Our work will be developed in two strategic lines. The first one will follow high level actions to initiate a policy- making process for developing specific social security schemes in the Agriculture. The second one will create platform for experience exchange and awareness rising and mobilization of the national social partners in the Sector with direct affect to the beneficiaries of the approach - workers and employers, self- employed and those who do a precarious work in the sector. The project activities - searching, developing reports, Study and Broshure, Focus group working, regional working meetings and european conference - will increase the level of understanding the importance of this issue, will build the capacity of the social partners and will force the process to move forward in generating solutions, making agreements, and active collaboration. The project supports the modernizing and improving social protection in the European Union focusing on the social dimension of the European Single Market, especially with respect to the access to and redistribution of rights, free movement of workers, changing nature of work as a consequence of the economic crisis, restructuring, new jobs creation and green workplaces. The project promotes the social dialogue at sectoral level as it set in The Treaty. It is a modest contribution to the great amount of job done by the social partners in European Agriculture - EFFAT and GEOPA - and step forward in the 50-years-old process of social dialogue and cooperation. The positive results achieved - know-how, methodology and well working approach of developing partnership - could also inspire other sectors or regions for actions combating poverty and social unfairness. Kako ravnamo? Naše delo se bo razvilo v dveh strateških potezah. Prva bo sledila dejanjem na visoki ravni, da se začne postopek za oblikovanje politike za razvijanje specifičnih socialnih varnostnih shem v kmetijstvu. Druga poteza bo ustvarila platformo za izmenjavo izkušenj in dviganja zavesti ter mobiliziranje nacionalnih socialnih partnerjev v sektorju z neposrednim učinkom na koristnike tega dostopa – delavce in delodajalce, samozaposlene in tiste, ki izvajajo negotovo delo v tem sektorju. Aktivnosti projekta – iskanje, razvoj poročanja, raziskave in oglaševanje, osredotočenje na skupinsko delo, regionalna delovna srečanja in evropske konference – bodo povečale raven razumevanja pomembnosti te tematike, ustvarile kapaciteto socialnih partnerjev in pospeševale postopek premikanja naprej in tako ustvarile rešitev ter sestavile sporazume in aktivno sodelovanje. Projekt podpira posodobitev in izboljšanje socialne varnosti v EU in se osredotoči na socialno razsežnost Evropskega enotnega trga, posebej, če upoštevamo dostop in podelitev pravic, prosto gibanje delavcev, spreminjanje narave dela kot posledico ekonomske krize, prestrukturiranja, ustvarjanja novih služb in zelenih delovnih mest. Projekt podpira socialni dialog na ravni sektorja, kot je določeno v „Pogodbi“. To je skromen prispevek k veliki količini opravljenega dela s strani socialnih partnerjev v Evropskem kmetijstvu – EFFAT in GEOPA – in korak naprej v 50 let starem postopku socialnega dialoga in sodelovanja. Pozitivni rezultati, ki so bili doseženi, tj. strokovno znanje, metodologija in dober poslovni dostop do razvijanja partnerstev, lahko navdušijo tudi druge sektorje ali regije za dejanje, kot je boj proti revščini in socialni krivičnosti. Kako ravnamo?Naše delo se bo razvilo v dveh strateških potezah. Prva bo sledila dejanjem na visoki ravni, da se začne postopek za oblikovanje politike za razvijanje specifičnih socialnih varnostnih shem v kmetijstvu. Druga poteza bo ustvarila platformo za izmenjavo izkušenj in dviganja zavesti ter mobiliziranje nacionalnih socialnih partnerjev v sektorju z neposrednim učinkom na koristnike tega dostopa – delavce in delodajalce, samozaposlene in tiste, ki izvajajo negotovo delo v tem sektorju. Aktivnosti projekta – iskanje, razvoj poročanja, raziskave in oglaševanje, osredotočenje na skupinsko delo, regionalna delovna srečanja in evropske konference – bodo povečale raven razumevanja pomembnosti te tematike, ustvarile kapaciteto socialnih partnerjev in pospeševale postopek premikanja naprej in tako ustvarile rešitev ter sestavile sporazume in aktivno sodelovanje. Projekt podpira posodobitev in izboljšanje socialne varnosti v EU in se osredotoči na socialno razsežnost Evropskega enotnega trga, posebej, če upoštevamo dostop in podelitev pravic, prosto gibanje delavcev, spreminjanje narave dela kot posledico ekonomske krize, prestrukturiranja, ustvarjanja novih služb in zelenih delovnih mest. Ali veste? � Socialni varstveni sistemi znotraj Evropske

