Local Issues

Many in the rural community are concerned thatconservation policies are becoming increasinglydomesticated. What chance then do we have ofmanaging urban wildlife?

Southend Borough Council does not at presentregard foxes as vermin and therefore has no official strategy to control the expanding population; rather it puts the onus back onhomeowners to decide what to do should theybelieve a fox presents a problem.

This leads to an issue I am particularly passionate about but again, hard evidence is virtually non-existent. However, there is mounting anecdotal evidence that people aretrapping urban foxes and rather than destroyingthem, transporting the animals to the countryside and releasing them in fields orwoods. I contend this is cruel and should be outlawed.

The RSPCA has suggested the practice is a ruralmyth but a pest control officer told me last yearthat a colleague of his has trapped and releasedurban foxes. Gamekeepers regularly report thatthey have shot foxes and discovered them tohave been treated by vets; evidenced by shaved

he urban fox, an increasingly commonsight on the streets and in gardens of

the UK, has evolved into a feral species that iswholly unlike its rural cousin.

The ‘Mr Todd’ of the countryside has an acutesense of smell and as a result, is rarely seen in theopen but remains an efficient hunter. Similar tourban foxes, they can easily adapt to a more readily available food source. I keep hens and despite never having seen any signs of a fox nearmy home, still take great care to protect themfrom becoming Reynard’s supper after dark.

However, as readers of Tennyson will know ‘Nature, red in tooth and claw’ is unsentimentaland therefore keeps the population down. This isnot the case in built-up areas and consequentlyurban foxes make up 90% of the total British foxpopulation. I believe that without a clear policyto manage the burgeoning fox population andthat, I’m afraid could lead to a cull.

In the countryside, foxes are by and large regarded as vermin and, even after the HuntingAct became law in 2002, management of speciessuch as red deer, grey squirrels, rats and nowbadgers, require an occasionally lethal approach.

Contact with people in their own homes, including attacks, has been well documented inthe media and whilst no such incidents havebeen recorded in Southend, not planning for a‘what if’ scenario could be as effective as simplycrossing your fingers.

As a Conservative politician, one is always mindful that left-leaning folks like to see some, ifnot all of us as toffs on horseback, dressed inbright red, gleefully chasing defenceless animalsto their death. It’s a convenient and often erroneous cliché. It also avoids the fact that, in thetown just as in the country, we need to see beyond foxes’ looks and charisma and take ac-tion when necessary.

I’m not suggesting we have packs of hounds andfolks in hunting pinks on horseback chargingmajestically through the Cliff Gardens but Iwould urge my colleagues at the Council to seriously look at the situation and develop a clearstrategy on managing foxes. I would also verymuch like to see and hear Oracle readers’ ideasand opinions on what they would like us to do.

Foxes are also territorial and a dominant dog foxwill do serious injury to an interloper. Removinga fox from its own habitat and releasing it into acompletely alien environment is almost barbaric.If scavenging in an urban setting is all a young foxknows, it risks starving to death in the countryside where scraps left by humans are fewand far between. Furthermore, disregarding thefact that nature itself is wholly unsentimental andthose animals lives are shortened by disease andinjury - well-meaning individuals patching upwounded or sick animals up and then chuckingthem into the nearest field could actually be farworse for their welfare than putting them tosleep.

Raspberry Shortcake Stacks

his dessert is a twist on the classicstrawberry shortcake. The addition of

maple syrup works really well with the tangy raspberries and also in the crisp biscuits. The biscuits can be made a day or two ahead and keptin an airtight container and the sauce can be madeand kept in the fridge, so on the day it is just assembling the dessert, easy.

Ingredients115g/4oz salted butter softened60g/2 ½ oz caster sugar175g/6oz plain flour, plus extra for dusting2tbsp maple syrupFor the sauce250ml double cream125ml maple syrup2 tbsp light brown sugar

Method1. Pre heat the oven to 190c/ fan 170/ gas 5. Usinga processor or hand whisk cream the butter andsugar until light and fluffy. Add the flour andmaple Syrup and mix to form a ball of dough.Wrap in cling film and chill for 1 hour.

