percent), the Clearinghouse Research Center found. [ ] The drops for Black students were steepest in the community college sector (10.5 percent), followed by for-profits (6.8 percent), private nonprofit colleges (5.2 percent) and public four-year universities (2.7 percent). And while Latino student enrollments were up this summer in all other sectors, they were down 2.6 percent at community colleges.”

“Even though the increase in upward transfer is promising for community college students seeking a bachelor’s degree, it was uneven across different student subgroups, with male students, Black students, and adult learners falling further behind other demographics.”

Undergraduate enrollment declined in all racial and ethnic groups. While Native American enrollment decreased the most, Asian and Latinx enrollments have dropped in contrast to their growth last spring. In contrast to last fall, 18- to 24-year-old enrollment dropped more than adult enrollment this spring (-5.3% vs. -2.6%).

“People of color have experienced disproportionately higher rates of infections and deaths from COVID-19, which means that when students and employees return to campus, there’s a higher likelihood that students and employees of color will have experienced significant loss of a loved one or friend or someone in their community compared to white students.”

PARTNERSHIPS

Increased transfer data access and dissemination, collaborative advising, cross-sector faculty engagement, and enhanced investment and advocacy by all higher education players is needed to move the transformation of the state’s transfer agenda forward. How relationships are fostered and how policy supports communication across sectors becomes central to addressing transfer policy changes needed to improve transfer experiences for students.

TRANSFER | TRANSITION

“We shouldn’t be talking about opening up normal, we should be talking about opening up better. [ ] We know that a lot of four-year and two-year institutions weren’t providing the best services to low-income students and students of color.”

Wil Del Pilar, Education Trust“Reopening with Equity”, Inside Higher Ed (2021)

“During these tumultuous times, it is critical for colleges and universities to stay in touch with how transfer students are doing and what they need to succeed. Any college student could become a transfer student due to the unpredictability of our times. Thus it becomes crucially important for the higher education community to understand students’ rapidly evolving needs and ensure equitable student outcomes are a top priority.”

CHANGE | TRANSFORMATION

TRANSFORMATION | Perspective transformation: a structural change in the way we see ourselves and our relationships and reformulates the criteria for valuing and for taking action. (Mezirow, 1978)

Organizational transformation: 1) alters the culture of the institution by changing select underlying assumptions and institutional behaviors, processes, and products; 2) is deep and pervasive, affecting the whole institution; 3) is intentional; and 4) occurs over time (Eckel, Hill & Green, 1998).

“So while once we asked,

how could we possibly prevail over catastrophe?

Now we assert

How could catastrophe possibly prevail over us?

We will not march back to what was

but move to what shall be”

NOW

“During this tumultuous time, transfer partnerships can serve as a much-needed safety net for transfer students. [ ] Partnerships that have built a culture of collaboration often develop a web of connections between staff and faculty across institutions.”