unije so bili ustanovljeni z namenom solidarnosti in dostojanstva znotraj družbe. Obstajajo zato, da varujejo ljudi pred grozečo revščino, ki izvira iz brezposelnosti, izgube zaposlitve po prestrukturiranju ali druge gospodarske omejitve, upokojitve, bolezni in invalidnosti, starševske obveznosti, starosti ali izgube starša. Prav tako naj zagotovijo dostop do življenjsko potrebnih služb za zagotavljanje primernih standardov za enostaven izstop, svobodo gibanja, nediskriminacijo in enakost ter integracijo v družbo.

� ....Vendar so dandanes prisotni predmeti pritiskanja in soočanja z izzivi, ki nastanejo zaradi spremenjene narave dela, naraščanja brezposelnosti, staranja prebivalstva, novega ravnovesja spolov delovne sile, rušenja družinskih struktur, migracije in svobode gibanja, itd.

� Države članice so odgovorne za organizacijo in financiranje socialno varstvenih sistemov. Vendar pa ima EU specifično vlogo pri zagotavljanju skozi

izvedbo odprte Metode koordinacije, ki zagotavlja ljudem socialno zaščito varnosti.

� Kmetijski sektor se nahaja na novi stopnji prestrukturiranja in spremembe, ki najbolj vpliva na delavce. Sektor je znan po neprivlačnih delovnih mestih z nizkim zaslužkom, neugodnimi delovnimi pogoji dela, po nizko kvalificirani in nizko motivirani delovni sili, sezonskem zaposlovanju, delu, odvisnem od okoliščin in nizke pokritosti s strani socialnih varovalnih sistemov. To seveda posredno in neposredno vpliva na socialne pravice, blaginjo in blagostanje državljanov in delavcev. Tako nastane luknja v varnostnem sistemu in tveganje za delavce in njihove družine. Delavci in zaposleni v tem sektorju so žrtve dolgotrajne finančne nestabilnosti v socialnem varnostnem sistemu.

� Ta luknja potrebuje odgovorno politiko, ki je odločna in jo izvajajo vsi glavni akterji.

� Socialni dialog in industrijski odnosi, ki so se razvijali že 50 let v kmetijskem sektorju, nudijo orodje za iskanje rešitev za boljšo socialno zaščito varnosti delavcev in zaposlenih v tem sektorju.

� Socialni partnerji v tem sektorju lahko mobilizirajo civilno in socialno energijo ter moč, da premagajo izzive v socialnem varnostnem sistemu v tem sektorju z razpravljanjem in razvijanjem specifičnih socialnih varnostnih shem, ki morajo podpreti srednjeročno in dolgoročno politiko v prid zadevnih zaposlenih in delavcev ter družbe v celoti.

� Obstoječi primeri dobre prakse pri socialni varnosti v nekaterih starih državah članicah se naj skrbno proučujejo in podprejo v novih državah članicah in državah kandidatkah, da bodo omogočile boljši dostop do socialnega varnostnega sistema zaposlenih v kmetijstvu.

We are aiming the following results and outputs:

� Analytical Study/Peer Analysis on the situation of social security systems in European Union with focus on Agriculture.

� National inputs by each partner-country and National Ac-tion plans for concerted actions of the social partners.

� Transnational Brochure on possible good solutions for developing efficient SSSS in Agriculture.

� Increased capacity of the social partners in the sector upon social security issues and rights.

� Improvement of efficiency of the social dialogue and impetus for the process in the NMS and Candidate countries.

� Strengthening the transnational solidarity and cooperation. � Иnformation and media campaign for exploring and shap-

ing the public opinion on the hot social issues in Agriculture.

O projektu - cilji in zastavljeni cilji pred nami:

� Za povečanje kapacitete sindikata in organizacije zaposlenih v kmetijskem sektorju se krepi njihova vloga in udeležba v postopku odločanja za izvajanje in upoštevanje ciljev obnovljene socialne agende.