2. Meanwhile make the maple sauce. Heat thecream, maple syrup and brown sugar in a pan overa low heat, until the sugar has dissolved. Bring toa gentle boil and then simmer for 5 minutes untilslightly thickened. Set aside to cool.

3.On a lightly floured surface, roll out the doughto a 5mm thickness. Using a 7cm cookie cutter, cutthe dough into 18 rounds. Place on 2-3 large baking sheets lined with baking parchment andbake for 8-10 minutes until pale golden in colour.Cool on a wire rack.

4.When ready to serve, whip the cream for the filling until it just forms stiff peaks. Swirl throughhalf of the maple sauce. Place one biscuit in thecentre of a plate, top with a generous spoonful ofthe maple cream and a few raspberries. Top witha second biscuit and top with a further spoonfulof cream and raspberries. Top with a third biscuits.Repeat with the remaining biscuits to make 6stacks.

5. Dust each stack with icing sugar and drizzleround the remaining sauce. Serve immediately

Pace scoops Sunday Times Letting Agency Award

t was great to see a Southend companyamongst inner-City lettings agents pick up

a prestigious annual Sunday Times Letting AgencyAward. PACE plc was in the company of a select fewfrom hundreds of entrants who were fortunateenough to win on the day, scooping the Silver Awardfor ‘Best Single Office Lettings Agent’ in the SouthEast.

The awards were announced by four times OlympicGold medallist Sir Matthew Pinsent at a lavish luncheon & ceremony at the Lancaster Hotel attended by 500 of the UK's top letting agents.

The competition within the South East category wasparticularly fierce with it being one of the most hotlycontended geographic categories inviting entrantsfrom across, Berkshire, East Sussex, Essex, Hampshire,Kent, Middlesex, Surrey, West Sussex.

PACE sailed through a rigorous judging process toemerge as a winner, which not only involved a written application, but an in-depth interviewfollowed by an unannounced visit from a ‘mysteryshopper’.

The judging panel, chaired by The PropertyOmbudsman Christopher Homer, consisted ofrenowned individuals from the property world. In reviewing a vast number of entries, the panel agreedthat PACE’s ‘devotion to providing everyone with ahome made it a worthy silver winner for the category’. Judges were also impressed by PACE’s online payment facility for tenants, which has

I enabled it to collect an impressive 97% of rents due. With special attention being paid to PACE’s ‘high-quality service’ and ‘robust systems andprocesses’, Managing Director of PACE, Crystal Horwood, was more than delighted, commenting:

“The Sunday Times Letting Agency of the YearAwards are the longest running and most soughtafter awards in the lettings industry. We work exceptionally hard on behalf of our growingportfolio of landlords and tenants and this accoladeproves the high standards we set ourselves.

PlanningYour Architect submits the drawings to the LocalAuthority together with all relevant supportingdocumentation. A fee is due to the council at thisstage which is payable on submission. The planningprocess takes a minimum of 8 weeks during whichtime your architect may liaise with the planners ifrequired. Once the planners have assessed theproject the decision is issued.

Production InformationAssuming permission is granted, you are now in aposition to deal with the ‘nuts and bolts’ of thedevelopment. The planning drawings detail the style,size and layout of the project, the productiondrawings show how it is to be built. Your architectwill produce drawings that detail exactly how thescheme will be constructed. At this time all parts ofthe construction are considered, from the structuralimplications through to fixtures and fittings. Yourarchitect should act as lead consultant, liaising withall other professionals, i.e. structural engineers andparty wall surveyors. They will produce a package ofinformation to send out for tender to a chosen list ofcontractors, which your Architect will help formulate

ConstructionOnce tenders are returned and analysed, acontractor is appointed to carry out the work.Depending on the size and complexity of work, abuilding contract should be used and signed by youand contractor and administered by your Architect.They will oversee the contract and monitor the workthroughout the agreed works period. They will dealwith all statutory consents, certify and valuecompleted work and ultimately hand over yourcompleted dream project