� Za podpiranje posvetovalnih postopkov med ključnimi akterji na nacionalni stopnji v novih državah članicah si prizadevamo, da bi začeli razpravo o socialni varnostni shemi/ustanovitvi skladov, da bi podprli socialno solidarnost in pospešili socialno vključevanje in integracijo, udeležitev in dialog ter boj proti revščini kot socialni odgovor, ki mu lahko zaupajo zaposleni.

� Za spodbujanje aktivne javne razprave in za seznanjanje socialnih partnerjev o kmetijstvu o možnih rešitvah/ukrepih sprejetih na Evropski ravni in njihove izvedbe na nacionalni ravni.

Nameravamo uresničiti naslednje rezultate in storitve:

� Analitično raziskavo/primerjalno raziskavo situacije socialnih varnostnih sistemov v EU, ki so osredotočeni na kmetijstvo.

� Nacionalna vlaganja s strani partnerskih držav in nacionalni akcijski načrti za usklajeno postopanje socialnih partnerjev.

� Čezmejno brošuro o možnih dobrih rešitvah za razvoj učinkovitega SSSS v kmetijstvu.

� Povečano kapaciteto socialnih partnerjev v sektorju na osnovi socialno varnostnih vprašanj in pravic.

� Izboljšano učinkovitost socialnega dialoga in spodbudo za postopek v NMS in v državah kandidatkah.

� Krepitev čezmejne solidarnosti in sodelovanja. � Veliko informacij in medijsko kampanjo za

raziskovanje in oblikovanje javnega mnenja glede razgrete socialne tematike v kmetijstvu.

ZA SEKTORSKE SOCIALNE PROGRAME V KMETIJSTVU

FOR SECTORAL SOCIAL SCHEMES IN AGRICULTURE

Do you know that... � Social protection systems within European Union are founded

on the notion of solidarity and dignity within the society. They are for protecting people against threath of poverty resulting from unemployment, loss of jobs after restructuring or other economic restrictions, retirement, ill health and invalidity, parental respon-sibilities, old age or loss of parent. They also should guarantee access to vital services for insuring decent leaving standards, free-dom of movement, non-discrimination and equality and integration in the society.

� ....But now adays they are subject of pressure and face challanges caused by the changing nature of work, increase of unemployement, ageing of the population, new gender balance of workforce, breackdown of family structures, migration and free movement, etc.

� Member states are responsible for the organization and financing of social protection systems. Nevertheless the EU has a specific role in ensuring, through implementation of the open Method of Coordination that people are guaranteed social security protection.

� The Agricultural sector is in a new stage of restructure and changing, that afects workers most of all. The sector is notorious

with the non attractive work places - low incomes, unfavora-ble working conditions, low qualified and low motivated work force, seasonal character of employment, precarious work, low coverage by the social security systems. This causes direct and indirect impact on citizens’ and workers’ social rights, welfare and well-being. It creates a gap in the security system and risk for the workers themselves ad for their families. The workers and employees in the sector are victims of the long lasting financial instability of the social security system.

� This gap needs a responsible policy, set and implemented by the all key players.

� The social dialogue and the industrial relations developed in the sector of Agriculture since 50 years give an instrument for seeking and finding solutions for better social security protection of the workers and employees in the sector.

� The social partners in the sector are able to mobilize the civic and social energy and power to overcome the challenges in the social security system in the sector trough debating and developing specific social security schemes, which must support the mid term and the long term policy in favor of employees and workers concerned and the society as all.

� The existing good practice examples in social protection in some of the old member states could be studied and promoted in the new member states and candidate countries, which will provide better access to social security system of the employed in Agriculture.

About this project - goals and objectives in front of us:

� To increase the capacity of trade unions and employers’ organizations in the sector of Agriculture, in order to strengthen their role and participation in the decision-making process for implementation and respect to the Renewed Social Agenda goals.

� To promote consultation procedures between the key play-ers at national level in the new member states, aiming to initiate discussion on the social security schemes/funds establishment, in order to promote the social solidarity and fostering social in-clusion and integration, participation and dialogue and combating poverty as a socially responsible answer toward employed.

� To encourage the active public debate and to inform the social partners in Agriculture on possible solutions/measures, taken at European level and their implementation at national level.
